STATUTORY REQUIREMENTS FOR VESSELS UNDER PRESSURE:

1. Boilers ( Fired vessels)


Covered by Indian boiler act 1923: Extends to whole of
India.
Boiler is a closed vessel exceeding 22.75 lt capacity used for
generating steam.
2. Pressure vessels ( unfired) in plants : Covered under Maharastra
factory act under rule 65.
3. Static and mobile pressure(unfired) vessels: Covers storage and
transport of compressed gases . Under Explosives act( chief controller
of explosives- Nagpur)
4. Gas cylinders: Covered under gas cylinder rules, 1981 for compressed
gases.
Gas cylinder is a closed metal container less than 1000 lts.

STATIC AND MOBILE PRESSURE VESSELS (UNFIRED)RULES


1981
1. Under Indian explosives act central government formulates rules for all
vessels storing & transporting compressed gases.
2. Compressed gases: any permanent gas, liquefiable gas, gas dissolved
in liquid
under pressure or gas mixture in closed condition exercises
pressure exceeding one atmospheres (gauge) at max
working temperature and include Hydrogen fluoride .
( In case of vessels with out insulation or refrigeration max working

temperature shall be considered 55 dig centigrade )


Does not cover 1)vessels forming part of process plant( in which unit
process or unit operation is carried out.)
2)Vessel which contain, as a process requirement a compressed gas
received from and consumed in the same plant, provided that water

capacity of shall be such that gas stored therein at max working


pressure shall not exceed the requirement for
feeding the consuming points(s) for a period not exceeding 16 hours
at designed flow rate.
3. Competent person /organization is recognized by chief controller of
explosives for carrying out tests, examination, inspection and
certification.
4. All vessels to be fabricated as per code IS 2825 or any other code

as approved by CCOE. No import of vessel with out prior


permission of chief controller.
5. Repairs, additions, alterations approved by CCOE shall be carried out in
the manner & by practice acceptable under design code as per CCOE.
Provided that nothing in this rule shall apply to replacement of
any of the fitments of
the vessel which does not involve heating.
6. Purging by inert or same gas for which vessel is to be used before start
filling.
7. Design pressure to be not less than 1) vapour pressure of the gas at 55
dig (in case of liquifiable gases) 2) Provided if the vessel is insulated ,
vapor pressure of the gas in the vessel corresponds to the max temp
that is likely to be attained by the gas in the vessel. 3) developed
pressure of gas in the vessel at 55 dig ( for
permanent gases)
8. Insulation as per approval by CCOE.
9. Filling to be such that vessel should not be liquid-full due to expansion
with the raise of temp to 55 dig./as per approval
of CCOE
Fittings: PRV, drain, contents gauge or max level indicator , pressure
gauge and means of measuring temperature of contents.
10. All static vessels shall not have more than one connection at bottom
for inlet or out let apart from drain. Drain if provided to be extended
beyond shadow of tank and provided with two shut off valves.
10. To be fitted with two or more pressure relieving devices (spring
loaded not weight loaded relief valves)Relief valves shall be so
designed that they can not be loaded beyond set pressure and design
to be such that the breakage of any part will not obstruct free
discharge of liquid under pressure.
11. SRVs shall be set to start discharge at a pressure not exceeding
110% of design pressure of vessel and shall have total relieving
capacity sufficient to prevent max pressure in the vessel of more than
120% of design pressure.
12. SRVs to be marked 1) discharge rate in cu m /mt at 15 dig C.
13. Shut off valve between vessel and SRV to be provided for each.
Discharge to be extended to at least 2 mt above tank vessel. ( In case
of mobile vessels it should not be there).

14. All liquid & vapour connections except SRV and small drains shall
have emergency shut off valve such as excess flow valve, automatically
operated valve or remotely operated valve .
15 SRVs to be tested & certified in every year by competent person under
rule18.(same for static as well as mobile vessels)
15. All vessels to be IE,EE & hydraulically tested in periods not more
than five years.
( in case of corrosive or toxic gases in two years ) under rule 19.
16. All vessels to be entirely above ground level. No vessel to be installed
within bounded area of petroleum or other flammable liquid storages.
17. Liquefied petroleum gasses shall not be filled while engine of tanker
is running.
18. No electrical wire shall pass over any storage vessel. And all electric
wiring to be insulated by approved type and mechanically continuous
throughout and effectively earthed away from vessel.
19. Valves and accessories shall be mounted and protected to prevent
accidental rupture. Brittle materials like CI not to be used.
20. Certificate of safety to be obtained from competent person under rule
43 before putting to use any mobile tanker or after any
repairs/modifications/alterations on vessel, chassis carried out with
permission of CCOE.
21. Road worthiness certificate under rule 44(2) to be obtained from
competent person every six months for mobile vessels.
22. License for vessels to be got renewed by CCOE every three years.
23. All hoses for loading/unloading shall be designed to with stand not
less than 4 times max operating pressure & electrically continuous.

PRESSURE VESSELS UNDER MAHARASTRA FACTORIES ACT UNDER


RULE 65.
Pressure vessels/pressure plants: Pressure vessels along with its
piping,fittings operated at a pressure greater than

atmospheric pressure.
Each plant to be fitted with 1)Suitable safety valve or other effective
device conveniently located to ensure maximum safe working pressure of
the vessel shall not be exceeded at any time.
2) Suitable pressure gauge with dial range not less than 1.5 times and
not exceeding twice the maximum safe working pressure. And marked
with distinct red mark at Maximum safe working pressure.
3) Suitable stop valve by which Pr. vessel isolated from other vessels or
from other source of supply of pressure.
4) Suitable nipple and globe valve connected for the exclusive purpose of
attaching test gauge for checking accuracy.

5) Suitable drain valve or plug at the lowest part to ensure effective


draining.
All these are to be mounted at a height not more than 1.5 meters from
working level.

Pressure plant not constructed to with stand the maximum


possible working pressure at the source of supply or the maximum
which can be obtained in the pipe connecting to the vessel with any
other source of supply , shall be fitted
with suitable reducing valve or suitable automatic device

to prevent exceeding SWP.


In case of jacketed ( and limpeted) vessels heat input in the jacket shall
be controlled by suitable device so as not to allow SWP being exceeded.
All pressure vessels to be: Externally examined within a period of
six months;
: Internally examined within twelve
months;
: Hydraulically tested within 4 years.

If by reason of construction IE is not possible ,it may be


replaced by HT in two years and thorough systematic nondestructive testing like ultrasonic thickness test at least in
a period of 4 years.
Maximun safe working pressure and date of last examination shall be
plainly marked on every pressure vessel.
Manager to maintain a register of pressure plants showing
1) Name and make of pressure vessel.
2) Identification mark
3) Date of taking to first use
4) Ref no and date of report examination by competent person.
CORROSIVE TANKS COVERED UNDER MAHARASTRA FACTORY RULES Sec
XII
For storage and handling of corrosive substances.
All storage tanks having capacity more than twenty liters including piping,
valves
and carrying Sulfuric acid, Nitric acid, HCL, HF, carbolic acid, phosphoric
acid,

Liquid chlorine, liquid bromine, Ammonia, anhydrous liquid ammonia,


NAOH, KOH
Or mixture of the above.
All corrosive vessels to examined thoroughly every year to find out
defects and defects to be rectified.
