To: 'Ray Russenberger' Cc: Ashton Hayward Subject: RE: land Dear Ray, Thank you for asking about vacant parcels the city owns. As I mentioned to you, I think we have many but there are just a couple of sites that we are actively reviewing now. Each of properties must be reviewed for how we historically received title because many of them have restrictions on them. Either revenues must be restricted or we must notify some other board (like the Board of Trustees of the Internal Improvement Trust Fund) prior to sale, so the process is slow going. I do know 600 West Intendencia Street, - a small single family size lot - yet zoned industrial - in a neighborhood of mixed industrial, commercial and single-family (apparently there was no zoning in town for some long period of time). The parcel was appraised at $18,000 but BROAD DISCLOSURE abuts up to a former mosquito control department warehouse where a clean-up is taking place. We had a bidder at $28,000 but he walked when he heard about the adjacent contamination. Jeff DeWeese was the second bidder at $18,000. He also walked. I think there was a third bidder (possibly adjacent landowner.) We have not yet done an official reach out to him. Blount School - 3101 West Gregory Street - neighborhood wants nice single family homes. We will probably issue a bid for developing this site as two other developers have expressed interest. I hosted a tour for a statewide affordable housing representative on the myriad sites that are available for restoration and rebuild. One of the sites that are not ours but is available is the Escambia County School District site, the former School District building near Ever'man's Grocery. That is an important re-do and has a great location. The Mayor is meeting with Malcolm Thomas to see if we can't get them going. But Ray, I have to be up front. The deals on city owned property will not look like the deals the city made in 1985 or 90. While we are hoping to encourage development and we award and recognize those who want to help make Pensacola a better place, in today's political climate and economic climate we have to be more open about letting potential buyers know we have properties available and be more transparent in our dealings. The Mayor's and my door are always open to great ideas. I have some time this week so I will be able to set up a meeting with you. Warmest Regards,
Colleen M. Castille

I recently met someone that would be interested in building workforce housing here and thought this might be a good way for the city to not get revenue but add some affordable housing to the market. It is a large company with a history of building experience. I am not involved and wouldnt be but would like to see if we could get them to build here. Ray
