Show Cause Notice

During your tenure as Headmistress, S. V. Union Primary School, it is

reported as under:

1. For the Annual day function held on 16.12.2004 and for the
excursion of the school children on 20.12.2004 and 21.12.2004,
total amount to the tune of Rs.56,000/- (Fifty six thousand only )
was sanctioned as advance and given to you. You have failed to
submit authentic bills from the concerned parties for an amount
of Rs.50,093/-(Fifty thousand ninety three only) out of the total
advance amount of Rs.56000/-. Your failure to submit the
requisite authentic bills was brought to your notice by the Jt.
Secretary Finance and Accounts and in spite of that till date the
bills have not been submitted.
2. You had failed to monitor the collection of school fees and to
take corrective steps for follow up action during the months of
Oct 2004 to Jan 2005, which resulted in huge backlog of
defaulters.
3. You had failed to follow the Management’s instructions of
collection of re- admission fees from the defaulters with effect
from June 2004 to Jan 2005.
4. Without the knowledge and approval of the Management, you
had unauthorisedly instructed your subordinates to collect
money from parents of the children who were participants in the
Annual day function held on 16.12.2004. Because of your above
action, a total amount of Rs. 11375/- was collected from parents
without issuing receipts.
5. Without the knowledge and approval of the Management, you
had unauthorisedly instructed your subordinates to collect an
amount of Rs.50/- each from the students who were to appear for
the scholarship exam held in Feb 2005.By your above action,
such unauthorized collection was made from 214 students
without issuing receipt.
6. The fact that you are one of the authors of a guide published by
M/s Pragati Publications for scholarship exam was never
informed to the management.
7. Without the knowledge and approval of the Management, you
had instructed your subordinates to recommend the purchase of
the above guide authored by you to the students of our school
for the scholarship examination held in Feb 2005.
8. You had unauthorisedly entertained and allowed one Mr. Naidu,
an outsider to take part in the school activities.
9. Without the knowledge and approval of the Management, and
 inspite of objections from the teachers, you had allowed Mr.
Naidu an outsider to take part in school picnic along with lady
teachers on 22.12.2004.
10.Without the knowledge and approval of the Management, you
had unauthorisedly allowed the premises of the school to be
utilized by outsiders on 6th Sep 2004.
11.You had failed to supervise the attendance and punctuality of
your subordinates in as much as the muster roll was never
checked, scrutinized and reports prepared under proper
authentication, which is required to be done on a daily basis.
12.You had failed to check, supervise and prepare reports under
proper authentication of the attendance and punctuality of the
students on a monthly basis, which is required to be compiled on
the last working day of the month.
13.You had failed to check, scrutinse and authenticate the
admission forms of students admitted in first standard during the
year 2004-05.
14.You were always in the habit of confronting with the Secretary
and the Joint Secretary (Finance and Accounts) on lawful and
reasonable orders given to you from time to time about routine
matters as also you were in the habit of insulting and threatening
the senior teachers and treating them with contempt.

You are directed to show cause as to why action should not be initiated
against you for your above reported acts within 15 days from receipt
hereof. Your failure to submit the explanation with in the above time
schedule or in the alternative, the explanation if any, submitted by you
is not found to be satisfactory, further necessary action, deemed fit,
will be initiated against you, which please note.
