KODE ETIK KEPERAWATAN


A. The ICN Code Of Ethics for Nurses
An international code of ethics for nurses was first adopted by the
International Council of Nurses (ICN) in 1953. It has been revised and
reaffirmed at various times since, most recently with this review andrevision
completed in 2012.
The ICN code of ethics for nurses has four principal elements that
outline the standards of ethical conduct.
1. Nurses and People
a. The nurses primary professional responsibility is to people requiring
nursing care.
b. In providing care, the nurse promotes an environment in which the
human rights, values, customs and spiritual beliefs of the individual,
family and community are respected.
c. The nurse ensures that the individual receives accurate, sufficient and
timely information in a culturally appropriate manner on which to base
consent for care and related treatment.
d. The nurse holds in confidence personal information and uses judgement
in sharing this information.
e. The nurse shares with society the responsibility for initiating and
supporting action to meet the health and social needs of the public, in
particular those of vulnerable populations.
f. The nurse advocates for equity and social justice in resource allocation,
access to health care and other social and economic services.
g. The nurse demonstrates professional values such as respectfulness,
responsiveness, compassion, trustworthiness and integrity.

2. Nurses and Practice


a. The nurse carries personal responsibility and accountability for nursing
practice, and for maintaining competence by continual learning.
b. The nurse maintains a standard of personal health such that the ability
to provide care is not compromised.

c. The nurse uses judgement regarding individual competence when


accepting and delegating responsibility.
d. The nurse at all times maintains standards of personal conduct which
reflect well on the profession and enhance its image and public
confidence.
e. The nurse, in providing care, ensures that use of technology and
scientific advances are compatible with the safety, dignity and rights of
people.
f. The nurse strives to foster and maintain a practic.
3. Nurses and The Profession
a. The nurse assumes the major role in determining and implementing
acceptable standards of clinical nursing practice, management, research
and education.
b. The nurse is active in developing a core of research-based professional
knowledge that supports evidence-based practice.
c. The nurse is active in developing and sustaining a core of professional
values.
d. The nurse, acting through the professional organisation, participates in
creating a positive practice environment and maintaining safe, equitable
social and economic working conditions in nursing.
4. Nurses and Co-Workers
a. The nurse sustains a collaborative and respectful relationship with coworkers in nursing and other fields.
b. The nurse takes appropriate action to safeguard individuals, families
and communities when their health is endangered by a co-worker or any
other person.
c. The nurse takes appropriate action to support and guide co-workers to
advance ethical conduct.
B. American Nurses Association (ANA)
1. The nurse provides services with respect for human dignity and the
uniqueness of the client, unrestricted by considerations of social or
economic status, personal attributes, or the nature of the health problems.
2. The nurse safeguards the client's right to privacy by judiciously protecting
information of a confidential nature.

3. The nurse acts to safeguard the client and the public when health care and
safety are affected by the incompetent, unethical, or illegal practice of any
person.
4. The nurse assumes responsibility and accountability for individual nursing
judgements and actions.
5. The nurse maintains competence in nursing.
6. The nurse exercises informed judgment and uses individual competence
and qualifications as criteria in seeking consultation, accepting
responsibilities, and delegating nursing activities to others.
7. The nurse participates in activities that contribute to the ongoing
development of the profession's body of knowledge.
8. The nurse participates in the profession's efforts to implement and improve
standards of nursing.
9. The nurse participates in the profession's effort to establish and maintain
conditions of employment conducive to high-quality nursing care.
10. The nurse participates in the profession's effort to protect the public from
misinformation and misrepresentation and to maintain the integrity of
nursing.
11. The nurse collaborates with members of the health care professions and
other citizens in promoting community and national efforts to meet the
health care needs of the public.
C. Persatuan Perawat Nasional Indonesia (PPNI)
Berkat bimbingan Tuhan Yang Maha Esa dalam melaksanakan tugas
pengabdian untuk kepentingan kemanusiaan, bangsa dan tanah air, Persatuan
Perawat Nasional Indonesia (PPNI) menyadari bahwa perawat Indonesia
yang berjiwa pancasila dan UUD 1945 merasa terpanggil untuk menunaikan
kewajiban dalam bidang keperawatan dengan penuh tanggung jawab,
berpedoman kepada dasar-dasar seperti tertera di bawah ini:
1. Perawat dan Klien
a. Perawat dalam memberikan pelayanan keperawatan menghargai harkat
dan martabat manusia, keunikan klien, dan tidak terpengaruh oleh
pertimbangan kebangsaan, kesukuan, warna kulit, umur, jenis kelamin,
aliran politik, dan agama yang dianut serta kedudukan social.

b. Perawat

dalam

memberikan

pelayanan

keperawatan

senantiasa

memelihara suasana lingkungan yang menghormati nilai-nilai budaya,


adat istiadat dan kelangsungan hidup beragama dari klien
c. Tanggung jawab utama perawat adalah kepada mereka yang
membutuhkan asuhan keperawatan.
d. Perawat wajib merahasiakan segala sesuatu yang diketahui sehubungan
dengan tugas yang dipercayakan kepadanya kecuali jika diperlukan oleh
berwenang sesuai dengan ketentuan hukum yang berlaku.
2. Perawat dan Praktik
a. Perawat memelihara dan meningkatkan kompetisi

dibidang

keperawatan melalui belajar terus menerus.


b. Perawat senantiasa memelihara mutu pelayanan keperawatan yang
tinggi disertai kejujuran professional yang menerapkan pengetahuan
serta keterampilan keperawatan sesuai dengan kebutuhan klien.
c. Perawat dalam membuat keputusan didasarkan pada informasi yang
akurat dan mempertimbangkan kemampuan serta kualifikasi seseorang
bila melakukan konsultasi, menerima delegasi dan memberikan delegasi
kepada orang lain.
d. Perawat senantiasa menjunjung tinggi nama baik profesi keperawatan
dengan selalu menunjukkan perilaku professional.
3. Perawat dan Masyarakat
Perawat mengemban tanggung jawab bersama masyarakat untuk
memprakarsai dan mendukung berbagai kegiatan dalam memenuhi
kebutuhan dan kesehatan masyarakat.
4. Perawat dan Teman Sejawat
a. Perawat senantiasa memelihara hubungan baik dengan sesama perawat
maupun dengan tenaga kesehatan lainnya, dan dalam memelihara
keserasian suasana lingkungan kerja maupun dalam mencapai tujuan
pelayanan kesehatan secara menyeluruh.
b. Perawat bertindak melindungi klien dari tenaga kesehatan yang
memberikan pelayanan kesehatan secara tidak kompeten, tidak etis dan
illegal.
5. Perawat dan Profesi
a. Perawat mempunyai

peran

utama

dalam

menentukan

standar

pendidikan dan pelayanan keperawatan serta menerapkannya dalam


kegiatan pelayanan dan pendidikan keperawatan.

b. Perawat berperan aktif dalam berbagai kegiatan pengembangan profesi


keperawatan.
c. Perawat berpartisipasi aktif dalam upaya profesi untuk membangun dan
memelihara kondisi kerja yang kondusif demi terwujudnya asuhan
keperawatan yang bermutu tinggi.

D. Analisis Kode Etik Keperawatan


1. Kode Etik Keperawatan Menurut ICN
Pelayanan di tempat manapun sama. Daam pelaksanaan keperawatan,
perawat mengikutsertakan instansi lain karena harus ada kolaboratif.
Perawat harus aktif dalam mengembangkan pendidikan dan menopang
pelayanan kesehatan
2. Kode Etik Keperawatan Menurut ANA
Kode etik menurut ANA menekankan perawat tidak boleh membedabedakan klien dalan hal perawatan. Dalam pelaksanaan keperawatan,
perawat harus menjga privasi klien. Perawat harus bisa melindungi public
terhadap informasi yang salah untuk mempertahankan integritas perawat
3. Kode Etik Keperawatan Menurut PPNI
Kode etik menurut PPNI menekankan pada hubungan sosial yang kuat
antara perawat dan klien. Bukan hanya itu saja, hububgan sosial ini harus
di pupuk dengan profesi kesehatan lain bahkann dengan profesi sejawat.
Dalam melaksanakan tugasnya perawat tidak boleh membeda-bedakan
antara pasien dengan pasien lainnya. Disisi lain perawat adalah yang
menentukan pembakuan pendidikand dan sistem pelayanan. Selain itu
pula, perawat harus senantiasa menjaga privasi pasien/klien.

E. Persamaan Kode Etik Keperawatan Menurut ICN, ANA dan PPNI

1. Pengetahuan profesi dan sistem pelayanan.


2. Perawat harus bekerja sama dengan instansi lain/kolaboratif.
3. Dalam melaksanakan keperawatan ,perawat harus senantiasa menjaga
privasi klien.
4. Perawat tidak boleh membeda-bedakan klien.
5. Ketiga kode etik tersebut membahas tentang standar yang mengukur dan
mengevaluasi perilaku moral keperawatan dan sama-sama bertujuan untuk
menciptakan, mempertahankan kepercayaan klien kepada perawat,
kepercayaan diantara sesama perawat dan kepercayaan masyarakat kepada
profesi keperawatan.
