The Death of 1,697 individuals in March 2015


Death Toll of March 2015

The report includes the


victims killed by the
main influential parties
in Syria, which are:
Government Forces
Kurdish Forces
Extremist Groups
Armed Opposition
Factions
International Coalition
Forces
Others

The report does not cover the deaths in the government forces lines
or ISISs, as there are no criteria that can be followed to document
those victims as SNHR team is banned and tracked.
Report Methodology:
SNHR is an independent human rights organization that follows no
political or partisan side, SNHR document the human rights violations and document the victims and the detainees in Syria.

SNHR documented the death of 1276 individuals by the government
forces as follows:
Civilians:
Government forces killed
1029 civilians including 147
children (5 children killed
each day) the victims also
includes 136 women as for

they are 134 individuals including 3 women and a child

Children and women death toll ratio reached 28% of civilian victims, and this is a clear indication
of premeditated targeting of civilians by government forces

Government forces killed 247 armed men between conflicts and bombardment
Kurdish Forces:
Killed one civilian

SNHR documented the death of 279 individuals by
the extremist groups as follows:
ISIS:

Killed 241 civilians including 33 children, 22 women, and one death under torture victim
Armed Individuals:
ISIS killed no less than 10 armed men during conflicts with armed opposition factions or field executions of captives.
An-Nussra Front:

armed opposition as follows:

that are spread in all Syrian provinces by full name, time, and place, also we want to make it clear
that there is many cases we couldnt reach and document especially in massacres and towns and
villages that are under siege, and cutting communication that is carried out by government forces
repeatedly and in every situation, which means the real numbers are probably getting higher, and it
is all because the government forces forbid any humanitarian organization to work inside its lands.

Legal Conclusions:
SNHR confirm that the government forces and Shabiha; government mercenary have violated the
international law of human rights which protect the rights of living. Plus tens of cases with enough
evidences concerning death related war crimes.
As the evidences clarify and according to hundreds of eyewitnesses that more than 90% of the
wide and individual attacks were directed against civilians.
And all of this contradicts with the Syrian government claims of fighting Al-Qaeda and terrorists
SNHR clarify that thus murders are a crime against humanity. As the element of wide spread and
systematic attack against the civilians has been implicated in most murders.
Most of ISIS members are not Syrian and their goal is to establish a Khilafah around the world
therefore ISIS aspirations are drastically different from the Syrians aspirations of establishing a
pluralistic democratic country, ISIS have committed many extrajudicial killings that are considered
war crimes.
Armed opposition factions as well as the public protection forces committed extrajudicial killings
that are considered war cries.

Condemning and holding responsible:


Every internationally wrongful act by a State is succeeded by the international responsibility of that
State. Similarly, the customary international law stipulates that the state is responsible for all acts
committed by members of the military and security forces. And therefore the state is responsible
for the unlawful acts, including crimes against humanity, committed by members of the military
and security forces.
As the government of Iran and Hezbollah and ISIS an actual participant in the killings, and bear
the legal and judicial responsibility, in addition to all funders and supporters of the Syrian regime,
which is committing massacres almost daily and systematically without stopping day or night, and
hold them all responsible for the consequences, which may happen from the Syrian people, especially the relatives of the martyrs and their families.

Recommendations:
Security Council:
Make a decision to refer all those involved to the International Criminal Court.
Warn the Syrian government of the consequences of violent behavior and the systematic murder
and send clear messages indicating that.
The Security Council has to impose an arms embargo on the Syrian regime and ISIS, and prosecute
all those involved in that. And the Syrian opposition has to cooperate with all possible means to
stop the flow of men and weapons to ISIS and all similar organizations, and every person who sup-

plies these organizations with money or weapons should be considered a war criminal and should
be prosecuted.

Human Rights Council:


1. Demanding the Security Council and international institutions concerned to shoulder their responsibilities toward the instantaneous killings that does not stop even for one hour.
2. Press the Syrian government to stop the deliberate and indiscriminate bombing of civilians.
3. Holding the allies and supporters of the Syrian government - Russia, Iran and China material and
moral responsibility for the killings that are happening in Syria.
