Purpose of the Document

This document covers the requirements for design, construction, installation, testing and
commissioning of medium voltage electrical switchgear in the new Amman Strategic Reserve Terminal for Petroleum Products.

As far as the energy provider or permits of other authorities require additional codes and
standards, respectively impose additional requirements, these are also part of the contract.
In the case of the conflict between the various codes, standards and order, the most
stringent of the requirements shall generally govern. The Contractor shall refer any such
conflict and any other matter, which requires further interpretation, to the attention of the
Engineer and Clients interpretation shall be final.
All conflicts between the requirements of this specification, contract documents, data
sheets, or drawings shall be referred to Engineer for clarification before proceeding with
the fabrication of the affected parts.

ENVIRONMENTAL CONDITIONS
The MV Switchgear components have to be designed and constructed for continuous
operation at full load under the climatic and environmental conditions as described in the
specification Design and Construction of Power Supply Systems.

GENERAL REQUIREMENTS FOR MEDIUM VOLTAGE SWITCHGEAR

5.1

Components and Equipment


The Contractor has to take care that all components and equipment are selected considering easy maintenance, simple and quick diagnosis and long maintenance intervals.
All components and equipment shall be designed for continuous duty at rated load and
under the given climatic conditions. Standard industrial high performance systems and
components of suppliers standard lists shall be used as far as possible. Components
and equipment of same kind and type shall be selected for equivalent functions. The interchange ability must be guaranteed.

Wiring
The wires shall be selected according to load, insulation level, function and operating requirements. The wires shall be adequately rated and equipped with fuses / circuit breakers of adequate size.
The wiring colours and the minimum cross sections shall be according to specification
Design and Construction of Power Supply Systems.
The wiring shall be carried out solid and safe against damages. Wires shall be bundled
and fixed. The wiring shall be laid inside of wiring channels, preferably. If wiring channels
will be used, a spare reserve for future tanks and additional 20 % shall be foreseen.
Terminal strips shall have 10 % spare terminals for possible future terminal expansion. If
wires with different potential will be terminated on one terminal strip the respective terminals shall be separated by means of isolating plates. The termination of multiple stranded
wires has to be carried out by means of multiple core cable ends.
Terminals shall be marked durable and easy readable, corresponding to the drawings.
Wires shall be marked on the termination of each wire with the number of the corresponding connection point.

5.3

Cable and Cable Laying


All cables shall be selected according to load, insulation level, function and operating requirements. The minimum cross section for power and signal cables shall be according
to specification Design and Construction of Power Supply Systems
Signal cables shall be provided with copper screen.

MECHANICAL REQUIREMENTS

6.1

General
The medium voltage (MV) switchgears shall be air insulated, industrial type, metal-clad,
factory assembled, type tested switchgears with self-standing cubicles and withdraw able
switching devices.
The switchgears shall be suitable for installation against the wall or for back-to-back installation. The cubicles shall only be accessible from the front.
The bottom shall be covered with galvanised sheet steel, provided with holes for cable
entry. The cable entries shall be designed in a manner such that a sealing after cable
laying is possible without any problem. Further, each cover sheet shall be equipped with
a grounding connection to the steel frame of cubicle.

The medium voltage switchgears shall be suitable for indoor installation on raised false
floor, or cable cellar.
All nuts for fixing of components shall be welded on the steel structure or threads will be
cut in the steel structure. The use of loose nuts or self-cutting screws shall be avoided.
Screws, nuts and washers shall be galvanised or cadmium plated.
Doors shall be provided with hinges or closed with screws. Hinged front doors shall
swing out more than 90.
Cable entry shall be from bottom.
6.2

Separation
Each cubicle shall consist of a bus bar compartment, a compartment for the switching
device, a cable termination compartment and a low voltage compartment. The compartments shall be separated against each other by means of steel sheets. The isolation of
the compartments shall be arc-proof. Tests for arc-fault containment of the equipment in
accordance with IEC 62271-200 shall be carried out.
All compartments, with exception of the low voltage compartment shall be equipped with
separate pressure relief flaps. The pressure relief shall be carried out upwards, that
means the placement of devices for pressure relief on the backside of cubicles shall be
avoided.
Between compartment for switching facility and bus bar compartment / cable termination
compartment a shutter shall be located. If the switching facility will be moved to outside /
inside, the shutter shall close / open automatically. The shutter and its moving mechanism shall be placed inside the compartment for switching device.

6.3

Cable Termination Compartment


The cable termination compartments shall be supplied with suitable metal fastenings for
connection of cable ends, or if necessary for bus bars. These fastenings shall be
adapted, for each cubicle, to the number and type of cables or bus bars used.
The cable connecting and fastening bars shall be arranged in such a way to allow easy
and safe connection of the number and type of cables and cores, designed for the particular switchgear cubicle.
Suitable cable fixing supports must be foreseen to secure the cable termination from any
pull tension.
Control and auxiliary low voltage cables shall not be routed through the medium voltage
cable termination compartment. Exception is allowed for measuring wires from trans-

formers. For this purpose special conduits shall be used for the wiring to the LV compartment.
6.4

Compartment for Switching Device


The compartment shall be closed by a hinged door.
The draw-in and draw-out of the switching device, which is placed on sliding rack shall
be possible without open the door. The handling of switching device must be performed
without any abnormal effort by one operator. A suitable guiding system shall enable a
save draw-in/out operation.
The switching device must provide following operational positions:
a)

"Service" position, the mobile part is completely inserted and connected,

b)

"Test" position, the main current circuits disconnected, auxiliary circuits connected

c)

"Disconnected position, the mobile part is completely disconnected

Each of these positions shall be clearly indicated and performed by using a safe interlocking system.
Access to the compartments shall only be possible, if the switching device is in clear a),
b) or c) position. The construction of compartment and switching device shall be carried
out in a manner such that in position a) and b) a touching of the switching device font
side is impossible. The positions b) and c) shall be lockable from outside.
Each compartment for switching device shall be equipped with a window, made of safety
glass to allow the checking of indications on switching device and its position.
6.5

Low Voltage Compartment


The low voltage compartment shall be located in the upper part of the switchgear cubicle
and shall be equipped with a hinged front door. For the wiring from the low voltage compartment to the bottom a covered cable duct in the fixed part of the switchgear shall be
foreseen.
All measurement instruments, push buttons, switches, indication and alarm lamps, etc.
shall be mounted in the front door and flexibly wired to the fixed part of the LV compartment.
The LV compartment shall have a layout and arrangement to allow easy access to all installed devices. On the door of the compartment a mimic diagram with position indication
of switching devices shall be placed.

Mechanical Interlocks
By means of mechanically interlocking the following shall be impossible:

the draw-in of switching device to operating position or a draw out from

operating position with switched-on switching device,

the draw-in of switching device to operating position with switched-

on earthing switch,

the switching of earthing switch whilst the switching device is in operating position,

to close the switching device, if the device is not in a clear

operating or test / off position,

to pull-out the control plug, if the switching device is in operating position,

to switch the switching device, if the control plug is pulled out,

the moving of switching device to outside position, if the control

plug is plugged-in.

ELECTRICAL REQUIREMENTS

7.1

General
Medium voltage switchgears shall be equipped with single bus bar systems, consist of
high conductivity, electrolytic copper and with the same cross section through all cubicles. Regarding the function either one bus bar section will be provided or the switchgear
will be divided into two bus bar sections with two separately supplies and coupling possibility.
For medium voltage switchgears the following type of cubicles are foreseen to be installed:

incomer (with commercial metering)

coupling,

riser,

outgoing for transformer,

outgoing for fire pump motor(s).

If necessary the medium voltage switchgears will be equipped with bus bar metering.

The switchgears shall be provided with withdraw-able switching devices located on sliding racks. For incomers, coupling and outgoings circuit breakers shall be used. All outgoing feeders shall be equipped with circuit breakers (fuseless design) and surge arrestors / limiters where required.
Each circuit breaker for incoming feeder, variable speed drive, motor or transformer
feeder shall be equipped with earthing isolator switch, mechanically and electrically interlocked with the respective feeder circuit breaker. The earthing switches of the incomer
cubicles are to equip with interlocking relays wired to the terminal board in the relay recess, preventing closing of the earthing switches when the circuit breaker at the remote
end is closed.
Each bus bar section shall have one (1) bus bar earthing switch.
The switchgears will be equipped with the respective voltage and current transformers
for metering and protection.
For control and monitoring of the switchgears the respective protection relays, auxiliary
relays, fuses miniature circuit breakers, push buttons, switches, indication lights, etc.
shall be installed.
Fiscal metering shall be designed and constructed in accordance with the requirements
of the respective public network owner/provider. The Contractor is responsible for all coordinations.
7.2

Protection
The system of protection shall be selected and co-ordinated in line with the supplying
network data and the connected equipment requirements:

To guarantee personnel and plant safety.

To ensure a sufficient protection against damages of the equipment, which


may arise from the internal and external short circuits, and as well as from
possible atmospheric discharges.

To ensure as far as possible the continuity of operation for those parts not
concerned by the fault. This will be achieved by selecting the setting in a way
such that in case of a fault the closest protection device to the fault operates
at first.

For the various types of cubicles, at least the following protection shall be provided:
Incoming feeder and bus coupling circuit breaker:

three-phase, dependent and independent (selectable between inverse time


curves and definite time ranges) over current time-lag relays with continuously adjustable short circuit trip,

differential protection, additional for transformer incomers with inter-tripping


circuit to feeding switchgear circuit breaker,

under voltage tripping,

trip circuit-relay.

Transformer feeder:

two-phase, dependent and independent (selectable between inverse time


curves and definite time ranges) over current time-lag relays with continuously adjustable short circuit trip,

ground fault protection relay,

inter-tripping circuit between medium voltage switchgear circuit breaker and


low voltage circuit breaker,

thermal overload protection relay,

thermostatic oil temperature detecting relay,

Buchholz protection,

oil level supervision.

Motor feeders:

instantaneous over current time relay,

directional ground fault relay,

differential protection relay (for large motors, as indicated on single line diagram),

stator ground fault protection/monitoring relay,

thermal overload protection relay,

locked rotor protection relay,

negative sequence (unbalance),

monitoring device for Pt100 temperature elements.

Measuring cubicles

three-phase earth fault measuring relays,

undervoltage monitoring relay (adjustable 50-100% voltage, 1-15 seconds


time).

The tripping times of the over current time relays must be co-ordinated under respect of
the selectivity with the supply network.

Operation Modes
For the operation of medium voltage switchgears, which are divided into two bus bar sections, two different modes can be applicable.
These are the following operation modes:
1.

Both incomer closed, coupling opened


Under normal network conditions each bus bar section will be supplied via the incomer of the respective section. In case of voltage interrupt on one feeder line, the
respective incomer will be switched off, the coupling will be switched on and the
whole switchgear shall be supplied from one feeder. After voltage return on the
second feeder line the coupling shall be opened and the incomer shall be closed.

2.

One incomer and coupling closed


Under normal network conditions both bus bar sections will be supplied via one incomer, the coupling is closed. In case of voltage interrupt on the feeder line, the erroneous incomer will be switched off and the second incomer will be switched on.
After voltage return a switching over between the two incomers shall be carried out.
The mentioned switching over shall be carried out by means of an automatic
change over device. The switching over in case of network interrupt shall be automatically with a delay time, adjustable from 1 sec. to 30 sec. The switching back
shall also be carried out automatically, but with a manual initiation from remote or
local. It shall be also possible to manually select the preferred feeder line.
The automatic change over device shall be placed in the low voltage compartment
of the coupling cubicle. To prevent the automatic switching, a lockable hand / automatic switch shall be provided.
The operating state of two incomers feed a coupled switchgear shall be avoided.

7.4

Bus Bars
The bus bars shall be selected according to the electrical requirements and shall be of
high-conductivity electrolytic copper.
The bus bar cross section shall be the same throughout the panel. It shall be adapted to
service and installation conditions. Flexible joints shall be provided wherever necessary
to avoid displacement due to expansion, or transmission of shocks and vibrations from
the switchgear to the connections and bus bars.
The utmost care shall be taken in the design of the position of the bus bars supports and
the layouts of the connections taking into consideration the following:

electro-dynamic stresses in disturbed conditions,

resonance phenomena,

isolation distances,

temperature rises of conductors in these conditions.

Circuit Breakers
Circuit breakers shall be selected and equipped according to the respective single line
diagrams and shall be placed on sliding racks. Only one type of circuit breaker for each
making and breaking capacity shall be used.
Circuit breakers shall be three pole SF6 type and shall be equipped with insulated cover
around live parts.
The operation of circuit breakers shall be carried out via motor driven spring loaded buffers. In case of control voltage fault, the buffers shall be manually operable.
Each circuit breaker shall be equipped with the following devices:

electrical control, closed contact operated, with anti-pumping device and


electric resetting device,

tripping coil with supervision relay,

auxiliary spare contacts, at least 4 NO and 4 NC brought out to terminals,

mechanical position indicators for switching position,

indications for tripping and failure,

operating push buttons for On and Off,

operating counter,

the necessary interlocks to prevent any fault operation.

The circuit breakers shall be provided with surge arrestors, equipped with easy visible
indicators for the healthiness of arrestors.
The circuit breakers shall be suitable for short-time interrupt. For switching of the circuit
breakers the respective secondary releases and locking magnets shall be provided.
7.6

Isolators and Earthing Isolators


The isolators shall be capable of withstanding the short circuit currents in the rated design data and shall be selected and equipped according to the data sheets and the respective single line diagrams. Isolators shall be placed on sliding racks, earthing isolators
shall be fix mounted.
Isolators and earthing isolators shall be of three-pole type equipped with:

a manual operating gear, including the necessary operating shaft, rod and
operating guides,

auxiliary contacts at least 4 NO and 4 NC entirely available and brought out


to terminals,

the necessary mechanical and electrical locks for the interlocking system.

Plugs
The plugs for switching devices of main circuits shall be made of suitable conductive material and the dimensions of their contact surfaces shall be sufficient to withstand the rated current and the short circuit currents specified in the rated design data without any
abnormal temperature rise and without any damage.
Plugs shall be of the "tulip-shape" or clip-shape type.
The springs ensuring the contact pressure shall be mounted on the removable contacts
and shall never be used as conductors to avoid any temperature rise.

7.7

Voltage and Current Transformers


The medium voltage switchgears shall be equipped with voltage and current transformers according to the data sheets and the single line diagrams. The nominal power and
the over-current factors of the transformers shall be selected according to the load.
The current transformers for measuring and voltage transformers shall have an accuracy
of 1 % at the rated primary current/voltage. Current transformers for protection shall
have an accuracy of 5 % at the rated primary current.
Accuracy, type and class of transformers for fiscal metering will be defined by the respective public network owner/provider, if not shown in the data sheets.
Current transformers shall be able to withstand for one-second thermal and dynamic
stresses to the foreseen maximum short circuit current. This prescription is not applied to
the current transformer on motor feeders and feeders for variable speed drives. In any
case thermal and dynamic currents shall not be less than 100 x In for thermal, respectively 250 x In dynamic currents.
Current transformers for differential protection of motors will be handed over by the motor
manufacturer prior to workshop tests.

7.8

Protection and Auxiliary Relays


Protective and auxiliary relays shall be of plug-in type and shall be provided with test
plugs for measurement on the front side. The test facilities shall be provided to permit
testing without interruption of the entire installation and service (on service testing).

The electronic protective relays shall be of the static type shall be equipped with one or
more releases, which can only be reset from the front of the relay. The protective relays
shall be provided with visual signals and output relays. Different trips shall be shown via
different visual signals. The setting ranges of the relays shall be adapted to the voltage/current transformers.
The protective relays shall be located inside the low voltage compartment or in the
hinged door of low voltage compartment of the respective cubicle.
Auxiliary relays shall be of the electromechanical type. Auxiliary contacts shall be able to
carry the maximum foreseen current. In any case their contact load shall be suitable for

Overvoltage Protection
The switchgear shall be designed and rated in a manner such that overvoltages, caused
by switching and flashes, do not impair the safety in operation of the units.
The incomers of switchgear shall be equipped with overvoltage protectors. The equipment inside of low voltage compartment shall be separately protected against overvoltages.

7.10

Signalisation, Metering and Control


On the front door of each low voltage compartments an indicator board shall be installed.
All signals and alarms shall be indicated on this board as well as indicators of voltage,
current and frequency with selectors. If the signs of protective relays are visible from outside, an additionally indication on the indicator board is not necessary.
Ammeters shall be provided for each phase at cubicles for feeder circuit breakers and
circuit breakers for motors and variable speed drives. Voltmeters shall be provided with
selector switch and shall be placed in cubicles for feeder and bus bar measurement. The
measuring instruments shall be of the square flush type. Ammeters for motor feeders
shall have nonlinear scales, reduced at the end.
For transfer of signals from / to a remote control system each cubicle shall be equipped
with a separate terminal strip.
The following signals shall be provided and wired to the terminal stripe:

For the commands from remote, suitable coupling relays shall be installed. For the messages / alarms the respective floating contacts shall be provided.
To prevent a remote control on each outgoing cubicle a lockable local/remote switch
shall be installed. The emergency shutdown function shall be releasable in both switching positions.
The colour for push buttons shall be GREEN for On and RED for Off.
Each station shall be equipped with a totalizer for the power consumption of the station
and with a power indicator for the actually total station load with out-puts for transmission
to the station control system.
7.11

Earthing
All exposed conductive parts likely to be accidentally charged shall be joined together by
an earthing circuit. For this purpose a minimum 100 mm cross section bare copper
earthing bus shall be installed.
This earthing bus shall be connected to the general grounding system by means of conventional cable connection terminals.

For the removable panels, electric continuity shall be ensured by fastening screws and
bolts. The opening type panels, assembled on hinges shall be bonded to the enclosure
by a tinned copper braid, or hinges shall be certified for this purpose.
The following shall be also connected to the earthing circuit:

secondary windings of the instrument transformers,

neutral point of the potential transformers,

leads of braid of the MV cables,

operating handles, mounting plates, doors, etc.

In addition, both ends of a switchgear bus bar section shall be terminated to the general
grounding system by separate cables.
7.12

DC and Control Voltage


The contractor shall install a 110V DC supply unit for operation of motor driven buffers.
All other necessary control and signal voltage levels shall be generated inside the
switchgear from the network.
The loss of power (tripping of miniature circuit breakers) shall be transferred to remote
control system via parallel link. For the miniature circuit breakers of one cubicle a summary alarm shall be provided.

7.13

Anti-Condensation Heaters
If the switchgear will be installed inside of an air-conditioned room, each cubicle shall be
equipped with anti-condensation heaters, which shall be fed from the 230/400 V, 50 Hz
level. Each bus bar of the respective medium voltage switchgear will be provided with
one power supply, protected by means of a 16 A miniature circuit breaker situated in a
low voltage distribution board. The sub-distribution of voltage for heaters shall be carried
out selective from the incomer cubicle to the other cubicles of the switchgear. The heaters shall be humidity controlled. A failure of heaters shall be indicated on the local indicator boards.
For stand-still heaters of motors the respective auxiliary circuits shall be provided, too.
Each of the heaters shall be supplied via a miniature circuit breaker, situated in a subdistribution board. The respective miniature circuit breaker for sub-fusing is to be located
in the low voltage compartment of motor cubicle, together with the other devices for control of heater. A failure of heater circuit shall be indicated on indicator board and wired in
the summary alarm for transfer to the remote control system.

Lighting and Sockets


The low voltage compartment of each cubicle shall be equipped with a lighting fixture,
switched via door contact and a socket outlet according to local Standard.
The lighting fixtures and the socket outlets may be fed from the circuits of anticondensation heaters.

PAINTING
All components and devices shall have a resistant, long term stable, high quality painting. At least two layers have to be applied.
Damages, caused by transport, installation, cabling or commissioning shall be repaired in
a way, that the original quality is restored.
An additional painting at location of installation is not allowed.

INSTALLATION
The delivery, installation and commissioning of the low and medium voltage switchboards shall include, but not limited to the following items:

transport to location of installation (if necessary storage), and the complete


mounting,

cable connections between the different cabinets of one switchboard,

grounding and potential equalisation for the cabinets, including connection


with the next grounding bus bars,

termination of all cables at the switchboards / switchgears,

commissioning of the functioning switchboards / switchgears, including voltage feeding of the bus bars and adjustment of all relays, protection devices,
etc.,

briefing of the operation personnel in operation and maintenance during installation and commissioning phase and during a training on site.

The installation and as well the tests and the commissioning shall be carried out with
Contractors own staff and with own tools and measuring/test devices.

TESTS

10.1

Workshop Tests

All components of the factory-assembled MV switchgear shall be tested completely and


detailed in manufacturers workshop. All tests required by the codes and standards as
well as all manufactures tests have to be performed.
The test program for the work shop test has to be submitted at least 3 weeks prior to
start of the tests.
The following tests shall be carried out, at least:

visual inspection,

inspection of painting,

check of degree of protection,

check of passive and active protective measures,

electrical test on the main circuits,

mechanical operation tests on all equipment,

operation tests of the protection relays, releasers and measuring equipment,

circuit breakers interchangeability check,

test of auxiliary electrical devices,

dielectric test of the auxiliary circuits,

verification of wiring and terminal blocks.

Additional workshop tests for MV switchgear:

test of all functions,

voltage withstand test,

short circuit withstand test,

test of warming,

power frequency voltage dry test, 1 minute,

voltage test on auxiliary circuits, 1 minute 2 kV r.m.s,

mechanical operation test on circuit breakers and isolators, including all adjacent equipment,

operation test of the protection relays and measuring equipment by current


and voltage injection on the secondary winding of the CT's and VT's,

circuit breakers interchangeability check,

Detailed test protocols of all tests performed have to be submitted prior to shipment.
10.2

Type Tests
Type tests and verifications according to IEC shall not be performed if the Contractor
supplies a copy of the certified test results.

10.3

Site Tests
The site tests shall include the following steps:

pre-commissioning (including loop testing),

commissioning and test on completion,

performance test.

The workshop tests described in item except the power frequency voltage and CT/VT injection test shall be repeated on site by the Contractor after erection and before connection of the switchgear to outside sources.
Special care shall be taken for setting of protection devices, relays, setting must be done
according to the approved selectivity study.
The aim of the tests is to ensure the proper function of the complete scope.
