TEMPORARY CONTROLS
1.1
General:
.1
Refer to Contract Drawings for required hoarding, barriers and dust-tight partitions .
.2
Submit shop drawings for hoarding, barriers and dust-tight partitions in accordance with
Section 01 33 23 for review prior to the erection of Work .
.3
Repair and/or repaint damaged hoarding, barriers and dust-tight partitions within twenty
four (24) hours of damage. Maintain hoarding, barriers and dust-tight partitions graffiti free.
Remove or paint over graffiti within twenty four (24) hours or as directed by Commission's
Representative. Wash the surface of the partitions when so directed by the Commission's
Representative .

Repair and restore to original condition any part of the structure or equipment broken or
damaged as a result of installation or removal of hoarding, barriers and dust-tight partitions .

At Contract Completion, remove all installed and existing hoarding, barriers and dust tight
partitions unless otherwise noted on Contract Drawings or as directed by the Commission's
Representative.
Hoarding, Fencing and Barriers:

Minimum setback of barrier from edges of bus stops and drop-off areas, and rapid transit
platforms shall be 1.5 m or as directed by Commission's Representative .
.2
Before commencing the Work, take over existing hoarding from Other Contractor, and
supply, erect and maintain hoarding lines as specified using plywood hoarding 2400 mm
high around entire perimeter of Site per Contract Drawings to protect public and
private property from injury or damage. Ensure lockable gates are provided within
hoarding or fence for access to Site by workers and vehicles. The Contractor shall carry
out a full survey check on the existing hoarding location and condition, and shall
report to the Commission's Representative any discrepancy or defect within
forty-eight (48) hours of handover inspection. If not reported within the time limit, the
Contractor shall be deemed to have taken full responsibility for the condition and
accuracy of set-out of the existing hoarding and shall be responsible at no cost to
the Commission for any alterations required subsequently to comply with the
Contract Documents and with all safe working requirements.

Before handing over areas of the Site to Other Contractors, provide plywood hoarding
similar to the Site perimeter with lockable gates as shown on the Contract Drawings to
delineate the area to be handed over for occupation by Other Contractors .

Prevent unauthorized entry to the Site. Barricade, guard, or lock access points to the
satisfaction of the Commission's Representative and post "DANGER DUE TO
CONSTRUCTION - AUTHORIZED PERSONNEL ONLY" - signs. Snow fencing is
prohibited as protection for sidewalk or other pedestrian passage without the Commission's
Representative's permission in every instance.

Notify Commission's Representative in writing when flag persons are required when
working on railway right of way or when Work affects railway operations, minimum three (3)
weeks in advance of any Work required .

Supply and install fencing and hoarding around railway switches, allowing sufficient space
for the operation of the switches .
.7
Provide barriers and covered walkways required by governing authorities for public rights
of-way and for public access to buildings.
.8
Install signs for movement of public around Work Site as directed by the Commission's
Representative .
.9
Provide barriers around trees and plants designated to remain as per Contract Drawings.
Protect from damage.
.10
Provide secure, rigid guard rails and barricades around deep excavations, open shafts,
open stair wells, and open edges of floors and roofs as required for protection of Work,
Workers and the public.
.11
Erect hoarding as required to delineate work zone between A35-26 Contract and
A29-1 Contract in a co-ordinated and agreed location at time of Site handover.
Security:
1.3

Provide and pay for security personnel to guard the Site and contents of the Site ensuring
the security of the Site at all times .

Any security service provided by the Commission is for the protection of the Commission's
interest in the Work on the Site and shall not relieve the Contractor of the responsibility to
protect the Site and the Work of the Contract.
HEIGHT LIMITATION
2.1
In hydro right of way adjacent to and crossing the railway, use equipment which is in
conformance with hydro height clearance restrictions.
2.2
Do not operate equipment that will endanger existing structures, local hydro installations,
YUDC campus infrastructure services and City of Toronto or York Region traffic signals.
UTILITIES
3.1
Supply, install and maintain electrical power and necessary electrical equipment, including
overhead and underground feeders, transformers, motors, starters, protective devices and
lighting equipment. Fit outlets with ground fault circuit interceptors (GFCI) where they are
used as a supply for tools and portable equipment outdoors or in wet locations .

Make all necessary arrangements for, and pay all costs for, a temporary electrical service
including all costs of energy consumed.

The Contractor is responsible for providing electrical power, until the earlier of, Contract
Completion, or when permanent power is available and cabling is in place .

Upon Contract Completion, remove electrical plant from the Site, except the distribution
system and hydro service equipment required to keep the lighting in operation .

Where temporary lighting system is not removed submit all as-built and record drawings in
accordance with Section 01 33 23, showing all electrical and lighting installations that
remain permanently.
3.2
Supply and install a temporary water meter at all connections to existing water supply
piping. All cost for equipment, piping and water consumed shall be the responsibility of the
Contractor.

If in the performance of Work, it is necessary to shut off the water supply either completely
or partially in an existing facility, Contractor shall inspect and operate in the presence of the
Commission's Representative all plumbing fixtures affected by the shut off to ensure their
proper operation.
Temporary Heating:

Construction heaters used inside buildings must be vented to the outside or be flameless
type. Solid fuel salamanders are not permitted .

Repair at no cost to the Commission any such services, buildings or other utilities disrupted
by freezing .

Ventilate heated areas and keep structures free from exhaust combustion gases.

Supply, install and maintain a temporary drainage system of sufficient capacity and
efficiency to maintain excavations free of water during the construction period. Submit a
Plan and install plant as required to safeguard the Site and downstream sites from flooding
in the event of a weather related event and/or utility breaks. Do not use any portion of the
permanent drainage system without the permission of the Commission's Representative.
Remove the temporary system upon Contract Completion, unless otherwise indicated on
the Contract Drawings as to be handed over to others in good working order at an interface.
Accommodation for Workers:

Supply, install and maintain in a clean condition suitable and convenient water closet and
drinking water accommodation for Workers in accordance with the Occupational Health and
Safety Act and Regulations for Construction Projects. Remove accommodations upon
Contract Completion.
Temporary Utility Support:

Power wash and videotape storm drainage system in accordance with this Section on two
occasions:

Co-ordinate and schedule with Work by plumbing trade. Power wash to remove existing
drainage system debris and any construction debris. Drainage systems to be protected
from debris at all times during construction.

Repeat power washing and videotaping process where debris not cleared to satisfaction of
the Commission's Representative.
4.4
Schedule for power washing and videotaping two (2) weeks prior to commencing for
witnessing at the Commission's Representative's discretion .

PROTECTION
5.1
Protect surrounding private and public property from damage during performance of the
Work .

Provide and maintain at all times appropriate protection to fully weatherproof all areas of the
building which may become exposed due to demolition, removals and construction.
Ingress of water, snow, etc., into the station interior or building components will not be
permitted. All cost for cleanup and restoration of damages resulting from failure to comply
shall be the responsibility of the Contractor.

All existing (in use) and new equipment damaged while carrying out the Work shall be
restored with new Products matching the original equipment.
5.3
Fire Protection:
.1
Take precautions to prevent fires. Provide and maintain temporary fire protection
equipment of a type appropriate to the hazard anticipated in accordance with authorities
having jurisdiction, governing codes, regulations, by-Jaws and to the satisfaction of the
Commission's Representative and insurance authorities .
.2
Supply and install heat detectors, wiring and end of line resistors on the construction side of
any hoarding and dust-tight partitions. The number of heat detectors shall be as required
by the code. Interconnect the heat detectors and the end of the line resistors to the existing
fire alarm panel in each station. After the Work is completed, remove the heat detectors,
end of line resistors and its wiring.
Install heat detectors in accordance with
CAN/ULC S524-M .

Bulk storage of flammable liquids and other hazardous materials is not allowed on Site.
Supplies for daily use only are permitted. Flammable liquids must be handled in approved
containers that are labelled in accordance with WHMIS and maintained in good order
complete with all spouts, caps and gaskets. Keep containers for flammable liquids closed
at all times when not directly in use. Empty containers are dangerous and must be kept
with their caps and spouts in place .

The bringing in, use and disposal of flammable materials shall be as required by authorities
having jurisdiction .

Provide fire extinguishers of the non-freezing chemical type in each temporary building,
enclosure and trailer.

Protection of Workers:
.1
Workers shall comply with the Occupational Health and Safety Act and Regulations for
Construction Projects .
.2
Workers scheduled to perform Work at track level, or where there is an overhead electrical
hazard, or when interfacing with the Commission's operating and maintenance personnel
within the Commission's transit system or maintenance operations, shall attend and
successfully meet the requirements of the Commission's rule book training program prior to
the commencement of such Work. Refer to Section 01 59 00.
5.5
The Contractor shall provide a Storm and Site Water Management Plan (SSWMP) for the
construction Work area. The Plan shall address measures to minimize or manage water
that would enter the excavation and/or partially completed subsurface works and tunnels as
a result of weather related events or interruption and/or damage to utilities. The submittal
will include sealed engineering documents that includes plans showing construction staging
and sequences, plant to be provided and supporting analysis.

16. Contractor to Supply and/or Install an office for the Contractor with the following:

Electric supply, electric lighting, heat, air conditioning, telephone, fire fighting
and first aid as required by the Workplace Safety and Insurance Board and the

pull station cable and provide faceplates per TTC contract terms.
Provide service entrance cable for Bell services where needed. This service
must
be provided by Bell Technical Services (BTS) to ensure that entrance cable
requirements are met (conductor counts and lightning suppression).

PROJECT IDENTIFICATION
7.1
7.2
Supply and install four (4) signs, each 1980 mm W x 2285 mm H x 20 mm D overlaid
Crezon plywood, mounted approximately 2.5 m above ground on hoarding or separate
posts as appropriate in locations as directed by the Commission's Representative. The
Commission shall provide the graphics for signage in electronic format.
7.3
Supply and install sufficient posts and braces of pressure treated wood with galvanized
nails and screws to withstand wind and other loads.
7.4
Relocate the signs from time to time if required to expedite the Work or to ensure that the
signs remain visible. Refer to Contract Drawings or as directed by the Commission's
Representative for details required on the signs.
7.5
SITE MAINTENANCE
8.1
Maintain the Site and adjacent areas in a clean and orderly condition, free from debris and
other objectionable matter.
Remove rubbish and surplus material, equipment and
structures immediately. If the Site is not cleaned within forty-eight (48) hours after the
Contractor has been instructed to do so, the Commission's Representative may clean the
Site and retain the cost from monies due, or to become due, to the Contractor.
9.1
Maintain sidewalks and paved areas at and adjacent to the Site in a safe condition
throughout the Contract. Promptly remove ice and snow.
9.2
Keep haul routes free at all times from materials spilled on street surfaces and maintain
streets in clean condition to the satisfaction of the Commission's Representative and the
street authorities.

The Commission's Representative may inspect haul routes, the Site and adjacent premises
daily and may halt hauling operations, withhold payment or carry out such additional
cleaning as necessary, deducting the cost from monies due, or to become due, to the
Contractor.

Access and egress to and from the Site shall be at the locations shown on the Contract
Drawings, or as directed by the Commission's Representative.

Take precautions to avoid tracking and depositing materials, debris and mud on roads and
on the Commission's property from vehicles and equipment operating to and from the
construction Site, and be responsible for removal of such deposits by brooming and
washing to the satisfaction of the Commission's Representative.
10.4
Keep access routes, sidewalks, Site roads, trailer area, storage areas as well as Work
areas free of ice and snow to maintain safe operating conditions and to maintain progress
of the Work. Remove cleared snow from the Site within twelve (12) hours of a snow fall or
as directed by the Commission's Representative.
11
PARKING
11.1
No cars or trucks shall be parked on the Commission's property without the approval of the
Commission's Representative. The Commission shall not be held responsible for damage
that may occur to any vehicle operated upon or parked upon Commission property.
11.2
Parking will be permitted on Site provided it does not disrupt the performance of Work, Site
safety or the movement of vehicular or pedestrian traffic and is acceptable to the
Commission's Representative.
11.3
Provide thirty (30) parking stalls and two (2) Handicapped stall complete with reserved
signs within 20 m of the Commission's Representative's site office for the exclusive use of
the Commission's Representatives.

SITE VISITORS
12.1
During the progress of the Work, afford access to visitors duly authorized by the
Commission's Representative and facilitate inspections or testing which they may wish to
carry out.

RESTORATION
13.1
Repair and restore any part of any structures and properties broken or damaged by
operations performed under the Contract.
