Personal Background:
Albert del Rosario was born in Manila on November 14, 1939 to Luis del
Rosario and Amparo Ferreros. His great grandmother Teresa Sempio was a sister
of Felipa Sempio, the mother of Gregorio del Pilar. His grandfather, Judge
Simplicio Sempio del Rosario was a delegate to the Malolos Congress.

Educational Background and Experience


Del Rosario graduated from Xavier High School in New York and
subsequently attended college at New York University, graduating with a degree
in Economics. In 2006, he was elevated to the Xavier High School Hall of Fame.
Before being appointed by Benigno Aquino III to the Foreign Affairs
secretary post, del Rosario was the Philippine ambassador to the United States
under then-President Gloria Macapagal-Arroyo from 2001 to 2006. He stepped
down after disagreements with the Arroyo government.
He reportedly opposed the hiring of more lobby groups for the Philippine
government and had cautioned the Arroyo government on its move to declare an
emergency rule in 2006 following reported threats to national security.

The Executive Secretary of the Philippines is the head and highest-ranking


official of the Office of the President of the Philippines and a member of the
Cabinet of the Philippines. The office-holder has been nicknamed as the "Little
President" due to the nature of the position. It was given the mandate "to directly
assist the President in the management of affairs of the government as well as to
direct the operations of the Executive Office." The Executive Secretary can issue
orders in the name of the President, can review and modify decisions of other
cabinet secretaries on appeal and can perform numerous other functions as
allowed or delegated by the chief executive.
Personal Background:
Paquito "Jojo" Navarro Ochoa, Jr. (born November 11, 1960) is a Filipino
lawyer. He is the current Executive Secretary of the Philippines under the
Administration of President Benigno Aquino III. He had been the city administrator
of Quezon City from 2001 to 2010.
Educational Background and Experience:
Ochoa took his A.B. in economics at the University of Santo Tomas and law
at the Ateneo de Manila University. He joined the Bar in 1986, and his pro-bono
work in his province led to his election as Director and then Vice President of the
Bulacan Chapter of the Integrated Bar of the Philippines. He also engaged in
private practice and served as partner of the De Mesa and Ochoa Law Offices and
later partner (on leave) in the Marcos Ochoa Serapio Tan Law Firm.
In 2001, when then Rep. Feliciano "Sonny" Belmonte, Jr. ran for mayor, Atty.
Ochoa headed his legal team. Mayor Belmonte then made Atty. Ochoa his righthand man and later formally appointed him city administrator in 2003.

As city administrator, he helped oversee the management of a city


grappling with budget shortfalls and the increasing demands of a fast-growing
city. Atty. Ochoa headed the Finance Committee, among others, and implemented
systems that would drastically cut down unnecessary spending by the city
government.

Personal Background:
Secretary Edwin Lacierda is the Presidential Spokesperson of Philippine
President Benigno S. Aquino III, and an incumbent member of the Philippine
Cabinet. Prior to this, he was the spokesperson for the presidential campaign of
then Senator Aquino from November 2009 up to the elections in May 2010. He
was born in Philippines in a Chinese family.
Prior to joining the campaign, he was a law practitioner and a co-convener
for the Black and White Movement, an organization of civil society groups calling
for transparency and accountability in government. He served as the legal
counsel of whistleblower of Rodolfo Jun Lozada during the Senate investigation
on the NBN-ZTE controversy.

Lacierda received his degree in AB Communication Arts from the De La

Purisima earned his bachelor's degree in accountancy at De La Salle
University and pursued an MBA with specialization in international economics and
finance at the Kellogg School of Management of Northwestern University in
Evanston, Illinois, USA. He spent most of his career in the financial sector before
joining government, even rising through the ranks to the position of Purisima was
chairman and managing partner of renowned accounting firm Sycip, Gorres,
Velayo & Co. He was also a member of the Global Executive Board and Global
Practice Council of Ernst & Young, one of the world's Big Four accounting firms.

Leila Magistrado de Lima (born on August 27, 1959) is the secretary of
Philippine Department of Justice under the Administration of President Benigno S.
Aquino III.
She is the eldest daughter of the former Philippine COMELEC Commissioner
Vicente de Lima and Norma Magistrado. She was born and raised in Iriga City. She
has two sons, Israel and Vincent Joshua.
Educational Background and Experience:
She graduated in 1980 from the De La Salle University with an AB History
degree. She finished her Bachelor of Laws (Salutatorian) degree at the San Beda
College of Law in 1985. She placed 8th in the 1985 Philippine Bar Examinations
with an 86.26% rating.
Under then President Gloria Macapagal-Arroyo, Leila de Lima was appointed
Chairperson of the Philippine Commission on Human Rights. When Benigno
Aquino III took over, de Lima was tapped as Secretary of the Department of
Justice under the President-elect's new Cabinet.
On July 2, 2010, De Lima took over the helm of the Philippine Department of
Justice. In her speech, she said that "the marching orders of President Benigno
Aquino III were not mere election promises...Reform is a fundamental theme of
this administration: first to rid ourselves of corruption and second to shore up our
competence."

Personal Background:
Roxas was born on May 13, 1957, in Manila, Philippines to Judy Araneta of
Bago City, Negros Occidental and Gerardo Roxas (19241982) of Capiz. Roxas'
father was a former Senator (19631972), and the only son of Manuel Roxas, the
first President of the Third Philippine Republic, and Trinidad de Leon. The couple
married in 1955. He has two siblings namely Maria Lourdes or Ria, married to
Augusto Ojeda and mother of three and the late Congressman Gerardo "Dinggoy"
Roxas, Jr. (19601993).

Educational Background and Experience:


Roxas attended Ateneo de Manila University for grade school and high
school, then attended the Wharton School of Economics at the University of
Pennsylvania, earning a degree in economics in 1979.
After graduation, he worked for seven years as an investment banker in
New York, and became an assistant vice president of the New York-based Allen &
Company. Following the 1985 announcement by President Ferdinand Marcos of a
snap election, he took a leave of absence to join the presidential campaign of
Corazon Aquino.

As Senior Vice President for Project Development of Citadel Holdings, Inc.,
he was responsible for identifying and developing new business ventures and
expansion of core business of the Holdings Group. During that time, he led the
consortium with foreign investors and technical partners that participated in two
(2) biddings of electricity transmission company Transco, and the successful
acquisition of a telecommunications project in Micronesia.
As former Chairman and President of BCDA, the public-private partnership
projects he pushed include the conversion of former military baselands (Clark,
Subic, John Hay, Poro Point, Fort Bonifacio (Bonifacio Global City), & Villamor
bases) from military use to private commercial and industrial uses as special
economic and freeport zones. He was responsible for conceptualizing and
promoting Subic Clark Alliance Development (SCAD) Project as a national priority
program and in securing JBIC loan and funding arrangements for Subic Clark
Tarlac Toll Road. He is credited for the successful bidding of major portions of Fort
Bonifacio paving the way for the entry of big developers including the Fort
Bonifacio Development, Market-Market, Pacific Plaza Towers, and for concluding
agreements with International School, Japanese School and British School to
enhance the total development of Fort Bonifacio.

He also served as Director of Metro Pacific Investments Corporation, Clark


Development Corporation, Clark International Airport Corporation, Fort Bonifacio
Development Corporation; and board membership at Subic Bay Metropolitan
Authority, National Power Corporation, and Metropolitan Waterworks & Sewerage
System.

Joseph Emilio "Jun" Aguinaldo Abaya (born May 28, 1966) is a Filipino
politician, lawyer, and military officer. He is the incumbent Secretary of the
Department of Transportation and Communications (DOTC) of the Philippines. A
member of the Liberal Party, he has been elected to three terms as a member of
the Philippine House of Representatives, representing the 1st District of Cavite.
He first won election to the House in 2004, and was re-elected in 2007.
Educational Background and Experience:
Jun finished his elementary education at the De La Salle University in 1979.
During his secondary schooling, he was a consistent honor student at the
Philippine Science High School that he became a University and College Scholar
of the University of the Philippines where he took his engineering studies. While
in UP, Jun took and topped the entrance examination for the Philippine Military
Academy that he was sent by the government to the US Naval Academy (USNA)
in Annapolis, Maryland where he earned his Bachelor of Science degree in
Mathematics (1988) with distinction of being a consistent Dean's Lister in all the
semesters he was there. Jun then proceeded to Cornell University in Ithaca, New
York and completed Master's degree in Electrical Engineering (1989 - he was also
a fellowship awardee).
He thought it fit to prepare himself further as a lawmaker that he studied law.
He received his Juris Doctor degree from the law school of Ateneo de Manila
University in April 2005. He was admitted to the Philippine Bar in 2007.

Brother Armin Luistro, FSC (born December 24, 1961 in Lipa, Batangas,
Philippines) is a Filipino Lasallian Brother, who is the current secretary of the
Department of Education of the Philippines. Luistro entered De La Salle
Scholasticate (the center for academic training of De La Salle Brothers) in Manila
on April 1979 while he was studying in De La Salle University (DLSU). He received
the religious habit of the congregation on October 1981 at the La Salle Novitiate
in Lipa. He professed his first religious vows on October 1982, and his final vows
on May 1988.
Educational Background and Experience:
Luistro was born on December 24, 1961, to Jos Dimayuga Luistro and
Magdalena Aranda Altamirano-Luistro in Lipa, Batangas, Philippines. He attended
first grade at Our Lady of the Rosary Academy in Lipa, grades 2 to 5 at Canossa
Academy also in Lipa, and graduated elementary and high school at De La Salle
Lipa. He pursued his undergraduate studies at De La Salle University in Manila
under a scholarship, and was conferred Bachelor of Arts in Philosophy and Letters

Gazmin was born in the town of Moncada, in the province of Tarlac,

was born to Brig. Gen. Segundo L. Gazmin, Sr., PA and Petra T. Gazmin. His father
also had a distinguished career in the Philippine Army, a survivor of the Bataan
Death March during the Second World War and later joining the Philippine
Constabulary.
Academic brilliance and leadership qualities was evident during Gazmins
young years as an elementary and high student at the University of the
Philippines.
Gazmin spent his first two years in college at the University of the
Philippines by taking up a course in Chemistry until he later decided to bid for a
slot at the Philippine Military Academy.
He was successfully admitted into the academy at the start of the school
year in 1964 and graduating on March 24, 1968, choosing to serve in the
Philippine Army.

Educational Background and Experience:

Gazmin started with his primary education at St. Paul College in 1949. He
would later pursue his elementary education the University of the Philippines
Integrated School in 1954 and his secondary education at the University of the
Philippines High School in 1958.
He would spend two years at the University of the Philippines taking up
Bachelor of Science in Chemistry before being admitted to the Philippine Military
Academy in 1964.
After graduating from the Philippine Military Academy in 1968, Gazmin
would take up several officers training courses in the Army. He would take the
Command and General Staff Course at the U.S. Army Command and General Staff
College in 1985. Gazmin earned a cum laude degree after completing his
