This Consent Order Levying a Fine is entered into by the Insurance Commissioner of
the state of Washington, acting pursuant to the authority set forth in RCW 48.02.060. RCW
48.17.530 and RCW 48.17.560 and Ira J. Sorensen, Licensee.
BASIS:
1.

On the license application. Question 2 asks: "Have you ever been named or
which you are or were an owner, partner, officer, director, or member or manager of a limited
liabihty company, ever had an insurance agency contract or any other business relationship
with an insurance company terminated for any alleged misconduct?" The Licensee marked the
application "no" in response to this question.

On December 24, 2014, Gina McBride, Consumer Services Bureau Chief with
the Idaho Department of Insurance, contacted the Office of the Insurance Commissioner
("Insurance Commissioner") to obtain a copy of the Licensee's application to see if he had
disclosed prior administrative actions. Ms. McBride provided the Insurance Commissioner
with copies of Ohio National's termination of the Licensee's appointment for cause. She also
provided a copy the Utah Division of Securities Stipulation and Consent Order wherein the
Licensee was fined 515,000.

probation, suspend, revoke, or refuse to issue or renew an insurance producer's license or levy
a fine in accordance with RCW 48.17.560 for providing incorrect, misleading, incomplete or
materially untrue information in the license application. By answering the application
questions incorrectly, the Licensee violated RCW 48.17.530(l)(a).
CONSENT TO ORDER:
The Insurance Commissioner of the state of Washington and the Licensee agree that the
best interest of the public will be served by entering into this Order. NOW, THEREFORE, the
Licensee consents to the following in consideration of his desire to resolve this matter without
further administrative or judicial proceedings. The Insurance Commissioner consents to settle
this matter in consideration of the Licensee's payment of a fine, and upon such terms and
conditions as are set forth below:

The Licensee acknowledges his duty to comply fliUy with the applicable laws of
The Licensee consents to the entry of this Order, waives any and all hearing

The Licensee's failure to pay the fine within thirty (30) days of the execution of
this Order shall constitute grounds for revocation of the Licensee's insurance producer's
license, and shall result in the recover)' of the fine through a civil action brought on behalf of
the Insurance Commissioner by the Attorney General of the state of Washington.
5.
The Licensee understands and agrees that any further failure to comply with the
statute that is the subject of this Order constitutes grounds for further penalties, which may be
imposed in direct response to further violations.
6.
This Order and the violations set forth herein constitute admissible evidence
that may be considered in any future action by the Insurance Commissioner involving the
Licensee. However, the facts of this Order, and any provision, finding or conclusion contained
herein does not, and is not intended to, determine any factual or legal issues or have any
preclusive or collateral estoppel effects in any lawsuit by any party other than the Insurance
Commissioner.

A G R E E D ORDER:
Pursuant to the foregoing factual Basis and Consent to Order, the Insurance Commissioner of
the state of Washington hereby Orders as follows:
1.
The Licensee shall pay a fine in the amount of $300.00 (Three hundred dollars)
The Licensee's failure to pay the fine within thirty (30) days of the execution of
this Order shall result in the revocafion of the Licensee's insurance producer's license and in
the recover)' of the fine through a civil action brought on behalf of the Insurance
Commissioner bv the Attomev General for the slate of Washington.
