OBJECTIVE STATEMENT
To obtain a challenging position in Senior Construction Project Management, where I maximize company
profitability using my 30 years of experience, computer technology skills, managerial expertise, and clientbuilding abilities.
EMPLOYMENT SUMMARY
I utilized my extensive experiences to increase sales for an ANC at NIH- I brought in 19.3mil mission
critical design-build projects. My personality combined with my take ownership approach to projects,
including reviewing SOW, hiring the correct engineers & subcontractors, estimating, schedules, and
management.
I started and managed five construction related businesses employing up to 85 employees.
I have always had full responsibility for the bottom line revenues and estimating the projects.
I managed a $3 million fleet of on-road and off-road vehicles/equipment.
At NASA I established Definition of scopes and Estimates for Construction and Facilities Management
Projects from 50k to 285million.
I have consistently been responsible for Estimating a multitude of projects, including hard bid, negotiated,
and conceptual in nature-all requiring an extensive understanding of construction and operations
management as well as strong people skills.
I estimated and managed high level office renovations to Ultra High End Laboratories at Pharmaceutical
Companies and NASA utilizing state of the art technologies and engineering technologies.
I have written Scope and Specifications for Lab Upgrades, renovations, and Maintenance.
This work required extensive communications between all levels of people from field techs, to scientists,
and upper management, often times these different requirements were confrontational, requiring a honed
level of respect and negotiations strategies.
I have managed 75-100 employees and subcontractors continuously for over 25 years.
I initiated Design-Build projects believing that by using Design-Build and Value engineering principals I
could deliver the best outcome for the clients money.
I managed the assets of up to 4 billion of HUD properties in 3 states, by carefully comprising a 20 year
plan of maintenance and repairs.
I have extensive experience in dealing with very complex issues on government facilities including the
VA, USAF, DOD, GSA, NIH, and NASA.
I have established and managed budgets in the millions of dollars having full profit & loss responsibility.
I have designed, budgeted, financed, and constructed land development projects up to 27 million in two
states.
I have managed Facilities from Class A Office and Retail space in Historic buildings to New Facilities at
NASA and NIH.
Computers have always played a large roll in my work by providing accurate calculations, a method for
recording results, and an easier way to make changes to a previous budget, and in later years a great way
to communicate and transfer files between involved parties, quickly and accurately.
Certified in MS Office, DataCad, Cost Works, Econopac, and most Estimating/ Facilities software.
I have been through the OSHA 30 hour Certification.
Certified in RS Means Cost works since 2008 at NASA
I have held a DOD Security Clearances through 2015.
USACE/NAFAC CQM certs.

EMPLOYMENT HISTORY

Patriot Construction, LLC, September 2014 to current Sr. Project Manager at FLETC I estimating and managed Design Build projects at this Homeland Security Site in MD.
I was the 5th Project Manager in 15 months for Patriot so this was a personal challenge for me.
I closed out 8 lingering projects and negotiated 3 new design build projects.

I consulted with 8a companies on management, software, and how to sell to the govt.
Senior Project Manager @ NIH-NTVI Enterprises, February 2013 to February 2014
I transferred to NIH to drive management confidence and add 19.3milion of new design-build projects on
a 200 mil IDIQ.
These projects were mission critical design-build where I meet with the clients, estimated, hired the
engineers and subcontractors, and managed the projects, or turned them over to subordinate PMs.
My take ownership approach allows the clients direct contact with me which allowed them to feel more
closely connected to the project. And when issues arose they had instant buy in for the fix.
My team and I utilized Value Engineering and PMP principles in weekly meetings throughout the
projects.
Chief Estimator-NTVI Enterprises: LLC Falls Church, VA September 2012 to February 2013
Re-established a strong presence in govt. ANC contracting for a 45 mil Federal Construction Co.
These projects were at National Institutes of Health and Architect of the Capital.
I managed a staff of 4 estimators including mentoring and review of all estimates.

I establish a new 8a LDSB in DC focusing on DC govt. work
I bid 7 projects and was short listed as 1 of 3 for a high visibility design build project at St. Elizabeths in
SE Washington, DC.
We ended up closing the company due to insufficient working capital.
Sr. Estimator-Homeland Security Construction Corp., MD-May 2011 to Feb 2012
Worked with Pepco on a design build Federal project to compete on solar & wind on a Federal Building
in Burlington, VT.
I estimated projects for VA, DOD, GSA, NASA, AFRH, & ASAF in 5 states.
I negotiated the final contract amounts and scope of work using Far Regulations.
Global Program Director-TDEP: The Bailey Institute, Silver Spring, MD-May 2010 to 2011
I established & managed an Internet Delivered Education Program from 4600 miles away utilizing the
latest computer technology.
I trained trainers, monitored daily progress remotely, and maintained the progress.
This Internet Delivered program brought 174 people from 5-7th grade testing to GED level in 150 hours,
they then entered Tubman University in the Fall.
Senior Estimator: NASA-Goddard Space Flight Center, Greenbelt, MD-June 2008 to 6-2010
I estimated Facility buildings & projects from 5k to 275 million
I would meet with the Scientists to derive their requirements and needs and then put the scopes of work
together and share them with the Facility Engineers and planners, and then I estimated the projects.
I designed spreadsheets and trained personnel on their use.
My work involved conceptual, long range estimates, Facilities Mngt. Division energy upgrades as well as
new highly technical labs-Heavy state of the art MEP.
I produced Conceptual Estimates on very large projects to be built in 5-9 years

I estimated projects from 200k to 40 million.
These included Base building to very high end tenant build out.
I participated as design build manager for a ground up Data Center for Citi.
I acted as Design-build Manager for a highly profitable project at Northrup-Grummans headquarters.

I managed day to day operations, estimating, scheduling, accounting, & client relations for a mid-sized
builder.

Most of these Pharma projects never got to over 60% drawings before we started over with a new drug in
the pipeline.

I searched out projects and provided infrastructure design, construction, maintenance, and management.
I worked in a custom built Access database for estimating and billing.
I managed a highly profitable Custom Home design and building business.
I purchased and managed a fleet of on and off road equipment.

I estimated, biding, purchasing, labor relations and daily management of production schedules.

I had full P & L responsibility for 23 properties, totaling 600,000 square feet of Class A space.
I was responsible for maintenance, tenant relations, space planning, DataCad design, estimating, and
