GENERAL

1.1

Section includes labour, equipment, material and necessary services in accordance with
the Contract Documents for:
.1

Temporary traffic lanes.

.2

Temporary sidewalks for the convenience of the public.

.3

Competent traffic control person(s), signs, including portable changeable message signs
signals, flasher beacons, delineators and barricades .

.4

Installation of temporary traffic deck bridges over the excavation as required to keep all
lanes of existing roads operational as specified .

.5

Scope of Traffic Work includes but is not limited to traffic staging, road diversions,
relocation of private entrances, temporary signalization, contractor routing, pedestrian
routing, maintenance of temporary traffic deck and pavement markings as defined in the
Contract Drawings.

1.2

Traffic Diversions and Staging

.1

York University campus traffic diversion temporary roads will be constructed as part of Early
Works Contracts by others, planned to be completed by mid June 2012, to allow the works
to proceed as described below and as required in the Contract Drawings. These temporary
traffic diversions are reflected in the A29-1 Contract Documents for reference, and the
contractor shall familiarize themselves with Contract Drawings from A29-3 Detours
Phase 1, A29-4 Detours Phase 2, and A29-2 Siteworks; to fully appreciate the details of
temporary traffic diversions including paving, lighting, signals and markingslsignage .

Staging of the traffic diversions will include all temporary works design and construction for
road closures, temporary signage, line marking and traffic signals for safe traffic movement
in accordance with the Ontario Traffic Manual, pedestrian access and road crossings, and
construction access. The Contractor will be responsible for initiating traffic diversions as
required at commencement of Stage 3c, and then from Stage 3c into Stage 4; including all
signage, barriers and line marking as shown on the Contract Drawings, and operation of
temporary traffic signals for safe traffic and pedestrian movement in accordance with the
Ontario Traffic Manual.

1.3

Traffic Signal Adjustments

Contractor to make adjustments to the existing traffic signals at York Boulevard I TTC
Busway as per Contract Documents. The infrastructure work shall be conducted by
approved City Of Toronto sub-contractor from list below, to City Of Toronto Design and
Specification, under contract to the A29-4 Contractor.

Traffic Signal adjustments will be required at start of Stage 3c and Stage 4. The following
drawings from City Of Toronto (Drawing PX2132; Stages 1-4) are to be used for
adjustments to infrastructure, electrical, and signage:

At handover of site from A29-2 Siteworks Contractor to A29-1 Station Contractor,

Stage 3 Signals plan will be in place. No adjustments required from Station
Contractor at Stage 3a or Stage 3b .
At start of Stage 3c, when traffic is diverted to north leg of York Boulevard, Signals
Plan 2 will be required to be implemented by Contractor (Stage 3c is identical to
earlier Contract Stage 2 - from Cootract A29-2) .
At start of Stage 4, when traffic is returned to one-directional loop of the Commons
using both legs of York Boulevard, Signals Plan 4 will be required to be implemented
by Contractor .

Any adjustments required to the Signal Phasing during or after the construction phase shall
be undertaken by City Of Toronto Maintenance contractor, under the supervision of the
Commission's Representative. Such phasing modifications are not part of Contract A29-4.

PROCEDURE

2.1

Convene a traffic meeting three (3) weeks prior to the start of construction to co-ordinate
operations with all concerned, including transit operators.

2.2

Give the Commission's Representative, police and transportation authorities two (2) weeks
advance notice of intention to carry out any weekend work.

2.3

Conduct the Work in such a manner as to ensure the least interference with pedestrians,
cyclists and vehicular traffic. Comply with arrangements made with transportation and
police authorities and as directed by the Commission's Representative.

2.4

Make provisions at affected streets, driveways and property entrances for the free passage
of vehicles and pedestrians at all times by bridging, decking or approved hard surfaced
(concrete or hot asphalt) diversion, within or outside the street allowance; in accordance
with the Contract Drawings. Install lighting and fencing satisfactory to the Commission's
Representative and authorities concerned.

2.5

Rush hours are from 6:00 a.m. to 9:30 a.m. and 3:30 p.m. to 7:00 p.m. Non-rush hours are
from 9:30a.m. to 3:30p.m. and 7:00p.m. to 11:00 p.m., Monday through Friday. Working
hours on Saturday are from 7:00 a.m. to 11 :00 p.m. Working hours on Sunday are from
9:00 a.m. to 11:00 p.m.

2.6

Specific requirements are listed in the following "Summary of Traffic Requirements".

PAID DUTY TRAFFIC CONTROL PERSON{S}

3.1

Arrange for the employment of paid duty traffic control person(s) for the direction of
pedestrian and vehicular traffic only as directed by the Commission's Representative. The
employment of paid duty traffic control person(s) does not relieve the Contractor from the
responsibility to employ sufficient competent traffic control persons and to install the
necessary traffic control devices.

3.2

Payment for the services of approved paid duty traffic control person(s) will be made
against the cash allowance as defined in Section 01 21 13.

RESTRICTIONS AND CLOSURES

4.1

Road restrictions during alteration of existing temporary traffic arrangements for stages of
construction are to be agreed with the Commission's Representative and with YUDC and
other stakeholders, to minimise any lane closure or restriction to traffic flow around the
Commons. Closure in excess of 24 hours is not permitted except by specific agreement
with all stakeholders including YUDC and the Commission's Representative. At all stages of
construction, the contractor is required to maintain single direction flow of traffic around the
Commons, as per Contract Drawings, and all bus operational flows as per Contract
Drawings.

4.2

Give the Commission's Representative seven (7) calendar days written notice of desire to
restrict or close any street or lane permitted under the Contract. Do not put any restriction
or closure into effect without the approval of the transportation and police authorities and
the Commission's Representative written approval.

4.3

Under the direction of the police and transportation authorities transportation authorities and
in accordance with the Ontario Traffic Manual Book 7 - Temporary Conditions, supply,
erect, maintain, and subsequently remove signs, portable changeable message signs,
signals, flasher beacons and delineators, which are required by the transportation
authorities transportation authorities for the diversion and guidance of vehicular and
pedestrian traffic. Fabricate signs and markers in accordance with the transportation
authorities' requirements.

4.4

Periods of restrictions and closure set out in this Section are maximum and no extensions
will be allowed without written permission of the Commission's Representative. Make
arrangements necessary to re-open the street to full traffic on schedule by means of
decking or hard surfacing with concrete or hot asphalt in the event that delays indicate to
the Commission's Representative an inability to abide by the schedule.

HAUL ROUTES

5. 1

Haul routes and the location of any ramps which enter onto any street are subject to the
written approval of the Commission's Representative, transportation and police authorities
prior to the start of any Work. No ramp may be placed in an area where future construction
is planned.

5.2

Keep haul routes free at all times from materials spilled on street surfaces and maintain
streets in a clean condition to the satisfaction of the Commission's Representative and
authorities having jurisdiction.

5.3

The Commission's Representative may inspect haul routes, the Site and adjacent premises
daily and may halt operations, withhold payment or carry out such additional operations as
necessary, deducting the cost from monies due, or to become due.

SUMMARY OF TRAFFIC REQUIREMENTS

6.1

Traffic requirements as indicated on the Contract Documents have been discussed with
and generally approved by the YUDC. They are provided as a guide. Discuss any
deviation from the Contract Documents with the Commission's Representative, and other
Transportation Authorities if so instructed by the Commission's Representative for their
approval.

6.2

Secondary Streets:

The use of side or secondary streets, for the storage of materials, the parking of
construction vehicles or private autos or as haul routes, or for the purpose of gaining
access to the construction Site (other than as identified in the Contract Drawings) is
prohibited.
Access and Egress:

.1

Access and egress to and from the Site shall be from Keele Street via York Boulevard with
exit back to Keele Street via York Boulevard as shown on the Contract Drawings .

.2

Access and egress to and from the Station work area and York Boulevard Parking Lot
compound will be located as per Contract Drawings, including barricades, gates, security
huts, wheel washes and flagmen .

.3

Provide access roads, sidewalk crossings, ramps and construction runways as may be
required for access to the Work, and in accordance with constraints shown on the Contract
Drawings .

Maintain access roads, sidewalks, ramps, construction runways and decked areas adjacent
to the Site in a safe condition throughout the Contract.

Provide access and egress to works areas handed over to others as shown on the Contract
Drawings, including temporary site drainage. Keep clean by sweeping and washing at all
times as required below.

Road Clean-Up:

Take precautions to avoid tracking and depositing materials, debris and mud on roads and
on the Commission's property from vehicles and equipment operating to and from the
construction Site, including routes trafficked by others, and be responsible for removal of
such deposits by brooming and washing to the satisfaction of the Commission's
Representative and YUDC.
Snow Removal:

6.6

Keep access routes, including routes to hoarded areas handed over to others, sidewalks,
Site roads, trailer area, storage areas as well as Work areas free of ice and snow to
maintain safe operating conditions and to maintain progress of the Work. Remove cleared
snow from the Site within 12 hours of a snow fall or as directed by the Commission's
Representative.
