E-auction likely for allotting all major minerals
After adopting e-auction for allotment of coal mines to private companies, the NDA
government is working on introducing similar policy for extraction of other major minerals
like iron ore and manganese.
The Mines Ministry is working on adopting uniform policy like e-auctioning of mines to
allot mineral resources to private companies, an official from the Ministry told Deccan
Herald.
Union Steel and Mines Minister Narendra Singh Tomar already held meeting with several
state chief ministers about introducing the technology based transparent system for
allocating mineral deposits with strong regulatory frameworks. To enable it to adopt

transparent system to allot natural resources, the Ministry is planning to introduce
e-auction for mining deposits in the pending Mines and Minerals (Development and
Regulation) (MMDR) Act. The government is planning to amend the MMDR bill in the
winter session of the Parliament.
To end illegal mining and favouritism in allotting mines, the Centre has decided to
introduce a transparent system to allocate natural resources, said the official.
With the states also having equal stake in major minerals, the ministry will include the
states into the board before going ahead with implementation, the official said adding that
the ministry will finalise soon whether to hold auction at state level or Centre level.
Though the states have rights over major minerals, it requires the Mines Ministry
permission to grant sanction to excavate the ore. Following the cancellation of coal blocks
by the Supreme Court, the Centre on Friday promulgated ordinance to pave the way to
allot coal blocks to private companies through e-auction.
As per the Mines Ministry data, over 60,000 mineral concession applications are pending
in various mineral rich states including Karnataka. Of the total applications, 42,861 were
pending for mining leases, 19,891 for prospecting
licenses and 643 for reconnaissance permits.
MANGANESE ORE INDEX: Prices keep sliding

on lower bids from China
Manganese ore prices fell again on Friday October 24 on lower bids from Chinese buyers.
Metal Bulletin's 44% manganese ore index, cif Tianjin, fell 2 cents to $4.36 cents per lb.
Metal Bulletin's 38% manganese ore index, fob Port Elizabeth, fell 2 cents to $3.26 cents
per lb.
BHP sets sights on another $3.5bn in yearly

productivity gains
Mining giant BHP Billiton said on Friday that it was targeting further productivity gains,
with the company operating more like an advanced manufacturer than a traditional
resource company.
By the end of the 2017 financial year, we are targeting at least $3.5-billion of additional
annualised productivity gains beyond those already reported, CEO Andrew Mackenzie
told shareholders at a meeting in London.
Earlier this year, BHP announced that it had embedded more than $6.6-billion of
sustainable, annualised productivity-led gains over the last two years.
The demerger proposal is an important step forward to go beyond this promise and
further strengthen your already financially strong company, Mackenzie added.
BHPs plans to spin off its aluminium, coal, manganese, nickel and silver assets into an
independently listed company were advancing.
The new companys assets, which are spread across the southern hemisphere, form a
portfolio that, in the 2014 financial year, generated almost $1.8-billion of earnings before
interest, tax, depreciation and amortisation. The new company will be the worlds largest
producer of manganese ore, will own the worlds largest producing silver mine, and be a
substantial producer of alumina, aluminium, nickel and coal, said Mackenzie.
Company chairperson Jac Nasser noted that BHPs strategy post the demerger, would
remain unchanged.
We will focus on what we do best. We will continue to own and operate large, long-life,
low-cost, expandable, upstream assets diversified by commodity, geography and market.
We will continue to provide the energy and minerals that support global economic growth
and development.
The new venture would likely be listed on the ASX, the JSE and on the London exchange.
A final board decision on the demerger would be made only once the necessary
government, regulatory and third-party approvals had been secured.

Chinese ferroalloy exports and imports drop in
September
According to the latest Customs statistic, China exported 53,224 tonnes of ferroalloy in
September 2014, dropping down by 6.8% MoM but violently up by 62.8% YoY. The
exported materials included 43,781 tonnes of ferrosilicon (FeSi).
Meanwhile, China imported 174,794 tonnes of ferroalloy in September, slightly down by
3.5% MoM and down by 21% YoY.
In Jan-Sep 2014, China totally exported 426,491 tonnes of ferroalloy in total. The imports
turned to be 1,827,795 tonnes of ferroalloy, respectively dropping by 9.63% and up by
24.7%.
India world's 4th largest steelmaker

With 62.41 million tonnes output, India remains the world's fourth largest steel producer in
the first nine months of the current year, preceded by China, Japan and the US. World
Steel Association (WSA) data showed India's steel production grew by 1.8%, the second
highest among the top four steel producing nations, during the January-September period
from 61.27 MT in the same period last year.
India has been the world's fourth largest steel maker for the last four years. The order is
likely to remain unchanged in current year too, an industry expert said. During the first
nine months, China produced 618 MT steel which is a little more than half of world's total
production at 1,231 MT. China logged 2.3% growth during the period. But its steel
production remained static in September at 67.5 MT when compared with the same month
last year.

China daily steel output rises to near record high
in Sept
China's daily crude steel runs rose 1.3 percent in September to the highest level in three
months, data from the country's statistics agency showed, suggesting mills were still close
to full capacity despite weak demand and a steep slump in prices.
Persistently high steel output from the world's top producer could further drag on
Shanghai rebar futures, which sank 13 percent last month, and also dent spot iron
ore prices that are reeling from a supply glut as global miners of the steelmaking
ingredient push ahead with expansion plans.
China produced 67.54 million tonnes of crude steel in September, down 2 percent from
the previous month and flat compared to the corresponding month of 2013, data from the
National Bureau of Statistics showed on Tuesday.
But the daily output rate rose to 2.25 million tonnes from 2.22 million tonnes in August,
driven by a slight improvement in industrial activity. This was the highest since June when
output touched a record of 2.31 million tonnes per day.
"The 1.3 percent increase matches the recovery in electricity consumption versus August
as well as the slightly better monthly PMI results," said Melinda Moore, analyst with
Standard Bank, referring to data showing growth in China's manufacturing sector held up
in September.
China's total crude steel output is expected to reach around 820 million tonnes this year,
short of its overall capacity estimated at 1.1 billion tonnes but still outstripping demand
which has been hit hard by a sluggish economy.
A slowdown in China's economic growth - most recently to the lowest level since the
2008/09 global financial crisis - has shrunk steel demand in China, aggravating
overcapacity problems in the sector.
While there are no signs that conditions will improve in the final quarter of the year, steel
firms have continued to pursue a strategy based on outlasting rivals.
"Mills prefer market share maintenance, hoping the strong will survive and the weak will
fall away," Moore added.
LITTLE UPCOMING JOY
Persistent overproduction in the world's biggest steel market has driven prices to record
lows this year, and despite a surge in imports, iron ore prices .IO62-CNI=SI have also
slumped around 40 percent since the beginning of 2014.
"We are about to head into the seasonal soggy winter steel demand period, with monthly
demand volumes potentially to drop by 5 million tonnes, so there is little upcoming joy for
raw material suppliers," analyst Moore said.
Crude steel output over the first three quarters of the year reached 618 million tonnes, up
2.3 percent on year, the National Bureau of Statistics said.
Based on September daily runs, output stood at 821.25 million tonnes on an annualised
basis, up 5.4 percent from the official 2013 rate, according to Reuters calculations, which
do not take into account a 3.7 percent upward revision to last year's January-September
production data.
While production has remained close to record highs, the China Iron and Steel
Association (CISA) has said that apparent steel demand actually fell in the first eight
months of 2014, with all additional production over the period diverted to the export
market.
Mounting losses and financing problems have already forced a number of steel producers
to halt their operations, but the impact on overall output has been negligible, with other
mills stepping in to fill the gap.
October production also appears to be holding up, with CISA data showing daily output
from large steel mills reached 1.804 million tonnes in the first 10 days of the month, up 0.8
percent from Sept. 21-30.
However, steel product output fell 11.4 percent over the period, with several mills taking
advantage of the Oct. 1-8 National Day holiday to overhaul their rolling facilities.
Many in the sector are now hoping that efforts to guarantee air quality during the
Asia-Pacific Economic Cooperation (APEC) summit in Beijing in early November will
serve to reduce supply and provide a short-term boost to steel prices.
All steel production within a 100-kilometre radius of Beijing is likely to be suspended
during the summit, industry consultancy Mysteel said.
Substandard facilities within 200 kilometres of the capital - which would cover the major
steel producing city of Tangshan - could also be closed over the Nov. 1-12 period.
