CHAPTER I: PURPOSE, MISSION, AND PRINCIPLES

Article 1. Purpose
The purpose of the AISMUN Club is to:
a) Promote international understanding through the use of diplomacy and rhetoric
persuasion, and in that regard promote the practice of Model United Nations and its
effective use in the achievement of genuine international peace and security through:
a. Enchancing awareness among club members of international issues and current
events,
b. Providing a representative body interested in international current affairs with
interest in peace, cooperation and security,
b) Provide a platform for AIS students to practice Model United Nations, an activity that
promotes leadership skills, cooperation skills, independent research skills and oratory
skills necessary for a successful academic career,
c) Assist Grade 9 Social Studies teachers in teaching MUN/Study Skills and elaborate upon
what is learned in class by facilitating exchange between Senior and inexperienced
Delegates,
d) Create a safe, non-discriminatory and constructive environment for members to do so,
e) Encourage participation and participate in MUN Conferences and serve as a liaison
between MUN Directors and Delegates in organizing and planning for Conferences and
as a workshop for Delegates in preparation for MUN Conferences,
Article 2. Official Language
The official working language to be used in meetings and committee sessions of the AISMUN
Club is English. The Club strongly encourages members to speak strictly English within club
meetings as this is an opportunity for them to enhance their English.
Article 3. Dispute Resolution
Should there be any disputes regarding the interpretation or content of this Charter between any
members, the Secretary-General shall make recommendations to resolve the issue. If the dispute
persists, the Secretary-General shall refer the dispute to MUN Directors, whose decision on the
issue will be binding.
Article 4.
All activities and rules within the Club will be consistent with those of the American
International School, implying that all of AISs school rules are to be followed during club hours.
Article 5.

The AISMUN Club is designed as a facility for the exercise of leadership of AIS Students, which
implies that the club is wholly student-based and student-led. Non-students shall not hold office
or vote within the club.
Article 6. Suffrage
This club is based on the principle of equality of all its members. Therefore, Active Members of
the AISMUN Club have equal and final voice in deciding future projects and ambitions of the
club. However, their suffrage rights might be revoked if they do not follow rules and
expectations as laid out by this charter.
Article 7. Meetings
The basis of the club is meetings. Therefore, all meetings are to be scheduled weekly at the
beginning of the semester. No meetings should be designed to exclude any member. Extra
meetings can be called upon by any member and shall be in order if it receives a two-thirds
majority affirmative vote and consent by MUN Directors.
Article 8.
The club is not to sponsor any off-premise activity without prior knowledge by AIS and
parents/guardians of its members.
CHAPTER II: MEMBERSHIP
Article 9. Membership
As a club with sponsorship by the American International School, the AISMUN Club is open to
any and all interested AIS High School students who register their participation at the beginning
of each semester of the school year.
Article 10. Duties of Members
All members are to:
a) Show commitment to the club, by:
a. Attending regularly club meetings with punctuality, and reporting to the Student
Officers or MUN Directors of they are to be absent at a meeting at least 6 hours
before the meeting,
b. Noting that a severe lack of attendance commitment can result in a member
suspended from eligibility to enter an MUN conference or suffrage rights,
c. Understanding that attendance will be checked and noted down by the Secretary,
d. Participating actively in various activities organized and hosted by the Club,
especially preparing for future MUN Conferences,

e. Accepting a reasonable amount of workload to be done at home, in their own


time, and noting that if they cannot report back at the due date, they should notify
Student Officers,
Submit their e-mail to the Secretary at the beginning of a semester in order to facilitate
communication outside of club hours,
Show respect at all times, to all members and faculty present at meetings,
Follow all school rules,
Note that various privileges might be removed by Student Officers and MUN Directors if
they do not follow these rules and expectations, including their privilege to hold office,
vote and attend MUN Conferences.

Article 11. Definitions and Clarifications


Inactive members are defined to be members who do not attend AISMUN Club meetings in all 4
weeks prior to the reference time. Members who are not inactive members are active members.
Only active members have the right to vote. Senior Delegates are AIS students who have
participated in at least 1 MUN Conference and have the extra responsibility of guiding and
aiding newly joined members. MUN Directors are faculty sponsors of the AISMUN Club, who
will supervise club meetings and aid the running smoothly of the club, including overseeing
matters such as conference preparation, conflict resolution, Charter implementation and so forth.
CHAPTER III: STUDENT OFFICERS AND COMMITTEES
Article 12. Student Officers
Student Officers lead the AISMUN Club. They ensure that weekly operations and meetings at the
club run smoothly and efficiently by completing various tasks that benefit the welfare of the club
and its members. Student Officers include the positions of Secretary-General, Deputy-SecretaryGeneral, Secretary, Public Relations and Communications Officer, and Student Affairs Officer.
The AISMUN Club Student Officers should:

Be unable to serve in more than one Student Officer post simultaneously,


Consider the best interests of the club and act on it in good faith,
Exercise care and prudence when performing as a Student Officer,
Be aware that they are subject to the same rules and expectations as general club
members,
Note that by taking up this position, they are required to put in extra time and still retain
good academic standing at AIS,
Be aware that since they are the leaders of the club, their attendance is more required at
meetings,
Vote in a Student-Officer-only vote if the club cannot come to a required majority to act,
Be aware that if they do not uphold the previous principles, they are subject to dismissal,
In a rotative manner, chair weekly AISMUN Club meetings.

Article 13. Secretary-General

The duties and powers of the Secretary General include:


a) Representing the interests of the Members of the Club and in that regard, act as a
spokesperson for club to other clubs and faculties,
b) Playing an active role in preparation of all proposals, including proposals to the school to
attend an MUN Conference and permission slips to parents and so forth,
c) Making provisional agendas for future meetings,
d) In cooperation with MUN Directors and other Student Officers, play an active role in the
planning and coordination of events to be sponsored by the AISMUN Club in the future,
e) Making recommendations for the settling of disputes among MUN Club members, and if
not resolved, refer them to MUN Directors,
f) Together with other Student Officers, making sure the club is running in accordance with
the Charter,
g) Submitting reports as requested by club members,
h) Entertaining or not entertaining motions proposed by members at club meetings.
Article 14. Deputy-Secretary-General
The duties and powers of the Deputy-Secretary-General include:
a) Assuming the duties of the Secretary-General if he or she is absent,
b) Aiding the Secretary-General in his or her tasks as set out by the previous article,
c) Organizing an election for the Secretary-General seat in the event of his or her inability to
carry out his or her tasks any further and holding the position until the election is carried
out,
d) Playing an active role in the negotiations with AIS in the planning of and preparing for
MUN Conferences,
e) Supervising the Research Committee and any non-permanent ad hoc committee as
designated.
Article 15. Secretary
The duties and powers of the Secretary include:
a) Keeping detailed and accurate minutes and distributing it to members,
b) Ensuring that the official agenda is carried out, and in that regard has the power to
entertain or not entertain motions, speeches and points of information during the last 20
minutes of a club meeting.
c) Keeping record of attendance of all members, and through it their status as an active or
inactive member of the club,
d) Sending reminders of meetings to all members,
e) Writing proposals and permission slips, if necessary to do so,
f) Reporting to the club on activities and milestones achieved at the end of a semester,

g) In conjunction with the Public Relations and Communications Officer and MUN
Directors, taking charge of whatever means of social networking utilized by the club
(Edmodo).
Article 16. Public Relations and Communications Officer
The duties and powers of the Public Relations and Communications Officer (abbreviated PR
Officer) include:
a) Leading any social networking utility the club uses, by uploading pictures, writing press
releases and so forth,
b) Serving as a liaison between MUN Directors, Student Officers and members, and in that
regard, act as a representative for the interests of members to the Student Officers,
c) Communicating with members and ensuring that they are prepared and satisfied for MUN
Conferences,
d) Reporting any direct emergencies or problems to the Secretary-General and MUN
Directors.
Article 17. Student Affairs Officer
The duties and power of the Student Affairs Officer include:
a) Dealing with concerns by other members,
b) Playing an active role in elections and in voting procedures of the club, by counting votes
and elections and announcing the results,
c) Organize elections for vacant Student Officer seats when a member is unable to continue
serving,
d) Assisting the Secretary-General in settling disputes between members and in making sure
that the Charter is upheld.
Article 18. Committee
The MUN Club can create any committee that contributes to a smooth running and high
performance of the club and its members, including one permanent committee. Permanent
committee member seats will be rotated every month. Non-permanent ad hoc committees can be
created upon a two-thirds majority affirmative vote by AISMUN club members. Its members are
chosen by nomination, if they are to accept their duty, and have to receive a majority vote.
Committees should elect within itself a Committee Coordinator, a Commitee Vice-Coordinator,
and a Committee Officer, who will report regularly to the Secretary-General on the progress of
their committee.
Article 19. Research Committee
The one permanent committee is the Research Committee, which has the following duties:

a) Provide the club with topics 2 weeks in advance for meetings in which the Club decides
to host an MUN simulation,
b) Provide the club with information on topics chosen,
c) Allowing the Research Committee Coordinator to chair the simulation.
Article 20. Dismissal of a Student Officer
A Student Officer can be dismissed from office if a motion by a Student Officer is endorsed by
the Secretary-General, Deputy-Secretary-General, and Student Affairs Officer and approved by
MUN Directors. The dismissed Student Officer can appeal to the AISMUN Club members, who
can override the Student Officer motion by a two-thirds majority vote in favor of keeping the
Student Officer in office.
CHAPTER IV: VOTING AND ELECTIONS
Article 21. Voting
Each member has one (1) vote: an affirmative vote (for), a negative vote (against), and an
abstention. In a motion to divide the house, the abstention vote is not recognized.
Article 22.
There will be no proxy voting, in which an absent voter broadcasts their votes to any another
voter. There will be no votes in absentia.
Article 23. Running for Office
In order to run for office each member must express their intention of running for each position.
Campaigning will be unofficial, and can occur before club starts. A member can run for multiple
Student Officer offices, although they can hold only one.
Article 24. Elections
Elections will be held at the beginning of each semester. Voting will be by secret ballot and votes
will be counted immediately after voting and results announced within the same meeting. In
order for an election to be valid, a candidate must receive a majority of votes with total number
of votes cast for to be 33%. Those elected will assume their duties by the next meeting.
Article 25. Quorum
Actions requiring a vote shall take place only at meetings where a quorum of 50% of active
members are present.
CHAPTER V: ACTIVITIES
Article 26. Agenda

Every meeting, the Secretary-General will propose a provisional agenda for the next meeting to
be approved by the MUN Directors and to be voted upon by members of the AISMUN Club. The
provisional agenda is to become the official agenda of the next meeting, to be noted down by the
Secretary, if it receives a majority of votes by club members. MUN simulations should be
announced at least 2 weeks in advance.
Article 27. Activities
The activites that the club will undertake can include:
a) A special session for the explanation and revision of MUN rules of procedure and the
AISMUN Club Charter for newly joined members and already existing members,
b) Practicing the rules of procedures and simulating MUN Conferences by debating various
hot-topics and standard UN topics and concerns,
c) Planning of, registering for and preparing for future MUN Conferences,( and, in
exceptional cases, field trips)
CHAPTER VI: ATTENDANCE AT MUN CONFERENCES
Article 6. Participation Policy
Participation at MUN Conferences is strictly limited to AIS Students, though not limited to the
AISMUN Club, is absolutely voluntary and should be decided based on the following principles
at least 4 weeks prior to the said MUN Conference:
a) A minimum of 30% of attenders has to be freshmen, chosen based on nominations from
MUN Directors or direct membership within AISMUN Club,
b) A minimum of 20% of conference attenders has to be Senior Delegates chosen based on
nomination by AISMUN Club and/or on a rotation basis,
c) A minimum of 30% of conference attenders has to be a Member of the AISMUN Club,
chosen based on nomination by AISMUN Club,
Article 28. Duties of a Delegate
Delegates who participate in MUN Conferences must:
a) Attend and actively participate in all AISMUN Club meetings,
b) Be prepared for the MUN Conference, which includes the acquisition of a resolution, a
speech, a laptop, writing utensils, notepaper, etc.
c) Show commitment in preparing for and at the conference, by:
a. Reading and understanding the AISMUN Club Charter, and understand that even
though they may not be an AISMUN Club member, they must abide by the
AISMUN Charter or risk being deemed unfit for future conferences,
b. Having a general understanding of MUN Rules of Procedure,
c. Participating at the highest possible level at the Conference,

d. Understanding the dress code is businesslike,


e. Attending all sessions of said conference in a punctual manner,
f. Realizing that failure to meet expectations will be evaluated by the MUN Directors
and the Student Officers, which may result in ineligibility to attend future
conferences,
d) Pay their conference fees to the AIS Main Office in a timely manner.
Article 29. Withdrawal Policy
In case a delegate does not want to attend an MUN Conference after they have registered, they
must report to a Student Officer or a MUN supervisor:
a) As soon as possible,
b) At least one week prior to the conference if they want to forfeit the conference
altogether,
c) At least one day prior to the conference if there are immediate emergencies that the
delegate needs to attend .
Article 30. Observer Status
AISMUN Club members who do not attend MUN Conferences, either due to being deemed
ineligible or due to limits on the number of delegates who can attend a conference, can assist
members who do attend in preparing for the conference, and can be granted an observer pass if
the hosting school permits one in order to observe the conference.
CHAPTER VII: AMENDMENTS AND REVOCATION
Article 31. Amendments
Amendments shall be passed by the AISMUN Club if it is:
a) proposed by an AISMUN Club member or an MUN Director,
b) endorsed by at least one-fourth of the club members,
c) voted for by two-thirds of the club members,
Article 32. Revocation of Charter
This Charter can be revoked by the AISMUN Club if it is:
a) revoked by an AISMUN Club member or an MUN Director, whose motion is endorsed
by three-fourths of club members,
b) replaced by a charter that receives a two-thirds majority affirmative vote.
CHAPTER VIII: OFFICIAL RECOGNITION AND RATIFICATION
Article 33.

This Charter is to be the AISMUN Club Charter and ratified if it receives a two-thirds majority
affirmative vote by active AISMUN Club members of Academic Year 2011-2012.
