1.01
SCOPE OF WORK
Furnish 230kV High Voltage Circuit Breakers (HVCBs) as specified in accordance to
Specifications, Attachments A, B, C, D, and E, and as shown on Drawing SK-E-350,
Sheets 1 through 4, Elementary Diagram Typical Circuit Breaker 52, which are included
in Appendix 1. The successful bidder will be responsible for the complete fabrication of
all the HVCBs control panels and control components as specified within these
specifications and as shown on the drawings.
1.02
QUALITY ASSURANCE
All materials used shall be new, of high grade, and with properties best suited to the
particular application. It is the manufacturers responsibility to be knowledgeable and
employ designs and manufacturing practices that incorporate the latest revisions of
applicable industry standards where and when applicable.
1.03
SUBMITTAL
All submittals shall conform to formats, conditions, and requirements as specified in
Attachment D Specifications and Requirements for Submittals.
A.
Certificate of Compliance or complete list of all deviations from the drawings and
specifications.
B.
Submit installation and assembly drawings complete with structural details of the
HVCB support frame and anchorage showing the manufacturers dimensions,
weights, center of gravity, and foundation loadings. Indicate foundation reactions
produced by equipment operation, and by wind and seismic forces.

D.
Submit a SF6 gas schematic showing the manifold piping system, fill and
monitoring points, and isolation and disconnect fittings.

Submit Operation & Maintenance Manual and spare parts list with descriptive
literature, including pole replacement and bushing replacement procedures, which
indicates materials of construction, weights, principle dimensions and other
important details. See Attachment E Specifications and Requirements for
Operation & Maintenance Manuals.
G.
Provide a detailed testing procedure for tests to be performed in the factory prior
to shipment. Submit for approval at least four (4) weeks before the first proposed
test date.
H.
Submit Delivery Schedule, providing task duration in weeks for each milestone.
I.
Submit Training Plan for instruction of the operating personnel. Training to occur
after installation and acceptance of the first delivery of HVCBs, and shall consist
of one set of instructions presented during two (2) 4 to 6-hr training sessions to
accommodate operating personnel from different work shifts. Refer to
Attachment E - Specifications and Requirements for Operation & Maintenance
Manuals, and the Manufacturers Representatives Technical Support Section of
this document.

RFI/EMI Protection
The equipment shall be wired in a manner that shall provide protection from
RFI/EMI noise. Cabinets shall have proper grounding for the shields and
connectors to a single point for the purpose of eliminating the RFI/EMI noise.

Withstand Capability
The HVCB shall be capable of withstanding a sustained wind speed as
specified in Environment Requirements for High Voltage Circuit
Breakers, and the effects of a seismic event represented by the dynamic
characteristics specified below. The wind and the seismic event need not
be considered as occurring simultaneously. The wind and seismic
loadings shall be in addition to rated line pull and any forces generated by
normal equipment operation. The HVCB shall be capable of remaining
operational following the wind or the seismic event without need for
immediate assistance.

Dynamic Analysis
For the dynamic seismic analysis, the seismic event shall be represented
by dynamic characteristics, with the specified maximum horizontal and
vertical ground accelerations, using the response spectra in the pertinent
section of IEEE 693, which corresponds to the seismic performance level
specified in Environmental Requirements for High Voltage Circuit
Breakers. The analysis shall consider the essential natural frequencies and
damping of the equipment.

Maximum Stresses
Stresses determined from the wind and seismic analyses shall not exceed
133-percent of allowable code stresses for ductile materials or 50-percent
of ultimate strength for bushings and insulators. Equipment drawings
shall indicate the maximum foundation reactions generated from the
analyses.

The High Voltage Circuit Breaker (HVCB) shall be an outdoor type, 60 Hz, and
shall be sulfur hexafluoride (SF6)-type with single-break puffer or selfblast-puffer
interrupters, outdoor, three (3) single poles, 60-hertz, dead tank, with an integral
supporting frame, common operating mechanism for all three poles, and a
common SF6 gas system. No other gas shall be mixed with the SF6. The rated
interrupting time shall not exceed three (3) cycles (50-mseconds).

Primary terminals shall be a straight aluminum flat pad with NEMA standard 4hole drilling. The ground terminals shall either be an integral part of the base
frame and be drilled and tapped for a 2-hole NEMA connection, or a drilled 2hole pad.

Operating Mechanism

The HVCB shall be furnished with a common operating mechanism for all
three poles, and shall be suitable for three-pole opening and closing
operations. The operating mechanism and interpole linkage shall be
unimpeded by the formation of ice.

Control Compartment

The controls, terminal blocks, and other devices requiring access for
operation and maintenance shall be mounted in the compartment at a
height less than 78-inches above foundation level. The bottom of the
compartment shall be not less than 2-feet above foundation level. The
compartment shall be furnished with at least two space heaters. Each
heater shall be supplied with a separate circuit isolation device. Common
overcurrent protection shall be supplied for the space heater circuits. Each
of the heater circuits shall be controlled by a thermostat. The thermostats
shall be adjustable, and the adjustment provisions shall include clear
indication of at least three specific temperatures on the adjustment range.
Heating elements shall be rated for 240VAC input, however, they are to be
connected for operation at 120VAC.
The compartment shall be furnished with one 120VAC, 20A, duplex GFCI
convenience receptacle.

Trip and close cycles shall be completed for momentary operation of the
control switch. Provisions shall be made for the application of DC
positive (from the control house) to enable the control switch to trip and
close the HVCB. Spare control switch contacts shall be wired to the
specified positions on the control cable terminal block for the Citys use.
Indicating lights
1.
Provide two red lights, each wired in series with one of the two
independent trip coils and a separate Form-A breaker auxiliary contact.
The red indicating lights shall illuminate when the HVCBs main contacts
are in the closed position and their associated trip coils are operational.
2.
One green light wired in series with a Form-B breaker auxiliary contact.
The green indicating light shall illuminate when the HVCBs main
contacts are in the open position.

One amber light wired in series with a Form-A contact from the
Local/Remote Switch (Device 43). The amber indicating light shall
illuminate when Device 43 is in the Local switch position. This
indicating light shall be accompanied by a nameplate to remind the
operating personnel that the HVCB is in an abnormal state.

Indicating lights may be mounted separately and above the control switch
or integral to the switch (ElectroSwitch Series 24P). Indicating lights
mounted separately shall employ GE type ET-16 Bases. Either method
shall employ LED indicating lamps.
The trip circuit, close circuit, and the operating mechanisms spring
charging motor, if applicable, shall be DC. The operating mechanisms
compressor or pump, if applicable, and heaters shall be AC. The HVCB
shall be equipped for operation with the AC or DC power supply voltages
specified in the attached schematic drawings. City will provide AC and
DC power sources to the HVCB.

Provide separate molded case circuit breakers for the charging motor,
convenience receptacle, tank heaters, if applicable, and compartment
heater circuits. Two unfused, 30A minimum, 250V, double-pole, singlethrow, knifeblade-type, gang-operated disconnect switches shall be
furnished for isolating the two DC control power circuits (see
Local/Remote Control Switch) from the control power source during
maintenance. The switches must provide a means of preventing the
electrical operation of the HVCB by any trip or close input.
Included Equipment
The operating mechanism including inter-pole linkages shall be factory installed
as completely as possible. The supplier shall furnish all materials for connections
that must be installed in the field.

Trip coils shall be rated at 125VDC and shall operate correctly for a range
of 70-140VDC, unless specified otherwise in Equipment Specific
section.
Closing Relay
The HVCB control circuitry shall include a closing relay (Device 52X) which is
to be used to seal in the anti pump relay (Device 52Y), and initiate the breaker
closing operation.

HVCB pole operating mechanisms shall be group-operated via mechanical
interconnecting linkages.

Output contacts associated with the LOW alarm conditions shall be wired
to allow the City the option of having the interrupting contacts remain in
their current state or trip (OPEN) and lockout.
5.
Provide an adjustable (0-30 minutes) time delay for the ALARM condition
to compensate for initial solar heating on the monitoring system. Care
should be taken when locating the temperature sensor to shield it from
direct sunlight.
6.
The monitoring system shall also provide visual indication of gas pressure
in terms of pounds per square inch.

Alarm Contacts
The HVCB shall have alarm contacts wired to the alarm I/O module for
indication of failure of components critical to HVCB operation. Contacts
shall be isolated, normally open, dry, ungrounded contacts that change
state upon alarm.

I/O Module
The HVCB manufacturer shall also provide a remote I/O module mounted
within the control compartment. The remote I/O module shall be
Schweitzer Engineering Laboratories, Inc., Model 2505 (P/N
2505324XX). Power supply and I/O voltage to be 125VDC, unless
otherwise noted in the Equipment Specific section. The fiber optic
interface shall consist of ST connectors for multimode cable.

Remote Interface
In addition to remote I/O functions there are also status and control points
which interface with devices located within the substations control
enclosure. The interface between these status and control points and the
HVCB control compartment is copper hardwired. This interface shall be
made via terminal block TB1 in the HVCB control compartment.

Bushings shall have a minimum flange seat to lower end length strike
distance per the requirements stated below for each voltage class. The
bushing BIL rating shall meet or exceed the HVCBs BIL rating.

Polymer bushings shall be supplied with line end voltage grading rings for
HVCBs rated at 230kV and above.

High accuracy BCT shall be single ratio, with an extended accuracy range.
This capability shall be noted on the BCT nameplate. Some applications
may require current transformers with specific minimum secondary
voltages per turn at a maximum resistance per turn burden level. When
required, these specific requirements are also indicated in Appendix A.

Operation Counter
Each operating mechanism shall have an operation counter arranged to count
opening operations.

Line Terminals
The HVCB shall have 4-inch by 4-inch flat pad line terminals with NEMA
standard 4-hole drilling. Terminals shall be either aluminum, tin-plated bronze, or
copper. Bronze and copper terminals shall have a minimum plating thickness of
0.001-inch. A NEMA 6-hole aluminum terminal pad is also acceptable.

Travel Recorder
Each HVCB pole shall be furnished with provisions for installation of a linear
motion travel recorder, with #10-32 threaded connection.
I.
Local/Remote Switch
Provide a two-position, manually operated, rotary type control switch (Device 43)
in the control compartment for locally enabling and disabling remote output
functions of the remote I/O module. In addition to interface wiring associated
with the remote output functions, a NO and NC contact shall be wired to terminal
blocks for the Citys issue.

The HVCB shall be suitable for switching under out-of-phase conditions with an opening
angle of 180-degrees (full phase opposition) and a closing angle of 90-degrees; out-of-

SF6 GAS
The HVCB is to be shipped with a minimal positive pressure of SF6 gas. The Supplier
shall provide sufficient SF6 gas in an appropriate cylinder to bring the gas volume and
pressure up to acceptable operating limits once the breaker is installed in the field. SF6
gas required for field installation by the Citys Construction Contractor shall be furnished
in bottles using standard US fittings and shall comply with the requirements as listed
below. Gas sampling and filling connections on the HVCB shall be furnished with
standard AN fittings, male, with 37-degree flare, or an approved equivalent. A SF6 fill
hose and regulator shall be supplied with each lot of three (3) HVCB units, or fraction
thereof shipped to a specific location.

General
The material supplied under this specification shall be a high-purity, low-moisture
grade sulfur hexafluoride.

Requirements
Water Content: Moisture content shall not exceed limits established by the
HVCB Manufacturer and approved by the City.

Assay: Total SF6 assay shall not be less than 99.9 percent by weight.

Toxicity: The supplier shall certify that the material supplied is at least as
non-toxic as those substances in Underwriters Laboratories toxi
classification Group VI. SF6 gas is not inherently toxic and shall present
no dangers other than suffocation or high pressurization.
Containers
The SF6 shall be shipped in Size 1A steel cylinders as a liquefied gas. The net
weight of contents shall be 115-pounds per cylinder.

Marking
Each shipping unit shall be marked plainly with the name of the consignee,
shipping destination, purchase order number, markings required by law, and such
other marking as requested by the company. A complete packing list shall be
securely attached to the outside of each shipping unit.

Insurance
The supplier shall obtain insurance on the value of all cylinders and product
shipped.

Shipping Charges
The Suppliers quoted prices shall include charges for the shipment of the
cylinders of sulfur hexafluoride to the Citys specified destination.

The Suppliers Field Engineer(s) shall be present and provide supervision services
of field installation which is to be performed by the Citys Construction
Contractor of all parts detached for shipment, and for complete pre-energization
inspection of the equipment. The field engineer(s) shall have a thorough working
knowledge of complete HVCB, including all internal and external components.
The Suppliers Field Engineer(s) shall furnish supervision for field installation as
specified. Supervision services shall be for a period of three (3) eight-hour days
during the installation of one HVCB supplied at the substation location. The
Supplier shall be responsible for all costs associated with travel and
accommodation for their Field Engineer(s) during this three-day period.
B.
Once the HVCB has been placed in service, the Supplier shall provide the
services of their Field Engineer to instruct the Citys Operations and Maintenance
Personnel in the proper performance of their duties as they pertain to the HVCB.
The Supplier shall provide these services for a period of two (2) eight-hour days.
The Supplier shall provide these services within three (3) weeks of the unit being
placed in service. These services are to be performed at the HVCB installation
site.
C.
It will be the responsibility of the Contractor to pay all their travel and lodging
expenses related to these required field services.
FACTORY TESTING

The Supplier shall provide all labor, equipment, controls, materials, and
electrical power required to perform the testing.

The Supplier shall notify the City Representative thirty (30) days prior to tests and
shall schedule tests within a maximum of two (2) separate periods. In the event of
a test failure, the City shall decide for the Supplier to either pay the costs for any
additional trips by the City Representative to the Supplier manufacturing facility
or the cost to retain an independent Testing and Inspection Consultant firm
acceptable to the City, to witness and document the successful completion of all
required factory testing.
C.
The Supplier shall provide test procedures for review, at least thirty (30) days
prior to the first test period, so that all operational and performance requirements
can be tested and verified in the Suppliers manufacturing facility.
D.
The Supplier shall pay, arrange, and schedule for the City Representative to
be present for the shop testing at the manufacturers factory for travel over
125 miles radius from Moccasin, CA. Bid price shall include airfare, local
transportation, meals, and lodging for the City representative. Meals and
lodging rates shall comply with the current Federal Rates for the Continental
USA. The rates are available from the following website:
