SCHOOL ROLL-OUT ON

RESULTS-BASED PERFORMANCE
MANAGEMENT SYSTEM
(RPMS)
The School Roll-Out on Results-Based Performance Management System (RPMS) is a two-day
seminar-workshop designed to familiarize participants on one of the key interventions that supports the
implementation of the K to 12 strategies. It is a joint activity participated in by 75 teachers from nine
different clustered schools held at PNCS Gymnasium last August1-2, 2014 under the chairmanship of Mr.
Andres B. Basabe, Principal I of Maysua and
Cotmon Elementary School.

Day 1
The program commenced with a
media presentation of musical invocation
followed by the National Anthem with
Michelle Sambitan of Maysua ES
conducting. Then, the participants were
presented by Mr. Elmer Asadol of Cotmon
ES. Afterwards, Dr. Nenita Beria, PSDS of
Polangui North gave an inspirational
message before the program proper began.
Roll-Out Proper
The roll-out proper started with the first session handled by Mr. Andres Basabe who discussed the
RPMS Overview and Design. Mr. Basabe shared that the Results-based Performance Management
System (RPMS) of DepED supports the Vision, Mission, and Values of the agency as it continuously
endeavors to evolve as a learner-centered public institution. Moreover, he expressed that RPMS is an
intervention that will help ensure the strategic, responsive, and effective delivery of Human Resources
Management and Development (HRMD) services of all levels of DepEd to effectively implement a
learner- centered, school-based management system, as well as the K to 12 strategies that will improve
the quality of education in public schools. It was also on the first session that the objectives of RPMS
were discussed which include: aligning of individual roles and targets with DepEds direction; tracking of
accomplishments against objectives to determine appropriate, corrective actions if needed; provision of
feedback on employees work progress and accomplishments based on clearly defined goals and
objectives; and utilizing a tool for people development. A brief glimpse of the four phases of RPMS was
also viewed at this session.
After giving the overview, Mr. Edwin L. Cestina, Principal I of Lidong ES introduced the Key
Result Areas (KRAs) and Broad Objectives of the District which are aligned to the Divisions Objectives.
He emphasized that the objectives will be the participants reference as the activity progresses.
The second session tackled the first phase of the RPMS which is the Performance Planning and
Commitment. It is on this phase that the supervisors and subordinates agree on: (1) objectives to be met
and (2) required competencies based on strategic priorities of the organization. Mr. Ciriaco Loquinario,
Head Teacher II of Balaba and Dalogo ES, explained the importance of the phase and expounded the four
components of phase one: identifying KRAs and Objectives; identifying required competencies;
identifying performance indicators or measures; and reaching agreement. He also introduced the new
forms that will be utilized during the first phase: the Position Competency Profile (PCP) and the
Individual Performance Commitment and Review Form (IPCRF). The participants were reminded of their
duties and responsibilities. It was also on this phase that the participants were guided on how they will
formulate their objectives based on the different KRAs expected from them and the measures of which
they are to be evaluated in respect to their individual commitments before they come into complete
agreement with their school head/principal.
The third session was presented by Ms. Asuncion S. Boto of Danao ES, the Phase 2 of RPMS
which is the Monitoring and Coaching Phase. She discussed the how and when of the phase as well as its
importance in the process. She expounded that the practice of Monitoring and Coaching is anchored on

the premise of being able to make marked improvements in planned interventions and eventually a
difference in the performance for the development and achievement of goals. Central to the process is the
ability to provide timely, relevant and appropriate feedback to the ratees to aid the achievement of
targeted goals or objectives.
Ms. Boto also introduced the Performance Monitoring and Feedback Form and the Employee
Feedback Form. She stressed that in order to be effective in this phase, one should track their
performance. Accordingly, she conveyed that it is especially important to collect complete data on
performance in competencies because how well one does in competencies directly affects whether he/she
achieves results in objectives. Examples of common tracking sources were given in this session to aid
participants in the upcoming preparations that they will be doing in order to provide good verifiable
results.
After all the three sessions were discussed, an open forum to clarify and address participants
queries was done before break for lunch was announced.
An icebreaker in a form of dance opened up the afternoon session which covered two more
sessions. The first session was handled by Mr. Dexter V. Rabo of Dalogo ES, the Performance Review
and Evaluation Phase. He stated that on this phase, supervisors evaluate subordinate performance based
on evidences of competencies measured against performance targets agreed during Phase 1. The rater
points out the ratees strengths and weaknesses, and gives a tentative rating of which they would discuss
performance data to finally agree on the final rating of the ratee.
The last session of the first day was given by Ms. Bernardine M. Almonte of Balaba ES, who
imparted the Performance Rewards and Development Planning Phase. She shared that the rating result in
the RPMS of each individual will now be the basis for the computation of Performance-Based Bonus
(PBB) thus, there will be possibilities that different amount of PBB will be released to teachers in a
particular school depending on their performance rating. She explained that it is at this point that every
individual will get their fair share of reward. She also shared that discussions are on-going to link the
RPMS and the Step Increment.
Host schools for the next day were reminded of their duties before the first day was concluded.

Day 2
The second day was opened with morning praise through media presentation which was followed
by the recapitulation of the previous days activity. Second day covered the workshop and the last session
on Managing Change.
The mechanics of the workshop was given by Mr. Edwin Cestina before the participants were
grouped according to their respective schools. The workshop utilized the theory walk-through
methodology wherein a demonstration of the actual process of the first phase was conducted.
Workshop Proper
Break-out groups were led by respective school heads/principal where they presented their
schools over-all objectives. The participants were guided on how they would align their individual
objectives to support the attainment of their schools targets by the end of the rating period. Each group
was facilitated by respective key teachers to aid in synchronizing objectives so that all objectives evenly
contribute to the different targets of the schools KRAs. They were given the whole morning to prepare a
draft of their individual performance commitment.
After lunch, each group were given the chance
to share their outputs before the session on Change
Management was shared by Mr. Andy Sablayan, Head
Teacher III of Danao ES. In this session, Mr. Sablayan
encouraged each participant to give the new form of
assessment a chance to prove its effectiveness in the
professional growth of every DepEd employee and in
the continuous improvement of the educational services
that our institution offers.

Queries and concerns were once more received to make clearer participants understanding of the
RPMS concept.
Closing
Ms. Arabella Villanueva of Lidong ES facilitated the closing of the program where she requested
two of the participants to give their over-all impression of the two-day activity, Mr. Ricky Flores,
Kindergarten Teacher of Maysua/Danao ES and Ms. Salvacion Palermo of Balaba ES.
Mr. Edwin Cestina challenged each participant to once again accept the inevitable change and
embrace the new system of performance evaluation. Challenge was accepted in behalf of every
participant by Mr. Joel Saberon of Balaba ES.
Distribution of Certificates of Participation concluded the two-day roll-out.
