MONROVIAhe shortage of trained pathologist in post-war Liberia


continues to pose problems for cases on the docket,
forcing the post-war nation to look elsewhere, relying
on pathologists from other countries including Ghana,
Cuba, amongst others for trained individuals to conduct autopsy
in highly profile and complex death cases.
Dr. Isaac Moses, who was Liberias main pathologist for years,
was forced to flee in the aftermath of the September 18, 1997
fighting between former President Charles Taylors forces and
Roosevelt Johnsons troops. Taylor had issued an order that no
one should take photos of corpse at the JFK morque after scores of
people were killed. Dr. Moses was reportedly blamed for allowing
journalists to take photos of the dead and was forced fled into
exile. Some 21 bodies were reportedly dug from mass graves at
the time.
Today, the issue of trained pathologists led to huge controversy in
the murder trial of Hans Williams and Mardea Paykue who were
accused of involvement in the death of fourteen year old Angel
Tokpah. The pair was convicted in a lower court but the Supreme
Court reversed the decision and set them free ending a trial that
lasted more than four years.
The core of the controversy was several different findings of
autopsies conducted by at least three pathologists showing
different results with the first coming from a Liberian, Dr. Anthony
Quaye. Both sides to the trial- the defense and prosecution relied
on either of the autopsy reports for their legal reliance.
With the memory of the trial of Hans and Mardea which was made
complex by autopsy reports still fresh on the minds of many, a
new saga threatens to revisit an old concern with the selection of
a Sierra Leonean pathologist Dr. Simeon Owizz Koroma whose
selection process remains undisclosed as the Maryland County
Bar Association, comprising lawyers hailing from that South
eastern County questioning the credibility of Dr. Koroma.
Dr. Koroma was brought into the country to conduct autopsy on the
corpse of Atty. Michael N. Allison, a whistleblower in an ongoing
investigation by the Liberia Anti-Corruption Commission but how
he was contracted to the perform the work and history of his past
performances are yet to be provided even though FrontPageAfrica
has learnt that that the autopsy on the late Allison has already been
concluded.
FPA making an inquiry on the credential of Dr. Koroma was
referred to the Ministry of Justice by Police Director Chris
Massaquoi. Please make request from Justice, Col. Massaquoi
declared in response to FPA inquiry.
On Monday, the general morgue of the John F. Kennedy Medical
center was surrounded by staffers of the Liberia Anti-Corruption
Commission and officers of the Liberia National as Dr. Koroma
assisted by some health workers carried out an autopsy on the
body of the late Allison.
Dressed in Personal Protective Equipment including gloves, facial
masks and boots, the head of the autopsy, Dr. Koroma performed
his work.
Eyewitness Account pointing to Pressure?
Some eyewitnesses who formed part of the small team present
in the room where the autopsy was conducted were heard quietly
conversing with each other that the late Allison died from high
blood pressure.
One senior police source on the scene hinted that there was no foul
play with the body of the late Allison.
We have a picture were there was no scratch on the body, the
crabs, ants ate parts of the body so we cant say the body was
tempered with, said the police source.
It is not known when the Autopsy report will be made public as
many eagerly await the outcome of the process especially amid
doubts over the credentials of Dr. Koroma.
In recent time the Police conducted an investigation on the body
of 12 year old girl who was allegedly raped by Musa Konneh in
Brewerville but up to date the LNP is yet to release the report.
Whos Dr. Koroma?
While the Government of Liberia through the Ministry of
Justice is yet to make public the full identity of the pathologisthis credential and other important details, a FPA investigation
has gathered that Dr. Koroma is the Head of Department of
Histopathology and Morbid Anatomy at the Connaught Teaching
Hospital in Freetown.
According to investigation Dr. Koroma has been conducting
autopsies on several deaths in Sierra Leone, one of those
included an autopsy performed on the late Revolutionary United
Front(RUF) rebel leader Foday Sankoh in August 2003.
Dr. Koroma accordingly conducted an autopsy into the death
of a student, Alhaji Rabo who was a Senior Secondary School
three (SSS3), Commercial One (1) student of the Ansarul Islamic
Secondary School, situated at Guard Street in the East End of
Freetown in 2013.
After the National Police of Sierra Leone reported that the boy
died from blunt object, Dr. Koroma conducted an autopsy and
reported that the boy died from gunshot wound.
The late student according to Dr. Koroma bled to death from a
gunshot wound; with the bullet entering from the back of his left
shoulder.
The student was hit with an object during rioting between students
of his Ansarul School and traders who had spread their wares all
around the perimeter of the school compound.
The riot turned deadly with running battles between the students

and traders, forcing the Police to be called in to quell the situation.
Accordingly, the Police claimed they used professional methods
such as tear gas cannisters and insisted they never fired a single
gunshot but the Dr. Koroma autopsy found the otherwise.
Dr. Kormoa according to a local Sierra Leonean Newspaper
-the Spectator conducted another autopsy where he received a
professional service fee of US$10, 000.00 from the Redeemed
Christian Church of God - Sierra Leone that mysteriously lost
its Nigerian Pastor-in-charge, the Pastors wife and three of their
children on the night of December 4, 2014, after they returned
home from a church service.
The sum of US$2,500 was paid for each of the autopsies the
doctor performed on the five deceased as he waived the fee for
the youngest victim not until the churchs negotiating team had
pleaded with him for the umpteenth time to see reason to reduce
the fee on both religious and humanitarian grounds.
He was accused of using the Government facility to perform
the autopsy and the whereabouts of the amount generated was
questioned.
Dr. Koroma was accused of corruption in violation of the Anti
Corpriton law of Sierra Leone which is an economic crime of an
offence under Part IV of the Anti-Corruption Act, 2008 of that
country, and includes: Section 1 (f) the misappropriation of
public funds or property; (h) any offence including dishonesty
in connection with any tax, rate, charge or levy imposed under
any enactment.
Some segments of the Sierra Leonean public demanded to know
whether the US$10, 000.00 which Dr. Koroma received from
the Redeemed Christian Church of God Sierra Leone for the
autopsies was deposited into the Consolidated Fund or to line his
pocket for self-aggrandizement.
Pathologist credentials questioned
There are mounting calls for the autopsy report to be made public
with the president of the Maryland County Bar association of
which the deceased was a part questioning the credibility of the

pathologist.
We are concerned of the credibility and reputation of the
pathologist, from the record we are getting, the first and foremost
thing is the credential of the pathologist before an autopsy is
done. Att. Edwin Martin
Speaking to FPA Atty. Martin said the Liberian people must not
accept the report on grounds that the pathologist is from a country
with broken health system.
The report should not be accepted by the Liberian People, how
this government will bring in someone from Freetown when their
entire health system is broken down, they cant even fight Ebola,
said Atty. Martin.
He suggested that the Government should have hired a pathologist
from another country instead of Sierra Leone.
Why you couldnt go to a recognized country for a pathologist
that is a clever attempt to side brush it under the carpet.
Atty. Martin continued: we are calling on the government to
publish the credential of the pathologist, we want to know his
credibility, and integrity, you cant bring someone to impose him
on us from a country with broken health system like Liberia. You
cant take someone from the slum and bring them on high profile
case.
The lawmaker further said We condemn the work of the pathologist
till we can see his credential and we will not accept the report
until his credential can be known and we need an independent
autopsy report, any report from him will be condemned and will
be challenge by this bar.
He disclosed that the late Atty. Allison was part of the Maryland
bar Association and an active due paying member.
Cllr. Sam Cooper of the Montserrado County Bar Association has
also expressed concerns over the death of Allison.
He said the late Allison being a lawyer; he was also a Liberian
whose death in this manner needs to be investigated.
President of the Montserrado Bar Association told FrontPageAfrica
that the association is watching the police investigation carefully
and promised that if any perpetrator is tracked down by the police
and taken to court, the association would provide lawyers to
prosecute the would-be perpetrators.
LACC boss James Verdier speaking at the opening of the February
2015 Term of Court cited challenges faced by whistleblowers and
people who investigate corruption in Liberia.
Please be aware your honor that in time of prosecution there will
be attempt to bribe judges, lawyers and even jurors, but this is the
time for all of us to stand up and say no to corruption, he said.
Police Director Chris Massaquoi before Monday said a
pathologist has arrived from neighboring Sierra Leone to help in
the investigation.
Investigation by homicide investigators is ongoing and we
have decided to bring in a foreign pathologist and he just arrived
Sunday from Sierra Leone to be able to assist the Liberia National
Police in the investigation, he said.
Massaquoi said the police received no complaint from Allison or
anyone related to him. He said the alleged corruption case had
been taken over by the Liberia Anti-Corruption Bureau.
We absolutely have no record of such complaint. Apparently
this matter was directly handled by the LACC (Liberia AntiCorruption Commission), and the Liberia National Police has not
been a part of the investigation, he said.
The police director said had a threat been brought to the attention
of the police they would have probably assisted in providing
protection to Allison.

Allisons Death Signals New


Trend in Corruption Fight

Fighting corruption in Africa and the world over is a risky


undertaking that some pay for dearly as those engaged in the act
are powerful and go all out to get themselves exonerated even if
it means taking away the lives of others.
Those involved in fighting corruption sometimes do so at the
peril of their life especially when the figures at the core of
investigation are big guns whose characters are at stake.
In countries such as Nigeria and Kenya, deadly trend are
common with street shooting and other secret killings of people
but that has been rare in Liberia, a small country of about four
million people but it seems things are getting nasty now.
Recently the Liberia Anti-Corruption Commission (LACC)
commenced investigation into US$25,000 payment from the
National Oil Company of Liberia (NOCAL) for legal services
provided to the National Legislature for nationwide Oil
Consultation.
The payment became questionable when the amount paid by
the oil company turned out to be much higher than what was
actually received by the lawyer who provided the legal service.
The LACC subsequently made arrests with Speaker Alex Tyler,
Representative Adolf Lawrence and others at the core of an
investigation along with the lawyer, Cllr. Michael N. Allison.
Within the scope of two months the LACC investigation has
become the most contentious in Liberia in recent time to the
extent of leading to a group of lawmakers using the investigation
to demand that Speaker Tyler steps aside from residing as head
of the National Legislature until his name is clear from the
ongoing probe by the commission.
Speaker Tyler is believed to be harboring a huge political
ambition with an eye on contesting the presidency of Liberia
come 2017 general and presidential elections which makes the
character of the man purportedly contemplating a presidential
run a big deal.
With the LACC probe gaining momentum, the lead witness for
the commission, Cllr. Allison was found dead on the waterway
in Monrovia, sending shock waves around the country.
Circumstances leading to the death of the late Allison are strange
and send alarming bell in Liberia and signals that the country is
heading in the wrong direction.
Revelations by people who lastly interacted with the late Allison
that he was aware of threats on life where he accordingly
received text messages all point to the danger lurking over the
country in fighting corruption.
Liberia is a small country and talking and debating corruption is
the best way forward rather than taking away the lives of others
even though the actual cause of the death of the late Allison
is yet unknown but his death is very strange and sends out a
message that fighting corruption is becoming deadly in Liberia.
While we await the outcome of the police investigation, the
mysterious death of Cllr. Allison is a danger lurking over the
country and sends a bad signal about the country.
Cllr. Allisons death will also lead to fear in those at the frontline
in the fight against corruption, making it a bad and bad deal for
the country.
The death should not be viewed as another incident meant for
police lip service investigation, it is threat hovering over Liberia
and will go a long way in tainting the image of the country.

hen a countrys economic policy is based


on get rich quick mentality, it is difficult
to institute sustainable economic rules
and regulations, even if prior violation
of those same rules and regulations had resulted into
unwarranted results. How should a leadership change
that mindset is Liberias conundrum.
Will Liberia meet the challenge? When the Liberia
National Oil Company (NOCAL), headed by Robert
Sirleaf, President Ellen Johnson Sirleafs son,
spends $138m, 20% of the Liberian National Budget
($138m/$566) without accountability; when President
Sirleaf, guided by the World Bank, allocates $1.2m as
consultancy fees for our lawmakers to perform their
official duties; when President Sirleaf, supervised by the
World Bank, borrows $290 million from the National
Bank of Liberia in violation of the 2009 MPF Budgetary
Law; or when President Sirleaf, guided by the World
Bank, awards sweet heart deals to big business, etc., the
answer is no.
Alternatively, the answer could have been yes, had
President Ellen Johnson Sirleaf not embraced the get
rich quick mentality employed by big business and
followed well-established managerial principles. This is
because anti-principles of get rick quick mentality do
encourage superior to recruit independent or non-family
subordinate, institute parity in salary, reduce bribery,
minimize rosy revenue projection or avoid providing
optimistic achievements. These principles would have
also helped us to reduce our $759 million debt, announced
by President Sirleaf.
The 759m debt, which reminds the country about the
debt $4.7b debt, just canceled in 2009, is not good for
Liberia. This is because, in many cases, the totaled debt
is not used for development. For example, in the case
of the $4.7b debt, only the $1.8b received in 1989 was
available for development. Theft, interest, and other
charges accounted for the $2.8b difference because
Liberia became ineligible for loan after the war started in

Now, let us review few of President Sirleafs managerial
styles in order to understand why some Liberians think
that our debt will continue to go up. Analyzing the
performance, family connection, and inexperience of
her advisers, it is fair to conclude that President Sirleaf
did exercise undue influence over her subordinates. In
short, she did follow the practice of business and appoint
loyal subordinates, rather than independent or patriotic
subordinates.
Hiring subordinates who cannot offer critical views
to their superior is not good for government. This is
because a country and its residents must live with any,
and all mistakes, while big business can relocate, reorganize or dissolve. Rightly so, big business needs loyal
subordinates in order to make huge profit. For example,
it can earn huge profit by keeping its patent secret away
from its competitors, thereby denying its competitors
from imitating it. Additionally, government must operate
in daylight since its policy should protect the interest of
everyone, including big business and its customers.
President Sirleaf has not only hire dependent advisers,
but also pays excessive salaries to her loyal advisers,

another managerial policy employed by big business.


Consequently, budgetary appropriation for wages and
salary related expenditure is now 69% ($363.5 million)
of the totaled expenditure of $517 million. In her own
words, President Sirleaf said wages continues ...to crowd
out the fiscal space required for capital expenditure
Again, while it might be a good idea to reward loyal
advisers with excessive salaries in big business, such
a practice does breed corruption in government. For
instance, Liberia is rampantly corrupt because the
government rewarded excessive salaries to advisers
hoping that the incentives would discourage them from
receiving bribes. Rather, had the government instituted
parity in salaries, our lawmakers might not have sought
additional compensation for performing their duties.
Instead, since attitude is contagious, our lawmakers have
gone beyond appropriating excessive salaries, but are
now searching for consultancy fees.
To the credit of the Liberian lawmakers, a Committee of
the House of Representative tried to discourage President
Sirleaf from going ahead with the idea of paying a few
advisers USD $10,000 to $15,000 per month, but to no
avail. The Liberian local news media carried articles
decrying the idea of paying excessive salaries at a time
Liberia was begging our partners to cancel the $4.7b
debt. Again, the President did not listen.
If the idea behind paying excessive salaries to our
economic advisers was to discourage bribery, then
why did President Sirleaf give each lawmaker a white
pickup on behalf of Mittal Steel? Or why did she direct
Clemenceau Urey to bribe our lawmakers; why did she
approve $1.2m as consultancy fees for our lawmakers to
perform their official duties?
Again, big business or the likes of President Sirleaf,
prefers to use bribes and grease the wheels of business.
The practice is regular and legal in the business world.
This is because big business bribes in order to make huge
profits. For a government, a leader should discourage
bribery in order to create a level playing field for everyone.
Bribing bureaucrats to win favors, inflating revenue
projection or exaggerating deliverables promotes
dishonesty. Instead of discouraging the practice of
misleading, President Sirleafs recent annual speech had
too many inflated reports. For example, the President
stated that Liberia has over 404 public health facilities.
If true, how come our government failed to curb the
Ebola disease? Also, her report on revenue projection
and economic growth was also misleading. For instance,
she said the decline in economic activities resulted
in reduction in domestic revenue collection and,
revenue was revised downwards by US$86 million (from
US$559 million to US$473 million) In the same
speech, she added, In spite of the numerous challenges
revenues of US$517.2 million was collected representing
4 percent increase in Tax Revenue
Sadly, if President Sirleaf continues to inflate optimism
and institute the get rich quick principles (i.e., the
cutthroat principles), Liberia might not create the
economic environment conducive for big business and
ordinary citizens to prosper. This is because Liberia will
become cash-trapped and insolvent to liquidate its debt
since its cash cow, lucrative resources, might have been
mortgaged.

How is this a homicide when an eye witness says he drowned? "...
according to accounts from a woman whose identity is sealed claiming
to be a girl said, she came out with the decease on beach around late
evening hours adding that after a while he [Cllr. Allison] decided to swim
in the ocean. According to the young lady, after few minutes she saw him
drowning adding that she cried out for help and the security next door
came to her aid and called a Brazilian man who had a speed boat to get
him out of the water which they did but he did not survive." Don't get me
wrong. This could have been a homicide if the eye-witness saw people in
the water who inflicted the drowning. Short of that, how have we jumped
from a supposed accidental drowning to an alleged homicide?

a turning point if this government finds any reason, any excuse for not

Is it a murder?

A homicide is committed. One promising family man had his life snuffed
out violently and prematurely by, or on behalf of, a person or persons who
seemingly believed he was a threat; therefore, his demise should deprive
of a star witness any likely prosecution of the so - called corruption
prosecution. But commonsense wouldve avoided this tragedy; the
case doesnt have a leg to stand on in spite of the noise. It will have
embarrassing unintended consequences.
For the talked about loose ends of the issue is that the whole rigmarole
was a calculated act to frame others. Obviously, poor Cllr. Michael
Allison wasnt a whistleblower, because he didnt expose corruption
between the company that contracted with him, NOCAL, and the named
legislators. Rather he was allegedly a willing participant in the companys
game to bribe, and expose targeted legislators whove been lately proving
difficult to toe their line.

hroughout the History of Liberia we hear of CID agents, NBI Agent,


SSS Officers to name but a few. But who were these people and what
led them to become members of the security profession in Liberia.
We hear of men like C Wellington Campbell, Nathaniel Baker Sr.,
E.Sumo Jones, Patrick Mininkon days of the NBI. You had Alexander Bonner,
Spencer Edris. man these were some of the powerful names in those days. But
these men did not operate their respective agencies by themselves. They had
people Liberians working within their organizations and often we do not
hear about these men and women.
Who were they, where did they come from and what inspired them to join
their respective security organizations.
They hailed from all the various counties and from all the various villages and
from all the various chiefdoms. They spoke all dialects and they were from all
ethnic groups. They had one thing in common, and that was they join because
they saw something that they liked something that they wanted to be a
part of. They had no time for ethnic issues. Their job was public safety and
security. Now I know some readers will jump on the bang wagon to start to
talk negatively about the various security forces. But if you keep on reading
these articles you will learn more. I asked several of them about why they
joined their respective organizations and after listening to them I saw within
them a genuine desire to be a
part of something good. They all had their stories- and these are some of
their stories. Join me as we delve into the minds of these men and women so
we can see what drove them to become some of Liberias proudest. In this
article we feature Mr. Marvin Voker Dahn., who had an exclusive interview
with Former Deputy Director Charles E. King. There are others who will be
featured come and learn.
Why did join the LNP?
Growing up as a little boy on the Old road (Sinkor, Monrovia) I was
fascinated by the Untouchable TV movies and all of Lee Marvin movies (he
was my father favorite actor). We didnt have TV, but Ill run over to our
neighbors house one Maj. Stewart of the AFL (an American) to watch their
black and white TV. The next day Ill pretend to be a detective while playing
with my friends.
One July morning 1970, before or after 26 celebrations, the home of a man
called Mr. Jonathan Raeford who was living in the same area where we lived,
was broken into and three CID Officers (cant remember all their names, but
one was called one was Detective Watkins) well dressed in suits arrived on the
scene to investigate. I was so impress with their appearance and the way they
questioned people in the area, that I tried to get their attention, not that I had
anything to contribute, but just to be seen with them was my concern. I dont
know if the case was ever solved but I was happy that Ihad come into contact
with live CID Officers.
With the above stored deep down in my heart, I kept telling my class mates,
relatives and friends that one day Ill become a CID Officer. I wanted be
like Detective Watkins dressed in a nice suit. The first opportunity came one
November (1976) morning while in class at my high school, an older
student who was planning to join the police alerted us that the LNP was
recruiting and there was going be an exam. This guy knew all about the
process. He later guided some of us as to what was expected of us and after
listening to his advice, some of us applied. A few weeks later we took the LNP
exam and 12 boys from our school (Wells Hairston) sat the test. Then came the
news, only three passed the exam and they were David Chair, Joseph Ballah
and of course Marvin V. Dahn!. Off we went to the Police Academy for the
start of a new career. The training lasted for six months. Six months later after
graduation, David Chair went to the traffic division while Ballah and I went
to the CID. At last, MARVIN VOKER. DAHNs dream had become a reality.
Detective Dahn, carrying a badge, with full arrest authority the day had
arrived. My dream had indeed become a reality. Can you imagine the feeling
and emotions? But what was most important as I learned at the police academy
was the great responsibility that the job entailed yet the full impact had
not settled as yet. What would you expect- fresh out of the academy great
expectations.
A 19 years old high school senior in December 1977, dirt poor from the
interior of Nimba County, is being identified with the Liberia National police
as Agent Marvin Dahn. What a dream.

Ladies and gentlemen and members of the reading public, here we have an
example of a person who does not complain about where he was born into this
life, but wherever he started he made sure that he did not end there.
He took it upon himself to dive ahead to make a better life for himself and
who was responsible for him taking this giant leap of faith it was Detectives
in the police department who had no idea that their action would one day be
the cause of someone else dreaming of and then becoming a fellow law
enforcement officer.
This is what I have always been saying, that ones action or inaction has an
effect on those who you may never know may never have any idea that you
might have impacted the life of someone else for generations to come. It can
be said that detective Watkins was part of the The Law of Sensitive
Dependence upon Initial conditions, or originally known as known as The
Butterfly Effect. Detective Watkins action had effected generations yet
unborn here we see that Detective Dahn is married, and has children long
after his initial observation of Detective Watkins. So you see the Generation
yet unborn his actions affected?
Mr. Dahn lives in Canada and works in the area of law Enforcement/Security.
Do you young people see what is happening here? Do you all see the need to
be educated and stop listening to small minded people who have very little to
contribute to your own development. Be on the lookout for more such stories

other stories in the FrontPage Newspaper. Inside the Liberian Security Forces
starting with the people who made up those services.
Mr. Dahn is also the founder of Empower BOE People, a non-profit

GRAND BASSA COUNTY IS BEREAVED-AS SIX


LAC WORKERS DIED OF CHEMICAL EXPLOSION
-BASSA LEGISLATIVE CAUCUS IGNORES

The Editor,

rand Bassa County, the second political county, which


gave birth to several counties in the Republic of Liberia,
had lost six of its citizens by chemical explosion during
working hours in the terrain of the Liberia
Agriculture Company. About a month now since the saddened
incident occurred, the leadership of the Bassa legislative has not made
any effort as it relates to this situation. In this same manner, there has
not been any position statement to the citizenry and the Government
of Liberia. This in itself is frustrating and unfortunate!
It was empirically reported that six employees of the Liberia
Agriculture company (LAC) died as a result of this chemical explosion.
Initially, seventeen (17) employees were severely wounded, but six
subsequently died due to refusal from the angles of the Management
of LAC and the Bassa Legislative Caucus to ensure that those victims
seek foreign medical treatment.
Fellow Bassa citizens, I am frustrated and confused about this
tragic. This always happened when voters wrongly gave powers to
those who are insincere, incompetent, egoistic, and do not understand
the modus-operandi and the erudition of contemporary leadership.
Today, as we speak, families of those victims are frustrated, hopeless
and mourning about the saddened lost of their beloved ones. Injustices
are being practiced in Grand Bassa County with the new breed of
leadership; our people have been denied of justice. Silence is the
order of the day; downplaying the interest of the people for self-greed
is the order of the day. Yes! Serious betrayal by the Bassa Legislative
Caucus is being undoubtedly seen by the voters (Bassonians).
To end, let me extend my thanks and appreciation to the President
Protememeritus, Gbehzohngar M. Findley who visited the bereaved
families at the Liberia Agriculture Company rubber processing plant
in District # 3, Grand Bassa County. Bravo! Your sincerity to serve
the Bassa people remains unquestionable.

Monroviahe resumption of
schools in Liberia
got off to a slow start
Monday, as many
schools in the country did not
reopen as expected.
In Monrovia, most of the Private
schools appeared to have opted
to resume classes on March
2, 2015, the previous date
announced by the government
before it somersaulted less than a
day later to February 16.
Students turned up at the William
V. S. Tubman High School
one of the most prestigious
government-run high schools in
the country in drops.
Many of the students were seen
in colored clothes instead of
uniforms with some wearing flipflops on their feet. They seemed
happy to be back though after the
long break caused by the deadly
Ebola Virus Disease.
Theo Jallah, a student at the
school said he could not be in
school because he only had a
uniform shirt and no trousers.
He said things have been tough
and he lost a lot during the Ebola
Outbreak.
I cannot wear uniform to school
right now because I dont have
it. I have lost many things during
the last year and the Ebola
situation made it worse, he said.
Peter Okoka, a 12th grader says
he is happy to be back in school
because he just sat at home idle
with nothing to do.
I feel so happy because for
some time now we have been
sitting at home and some of
us are getting older and we are
thinking how we can finish grade
school, but now the Ebola has
prevented us for some time from
coming to school. Now we see
ourselves back, Im very happy
to be here, he said.
Weah Diggs, a Student also
in Grade 12, was dressed in
ordinary clothes rather than her
uniform, but says she does not
feel safe, but is tired sitting at
home and not going to school.
It is not really safe because as
you know, we will be interacting
with many students who are
from different homes; meet with
different people, so it wont be
like Im really safe, she said.
So, it is left with me how
I would be able to take the
precautions that our instructors
have given us, like washing our
hands; mainly they stressed on
washing hands.
The United Nations Childrens
Fund (UNICEF) stated that it
has provided just over seven
thousand kits to over four
thousand schools across Liberia
in an effort to help keep students
safe from Ebola.
UNICEF has really helped with
a lot of the School reopening
by providing some of the basic
hygiene kits (if you like) and
these includes buckets, brooms,
gloves,
the
thermometers
that
help
with
checking
temperatures of students as they
enter, said Rukshan Ratnam,
Communications Specialist at
UNICEF in Liberia.
And weve provided big drums
to schools like this, so that
schools can have hand-washing
stations at the entrance and
also close to toilets and other
areas as well. And basically
helping teachers, students and
administrators keep students
safe.

I feel very happy to have our

Continued Mr. Goldore: As they
have come, were happy, my staff
and I are very happy to receive
them. We want them to put more
effort and time to their studies
because were just coming back
and we have 10 months to go, we
need to maximize the ten months
period to do the best they can,
to come every period and score
good grades.
The students are our constituents;
without students, there will be no
school.
Many schools are still sticking
to the March 2, date but even the
few schools that opened Monday
seems not at all fully prepared
for full academic activities.

said the decision was to ensure
that government-run schools in
the county were safe for both the
teachers and their pupils.
Peter said: There will be no
school on Monday. They will
open their schools, but teachers
will not be there. This will enable
principals and teachers to receive
adequate training to prevent
Ebola epidemic in schools.
Bearing in mind that children
will be coming from different
homes, it becomes important
that teachers are given the basic
knowledge on how to prevent the
outbreak of the disease, Peters
said.
Peters further said the ministry
has
not
shown
enough
commitment to guaranteeing
the safety of students and
their teachers, adding: The
unpreparedness of the ministry
in providing training for us
(teachers) coupled with the lack
of the necessary preventive and
proactive gadgets
to combat

the EVD in any eventuality has
continued to stall reopening of
schools.
Peters said it had
issued a
seven-day ultimatum to the
Ministry of Education to provide

the necessary EVD materials


and stationeries to schools in the

CATHOLIC-RUN SCHOOL
REOPENS; OTHERS NOT
In Grand Bassa County only
the Catholic system-run school
opened. The St. Peters Claver
High on Monday was the only
school opening its doors to
students in Buchanan City.
Some students were seen in
their uniforms while others wore
ordinary clothes.
Unlike the only Catholic school
in the county, other schools
remain closed although other
activities including registration
and cleaning-up campaigns
went on. Other faith-based and
private-run schools are basically
holding orientation on various
campuses, according to the
President of the Grand Bassa
Private Teachers Association,
Nyenku Glasco.
The campus of the main Public
High School in the port city,
Bassa High, was not expected to
reopen on Monday following the
announcement of governments
new date for schools to reopen.
Schools outside Buchanan are
still waiting to receive Ebola
materials and complete the
training of teachers and PTAs
about the Ebola protocol before
school can resume.
The principal of a private
elementary School in District #3
said they have been orientating
students and faculty about the
Ebola protocols and revealed
that his school would officially
reopen on March 2.
Sabastian Stephany said most
schools in the district are
cleaning up the campuses while
training of teachers on the Ebola
protocols are being held.
Schools run by the Liberian
Agricultural Company based
on its plantation are also closed
and sources confirmed to FPA
that schools would only reopen
per the instruction of the
government.

Monday finally certificated the
two as duly-elected senators for
their respective counties.
The

Elections
Commission declared the two
candidates winners of the
December 20, 2014 special
senatorial elections following
a go-ahead from the Supreme
Court of Liberia.
Speaking on behalf of the two
certificated senators, Senator
Saytumah
described
their
certification as the entry of
strong men into the senate.
We can assure you that your
hopes will not be in vain. We are
going to the senate as men and
not boys; that is why it took us
long to put our hands in election,
because we want to work with
our other colleagues to make the
senate vibrant, he said.
The Bomi County lawmaker
said the senate needs people of
his caliber because the senate
would be the only institution

23,
and a handicap, is
determined to get off
the streets but with
little support, he fears he would
be shining shoes for a long
time to come.
Flomo who has been arrested
and detained for four days at
the Central police station upon
the orders of the Monrovia
City Corporation (MCC), says
he desperately wants to get
off the streets. I dont want to
be begging in the street, so I
decided to be polishing people
shoes, but I really wish to
become a shoemaker, he says.
The MCC charged Flomo for
sitting in the open place at
the Free Port on the Bushrod
Island where he polishes shoes
to make a living and fend for a
family of four.
Flomo says he was only a
baby when his Mother died
since 1990, leaving him with
his grandmother.
He said
his grandmother took him to
Gbarnga Bong County, where
they resided for several years.
Flomo complains that since
there is no place for handicaps
in the Liberian society and
nothing else to do, he has been
shining shoes.
Says Flomo: We are not
together, the handicaps in
Liberia are productive but there
is no help from the government,
there is no opportunity for us.

for more than 73 candidates
and in some constituencies

candidates contesting and one

Robert Sirleaf son of the Party

prevented at the early stage,

time do their regular business
as a government, would be
prosecuted in accordance with
the law and we will put the
necessary resources, at the

Member of Parliament (MP) for

earlier been paid to all seating
members of parliament for
similar activities. Furthermore,
an amount of Le161 million was
given as loan to Health For All
Coalition (HFAC) for scaling
up of the response to the Ebola
fight. Of utmost concern was
the fact that the total loaned
amount was made in the name
of Charles Mambu instead of
HFAC, the organisation which
he represents. In addition, the
loan was not documented and the
repayment terms were not agreed
between the ministry and HFAC
the audit report also pointed out.
In Liberia Ebola became a hot
cake when lawmakers and others
took on the task of purchasing
buckets and other materials to
create public awareness in their
various districts.
Some lawmakers today stand
accused of mismanaging Ebola
funding in their districts,
an accusation that can be
further authenticated through
comprehensive audit.
The Sierra Leone Audit service
report also observed weaknesses
in the payment of incentives
of health care workers of the
country.
Stated the report Several
weaknesses were observed in
the payment of incentives to
healthcare workers. For instance,
incentive payments to the sum
of Le26 billions were made to
various hospitals in the country
for which returns were not
produced to substantiate that
such payments were made to
healthcare workers.

Guinea, Sierra Leone
and Liberia attracted millions of
dollars of donor funding through
various conduit-cash, material,
human
resources,
amongst
others.
The total dollar value of
donations from the international
community and local sources in
all three countries is yet to be
established since the outbreak
is not yet totally under control
but with the funding comes
accountability haunting the three
countries which are amongst
countries facing problems of
corruption and other forms of
bad governance.
Amnesty international in its
2014 corruption Perceptions
index placed the three countries
in bad position with Sierra Leone
at 119, Liberia-94 and Guinea at
145 out of 174 countries, clearly
showing how all three countries
have a huge task in managing
domestic resources effectively
and efficiently.
From the ranking Liberia is the
better of the three countries in
2014 but the ranking changes
every year.
Countries at the bottom need
to adopt radical anti-corruption
measures in favour of their
people. Countries at the top of
the index should make sure they
dont export corrupt practices to
underdeveloped countries, said
Jos Ugaz, Chair, Transparency
International during the release
of the 2014 report.
In the report the international
watch dog group outlined poorly
equipped schools, counterfeit
medicine and elections decided
by money as some of the
consequences of public sector
corruption in the index.
Bribes and backroom deals
dont just steal resources from
the most vulnerable they
undermine justice and economic
development, and destroy public
trust in government and leaders
TI stated in the raking.
With the huge international
support to the three countries
beginning March in an attempt
to deal with the Ebola epidemic
comes the question of accounting
for the millions infused in these
countries.
Criticisms of the level of
mismanagement of the crisis
have been flagged in all three
countries with the President of
Sierra Leone Ernest Bai Koroma
replacing the Health Minister
based on what he termed the
level of handling of the Ebola
crisis by the dismissed Minister.
Sierra Lone takes first lead
Sierra Leone took an early lead
in the fight to ensure transparent
and proper handling of the Ebola
crisis when President Koroma
dismissed his Health Minister
Miatta Kargbo over her handling
of the epidemic.
A presidency statement said that
Kargbo was removed "to create
a conducive environment for
efficient and effective handling

of the Ebola outbreak".


She was replaced by her deputy
Dr. Abubakarr Fofanah.
Liberia too, had its fair share of
the criticisms from the public
on the slow response by the
government from the onset of the
outbreak when the country could
not even boast of more than four
functional ambulances to take
the sick for treatment.
With millions pumped in the
health sector of Liberia over the
last eight years, the health care
delivery system of the country
crumbled to Ebola as they were
all shut down, resulting to people
dying from common diseases
such as malaria, typhoid and
others.
UK aid, a British based aid
organization in a development
tracker report stated that it has
spent 605,704 in Liberia from
2007 to the last time Project data
was updated on May 5, 2014.
In the summary of the funding,
UK aid stated that the funding
are being used for the capacity of
the MoH & SW in Liberia to be
enhanced at community, county
and national levels such that it
can deliver the basic essential
package of health care with less
direct support from external
agencies.
The United States Agency for
International
development
(USAID) one of the major
donors to the health sector of
Liberia is also reporting that
millions have been spent on the
health care system of Liberia
since the elections of 2005.
Liberians blame corruption in the
health sector for the nightmare
created by Ebola and there was
growing calls for the resignation
of Health Minister Dr. Walter
Gwenigale who was also blamed
for badly managing the health
sector.
Unlike President Koroma who
dismissed his health Minister,
President Sirleaf maintained
confidence in her long term
associate, Minister Gwenigale
and only repositioned him to the

Still awaiting audit
Liberia is yet to make public any
audit report on the expenditure
of Ebola related donations
even though Finance Minister
Konneh had earlier vowed that
the government will ensure
an independent audit of all
activities.
Minister Konneh in time past
admitted that lack of trust in
Government by citizens is a key
reason why the deadly Ebola
outbreak escalated, something
he blamed on widespread
corruption of public funds by
some officials trusted with the
responsibility to perform.
In October 2014, the MDFP
in a statement declared that
Government of Liberia through
the Ministry has commenced
the process for the selection and
appointment of an independent
Fiduciary Agent to assist the
government with the financial
management of the Ebola Trust
Fund.
According to the Ministry
the
decision
to
contract
an
independent
financial
management firm was intended
to uphold the governments
commitment to full transparency
and accountability as announced
by Minister Konneh.
According to the Minister
Konneh, the firm selected to
provide the fiduciary service
would manage the fund and
supervise accounting related
services, under the direction
of the Minister of Finance and
Development Planning, under
the multi-donor governance
structure.
The government of Liberia
started the Ebola fight with the
creation of a account with an
initial US$5 million injection
through a loan facility from the
Central Bank of Liberia.
As of October, the Ministry
disclosed that raised over 10
million dollars, with more
donations
expected
from
foreign partners and friendly
governments. The government
announced at the time that it
needed US $ 375 million to
effectively fund its National
Ebola Response and Restoration
of Basic Health Services strategy.

The Government of Liberia through the Liberia Petroleum Refining Company (LPRC) intends to
apply funds allocated in its 2015 Fiscal Budget to finance the Expansion of the Product Storage
Terminal Project.
LPRC intends to prequalify interested Engineering, Procurement, Construction Management
(EPCM) companies that will participate in the subsequent bidding process for the execution of all
work components outlined in the Scope of Works.
LPRC now invites interested companies to participate in the prequalification proceeding, for the
short listing of competent firms that will be issued the bidding document for the actual procurement.
Bidding will be conducted through the prequalification procedures enshrined in the Public
Procurement and Concessions Act (PPCA) of the Republic of Liberia.
The contractor will among other requirements be responsible to implement the following in line
with project Scope of Work (SOW):

Install new Supply Pipeline from the main Oil Jetty to the existing Tank Farms

Construct new Storage Tanks in the existing Tanks farm

Install all new Piping Network within the Tanks Farm

Construct new Tank Truck Loading Racks and Pumping facilities

years & indicate minimum annual turnover for the last five year

Press Statement
Attention of the Management of the Liberian Agricultural Company, LAC,
has been drawn to a communication being circulated on the social media,
implication it to the alleged disbursement of funds to two government
ministers and others for their respective roles in resolving situations at the
plantation.
The memo allegedly written by the Human Resource and Administration
Manager, Mr. Harry Attoh, among other things, is reported to seek
permission from the General Manger for disbursements to Internal Affairs
Minister Morris Dukuly, Labor Minister Neto Zaza Leighe and others for
thief positive roles that restored calm after workers went on go-slow action.
It can be recalled workers staged go-slow action following a recent
explosion of a condensate tank in the rubber-processing factory, which led
to the unfortunate death of six of our workers and the injury to eleven others.
However, the eleven injured have recovered and reunited with their families.
The Management wishes to categorically state that at no time did the Human
Resource and Administration Manager, request for any financial support to
the two ministers or any government representative or entity in whatever
manner and form from the Company.
LAC Management also wishes to indicate that it has at no time disbursed
any money to government officer, lest to say the two ministers and others
mentioned in connection with their roles in settling the situation involving
LAC Workers Union.
LAC Management further states that the format and style of its internal
memos are far different form what is being posted on social media. This is
a fabrication of those who are bent on tarnishing the hard earned reputation
of others and jeopardize the outcome of the pending investigation into the
cause of the explosion which will be carried out by a team of international
experts and the Liberian government.
Mr. Harry Attoh, who is being mentioned categorically refutes the claims
and wishes to state that signature presented on the communication is not his.
The Management of LAC wishes to apologize to the Ministers and others
implicated int this matter, for harm caused to their respective hard earned
reputations. LAC will do its utmost t identify the persons behind this spread
of misinformation on social media and bring them to book.
Again, we wish to assure all workers of LAC of the fullest cooperation to
address the concerns to promote industrial harmony.

UNICEF has provided over
7,000 kits, which partners
have been distributing to over
4,000 schools in all 98 school
districts.
School
normally
resume
academic
activities
in
September, but had remained
closed because of Ebola.
The Ebola outbreak has had
a devastating effect on our
health and education systems
and our way of life in Liberia.
We have managed to beat back
the spread of the virus through
collective efforts, said Hon.

children back to school is an
important aspect of ensuring
childrens education is not

what a striker who has played

society
organizations and individuals
are
alarming
over
the
circumstances surrounding the
incident.
Three
civil
society
organizations and two political
analysts have called on the
Government of Liberia to
conduct a speedy investigation
into the mysterious death of
Atty. Allison, who was found
dead Friday morning on a
beach in Monrovia.
Vandalark Patricks, Head of
the Campaigners for Change
told reporters at a joint news
conference
Monday,
that
the fight against corruption
remains a major challenge
to all Liberians, noting that
the mysterious death of Atty.
Allison is troubling.
Said Patricks: It can be
recalled that the late Fayiah
Gbollie, one of the political
actors in our country was
gruesomely murdered in Congo
town, Montserrado County.
One of the whistleblowers at
the National Port Authority
also died and we are yet to get
any investigative report. In
2011 a Chinese national was
gruesomely murdered at the

great wall hotel on Tenth Street.


A South African was also
murdered on Randall Street.
These mysterious murders of
individuals within our country
especially under a regime that
is democratic, we think there
is a need for the government to
beef up its investigation.
Mr. Patrick said the death of
Atty. Allison sends a signal to
civil society activists that their
lives are threatened adding that
they [civil society activists],
will not remain silent and allow
the continuous mysterious
death of people in the country.
Continued Patrick: We do not
want to preempt that something
happened but Atty. Allison

complained to government
that since he blew the whistle
regarding corruption that took
place within our republic his
life was threatened.
Government did nothing
to protect him. Today he
has gone and its about time
that the government speaks
to the people of Liberia to
give an account, to launch
an investigation that the
perpetrators will be brought to
justice. Justice delay is Justice
denied!
Considering
the
critical
cases that whistleblowers are
associated with, Mr. Patrick
maintained that whistleblowers
must be protected at all times

by the government of Liberia.


He said the government
of Liberia must ensure a
speedy investigation into the
matter and findings from the
investigation must not be
swept under the carpet as has
been done with several cases
previously.
We will not sit here and allow
people to be murdered in cold
blood. We are not preempting
or suggesting that somebody
is responsible but all we are
asking the government is to
launch a full scale investigation
because this man was a state
witness, he noted.
For his part, the Executive
Director of the Movement
for the Defense of the
Downtrodden Mr.
Alfred Togbah, urged the
government to come up with
its investigation in a couple of
weeks.
He said Atty. Allison was a
peaceful citizen and that he
should not have died in the
various circumstances that are
being alleged.
You dont need to be a rocket
scientist to know that there was
a foul play in this mans death.
And thats why we are saying
the government of Liberia who
has the sole responsibility to do
this investigation should do it
thoroughly and speedily, he
said.

REBRANDING
THE SENATE

Senate Senator Armah Jallah (Gbarpolu-NPP) has
promised to rebrand the senate under his gavel.
The Pro-Tempore assured his colleagues that the august

members of the Senate for electing him as President Pro-Tempore.

ongoing Liberia Anti-Corruption

House Speaker Alex Tyler and
Representative Adolf Lawrence.
Cllr. Allison
died
under
mysterious circumstances with
his body found Friday morning
on a local beach in Monrovia, as
the LACC is still investigating
some members of the legislature
into a US$25,000 transaction.
Some lawmakers who spoke
to FrontPageAfrica on basis of
anonymity are describing
the

issue as sensitive while refusing


to provide official comments.
I cannot say anything right now
because this case is not a small
case. The mysterious death of
Atty. Allison comes in the wake
of the ongoing investigation
of the Legislature into a 25K,
so it is better to investigate and
get the actual story behind his
mysterious death, one lawmaker
said on the basis of anonymity.
Another
lawmaker,
who
also asked not to be named,
described the death of Cllr.
Allison as scaring; something
he said could hamper the fight
against corruption and silence
whistleblowers. The lawmaker
claimed that it is too early to
start calling names into the death
of Cllr. Allison.

characters in the US$25,000
saga, but both lawmakers have
denied any wrongdoing.
It was reported that the late
Allison was invited by a member
of the legislature to collect
money as legal fees for services
provided the Legislature during
the nationwide consultation
on the petroleum law, but he
decided to inform the National
Security Agency (NSA).
Rep. Lawrence, Chairman of

Mineral
Resources, claimed in a statement
that he was sent by Speaker Tyler
to go along with the late Allison

to collect the money from Eco


Bank in Monrovia, but was
apprehended by officers of the
NSA who were already on the
alert by the late Allison.
Days after the incident, the
District 15 lawmaker at a press
conference said, he was acting
on orders of the speaker and that
he had nothing to do with the
money.
At another press conference
Speaker Tyler said, he prefinanced the legal fees paid to
Cllr. Allison and therefore asked
Rep. Lawrence to go along with
Allison to collect the amount
used to pre-finance payment
to him (Alison) as per the
agreement between Allison and
the legislature.

Africa (GPFA) headed by

Gbowee, is working out
modalities to ensure that the
deadly virus is kicked-out of
the country.
The Foundation has held its
fifth hour-long workshop
with several communitybased organizations, which
have
initially
undergone
training under the auspices
of the foundation to sensitize
community residents across
the country against the deadly
Ebola virus. Ebola has claimed
several lives in the country
since an outbreak spread over
from neighboring Guinea in
late March 2014.
With the decline in the number
of Ebola cases in the country
as pronounced by government
and its international partners
involved in the fight against the
virus, the Executive Director
of the Gbowee Foundation
Madam Piso Saydee Tarr
said that though there has
been significant reduction in
the cases of the virus in the
country, community based
organizations working with the
GPFA cannot be complacent as
the virus is still around.
She stated that the foundation
is interested in ensuring
that
community
based
organizations
continue
working with (GPFA) through
sensitization, campaign to
go from door to door in their
respective communities to
sensitize the people.

project to clear the way for the
water because they dont want
to wait until the rain comes.
He said the group wants to
help the community, which has
experienced Floods in the past
years because of the constant
erection of structures in the
passageways.
We will not wait every year
for public works to come or
government to come, normally
before they come to our
aid, the damage has already
been done, he said. We are
the ones who are normally
affected, so our organization
thought it wise to do this. We
dont have any sponsors; we
are doing it all by ourselves.
Normally public works comes
but by the time the rain has
already caused damages, the
flood has already occurred,
so at that time we dont need
them, so this is the best time
to clean the drainages, when
the rain comes, we will not be

support them by making small
contributions to the effort.
