Who decides how Municipal governments run?


The Provincial Government decisdes how Municipal governments will run.

How is the Mayor elected?


By a city wide election. Based on their spiel, no party politics, every 4 years. Everywhere.

The Local(Municipal) government looks after: Water, electricity, day care, garbage, retirement, London Transit,
Snow removal, affordable housing.
Money comes from property taxes.

Territories are governed by the Federal government, who appoint commissioners.


EX) Yukon party politics.
Northwest territories, Nunavut by if people like them. No party to pass bill, majority rules(50% or >), vote
by consensus.
Note 2: National Parliament: The Inside Story

A parliamentary pages job is: a messenger for the politicians of the HOC, responsible for discussions and
papers.
3 parts of parliament, a) Crown, b) Senate, c) House of Commons, they introduce, debate, and approve the
laws that govern Canadians.
Job of the Opposition (Federal NDP): They examine, criticize government policies, and suggest alternatives.
Executive Branch(Privy Council): is make up of the Crown, Prime Minister, and Cabinet. They decide new laws.
Judicial branch: Independent, interpret laws. System of Courts: members appointed by executive council.
Government must resign when the government is defeated in a Vote of non-confidence.
The Opposition votes against the government and bill. More votes, and the Minority government must step
down.
Shadow Cabinet: made up of critics, advisors from the opposition party.
KNOW ALL THE DUTIES OF EACH PERSON
Cabinet writes speech, Governor General reads it, rarely the Queen.
Mace signifies the Speakers Authority.
Passing of a Bill.
1) Introduced by the Cabinet, and discussed in parliament.
2) Title read aloud, and will be read 3 times.
3) First: Read through once in the HOC and thought about.
4) Second: Debated in Principle, and examined in detail, opinions of the citizens, and then returned to the
HOC.
5) Third: Final debate, and voted on.
If it passes the 3 readings in the HOC, it is read by the Senate. If the Senate does not approve it is sent
back to the HOC and so forth until it passes through nicely. Then it is given for Royal Assent*

Theory: She has enormous power, Reality: She has none.
To become a Canadian citizen, people swear allegiance to the Queen.

Signs Bills, performs ceremonial functions, traditions.
Governor General David Johnston
Federal
Head of Canada, Promotes Canadian Unity, Chosen by Prime Minister, Awards advocate for the Arts.

Duties
Represent the Queen
Signs bills, important documents.
Swears people in.
Reads speeches from the Throne.
Lieutenant Governor David Onley
Provincial

Takes care of things in a certain province.


Reps Queen in a Province.
Appointed by the Governor General (Federal Government chooses)

Duties
Sign bills, present speeches, awards.
Perform ceremonial roles.
Prime Minister Stephen Harper
Federal

PM is the leader of the party w/ the most seats in the HOC.


Technically app. By the Governor General, chooses his own Cabinet.
Duties
Gets final say in major Government decisions.
Reps Canada and its people.
Different PM decisions have different effects on the citizens.

Premier (ON) Dalton McGuinty


Provincial
Similar to a PM, but only takes care of things in the Provincial Jurisdiction.
Gain National Reputations b/c theyre on T.v and the news a lot.
Duties
Final say in major (Provincial) government decisions.
Chooses his own Cabinet.

Senators - ?
Federal
Represent the regional interests better than the HOC. (Representation by population)
Appointed by the Prime Minister, they Represent a specific Party.
All across Canada.

MP (Federal) + MPPs (Provincial Parliament)


Federal and Provincial
Have different names around the world but they all have the same job.
The Citizens link to the government.
Potential to become a PM or Premier or Cabinet minister. (More respondibility)
Can run for positions and all MPs vote and decide on who wins.
Duties
Represent the views and concerns of the citizens.
They vote on the Speaker of the HOC.

Left = Executive Branch
Premier and Cabinet Ministers.
Right = Legislative Branch (Assembly)
107 Members (Ridings) elected for about 4-5 years. (MPP)
Judicial Branch (Appeal, province to Supreme Court)

Supreme Court of Canada (Highest)

Left = Small Claims Court
Right = Court of Justice.
