Am I Eligible to do PDPP?

Graduation in any stream OR


Recognised Diploma in any professional streams (e.g. Engineering; Pharmacy; Hospital
Management; Hotel Management etc)

Final Year students can enrol subject to passing their graduation or diploma before award of
PDPP Certificate.
Two years work experience is desirable but not mandatory.
It is advised that the course may need adequacy in English language and Computer/ Internet
usage.

How do I register for PDPP with AIMA?

How much and How do I pay Fee to AIMA?


Fee for individual Student is Rs 20,000/- plus service tax @ 12.36% extra. For Organisations
sponsoring bulk candidates, there would be special fee of Rs 15,000/- per candidate plus service tax.
Fee once received will not be returned but change of nomination is allowed.
MODE OF PAYMENT: Through Net-banking (RTGS/NEFT) or crossed DD in favour of All India
Management Association payable at New Delhi.
Once the payment is received by AIMA, your login would be enabled to enter and start PDPP online.
Printed book of the course material would be sent to you by post.

How would I be trained in PDPP?


Blended self-paced methodology: PDPP is offered at convenient place, timings and pace suitable to
you through a blend of:

E-learning (at www.procurementlearning.org); attendance at e-tutorials/ webinars/ eforums; continuous structured assessments; interesting scenarios, case studies, activities
and expert and peer feedback on assignments and experiential projects
Directed home self-study (Printed Book would be provided)
Five day face to face delivery and a final examination with AIMA.

The blended methodology ensures comprehensive online and offline assimilation of learning. AIMA
will admit, manage, provide online Faculty support and would also provide a five day face2face
session at the end of the course to facilitate various sessions on course topics, case studies and mock
exercises etc. The session will end with an on-line examination in the institutes campus.

How much time and effort I would be required to give?

Duration: On an average will be 6 months but you are free to do it in longer or shorter
period. Students are allowed 3 attempts to qualify for award of the Diploma.

What is Structure of PDPP?


PDPP has six mandatory core modules (three of these modules are common with
certificate course CPPP). These cover:
Introduction to Procurement and Public procurement (including Management Concepts and
Techniques);

Public Procurement Framework in India (including legal aspects of Public Procurement);


Categories and Methods of Procurement;
Public Procurement Operations (including Procurement Planning, Bid Operations from
preparation to Evaluation and award of Contract);
Contract Management and Closure (including Receipt and Accounting of materials and
payment of suppliers bills); and
Public Procurement and Good Governance.
In addition, the participants of PDPP will have to choose any two from the five optional
modules:
International Practices in Public procurement (including Importing Goods into India);
Public Procurement of Civil Works;
Public Procurement of Services;
Logistics in Public procurement (including Disposal of Scrap); and
E-Procurement.

How will I be assessed?

Formative Assessment (30%): The assessment during e-learning will involve tests at the end
of each module and assignments.
o Learner has to clear 50% of the assessment questions at the end of every module before
she/he can proceed to the next module. If unsuccessful, the module has to be repeated.
o In addition at least 4 assignments need to be submitted (at least one assignment in
every two modules) to qualify for the face-to-face session.
Summative Assessment (60%): In addition, there will be final examination during face to
face session with AIMA.
Workshop / Project (10%): At the end for attending the face2face workshop / project.
Overall: The learner has to get 60% marks to qualify for award of the diploma and 75% to
get a distinction.

Professional Diploma in Public Procurement (PDPP)

Why is Training in Public procurement Important: The world over, public procurement is
now recognised as a strategic tool for achieving developmental, social and environmental
objectives of governments, rather than as a tool for mere compliance with rules and
regulations. Public Procurement Bill, 2012 and the focus of this years Budget on efficacy and
transparency in Public Procurement have highlighted the need for capacity building in this
area.
Scope of PDPP training: PDPP is an advanced diploma programme that offers a
comprehensive introduction to public procurement and focuses on best practices in
Government and the public sector. The syllabus for the programme is wide-ranging and
includes Management Concepts and Techniques of Procurement; Public Procurement
Framework in India; Legal Aspects of Public Procurement; Methods for Procurement of
Goods, Works and Consultancy Services; Contract Management; Ethics and Good
Governance; International Practices in Public Procurement; Logistics and warehousing; eProcurement etc . International standard Course material of Diploma Program PDPP has
been written by many renowned procurement professionals. The course has also undergone
a quality and skill mapping check against the competency standards prescribed by CIPS and

ISM for any procurement official to possess at this level. World Bank has utilized a service
provider to convert the written part into e-learning with graphics, animations and quizzes.
AWARD OF DIPLOMA: Professional Diploma will be jointly issued by the Institute and the
World Bank.

What is All India Management Association (AIMA)?


The All India Management Association (AIMA) was created as an apex body of professional
management with active support of the Government of India and Industry in 1957. AIMA is a group- a
body to pool management thoughts in the country, a forum to develop a national managerial ethos, an
organisation to facilitate the furtherance of the management profession in the country.
AIMA is a federation of Local Management Associations (LMAs). AIMA today affiliates 63 LMAs
across the country and 2 co-operating management associations i.e. Qatar Indian Management
Association and Mauritius Management Association.
AIMA has established close linkages with over 3000 institutions and over 30,000 individual
professionals directly and through network of the Local Management Associations. AIMAs activities
include Distance management Education, management Development Programmes, National Events,
Competitions, Research, Publication and Testing Services.
