OBJECTIVES OF THE PROGRAMME :
To assist countries to develop robust, coherent, and realistic health legislation, policies, strategies, and plans, with strong links
between national and operational levels, and to monitor their implementation. To support Member States to progress towards
universal health coverage through the development of a health financing system, including revenue collection, pooling and
purchasing, so to assure access to needed services (promotive, preventive, curative, and rehabilitative ) without financial
hardship.
Description of duties:
Under the direct supervision of the Health Policy and Financing (HPF) Coordinator, the general guidance of the Director of Health
Systems (DHS) and in close collaboration with the DHS team members, the incumbent will have the following responsibilities:
1) Develop framework and support reviews of country health system governance in general and with a specific focus on health
financing and service delivery.
2) Manage and supervise country reviews on legislation and policies in health financing and service delivery in the context of
fiscal and political decentralization, including regulation for private sectors.
3) Facilitate country policy dialogue using evidence based briefs and process; and facilitate sharing experiences and lessons
learned in the region and beyond.
4) Provide technical assistance in the development and implementation of national policy, strategies and plans (NHPSP) including
preparation of legislations and law enforcement.
5) Supervise the development and maintenance of the regional database on public health law and NHPSP.
6) Facilitate regional and country specific workshops for capacity building on governance, including strengthening the regulatory
system for law enforcement.
7) Work with other programmes to support countries' specific request on legislation planning and policy development in broader
health system perspectives.
REQUIRED QUALIFICATIONS
Education:
Master's level degree in health policy, health management, political science or health legislation and regulation. Degree in law or
legal studies is desirable.

Skills:
Ability to conduct health governance analysis. Capacity to analyze legislative proposals and impact on health and health systems.
Sound knowledge of legal principles for public health. Communication skills with the ability to present clearly and logically in
written and oral form. Organizational skills with the ability to work within strict deadlines. Excellent communication and
interpersonal skills and ability to maintain effective partnerships and working relations in a multi-cultural, multi-ethnic environment
with sensitivity and respect for diversity.

Experience:
Minimum seven years of professional working experience, including at least three years of international experience, in the areas
of health governance including development and implementation of legislation/regulation. Working experiences in health policy
development related to legislation and regulation an asset.
Languages:
Written and spoken fluency in English is essential. Working knowledge of other UN languages is an advantage.

USD 67 611 at single rate
USD 72 605 with primary dependants

Post Adjustment: 48.5 % of the above figure(s). This percentage


is to be considered as indicative since variations may occur
each month either upwards or downwards due to currency
exchange rate fluctuations or inflation.
