Fire appraisal Guide

Pursuant to Fire Protection Law dated June 29th 2001, Decree No. 35/2003/ND-CP
dated 04.04.2003 of the Government detailing the implementation of some articles
of the Fire Protection Law, Circular No. 04/2004 / TT-BCA dated 03.31.2004 of
Ministry of Public Security guiding the implementation of Decree No. dated
04.04.2003 35/ND-CP of the government detailing the implementation of some
articles of the Fire Protection Law.
Based on the functions and duties of the Police Department belonging to Binh
Duong Fire Police Department and based on the decentralization of the
implementation of appraisal and approval of fire protection, to unify the contents in
the evaluation and approval of fire protection, Fire Protection and Rescue
Department guides the appraisal content of fire protection as follows:
I. Appraisal Profile:
1. Written request for appraisal and approval of fire protection of investor, in the
case investor who authorizes for another unit to execute must be accompanied by
written authorization.
2. Copies of investment licenses and planning certifications or agreement on the
location of the state agency having jurisdiction.
3. At least 01 design drawing and specification to fully comply with the following
contents:
3.1 When establishing the plan, new construction project or renovating urban and
residential areas, putting economic zones, export processing zones, industrial parks,
high-tech zones.
- The location to build the construction, construction areas, land layout, fire safety
distance between the items, between inside items and outside items.
- Transportation route for fire engines operates, space to deploy vehicles engaged in
fighting.
- Fire water systems, communication systems, power supply serving the firefighting
operation, fire alarm.
- Arranging fire protection unit at construction site (if applicable).
3.2 When establishing the plan and designing new construction project, renovating
or changing the use property of work.
- The location to build the construction, construction areas, land layout, fire safety
distance between the items, between inside items and outside items.

- Transportation route for fire engines operates, space to deploy vehicles engaged in
fighting.
- The operating property of the construction, reflecting the structure of construction
such as columns, walls, roofs, floors, load-bearing structural components of the roof,
floor, fire escape ladders.
- Compartment fire solution, fire resistant between the items of work and between
this work with other works.
- Production technology, power systems, lightning protection, layout of machinery,
equipment and materials (if applicable).
- The escape conditions include doors, passages, corridors, fire escape stairs,
lighting equipment and escape instruction, ventilation and smoke extraction
equipment to save people.
- Fire water system, fire alarm and other fire vehicles.
- Specification for calculating the specific details of fire fighting system.
- For high-rise buildings or crowded places (markets, commercial centers ...) must
have the specification for the escape solution.
If the appraisal profile about fire protection is shown by the foreign language must
be accompanied by Vietnamese translation and profile must be certified by the
investor.
