PANEL II: Afghanistan after 2014: Progress or Downfall?

1230 pm - 0200 pm

By the end of 2014, the International Security Assistance Force (ISAF) is supposed to
withdraw from Afghanistan and the full responsibility for security will be transferred to the
Afghan National Security Forces (ANSF). As for the USA, president Obama did not explicitly
say that mission in Afghanistan will end by 2014, only that it will cease to be a "combat"
mission and become a "support" mission. Now, the questions arise - what is exactly a
support mission, how many troops will be required for it and how long will it last? On the
other hand, are the Afghan troops up to the new task? What part will the Taliban play?
What's exactly at stake?

PANEL IV: The Ukrainian Crisis and International Responses

1000 am - 1130 am

Over the past few months, many experts and politicians, including heads of state, have
said that the current crisis in Ukraine is the greatest threat to European security since
World War Two. Russia is certainly a stakeholder in this crisis, both on the ground and
within the United Nations, as well as the G8 (G7). Issues are highly complex, not least
to do with internal divisions within Ukraine, strategic security and economic concerns
and not least NATO and EU expansion towards the East. If this is indeed such a major
concern to Europe and the international order, how has the
international community reacted to date? What has been the role of NATO, the EU
and the United Nations? Has the 'government' in Kiev acted in the countrys best
interest or could it have done something differently? As important has been the role
of Russia which seems to be playing a good cop / bad cop attitude by presenting itself
as a peacemaker in the Russian parts of Ukraine and questioning the legitimacy of the
regime in Kiev as a factor of the current instability. As events unfold on the ground,
and major states in Europe and across the Atlantic keep discussing options and
sanctions, it will be up to the panel to discuss the above questions not just in terms of
current possibilities, but also future ramifications.

Building Bridges across the World

1200 pm 1330 pm

Founded in 1994, the Partnership for Peace is NATOs first and most complex form of
cooperation with states outside the organization. Together, NATO members and partners
have conducted hundreds of exercises to improve their capacities for crisis response, conflict
resolution and peacekeeping throughout the world. Now, twenty years later, what are the
effects? Has NATOs image improved in the world? Have the adaptability and efficiency of
the Alliance been enhanced? Ultimately, has the PfP been a success?

PANEL VI: Cyber Defense New Global Battlefield

110200 pm - 0330 pm

Since NATO Summit in Lisbon 2010, cyber defense was identified as one of many
priorities in todays national defenses. It is obvious that such decision has its background
in modern need of stable, safe and resilient cyberspace. While the US has been seriously
hit by the scandal surrounding the secret NSA surveillance programs, the struggle over
how to frame internet governance goes on and, more than ever, needs core stakeholders
capable of defending freedom, democracy and the rule of law in cyberspace.
