EventSummary:

Dr.PrajapatiTrivedi,aformerSecretarytotheGovernmentofIndiabasedintheCabinetSecretariat,
willsharehisexperienceontheimplementationofoneofthemostambitiousandfarreachingprojects
dealingwithimprovinggovernmentperformancetheGovernmentofIndiasPerformanceMonitoring
andEvaluationSystemforGovernmentdepartments.

ThecornerstoneofthispolicyistheResultsFrameworkDocument(RFD).TheRFDisanagreement
betweentheMinisterandSecretaryofaGovernmentdepartmentaboutthedepartmentsVision,
Mission,Objectives,prioritiesfortheyear,keyperformanceindicators,successindicators,andtargets.
Today,some80Governmentdepartmentsand800responsibilitycentersunderthemarecoveredby
thispolicy.

ThirteenIndianstates(Maharashtra,Punjab,Kerala,Assam,Karnataka,Haryana,Chhattisgarh,
HimachalPradesh,AndhraPradesh,Rajasthan,Tripura,Jammu&Kashmir,andMizoram)havealso
adoptedtheRFDpolicyatthestatelevel.

WhilethefocusofDr.TrivedispresentationwillbeonRFDimplementationinIndia,hewillalsobriefly
surveyinternationalexperiencewithregardstopracticaltoolsandtechniquesforimproving
governmentperformance.Thetalkwillcovertopicssuchas:perceptionsaboutgovernment
performance;explanationsaboutgovernmentperformance;themeaningofgovernmentperformance;
howtoimprovegovernmentperformance;andperformancemanagementversusprojectmanagement.

PresentersBio:

PrajapatiTrivediistheformerSecretarytotheGovernmentofIndia(GoI)responsibleforreviewing
andreportingontheperformanceofallgovernmentdepartments.Hedesignedandimplementedthe
PerformanceMonitoringandEvaluationSystemforGoI.Hewasalsoinvolvedwithalargenumberof
administrativereformsincludingtheimplementationoftheResultsFrameworkDocuments,Citizens
CharterandGrievanceRedressMechanisms,andtheCorruptionMitigationActionPlans.Priorto
joiningtheGovernmentofIndia(from19952009),Dr.TrivediworkedasaSeniorEconomistforthe
WorldBankinWashingtonDCandAdvisortoSaudiArabia.HeholdsaPh.DinEconomicsfromBoston
UniversityandM.Sc.inEconomicsfromLondonSchoolofeconomics.
