Barcelona City Council, in the context of smart cities, participates at various international events in order to
advertise the Smart Barcelona Project abroad and also other initiatives under development.
Accordingly, and with the additional aim of acquiring new knowledge related to smart cities in the areas of

European Projects
As regards European projects, Barcelona City Council cooperates with various companies with European
projects such as:

Development of the Arrowhead project in the framework of the 2012 European


ARTEMIS Innovation Pilot programme , in the areas of energy and mobility.

European FP7 Smart Cities and Smart Grid project, focusing on energy efficiency.

European LIFE project, an intelligent system for automated urban waste collection.

European BESOS project (Building Energy decision Support Systems fOr Smart
cities), based on a platform designed to support decision-taking on matters of
energy efficiency.

City Protocol
The City Protocol is the whole range of knowledge (open protocols, agreements, good practices,
information) that the cities themselves, supported by the academic world and the industrial sector, are
generating to create, in practice, a global forum for the development of smart cities.

Basic goals
1. To encourage and support a new science of cities.
2. To establish a framework for cooperation between the City Council, universities, companies,
organizations and society itself.
3. To direct and prepare the future of cities.
4. To understand the driving forces of urban evolution and identify and work on continually changing
solutions.
5. To identify synergies and innovative and economic opportunities to obtain products and services
with added value.

The City Protocol Society is a non-profit organization whose main objective is to prepare, lead and
develop the City Protocol.

Goals and scope
To adminster this environment it is necessary to use a unified work structure for developing any service:
The aim of the Barcelona Smart Project is to provide the city with the right conditions, from both a procedural
point of view and as a platform, to accommodate current and future smart city projects in the city.
This environment will allow orderly growth of smart services, both in their conception, implementation and
subsequent operation.
To administer this environment it is necessary to implant a unified work structure for developing services:

II. Network architecture


Goals
1

Provide the City Council with a infrastructure of technology platforms that facilitates the management and
operation of smart cities projects in the city

At the same time, this structure has to allow management of information about the various services in the
city, both cross-cutting (between services) and vertical (including a centre for global supervision).

This structure must be built on open platforms.

The interfaces linking platforms must comply with market standards.

The platforms must include the possibility of scalable growth.

The architecture must allow the integration of current City Council services and platforms.

The proposed architecture must integrate the current philosophy of non-replicated basic information.

The proposed architecture must accommodate the iCity and Open Data projects in particular, responding to
a philosophy of an open platform for non-corporative, third-party use.

The Situation Room, for monitoring the state of the city, both in terms of services and projects.

The cross-cutting project for the New Municipal Network of
communications will be implemented in three phases:
1 Integration of fibre-optic networks (IMI Administrative Board), giving consideration to
the corporate network, already maintained by the IMI, the 22@ network, the Mobility
network and the network of the tunnels in BCN.

Expansion of network and exploitation of surpluses, fostering a change to network


architecture with two goals: to integrate all fibre-optic networks in a single network and
increase their capacity so that excess capacity can be put to non-corporate use.

Implementation of a solution that will optimize and centralize the collection, integration,
processing and dissemination of information provided by the noise sensors of different suppliers.
SCOPE
Definition of a functional and technological solution to integrate the available 21 sound level
meters, expandable to an ideal target of 5-6 units per district, in order to have approximately 50
sensors distributed throughout the city.

To control the noise inside premises using standardized acoustic limiters to ensure noise does not
exceed the established threshold.
SCOPE
They will be used in various establishments depending on the agreed range of action. There are
also hand-held sound level meters, used by technicians from the districts to carry out inspections
and monitor sound levels.

Creation of a neighbourhood WIFI network in Barcelona to share products and services using
integrated information systems and the development of a technological platform compatible with
the network.
SCOPE
Development of the "Whabit" online platform to share resources, objects, spaces, etc.. Available for

Deployment of a WiFi network using public WiFi, which allows access to Internet in municipal

SCOPE

prioritizing areas with the highest demand in order to improve efficiency and allow the emergence
of new applications.

Installation of a SCADA system for automated centralized telemanagement of irrigation
infrastructures in order to control the duration and frequency of irrigation in each area, depending
on needs.
SCOPE
Development of a sensor system that integrates temperature, salinity and humidity sensors that
make it possible, through an irrigation controller, to send the necessary information to the SCADA
management system.

Implementation of an air conditioning system that provides all buildings or centres of consumption

collaboration in the process of integration of municipal networks as the main

X. Risks

Problems of adaptation to the model of partnership in the case of


companies in the sector that usually work on agreements rather than the
City Councils usual model of client-supplier relations.
Need to provide the IMI with the necessary resources to assume its new
responsibilities as sole supplier of the network and need to be able to offer
continuous service to departments during the operational phase of Smart
City projects (department demands).
Lack of awareness/involvement on the part of the different City Council
departments with regard to the strategic and cross-cutting vision of the
Smart Barcelona project.
Problems of coordination with other public organisations/institutions
promoting smart city actions around the Barcelona metropolitan area.
