Proposed Amendment for Clause 49 of the Statutes Regarding

Doctorate Committee
(After Clause 48(5))
Doctoral Committee
49. (i) There shall be a Doctoral Committee for each candidate enrolled as
per provision of regulation 17(iii) for the award of Ph.D. degree comprising
of the following members:
(a) Dean of the concerned Faculty Chairman.
(b) Head of the concerned Department/Director of School-Convenor
(c) Supervisor(s) (not exceeding two) of the candidate.
(d) One faculty member of the Department/School to be decided by
(a), (b) and the supervisor belonging to this University. In case a
school does not have a permanent faculty member, it can opt for
faculty member(s) from an associated Department.
(e) One faculty member from another Department in the related field
to be decided by (a), (b) and the supervisor belonging to this
University.
(f) (i) One external expert in the related field from other recognized
educational institution/research institutes/industry to be decided
by (a), (b) and (c).
(ii) Another external expert common to all the Doctoral
committees of a Department/School belonging to the Faculty of
Engineering and Technology will be nominated by the
concerned Dean on the basis of recommendation of the
Department/School.
A Department/School belonging to the Faculty of Basic and
Applied Sciences or the Faculty of Social and Management
Sciences may opt for such an external expert.
(ii) The Doctoral Committee shall have the following powers and duties:
(a) To recommend the subject(s) of the course work to be taken by
by an enrolled candidate.
(b) To decide the name of a sister Department of the University/
Other recognized institute for carrying out the course work, if
necessary.
(c) To arrange for pre-registration presentation of a candidate after
completion of the course work.

(d) To recommend to the Registrar the fitness of the candidate for


registration.
(e) To cancel registration for infringement of rules or to remove the
name of a registered candidate from the register if the report of
the Supervisor(s) is not favourable or for any other cause which
the committee may consider just for the purpose.
(f) To arrange for an annual presentation of the progress of work
after registration on a regular basis prior to pre submission
presentation.
(g) To arrange for pre submission presentation of the candidate and
recommend modifications in the draft thesis if necessary.
(h) To approve the title of the thesis prior to the pre submission
presentation.
(i) To permit submission of the thesis.
(j) To recommend to the Vice Chancellor the names of the
examiners for evaluation of the thesis.
(k) To recommend to the Vice Chancellor the names of the experts
for viva-voce examination of the candidate if the reports of the
examiners of the thesis be satisfactory.
(l) To recommend to the Vice Chancellor an extension of the
period of registration beyond five years by one year at a time on
the merit of individual cases and on recommendation by the
supervisor(s) on sufficient grounds provided such extension
shall not exceed two years.
(m) To recommend the award of the degree.
(n) To decide if any thesis submitted for a Doctoral degree is to be
resubmitted or rejected after scrutinizing the reports of
examiners.
(o) To decide on all other matters related to registration and
examination of the thesis.
(p) To carry out any other related work as assigned by the Vice
Chancellor.

(iii) Meeting of the Committee


(a) The Committee shall meet as often as necessary.
(b) One third of the total members of the committee rounded to
the nearest whole number shall constitute the quorum, the
presence of the external expert(s) being mandatory except for
cases when he or she may not be available for a

17. Doctorate Degrees:
(1) Provisions Relating To Doctorate Degrees:
The Bengal Engineering and Science University, Shibpur, hereinafter
referred to as the University will award the following Doctorate Degrees:(i) Ph.D. (Engineering).
(ii) Ph.D. (Architecture, Town and Regional Planning).
(iii) Ph.D. (Science).
(iv) Ph.D. (Humanities and Social Sciences).
(v) Ph.D. (Management).
(vi) D.Sc. (Engineering).
(vii) D.Sc. (Architecture, Town and Regional Planning).
(viii) D.Sc. (Science).
(ix) D.Litt. (Humanities and Social Sciences).
(x) D.Litt. (Management).
The requirement, programme of work, rules of enrolment, registrations etc.
in respect of the above Degrees are specified below:(2) Degree of Doctor of Philosophy (Ph.D)
(i) Award of the Ph.D. Degree
(a) Ph.D. Degree shall be awarded to a candidate on the basis of
research work on one or more problems in a field through submission
and successful defence of a thesis describing such work.

(b) A candidate may take up research work leading to Ph.D Degree in


a field of the branch in which he obtained Masters degree or in a
related field or in an interdisciplinary area under any
appropriate
branch subject to his/her qualifying for enrollment in
that branch of
study.
(c)
The thesis for the Ph.D. Degree shall demonstrate
that the candidate has thorough knowledge of the field and is
capable of undertaking advance research independently and has
made some commendable
contribution towards extension of
knowledge in the field.
(ii) Eligibility
(a)To be eligible for enrollment in a Department/School belonging to
the Faculty of Engineering and Technology or the Faculty of Basic
and Applied Sciences, a person should have a Masters Degree in
Engineering/Architecture/Town and Regional Planning/any branch of
Science or any related branch of Science or Engineering or an
equivalent Degree recognized by the U.G.C/A.I.C.T.E./M.Phil in a
branch of Science or any related field.
(b) In exceptional cases, the concerned faculty council may allow
enrollment to candidates with B.E/B.Tech Degree or equivalent. Such
candidates will require undertaking additional course work in subjects
covering not less than two semesters. However, the additional course
work may be completed, if possible, in a single semester.
(c) For enrollment in a Department/School belonging to the Faculty of
Social and Management Sciences, a person should have a Masters
Degree in any branch of Humanities/Social Sciences/Management or
any other related branch of study/M.Phil in any related branch of
study or any equivalent Degree recognized by U.G.C/A.I.C.T.E.
In special cases the concerned Faculty Council may allow
enrollment of a candidate possessing Masters Degree or equivalent in
a branch of Science/Engineering in the Faculty of Social and
Management Sciences.
(iii) Selection and Enrolment
(a)A candidate shall be enrolled in a Department/School through
an entrance test followed by an interview.
(b) The entrance test will be conducted by the University twice
an academic year at interval of six months.

(c) Candidates who have qualified for U.G.C./C.I.S.R (JRF/NET)


Examination/SLET or SET/GATE/M.Tech or who have passed
M.Phil programme or who are the holders of teacher Fellowship or
who are regular faculty members of this University will be exempted
from appearing in the entrance test but will have to appear for
interview.
(d) A candidate may apply for enrolment to the Registrar by filling up
a form prescribed by the University and deposition of appropriate
fees.
(e) The number of University Fellowships to be allotted to the
different Faculties will be decided by the Executive Council. The
number of such fellowships to be allotted to the different
Departments/Schools will be decided by the concerned Faculty
Councils.
(f) The concerned Dean of the Faculty Council will arrange
to notify in the newspapers and the University website the
number of candidates that may be admitted to different
departments/schools for Ph.D. programme which will
include (a) the number of candidates with University fellowship.
(b) The number of candidates without University fellowship. The
total number of seats will be decided by the concerned
Faculty
Council keeping in view that at any point of time
there shall not be
more than eight Ph.D students enrolled under any
supervisor. The
reservation policy of the Government shall be
taken into account
while determining the number of
candidates.
(g) The Registrar will forward to the concerned Deans the
applications for enrolment. The Dean will arrange to conduct the
entrance tests with the help of the concerned Department/School
as per procedures decided by the University.
(h) The Dean will publish the list of candidates qualified in the
entrance test in the university website and on the notice board and
fix up the dates for interview in consultation with the
department/school.
(i) The Department /School will arrange the interview of the
candidates by a board whose members will be decided by the
Department/School and may include a nominee of the funding
agency in case of a project fellow who has applied to enroll for Ph.D.

(j) At the time of the interview the candidates are expected to discuss
their research interest/area.
(k) The Dean will publish the merit list of candidates recommended for
University fellowship by the concerned Department and also the list
of other candidates recommended for enrolment in the University
website and the University notice board and forward the same to the
Registrar.
(l) Within fifteen days from the date of publication of the list, the
selected candidates shall have to enroll his/her name by paying the
requisite non refundable enrolment fee. The date of enrolment shall be
deemed to be the date of depositing the enrollment fee.
(m) In case a candidate selected for University fellowship fails to
enroll within the stipulated date mentioned in Regulation 17(iii)(l),
his/her candidature for the same shall stand cancelled and the offer
will be made to the next candidate in the merit list.

(iv) Supervisor and External Expert:


(a) All Faculty members of the University holding Ph.D. Degree shall
be eligible to act as supervisors of the enrolled
candidates.
(b) A Faculty member of other Department of the University/
other recognized Educational Institute/ research Institute
holding Ph.D. Degree can act as Joint Supervisor subject
to recommendation of the Dean and H.O.D./ Director of School to
which a candidate is enrolled and the supervisor allotted to a
candidate. In exceptional cases eminent experts from the
Industry/R&D Organizations not holding Ph.D. Degree may be
allowed to act as a Joint Supervisor if recommended by the Dean and
the HOD/Director of School and approved by the Vice Chancellor.
(c) The H.O.D/Director of School will formally allocate the
supervisor(s) to an enrolled candidate on the basis of recommendation
of the Department/School. While recommending the names, the
Department/School will keep in view the available expertise and
resources and also the area of interest of the candidate. It must also be
ensured that a supervisor does not have more than eight Ph.D.
students enrolled under him/her at any point of time.
(d) The external expert(s) shall be decided as per provisions of clause
49(i)(f) of the statutes.

(e) For a project fellow undertaking Ph.D programme the P.I. /C.I
shall act as one of the supervisor(s).
(v) Course work and Registration:
(a) Every enrolled candidate shall have to undertake a
course work for one semester which shall ordinarily contain at least
two papers. The concerned Doctoral Committee will decide the
subjects of the papers and may decide on
additional papers
depending on the area of research of the candidate.
(b) At least one paper of the course work shall include
research
methodology
which
may
include
quantitative
methods, computer applications, reviewing of published
research works in the relevant field etc. The course
curriculum will be recommended by the concerned
Department/School and approved by the concerned Faculty
Council. The other papers may be waived for faculty members of this
University under recommendation of the concerned Doctoral
Committee.
(c) The Doctoral Committee may allow the candidate to under
take the course work in a sister Department of the
University or other Educational/ research institute for additional
subjects, if necessary.
(d) The Department/School where the candidate has undertaken the course work will assess the candidate
through written examination/viva-voce or both and certify
him/her to have successfully completed the course work.
(e) A candidate undertaking course work in other institute
shall have to produce a certificate from that institute to the
effect that he/she has successfully completed the course
work.
(f) After successful completion of the course work and
approximately within one year of enrolment but not later than six
months of the completion of the course work, the candidate shall
present before the Doctoral Committee the future plan of work and a
preliminary report of the progress made by him/her in his/her
works in the related field. This will be known as the pre-registration
presentation.
(g) The Doctoral Committee if satisfied with the presentation
shall recommend to the Dean the fitness of the candidate for
registration.

(h) If the Committee is not satisfied with the presentation,


the candidate may be asked for a second presentation
within three months. If the committee is still not
satisfied the enrollment is liable to be cancelled.
(i) The Dean will forward to the Registrar the names of candidates
declared fit for registration by the Doctoral Committee.
(j) The candidate will deposit the requisite fee for registration and the
Registrar will issue Registration Certificate to the candidate indicating
the date of Registration which shall be the date of declaration of
fitness of the candidate by the Doctoral Committee.
(k) The Ph.D. programme shall be pursued for a minimum period of
two years after registration under the supervisor(s) allotted to the
candidate before submission of the thesis.
However, a candidate may be allowed to submit thesis earlier if the
Doctoral committee is satisfied that the work done by the candidate is
sufficient for submission of the thesis and recommend the same to the
concerned Faculty Council. The Faculty Council may forward the
recommendation to the Vice Chancellor who may permit such earlier
submission.
(l) If at any point of time the Supervisor/Joint Supervisor be unable
to continue in their capacity or the candidate applies to the Chairman,
Doctoral Committee for a change in Supervisor, the Doctoral
Committee may recommend to the H.OD./Director of School for
allotment of new Supervisor(s) to the candidate considering the merit
of the case.
(m) Under special circumstances, the Doctoral Committee may allow
the candidate to pursue research work independently with intimation
to the Faculty Council.
(n) Registration shall remain valid for a period of five years from the
date of registration. The Doctoral Committee may allow the candidate
an extension of one year at a time on valid grounds after receiving an
application from the candidate and endorsed by the supervisor,
provided such an extension will not exceed two years. Such an
extension shall be reported to the Faculty Council. For extension of
registration, the candidate shall have to pay the requisite fee.
(o) The Registrar shall maintain a register of candidates
enrolled and registered for the Ph.D. programme Department wise in
each Faculty Council.
(p) The candidate must submit an annual report every year after
registration regarding his / her progress of work to the Convenor,

Doctoral committee and the Doctoral committee will arrange for an


annual presentation of the work. The Doctoral Committee will review
the progress of work and suggest improvements to the candidate if
necessary. This yearly presentation for continuous evaluation may be
waived by the Doctoral Committee on sufficient ground and has to be
reported to the Faculty Council.
(vi) Privileges and Obligations of the Registered Candidates:
(a) The registered candidates shall have such privileges as
to use the library, laboratories, computers and other
facilities as admissible to the post graduate students.
(b) A registered candidate shall abide by such regulations as may be
prescribed by the University from time to time.
(c) A registered candidate must submit to the Deans office
clearances
from
library, mess
and
the
concerned
Department/School before the final Viva Voce examination.

(vii) The Thesis:


(a) A candidate shall have to submit a thesis within permissible time
as per Regulation 17(v)(n) that will demonstrate his/her thorough
knowledge of the field and that commendable contributions
have been made towards extension of knowledge in that field. The
candidate must mention the references that have been used in the
work and report on improvements made and new facts obtained.
(b) A candidate cannot submit thesis on any work for which a degree
or diploma or any other academic award has been conferred upon
him/her by this University or any other academic/research institute.
(c) At least three months prior to submission of thesis, the candidate
shall apply through the Supervisor(s) to the Dean for approval of the
title of the thesis.
(d) The Doctoral Committee will then finalise the title of the thesis
and arrange for a pre-submission presentation in the
Department/School. The presentation shall be open to all faculty
members and research scholars. The candidate may get feedback and
comments which may
be suitably incorporated into the draft thesis
under the advice of the Supervisor(s).

(e) The candidate shall publish research paper(s) in refereed journals


before submission of the thesis and produce evidence for the same in
the form of acceptance letter or reprint.
(f) Immediately after the pre-submission presentation and subject to
the approval of the Doctoral committee, the candidate will submit five
hard copies and one soft copy of the synopsis of the thesis to the
Convenor of the Doctoral Committee.
(g) For examination of the thesis, the Doctoral committee shall
recommend to the Vice Chancellor a panel of at least three examiners
from within India and at least three examiners from foreign countries
who have proven research acumen in the related field.
(h)The Vice Chancellor will nominate one examiner from India and
one from a foreign country for examination of the thesis. The
supervisor(s) shall be examiners of the thesis by default.
(i)The Dean will write to the experts along with a copy of the synopsis
and also send a soft copy of the same seeking their consent for acting
as examiners. In case an examiner is not available, the Vice
Chancellor shall nominate another examiner from the panel provided
to him and the process will be repeated till the panel is exhausted in
which case, the Doctoral committee will be requested to submit a
fresh panel of examiner.
(j) After completion of thesis work, each candidate will submit
four(five in case there is a Joint Supervisor) typed or printed copies of
the thesis properly bound and five copies of synopsis to the Deans
office. The thesis should be forwarded by the Supervisor in
prescribed form countersigned by the H.O.D./ Director of School
on a separate forwarding note.
(k) The candidate shall also submit a soft copy of the thesis to the
Deans office.
(l) While submitting the thesis, the candidate shall deposit the
requisite submission fee.
(viii) Examination of the Thesis:
(a) On receipt of the thesis and consent of the external experts, the
Dean will request the Vice
Chancellor to appoint a board
of
examiners.
(b) The Vice Chancellor shall appoint a Board of Examiners
consisting of (a) the Supervisor(s) under whom the candidate has
carried out the research work, (b) one examiner from within the
country and (c) one examiner from foreign country whose consent

has already been obtained. In case a candidate is pursuing research


work independently, the Board of examiners will consist of two
examiners from within the country, and
one from a foreign
country nominated by the Vice Chancellor from the
panel
recommended by the Doctoral Committee.
(c) The Dean shall make arrangements to send the hard and soft copies
of the thesis to all the examiners.
(d) The Examiners shall send their reports in prescribed format
separately to the Dean under sealed covers.
(e) The Dean will forward the sealed Examiners reports to the
Convenor of the concerned Doctoral Committee.
(f) The Doctoral Committee will consider the reports of the
Examiners. If all members of the Board of Examiners are of the
opinion that the candidate is fit for being awarded the Ph.D Degree,
the Doctoral Committee will inform the Vice Chancellor accordingly
and recommend a panel of three external examiners for conducting the
Viva-Voce examination of the candidate.
(g) If any member of the Board of Examiners be of the opinion that
the thesis work is not satisfactory, the Doctoral Committee may allow
the candidate to resubmit the thesis after revision as suggested by the
examiners within a period of one year, with requisite resubmission fee
as may be decided by the Executive Council. The period for
resubmission may be extended by the Doctoral Committee on special
grounds.
(h) The re-submitted thesis shall be examined by the original board
of examiners. If however any examiner is unable to examine the
thesis, the Vice Chancellor may appoint a new examiner from the
panel originally recommended by the Doctoral Committee.
(i) The Doctoral Committee may reject the Thesis if all the external
examiners are of the opinion that the work is not fit for the award of
the Ph.D. Degree. In such a case, the candidate shall have to apply for
fresh enrollment.
(ix) Viva Voce Examination:
(a) The Vice Chancellor will appoint a Board of Examiners consisting
of one external expert from the panel recommended by the Doctoral
Committee as per Regulation 17(viii) (f), the Convenor of the
Doctoral Committee and the Supervisor(s) for conducting the vivavoce examination of the candidate. In case the Supervisor(s) be not
available, the Vice Chancellor will appoint another examiner in his

place in consultation with the Convenor, Doctoral Committee. The


Convenor of the Doctoral Committee shall act as Chairman of the
Board.
(b) The Viva Voce examination shall be open to all faculty members
and research workers of the University. The Viva Voce examination
shall be arranged by the Department/School only after the
candidate submits the clearances mentioned in Regulation
17(v) (c) to the Deans office.
(c) The board of Examiners shall submit their recommendation in a
prescribed form based on the performance of the candidate in a
sealed cover to the Deans office. The Dean will then
put
up the recommendation to the Vice Chancellor for his consideration.
If the Board of Examiners of the Viva Voce Examination be of the
opinion that the candidate is fit to be awarded the Ph.D. Degree, the
Vice Chancellor may approve the recommendation.
(d) The Dean will then forward to the
Registrar the approval of
the Vice Chancellor and formally report to the Faculty Council.
(e) The candidate shall be provided with a provisional certificate
immediately by the Registrar informing him/her that the
candidate has been provisionally admitted to the Ph.D. Degree from
the date of the viva voce examination.
(f) In the provisional certificate the Registrar shall mention: the
Degree has been awarded in accordance with the provisions
of the University Grants Commission (minimum standards and
procedure for award of M.Phil/ Ph.D. Degree), Regulation 2009.
(g) An appropriate diploma, duly signed by the Vice Chancellor will
be awarded to the successful candidate at the time of next
convocation of the University.
(h) If the performance of the candidate in the vive voce examination
is not satisfactory, the candidate may be permitted to appear
again at the Viva Voce examination within one year. Such a candidate
shall submit an application to the Chairman, Doctoral Committee for
re-appearing at the Viva Voce Examination.
(i) The Viva Voce re-examination shall be conducted by the original
Board of Examiners. If, however any examiner be unable to attend,
the Vice Chancellor may appoint a new examiner in his/her place on
recommendation of the Doctoral Committee.
(j) Following the successful completion of the evaluation process and
announcement of the award of the Ph.D. Degree, the Dean shall
submit a soft copy of the Ph.D. thesis to the University Grants

Commission within a period of thirty days, for hosting the same


in INFLIBNET, accessible to all institutions/Universities. The Dean
will also forward a soft copy to the University Library for record.
(k) Any difference of opinion regarding conferment of Ph.D. Degree
may be referred to the Executive Council. The decision of the
Executive Council will be final.
(x) Fees and Honorarium:
(a) The candidate shall pay the requisite fees for enrolment,
registration, submission etc. as per University rules.
(b) The thesis examiners and the viva-voce examiners will be paid
honorarium as per University rules. The rates of all fees or
honorarium may be revised by the University from time to time.
(xi) Interpretation of Regulations:
For interpretation of any clause of the Regulation, the matter may be
referred to the Executive Council through the Dean of the concerned
Faculty Council.
