The Organization:
The organization is a public University with a campus-based, unitary structure with research,
postgraduate and undergraduate programs in the social sciences and the humanities. The
university is based in Delhi and the Librarian also works here.

Decisions
The Library division plays a crucial role of providing comprehensive resources and services in
support of the research, teaching, and learning needs of the University community.
The Librarian has to take decisions regarding the development of collection of books, journals
and e-resources of the library. For this he has to decide which books or other resources to add to
the library collection and of which field or subject. This is done keeping in mind the requirement
of all users university teachers, students, staff and researchers.
Taking decisions regarding library policies is also an important part of the Librarians job.
Policies are formulated by the Librarian according to which a library functions. He also has to
take innovative and proactive decisions for the implementation of new softwares and library
services.
The Librarian has to plan the budget of the library and spend accordingly, but within the annual
university budget. The librarian also has complete authority to assign work, train evaluate and
supervise library staff. However, he has to follow the staff related policies and procedures of the
university in this regard. He must report any major issue to the Pro Vice Chancellor.

Complexity
The Librarian has to directly supervise eight people which comprise the library staff. There are a
lot of complex situations where a librarian has to take a conscious decision. For eg There are
situations when the users demands and library policy conflicts. Also, a lot of decisions are
interrelated like budgeting decision affect the library policies, library resources and the plan for
purchasing.

Knowledge and Skills

Qualifications
PhD in Library, Master in Library and Information Science and a Masters in another
subject

Experience
Minimum 18 years in College Library or Assistant Librarian or 12 years as Deputy
Librarian
Knowledge
The incumbent should have broad knowledge and understanding of current issues in
academic libraries. Having knowledge about various softwares used in the library and
new softwares being used in this field is also very important
Skills
Skills in leadership, communication, people management, planning and motivating a
team of professionals, whore engaged in day to day management of library, are the main
requirements

Main Role
The Librarian provides leadership to ensure the Library excels in the provision of support for
teaching, learning and research at the university.
The Librarian is responsible for the overall administration, library collection development,
human resource management and budget for the university library, and for the management and
policy development for library services, collections and facilities.

Main Activities
Planning

Prepare plans and budgets for utilization of funds in all library activities like stock
improvement and library development
To prepare library policy related plans for its effective management

Development

Constant efforts have to be made to improve the collection of books and journals in the
library and develop processes to manage them efficiently and reduce theft
To develop program of library management for improving the efficiency of the library

Operations

Ensure efficient implementation of various existing library management softwares like


OPAC and Digital Library Software
Manage the implementation of new software RFID for automatic circulation and theft
reduction

Personnel

Assign work, train staff and conduct performance reviews to ensure a high level of
professional service

Control

Supervise the work of library staff to ensure smooth running of library activities
Take appropriate steps wherever required, to meet user expectations and university values
and standards
