1. INTRODUCTION
The eProcurement System enables the bidders to download the Tender
Schedules free of cost and then to submit the bids online through this portal.

This user manual helps the Department User / Bidder to carry out the activities
as indicated.

The important modules of the system are:

Registration

Tender Management

Bid Submission

Bid Opening

Bid Evaluation

Award of Contract

2. SYSTEM REQUIREMENTS FOR E-TENDERING

Computer system with Linux / Windows 2000, XP or higher Operating System
with Antivirus.

Internet Explorer version 7.0 or higher.

Legally valid Digital Signature Certificate (DSC) certified by CCA, India.

Broadband Internet Connection.

3. PRE-REQUISITES
• Broadband Internet connection should be available.

• One should have administrative rights to install the DSC driver software.

• When the system is switched on, the DSC must be attached with the USB
port.

• DSC drivers should be installed from the resource CD.

• JRE 1.6 should be installed.

• One should be a Registered Department User / Bidder to access the Web

application.

4. CREATION OF DEPARTMENT USER:

The department users are created by the nodal officers of the departments and
different roles are assigned to them. Following are the list of roles and functions
assigned to a department user. One or more roles are assigned to a department
user.

ROLES FUNCTIONS

Procurement Officer Admin Creates a New Tender / Corrigendum

Procurement Officer
Publishes the Tender/Corrigendum Created
Publisher

Procurement Officer Opener Conducts the Bid Opening process

Procurement Officer
Updates the Bid Evaluation details & the AOC
Evaluator

Auditor Auditing of Tendering activities

Depending on the roles assigned, the department users will carry out the
relevant activities which will be briefed in detail in the User Manual.

5. CREATION OF TENDERER USER

This will be explained in detail in the Bid Submission Module.

6. GETTING STARTED WITH DEPARTMENT USER:

6.1 LOGGING ON:

Access the E-Tendering web application system by typing the following address,
or Universal Resource Locator (URL), in your Web Browser and pressing
<Enter>:

https://govtprocurement.delhi.gov.in

Logging on the first time

Enter the Login ID and password provided by the Nodal Officer and click
‘Login’. Login and password are case sensitive.

Enter Login ID

Enter Password

Click Login

When the authentication process is successful, you are logged on to the

E-Tendering application and the following screen appears with the user’s Dashboard.

6.2 EDIT PROFILE

The Department user can edit his profile using the ‘Edit Profile’ option.

When this option is selected, the following page is displayed with the Personal and
Contact details of the Department User.

The Department User can make the necessary changes and then click ‘Next’. The
following page is displayed.

The Department User has to answer the CAPTCHA question and then click ‘Submit’.

Note:

(CAPTCHA is the abbreviation for ‘Completely Automated Public Turing test to tell
Computers and Humans Apart’. This is a method to ensure that only humans
register.)

6.3 CHANGE PASSWORD

The Department User can change his password by using this option. The following
page is displayed when the ‘Change Password’ option is clicked.

Enter the Old Password and New Password. Confirm New Password by entering it
again and then click ‘Submit’.

6.4 DSC REGISTRATION

6.4.1 T O REGISTER WITH DIGITAL SIGNATURE CERTIFICATE

Insert the DSC Card into the Card Reader. Choose the Digital Signature Certificate
relevant to the Department User from the list and then click ‘Submit’.

When the registration of Digital Signature certificate is completed, the following page
is displayed.

The Digital Signature Certificate registered will be used to digitally sign the document
uploaded by the Department User.

6.4.2 T O REGISTER WITH ENCRYPTION CERTIFICATE

Encryption Certificate

Choose the Encryption certificate relevant to the Department User from the list and
then click ‘Submit’.

When registration with Encryption certificate is complete, the following page is

displayed.

Encryption certificate is used to encrypt the bid documents submitted by the

bidder, if this Department User is declared as Bid Opener.
