What a gift!
By Jessica Howard

Despite the annual Stawell Gift celebrating

its first year of prize money equality, the 2015
female winner says its all about the sash.

At just 15-years-old the Bungaree netballer,

Grace ODwyer crossed the line in disbelief after
clocking a winning time of 13.40 seconds at the
iconic three-day Easter carnival.
Only just sneaking into the final as the slowest
of six qualifiers, Grace raced off the 10.25-metre
mark and lunged on the line in front of hot
favourite Anna Pasquali.
Grace said that after months of training she was
feeling the nerves prior to the final, however
knew exactly what she had to do.

After the semi I didnt think I had made it and

I was pretty upset, so I really had to settle down
but I obviously wasnt the favourite, so that had
taken off a lot of the pressure, she said.
I knew I could do it I just had to run the best
race ever and I did.

Grace pocketed the winners cheque of $40,000,

which marks the Stawell Gifts first year of parity
in men and womens prize money, however said
the money wasnt important.
Obviously the prize money is exciting, but
really its all about that sash and the fact that I
actually won the Stawell Gift, she said.

I still dont think its actually sunk in, I trained

so hard for months and I would do it all again in
a heart beat.

Marching for the fallen

By Jessica Howard
Bacchus Marsh war veterans will march through the
streets of their town this
Sunday as part of the RSLs
annual Anzac Day parade.
Led by the Clans O The
West Highland Pipe Band,
the commemorative march
will commence at 2pm from
the Bacchus Marsh Hospital
and will finish at the Soldiers Memorial hall in Main

Street for the annual wreath

laying service.
Bacchus Marsh RSL treasurer and Vietnam War veteran,
Don Gray said the special occasion was the Leagues way
of paying tribute to fallen
soldiers.
It happens so we can remember those who were
part of all the conflicts that
Australia has been involved
in. It originates from Gal-

lipoli and it basically commemorates all the people

that gave up their own
lives, he said.
Close to 100 people are expected to attend the service
march alongside the Creswick Light Horse Troop.
Mr Gray said members of
the public were also invited
to attend the traditional
Dawn Service at 5:45am on
Saturday, April 25 at the Sol-

diers Memorial Hall.

SES volunteers will prepare
breakfast and ANZAC tokens will be sold in the lead
up to the event at the Bacchus Marsh Village Centre,
Bennett Street Foodworks,
Darley IGA and outside
the Westpac Bank in Main
Street.
To volunteer to sell ANZAC
tokens, contact the Bacchus
Marsh RSL on 5367 1855.

All 129

By Jessica Howard
Coimadais heritage has
been brought to life in a 400page book titled Coimadai
129.
Compiled by Margaret
Love, Bernice Clarke and
Beryl Ham, the book contains information on the
First World War including
family information, photographs, war records and
the recounts of Coimadai
enlistees.
In conjunction with the
opening of the Coimadai
Memorial Park to be held
on June 27, the book will be
launched alongside a memorial wall with a list of the 129
persons who represented
Coimadai and district as service personnel between 1914
and 1918.
Coimadai Avenue of Honour Restoration Association
Chairman, Ken McDonald
said after the final tally of
129 Coimadai volunteers
was reached, it was only appropriate for the book to be

entitled Coimadai 129.

The book has entailed not
hundreds, but thousands
of hours of research by our
team, including many hundreds of emails, letters and
conversations with descendants, he said.
This really is a once only
opportunity to purchase a
comprehensive account of
the war and family histories
of the Coimadai volunteers.
Only 150 copies of the A4size book will be printed,
which will include 45 pages
of colour and will be sold for
$45.
We are seeking pre-orders
for the book and if more
than 150 copies are required,
we can amend the initial
print run to include a greater
quantity, but it is not possible to reprint 20 or 50 copies
at a later date, Mr McDonald said.
To pre-purchase a copy of
Coimadai 129, email Ken
McDonald at opalservices@

Closure anger

By Kate Taylor
The fallout from the State
Governments decision to
close Fiskville continues.
A meeting held in Ballan on
Friday 27 March was closed
to the public but involved
about 80 Fiskville staff and
Ballan CFA members as well
as CFA CEO Mick Wooten,
local MP Geoff Howard,
Minister for Emergency Services Jane Garrett, Chief Fire
Commissioner Craig Lapsley and CFA Chief Officer
Euan Ferguson.
The question of constructing a new Fire Training
Academy within Moorabool
was a hot topic at the meeting, with Mr Lapsley assuring it will be done as soon as
possible.
We need to find an opportunity to build in Moorabool, a block that will be a
new investment. It wont be
Fiskville. It will be something new. We are committed to do that. Might be
Ballan, it might be Bacchus
Marsh. It must be a good outcome, he told the meeting.
However the assembled
members responded negatively to Mr Lapsleys mention of Bacchus Marsh.
Mr Lapsley said that talks
with Moorabool Shire Council are continuing.

Minister Jane Garrett listens to a concerned employee from

Fiskville after the meeting. Photo Helen Tatchell
The crowd also directed
questions at Mr Howard,
asking where he has been in
the past six months, indicating that he has not been involved in the issue.
We did not know Fiskville
would be closed, he
explained.
Minister Garrett responded to a range of questions
regarding the discovery
of PFOS in water tanks at
Fiskville, which prompted
the closure, saying that the
safety of the site cannot be
guaranteed.
However many crowd
members expressed anger
at the handling of the situation over the past four years,
saying they had been kept in
the dark.

I know this is not easy. I am

sorry you feel abandoned,
Minister Garrett said.
Ballan CFA Third Lieutenant Ian Ireland told the
meeting that a new site
should be built near Ballan
because the town receives
an annual spend of about
$250,000 from Fiskville.
He also said that the State
Government is pre-empting
the outcome of the current
parliamentary inquiry into
Fiskville by closing the academy before it is concluded.
No one has seen the toxicology report yet. All thats
ever been released is just media releases from the CFA.
And from the government,
Mr Ireland said.

Ballan Welcomes New Doctor

Moorabool Mayor Paul Tatchell has been in talks with the Minister for Emergency Services
Jane Garrett on the fallout from the closure of Fiskville. Photo Helen Tatchell
They havent talked about
funding or budgets, but
theyve certainly highlighted some places that have the
capacity - but obviously we
cant reveal those because of
commercial confidentiality
and things like that. I dont
want to put the price up!
But it is very preliminary.
Pressed on the question of
whether Fiskville should
have been closed, Mayor
Tatchell has doubts.
Theres been an enormous
amount of money put into
the facility ($14 million)
over the last three years and
one must question why you
would do that, and then shut
it down.
Is it a case that it needs
to be cleaned up and done
again, or is it a question of
whether Fiskville had already reached its use-by
date in terms of technology
and training? I dont know.

A motion passed at the Wednesday

1 April meeting will see council write

to Public Transport Victoria to request

shelters and seats to be installed at the

Griffith St and the Bennett St bus stops.

Ballan District Health & Care would like to

warmly welcome Dr. Rasha Abderlrahman
who is very excited about being part of
this wonderful community. Dr. Rasha has
three children and has been working in
Melbourne for the last 2 years and in
Brisbane for almost 5 years prior to that.
Welcome Dr. Rasha!

CFA Chief Executive Officer

Michael Wootten says:
Work on the transition
process has only just
begun. Decisions about
timelines, the future of
existing buildings and
the budget required will
be made as part of the
process.
CFA is investigating
possible new sites and
is currently utilising other training facilities across
the state.
The service CFA provides to the community will
not be diluted nor reduced by the closure of Fiskville.
We are expecting to receive a full report on the test
results in the next few weeks which will be provided
to EPA before being made publicly available.
CFA will continue to provide support to employees
of the Fiskville training centre and is providing oneon-one support to people most affected.

Shelter and seats sought

The meeting heard that due to the
proximity of the bus stops to aged care,
senior citizen facilities and the shopping centre, seating is needed at the locations to assist the elderly and increase
patronage.

The letter will also request PTV to

Helping
local
people
through the bloody mess
that is the closure of Fiskville
is now the priority for Moorabool Shire Council.
Weve put forward a proposal to provide counselling
for people affected by the
closure; it would have to be
funded by the State Government and the CFA, but wed
like to facilitate some counselling for those people that
are affected and we want
that put in place as soon as
possible, said Mayor Paul
Tatchell.
Thats our primary concern, the health and wellbeing of these people - its a
very stressful and emotional
time.
The move comes as council
is in discussions with Emergency Services Minister Jane
Garrett, Fire Commissioner
Craig Lapsley and CFA
Chief Officer Euan Ferguson
about finding a new location for a CFA facility within
Moorabool.
But Mayor Tatchell lacks
confidence in whether the
new facility will ever actually be built.
Until we see an actual
plan, we can assume this is
just a talk-fest. From a budget perspective it hasnt got
the money. And based on the
history of how Moorabool
gets funded, we hope for the
best and expect the worst.
And what shape a new facility would take is unclear.
If it was going to be
Fiskville: Mark II then it
would be at Fiskville.
Details are light-on in
terms of locations, funding,
and time frames for a new
facility.

Help to pay rates

on the rise

By Kate Taylor

Ballan Fire Brigade Lieutenant, Ian Ireland with one of the collection tins that helped raise
$21,288 for the Royal Childrens Hospital.

Twas a Good Friday

By Jessica Howard
Moorabool Shire Fire Brigades rattled their collection
tins over the Easter period
and have broken new records in the process.
The Ballan, Greendale, Gordon and Mount Egerton brigades took to the pavement
to raise money for the Royal
Childrens Hospital Good
Friday Appeal and accumulated a record-breaking total
of $21,288.

Ballan Fire Brigade Lieutenant, Ian Ireland said around

40 volunteers collected donations from local households
and BP service stations, and
the total tally smashed last
years result by about $2,500.
Country Fire Authority
have been doing it for years
and it is just something we
can do to help the children
of Victoria, he said.
Its not something you

need a reason for its for

the kids.

Mr Ireland also thanked the

Steptoes Op shop, run by the
Lioness Club of Ballan, for
their generous contribution
of $3,000.

All CFA members raised a

total of $1.7million for the
Royal Childrens Hospital,
which was the third highest contribution to the 2015
appeal.

Increasing numbers of
Moorabool residents are
needing help in paying their
council rates bill.
In the 2012/2013 financial
year, two applications for
consideration for financial
hardship were referred to
Council, for urban properties; rising to six applications in 2013/2014, two for
rural properties and four for
urban.
So far in the 2014/2015 financial year, 16 applications
have been received.
But as Council CEO Rob
Croxford explains, it may
not be a matter of more people struggling but a matter
of more people asking for
help.
The 16 ratepayers who applied for hardship this year
is a very low percentage of
0.125per cent of all ratepayers, however it is an increase
on previous years, Mr
Croxford said.
The increased number this
year is a reflection of the
maturity of our service delivery. Our Revenue department have encouraged the
financial hardship discus-

sion more actively with ratepayers rather than just refer

them to the debt collection
escalation process which can
be very costly to ratepayers.
He said that councils system is a very comprehensive
system based on a premise
of assisting the ratepayer
to manage their financial
affairs.
Once the resident takes
control of their financial
circumstances, they are
then more likely to resume
the timely payment of their
council rates in the future
which is in everyones
interests.
Because of the quality of
the service on offer, we believe that more people are
comfortable with applying
for the hardship option.
Under councils Property
Rate Debt Management
Policy, there are provisions
for ratepayers experiencing
medium to long-term financial difficulties to apply for
special consideration, meaning they could have a portion of their rates deferred,
make special payment arrangements or have interest
charges waived.
A person making an ap-

plication for financial hardship may only do so for rates

applicable to that persons
sole or principal place of
residence.
The Policy intent is to help
ratepayers pay their rates
without significantly impacting on their day-to-day
quality of life.
Special payment arrangements can also be made,
which could mean making
regular weekly, fortnightly
or monthly payments at a
value that can be managed
within each ratepayers financial capability.
Ratepayers should contact
Councils Revenue Services
Unit as soon as possible
to discuss alternative payments or the provisions of
Councils Property Rate Debt
Management policy.
** A Special Meeting of the
Moorabool Shire Council
to consider the Proposed
2015/16 Annual Budget
will take place at the Ballan
Chambers on Wednesday
22 April at 5pm. The meeting is open to the public and
members of the public are
welcome to attend.

the fete. Photo Helen Tatchell

Budding paper pilots will

have a chance to test their flying abilities this Saturday at a
distance flying competition.
In conjunction with the annual St Andrews Uniting Church
fete, competitors will receive
a sheet of A4 paper and will
have five minutes to construct
their plane before attempting
to record the longest flight
distance.
Fete
coordinator,
Mavis
Blackie said the idea came to
mind after watching Robert
Connollys 2015 film, Paper
Planes.
We were looking for something to hold at the fete that
would interest the children
and I went down to the pictures to see this film and it
was just beautiful so I thought
how about a paper plane
competition?
With the current Australian
paper plane record sitting at
43 metres in flight, Ms Blackie
said she was looking for-

ward to seeing the distances

reached.
Ill be there to supervise, but
I wont be flyingone. Ive had a
try at making them, but I cant
fly them Ill leave that to [the
competitors] she said.
The competition will be broken into three age groups
including under 10, under 15
and open aged and will run
between 10:30am and 11am at
St Andrews Uniting Church
in Gisborne Road, Bacchus
Marsh.
Other activities on the day
will include a Holden car display, rose and geranium show,
BBQ lunch, jumping castles,
facing painting and more.
Entries for the annual rose
and geranium show close at
12:30pm on Friday, April 17
and will be judged on a number of categories including
best single rose, miniature
roses, regal pelargoniums
and more.

Clubs strengthened
by grants
By Kate Taylor
The Summer 2015 round
of Community Grants has
been awarded by Moorabool
Shire Council and a report
presented at the 1 April
meeting.
A total of $70,000 was available under the categories of
Community strengthening,
Events, and Arts.
Nearly $128,000 worth of
grants was requested among
33 applications.
However no applications
were made under the Events
category, and the Arts
category was also undersubscribed with just four
applications.
A report prepared by council officers stated that the
under-subscriptions were
due to a variety of combining factors including tourism grants available through
councils Economic Development and Marketing
Department, some groups
being ineligible due to hav-

ing received funding from

the program two successive years in a row and also
lower numbers of events
planned between May and
September.
It is expected that more applications will be received in
the Winter 2015 round, the
report read.
Councillors voted at the
council meeting to funnel the undersubscribed
funds into the Community
Strengthening category.
Recipients included the
Gordon
Football/Netball
Club, Avenue Bowling Club,
Bacchus Marsh Pony Club,
Rotary Club of Bacchus
Marsh, Elaine Fire Brigade,
Darley Primary School, Darley Football/Netball Club,
Ballan Golf Club, Wallace
Recreation Reserve, and
the Saints Junior Basketball
Club.
Relay for Life received
funds to replace a stolen
sign, while other recipients
also included Gordon Public

hall, Moorabool Partnership

Project Group, Bungaree
Historical Society, Ballan
Fire Brigade, St Andrews
playgroup, Elaine Cricket
Club, Ballan Angling Club,
and St Johns Ambulance.
The U3A Art Group, Wombat Regional Arts Network,
and a Gordon Public Hall
Arts Workshop also received
funding, under the Arts
category.
However missing out on
funding were the Coimadai
Primary School, Moorabool
Catchment Landcare Group
for a project involving dung
beetles, Blackwood Special
Schools Outdoor Centre,
Darley Junior Football/Netball Club, Bacchus Marsh
Golf Club, Bacchus Marsh
SES, and the controversial
Blackwood Crown Reserve
Hall, the innovative Moorabool Healing Equine Assisted Learning program, the
Blackwood Indoor Bowling
Club, and the Lady Northcote camp.

Become an
ambassador
for Rotary

By Jessica Howard

A gift for living

If youre aged 50-74 youll be sent a free bowel cancer screening kit. The kit is
simple to use and can detect bowel cancer before any symptoms appear. Around 80
Australians die of bowel cancer every week, but if detected early, up to 90% of cases
can be successfully treated. So be sure to complete and return your kit. Its a gift that
could save your life. If youre over 74 talk to your GP. By 2020 people aged 50-74 will
receive a kit every two years.

The Rotary Club of Bacchus

Marsh has launched its inaugural Rotary Moorabool
Ambassador Awards.
The program aims to raise
funds for local and international projects, whilst empowering the rewards and
challenges of community
service.
Officially launched at the
Bacchus Marsh Library on
Friday 10 April, the program
will run between June 2015
and February 2016, and will
require participants to raise
a minimum of $5000.
All proceeds will support

a community initiative of
the Rotary Club of Bacchus
Marsh, the clubs affiliation
with a North Vietnamese
Village and a Moorabool
charity chosen by the
participants.
Program chairman and
president-elect for the Rotary Club of Bacchus Marsh,
Narelle Laing-Pearson said
she was excited by the opportunities the program created for individuals and the
community.
The value of volunteers
and the value of volunteering strengthens communities and generates personal
reward, she said.

The Rotary Moorabool

Ambassador Awards celebrates individual commitments to service.
Participants will be required to attend one Rotary meeting per month and
will engage in a series of
workshops to enhance their
knowledge and understanding of Rotary and the Moorabool Shire.
The unique program is
open to Moorabool residents
and employees aged 21 years
and above. For further information contact 0448 717 347

Promise still
up in the air
By Kate Taylor
Discussions between Moorabool Shire Council and the
State Government around
funding for Halletts Way are
continuing.
Mayor Paul Tatchell last
month met with Roads
Minister Luke Donnellan to
discuss issues around the
transfer of funds in terms of
the change of government.
Controversy
surrounds
funding for the planned

works on Halletts Way in

Bacchus Marsh, with funding for the project which
includes on/off ramps being promised by previous
governments.
Mayor Tatchell told the
Wednesday 1 April council
meeting about the discussions in his Mayors Report.
Theres some confusion
with VicRoads about where
the funding is. I will keep
you updated, but there are

some issues we need to be

mindful of.
At this point, were just going through the process and
working with the Minister.
This has been through
three governments, including federally with Catherine
King, the previous Liberal
State Government and now
this is the third government
- I believe this State government will make sure the
funds will be secure.

Key growth
in recreation

History first
By Jessica Howard
Navigators first war memorial and reflective space
will be unveiled this Sunday after almost 12 months
of tireless preparation.
In conjunction with the ANZAC centenary year, the
Navigators History Group created the memorial in
order to commemorate the returned servicemen and
women from the area.
History group member, Maria Kissane said the group
was initially created in order to research the history of
Navigators, however upon realising that 2015 marked
the 100th year of ANZAC they decided to instead create the towns first ever war memorial.
There has been a lot of preparation because we
started from scratch, when we realised the town had
no memorial whatsoever we decided to focus on that,
and we have done so for the past 12-months, she said.
We have a wonderful little group who have been
researching those who were involved in the war and
so far we have 15 peoples names, and we have also
invited the decedents of those people to attend the
unveiling.
Sundays ceremony will commence at 12pm on Main
Road, Navigators and will feature locally returned
servicemen and women, Moorabool Shire Mayor Paul
Tatchell and Members of Parliament, Catherine King
and Geoff Howard.
Weve had a really good response from the officials
that we invited, Ms Kissane said.
We also received a Moorabool Shire grant which has
really made all of this possible. Weve been working
continuously for such a long time and I think it will
be a family fun day Im just hoping we can have a
representative from each of the soldiers families.
Following the ceremony will be a free BBQ lunch and
entertainment by Irish singer, Maria Forde. For more
information contact Maria Kissane on 0402 054 133.

A draft Recreation and Leisure
strategy for the Moorabool Shire
is out for public comment.
Moorabool Shire Councillors
voted at the Wednesday 1 April
meeting to extend the public exhibition period from four weeks
to eight weeks.
The strategy is designed to guide
the planning, provision, development and management of facilities in the shire.
A report prepared by council staff noted that population
growth has created a surge in
sport and recreation participation, and subsequent increased
demand for facilities.
Interestingly, the report also
noted that Moorabool continues
to have the largest percentage of
recreation participation per capita
across the Grampians Region,
with key growth activities being
the indoor stadium sports such as
basketball, as well as cricket, soccer and football.
However, there is no dedicated
indoor soccer facility in Moorabool, while indoor courts at the
Bacchus Marsh Leisure Centre
are at capacity and another three
courts are required short-term to
meet the need.
The report also noted that some
improvements should be made to
play spaces.
Council also took a number of
questions on notice including
whether the strategy could focus

more on adult and older peoples

participation in sport, why council would put money into private
facilities, and an analysis of male
and female participation in sport.
Two speakers also addressed the
meeting, Bree Mort from Acrofun
in Bacchus Marsh and Gymnastics Victoria CEO Jamie Parson.
Both raised concerns about how
gymnastics is presented in the
draft.
Mr Parson said he is concerned
that council is going to scale
down gymnastics in favour of
basketball.
There are 245 participants involved in gymnastics in Moorabool. If you scale down gymnastics you will be the only council in
Victoria to scale down, he said.
However Mayor Paul Tatchell
said that the report does not say
that gymnastics will be scaled
down
Ms Mort told the meeting that
the public will interpret from the
document that Acrofun will be
moved out of its current home at
the Darley Civic and Community
Hub.
We are just asking that you take
the figures and statistics for gymnastics into consideration, she
said.
East Ward Councillor Dave
Edwards moved the motion to
endorse the draft strategy for
public comment, seconded by
Woodlands Ward Councillor Pat
Toohey.

Shop local for bigger and better

WILSONS Hardware is
taking the business to the
next level by creating a
one-stop-shop.
James Wilson, who co-owns
the business with his brother
Doug, said they were constructing a new centre at
South Maddingley Road
to merge both the timber
business and the hardware
business.
It took us a long time to
find a suitable site in Bacchus Marsh, and we know
this town. Weve been lucky
with our location, its fairly
central, Mr Wilson said.
The advantage of this shop
will be better access for our
customers.
The shop will be 1000sqft
on completion and will suit
both tradespeople and home
handy-people.
Wilsons Hardware was established more than 60-years
ago by James and Dougs

grandfather and is a quintessential local business with 17

full time staff and more than
six part time staff, most of
whom are local.
Our staff take extra care
and have a great relationship with our customers,
Mr Wilson said.

We specialise in timber
and are fairly heavily into
paint. We stock Haymes
paint and do a lot of trade
paint. Its one family business supporting another
family business.

We carry a good range of

timbers and have access to
it fairly quickly because our
trucks are always in Melbourne making deliveries.
He said he hoped the
new centre would open in
September.
Were just trying to build
something to service the
needs of Bacchus Marsh.

Society collates
WWI locals
By Kate Taylor
A new book is memorialising the brave men of the Ballan area who went to World
War I.
This year sees the centenary
of the ANZAC landing at
Gallipoli and as well as an
exhibition being held at the
Ballan RSL for three weeks
in April and May, the Ballan
Historical Society is commemorating the anniversary
by printing a book titled We
Remember.
Its a reference book, put it
that way, said Society Secretary Richard Biden. Were
researching every soldier
that was either born or lived
or worked in Ballan at the
time and we are assembling
a database of all the information we can get on those soldiers - theres about 800-plus
of those soldiers.
From that information,
were extracting a one-page
sheet on each soldier and
we will then be printing that
and binding it in a book.
Help from locals is also being sought anyone who has
photographs in particular,
of local soldiers should contact the historical society at
bshsinc@hotmail.com.au.
There will be two copies of
the book one for the historical society, and one for
the RSL.

more copies because its very

expensive to produce for one
thing, and we dont know
what the market will be.
They are really for reference
only and people can come to
the historical society or the
RSL if they are after information and we can give it to
them.
The book is taken from
an Excel database that we
have and theres a whole
lot more information there,
and people can come to us
and we can give them the
information.
That database will be ac-

cessible at the exhibition too,

and the book.
We Remember will be
completed in time for the
exhibition - with a foreword
from Moorabool Shire Council Mayor Paul Tatchell.
Its quite an honour, and
Im very excited about it.
I hope I can do it justice,
Mayor Tatchell said.
The exhibition We Remember will be open every day
from Saturday 18 April until
Saturday 9 May at the Ballan
RSL Hall from 10am until
4pm with free entry.

Eggcellent hunt

Just as the last Easter egg

was found and eaten, organisers are already planning
for 2016.
The Bacchus Marsh Easterfest was held on Good
Friday at Darley Civic hub
and attracted a total of over
2000 people, including 400
children.
Egg hunts were organized

in age groups and throughout the day 16 of those hunts

saw 300kg of chocolate eggs
hidden in the straw.
We hopefully have raised
upward of $1000, after expenses for the DjHS hospital, organizer Dotty Hazell
said.
We had quite a few expenses this year including

insurance, ground and toilet

hire, chocolate, consumables
and a few incidentals.
We are in the process of
planning for 2016, developing sponsorship packages
and believe next year we
have the potential to raise in
excess of $8000 for the hospital, Ms Hazell said.

School parking nightmare

By Kate Taylor
Parking at Bacchus Marsh
Primary School is not good
enough, according to a council report.
The Wednesday 1 April
council
meeting
heard
that the Lerderderg Street
schools capacity for parking
is so restricted that the problem spills out onto the surrounding road network and
impedes traffic on Young
Street.
The investigation followed
a request by councillors at
the start of last year for a
traffic study.
There may be a solution
however, with councillors
endorsing an idea to consider constructing a second

area for school traffic on the

adjacent Masons Lane Reserve if a funding opportunity for at least 60 per cent of
the project cost is provided
by the State Government
which is responsible for car
parking at state schools.
The project would also
require upgrades to the
entrance road and pedestrian connections within the
reserve.
Estimated cost of the road
upgrade, car park and pedestrian link is $470,000.
Stage 1 costs is estimated to
be $350,000, read the report
presented at the meeting.
Council will also write to
the school to recommend
improvements
including
line marking at the exist-

ing set-down and collection

area, as well as constructing
a footpath along the back
of the kerb from the entry
pathway to the front of the
circulation area.
West Ward Councillor Tom
Sullivan sought clarification on whether the Masons
Lane solution would be a
lease, a license, or a gentlemans agreement, as well as
where the responsibility for
maintenance would lay.
Woodlands Ward Councillor Pat Toohey suggested
a Memorandum of Understanding for the partnership.
The motion was moved by
East Ward Councillor Tonia
Dudzik and seconded by
East Ward Councillor John
Spain.

Dear Editor,
One could ask Whats
blowing in the wind at Ballan? One could also speculate on why the Moorabool
Shire Mayor is moving
house! Could it be because
he is in direct line with prevailing winds from the proposed wind farm turbines
and would find it unbearable to live there? Does he
know something he is not
telling rate payers? Moorabool Shire are certainly
keeping their cards close to
their chest when it comes to
the Moorabool wind farm.
It seems one cannot get a
consistent, honest answer
to questions put to council
representatives. I seriously
question whose interests the
council is looking after. It
certainly isnt the rate payers
impacted by the proposed
wind farm!

Dear Editor,
In response to the recent
letters from Marian Sidwell
(MN 24 March) and Damien
Strangio (MN 31 March), I
make the following points.
It is correct that the Woolpack Rd northern extension
is not the whole solution to
our local traffic issues, nor is
the Halletts Way ramps and
its southern extension to the
new housing estates at West
Maddingley.
We are a rapidly growing
community and sooner rather than later we will need an
eastern bypass to the town
to allow traffic to move from
the Geelong Rd to either Gisborne or the Western Hwy
toward Ballarat and the
Wimmera (and vice versa).
Currently all this traffic uses
the Gisborne Rd and Grant
Street route to the detriment
of the amenity of our townthe B Double grain and livestock trucks are the obvious
examples of this but you can

also add quarry trucks and

cars and caravans.
I might also add that the
second VCAT Planning
Panel voted 2:1 in favour of
issuing Planning Permits
applied for by VicRoads to
construct the Woolpack Rd
Extension- it was a nervous
government that opted to
reject it for political reasons.

Dear Editor,
The same people who
promoted intermittent energy (wind and solar) have
trumped that with their latest green energy fad hydrogen fuel.Hydrogen is the
most abundant element in
the universe; it fuels the sun
and is the third most common element on Earth. But it
is so reactive that it is seldom

found in its elemental state

- it combines strongly with
other elements such as oxygen to form water or with
carbon to form methane. It is
an essential component in all
acids, alkalis, hydro-carbons
and organic materials.To
extract hydrogen from natural compounds such as water, methane or coal requires
very large inputs of energy.
Most commonly hydrogen is
produced from methane gas
using heat and steam, or by
electrolysis of water using
large quantities of electricity. Hydrogen can be used
to power rockets, cars and
engines of all types. However the energy used to produce the hydrogen can never
be fully recovered from the
energy in the hydrogen. It is
thus NOT a source of energy
it is merely a storehouse
for energy - a battery.It
is possible to produce hydrogen from water using
electricity from nuclear or

hydro-carbon fuels, or even

intermittent green energy.
The hydrogen gas could
then be transported to cities as a clean energy source
for cars, thus reducing pol2. Form
lution from petrol/diesel
vehicles. But hydrogen is a
very dangerous gas. It has
tiny lightweight molecules
which have low energy
density and are difficult to
compress, contain and store.
It also forms a very explosive
mixture with air. To provide
a network of hydrogen carfuelling stations, or to suggest hydrogen as a domestic
gas, is inviting explosive
disasters in the suburbs
(imagine the Health and
Safety
regulations!)Even
the impractical electric cars
have benefits compared to
the hydrogen car. Electricity is safer and the supply
network is easier and essentially in place. Moreover,
electric cars do not reduce
the oxygen content of city air

Exchanging school culture

By Jessica Howard
Bacchus Marsh College
students, Connor Allen and
Claire Hughes have returned
home from their 12-month
exchange programs.
In 2014, the Bacchus Marsh
Rotary Club sponsored the
two 17-year-olds as part of
The Rotary Youth Overseas
Exchange Program, which
saw them spend the year
studying abroad in Brazil
and Hungary.
Whilst in their respective
countries, the two students
stayed in the homes of Rotarians and attended their
local schools.
Connor, who attended Santa Maria Floresta in Brazil,
said it was great to see how
different the schooling system was in comparison to
Australia.
Basically just the way their
school works, their hours
and their approach to their
schooling seems much more
efficient than ours, he said.
I found that I coped a lot
better than I expected. I originally thought that it would
be hard to adapt, but it all actually sank in very quickly.
There were significant language barriers for the first
few months, but for the rest
of it, it was fairly easy to pick
up the language.
Connor said the highlight
of his trip was attending the
Soccer World Cup, as it was
great to see people from so
many different countries all

in the one place.

Ive had an experience that
I would never be able to experience in Australia. Ive
learnt a new language and
met people that I would never have met if I had chosen to
stay here, he said.
Meanwhile, Claire, who attended Kazinczy Ferenc in
Hungary, said her trip allowed her to feel a lot more
independent, however the
7:50am starts were difficult
to begin with.
It was very different over
there, their age groups work
differently and they have an
extra year of school. They
dont wear a uniform and
the days go from 7:50am to
around 4pm, which was a
bit difficult at the start but
I eventually got used to it,
she said.

Claire said she enjoyed experiencing a different way

of life, with the highlight
of her exchange being the
two school trips, which
took her to a number of different countries including
Italy, France, England and
Belgium.
Bacchus Marsh College
Learning Community Leader, Mr Chris Egan said the
students had opened their
eyes to different cultures
and different ways of life.
Lifelong friendships develop and we can see students
grow in confidence, maturity and independence as a
result of their experience,
he said.
When students come back
they are filled with a greater
understanding of the need
for a quality education that
allow students to achieve
a higher quality of life. We
highly recommend the exchange and encourage interested students to investigate
the program.
The Rotary Youth Overseas Exchange Program
occurs on an annual basis
and involves an exchange
of students nominated by
individual clubs. Applications for outbound exchange
students are now open, with
students starting Year 11 in
January eligible to apply. For
more information, contact
the Bacchus Marsh Rotary
Chair of Youth, Lita Foot at

Grand Final against Lancefield, at Romsey, to crown the

Three days of intense cricket saw the local team win

on Lancefields top order,

he said.
Ron Smethurst got the bulls
off to an excellent start getting an edge to first slip to
make Lancefield 1/8.
Russel Griffiths and Liam
Baker bowled extremely
well before James Baker was
introduced and removed
the Lancefield captain for
a duck. Baker also collected the prize wicket of D.
OMeara on 42 to have the
opposition at 4/75.
At the close of play Bacchus
Marsh had bowled 73 overs
and Lancefield were 7/114.
Day two saw bowler Liam
Baker grab a couple of quick
wickets with a caught and
bowled and an lbw to have
Lancefield at 9/134. Ten runs
and four hours later they

were all out for 144.

Andrew Porter and Alex
Sweet took to the crease
making 54 runs before Porter was removed in the 25th
over for 31 runs.
The Bulls ended the day on
7/109 with John Mowlam on
35 and Craig Dunn on 3 not
out.
Lancefield only needed
three wickets at the start
of Day three and the Bulls
needed 36 runs, not good
odds.
However, wonders never
cease and Dunn and Mowlam remained at the crease
to steer the team to the
Premiership. Mowlam finished on 58 not out and was
awarded Player of the Game
by the umpires.

The Automatic Earth

I hope all readers of this

opinion piece had a relaxing and refreshing Easter.
This week I continue with
a report of the 12th Permaculture Convergence held
recently in Penguin, just up
the road in North West Tasmania, from Burnie.
Another keynote speaker
at the Permaculture Convergence was Nicole Foss. Again
I suggest you check Nicoles
web-site. Nicole is co-editor
of The Automatic Earth.
She has spent much time
writing and interpreting the
on-going economic turmoil
as the most important aspect
of the current multi-faceted
crisis. While we think of
climate change and peak oil
as having an enormous impact, which is certainly true,
Nicole believes that the economic bubble we live in will
burst before climate change

and peak oil come our way

more seriously although
you would not tell that to
the people of Vanuatu who
are feeling climates effects
today.
The
site
http://www.
t heautomat icea r t h.com/
integrates finance, energy,
environment, psychology,
population and real politics
in order to explain why we
find ourselves in a state of
crisis and what we can do
about it. I have mentioned
Nicole in this opinion piece
before when she came to
speak at Daylesford a couple
of years ago.
Nicole spoke of our recent
(recent in terms of our ancestry) history as a species as
one of cycles against a backdrop of an expansion dating
back at least 10,000 years,
since the dawn of civilization. She went on, We have

performed a dance with

resource limits, undertaken
through land-grabs and
unsustainable
maximisation of extraction. Now we
find ourselves at the peak
of everything, over carrying capacity and with nowhere to expand to. This is
a considerable predicament,
requiring the future to look
very different than the extraction, expansionary past.
The sooner we start building
that alternative future, the
better its chances of gaining
a foothold in the coming era
of contraction. Nicole spoke
of the limits to the growth
scenario, with a focus on the
least understood limiting
factor financial crisis- but
setting that in the broader
context of other interacting
limits as well.
To summarise Nicole, as
with David Holmgren, in

a small piece is beyond the

scope of this seven hundred words. Again I suggest
you travel through Nicoles
web-site. Here is a further
taste of some of the content
of Nicoles thinking. Nicole
states, Lets start with defining what an investor really
is. A reasonable definition
of an investor seems to be
someone who puts money
into risk bearing assets that
promise to produce financial
gains through increased
productivity. If we can
agree on that, then furthermore I think we can all agree
that investors need markets.
And not only that, but they
need functioning markets.
What defines functioning
here is that investors need
to be able to discern what
the value is of the assets they
have already purchased
and/or are thinking of purchasing in the future.

But, Nicole states, we

havent had any functioning markets since at least
2008. There is no price discovery left, nobody knows
the actual value of anything
anymore, and traders pour
money into all sorts of assets without having one
single clue as to what they
are really worth. They dont
even care about the real
value of the assets they purchase. They dont have to,
because the games so obviously rigged and distorted.
The crash to come also offers, according to Nicole,
hope. She claims, the discussion of ways forward
from here should be focused
on building social capital
in order to facilitate a range
of alternative trading arrangements not dependent
on centralised life support
systems (for example our

supermarkets having a
weeks supply if trucks are
taken off the roads). Decentralisation and resilience are
critical as we seek to re-boot
our global operating system.
There is much to do, little
time to do it, and we stand
on the verge of a less than
supportive social context
at a global level (we cannot
look to KFC to come to our
aid). We must compensate
for that by focusing on the
local, in as many places as
possible simultaneously. All
important
transformative
change comes from the bottom up, and now it is more
important than ever to recognise and implement that
principle.
What is your opinion?

Million dollar
houses are selling
Enzo Raimondo
CEO, REIV
While attention has focused
on the affordable attractions of regional Victoria
for families on a budget and
first home buyers, cities and
towns across the state offer an enormous variety of
homes.
From weatherboard cottages to two and three-level
bluestone buildings crafted
more than a century ago,
new housing estates to elegant
heritage-protected
mansions, the breadth of
choice is reflected in the
range of selling prices.
And while private sale is by
far the most common means
of selling a home in regional
Victoria, auction is becoming more popular and a substantial proportion of homes
in the top price bracket are
selling at auction. Many of
these higher-priced sales
were recorded in late 2014.
In the December quarter
of last year 29 of the 1439
house sales across regional
Victoria sold for more than
$1 million. They accounted for $45,229,000 of the
$525,810,833 worth of property sold. Eleven were sold
at auction or before, the rest
were private sales. The highest price reported to REIV
was $3,500,000 for a home in
Greenhills Road, Bellarine.
And, in the first three
months of this year, preliminary figures show that 30
of the 944 house sales were
for more than $1 million.
In total they were worth
$42,912,000. Fourteen of
those were sold at, before or
after auction, while the rest
were private sales. The high-

est price reported to REIV so

far is $2,450,000 for a home
sold by private sale in New
Gisborne.
Its not surprising that most
of those properties were in
some of regional Victorias
most sought-after locations.
For example, in the final
three months of last year a
Spring Hill home sold for
$1,850,000, a Cherokee home
in the Macedon Ranges municipality sold for $1,300,000,
a home in Bellarine sold for
$3.5 million and one in Ballarat central for $3 million.
There were several other
sales of more than $1 million
in the Macedon Ranges and
in-demand Ocean Grove
and Wallington.
Prices also topped $1 million for homes in White Hills,
near Bendigo, Strathdale,
also in central Victoria, and
Nagambie, Gisborne and
Lake Tyers Beach - as did the
sale price of an apartment on
Geelongs waterfront.
At the other end of the scale,
a home sold for $56,000 in
Tatura, one for $60,000 in
Walwa and another for
$70,000 in Piangil.
So far this year the homes
fetching the highest prices
have been in similar areas to
last year including the Surf
Coast and Macedon Ranges
often commanding sea or
bush views.
This year too, the price
range is wide from just
over $50,000 in the states
outer west and north, to
more than $2 million closer
to Melbournes CBD illustrating that, as in Melbourne,
the regional Victorian housing market offers choices for
buyers at all levels.

Ballan Football

The Blues ventured to Creswick and expected a tough

tussle. The Seniors started
slowly as the Saints came out
full of vigour. In ideal conditions and on the big ground,
the match was a played at a
great pace. Coach Williams
kept his troops in line from
full forward and made the
most of every opportunity.
He inspired the team at
half time and it had the desired result. Tensions ran
high when Jake Wilkie was
downed in the third quarter,
raising the Blues intensity
to take control of the game.
From then on the Blues had
all the play and had a resounding win.

119 def Creswick 9 4 58
Best - J Kew, K Doyle, S
Campbell, Z Peoples, M Williams, D Ismail
It was a similar story in the
Reserves with the Saints
booting three early goals,
leaving Ballan shell shocked.
Captain Marcus Darley was
under the pump but slowly
steadied the backline and
things started to click. Austin Bongart was called up
from the U18s and played
another impressive game.
Up forward the experience
of Rod Watts and Brad Cox
shone through. New coach
Trevor Davies steadied the
team and in the second half
the Blues took the game by
the scruff of the neck and
came home with a comfortable win.

Best - R Bongart, D Trickey, A Pascoe, M Currie, A

Bongart.
The Under 15s had a big
change in their line up from
last year and expected a
tough encounter from the
strong Creswick line up. The
home team had winners on
every line and played their
ground to perfection. The
Blues did put up a good fight
and Connor McLeod was
in the thick of it all day trying to lift the squad but the
Saints had too many runners. The Blues have started
the year against their toughest opponent and should get
back into the winners circle
in coming weeks.
Final Score - Ballan 1 3

The Under 18s took on their
old adversaries and with
some recent key withdrawals the Blues knew they were
up against it. To their credit
they were always in the
game and never dropped
their head. Ryan Bongart ran
all day and was easily best on
ground for his untiring commitment. Aaron Pascoe also
put in a tremendous effort
up forward and Mason Currie did a great clearing job in
defence. In the middle Dylan
Trickey gave plenty of drive
but the Saints on their home
patch used their ground to
their best advantage.

Round 1 v Bungaree
The first round in the Senior game was not what was
hoped for and a loss to last
years premiers shows the
work needed for the rest of
the season.
Best - Chris McGuigan, Harley Hunter, Matt Raworth,
Jordan Clampitt, A. Milner.
The Reserves had a flying
start to the season with a
solid win.
Best - Luke Toohey, Mark
Kersley, J. Poppe, John Manchee, Mick Kersley,S. Curtis.
The Under 18 team came

up against a much stronger

Bungaree side and struggled
in the first three quarters
with the opposition attack
on the ball. The last quarter
the boys scored and played
the game out.
Best -Wil McGannon, Issac Bowker, Jack Toohey, M.
Spezza, Shane Hicks,Rohan Clampit.
The Under 15 junior Eagles
had a great win for the first
game of the season. The
extra pre-season training
paid off with their effort in
the game. They all teamed
up well with everyone
contributing.
Awards - Riley Cording,
Macauley Griffith, Kobe
Cheeseman, Tyrone McGuiness, Nick Masson, Darcy
Hunt
The Under 12 team tried
hard in their game and
could not match their opposition skills. Best - Branson

Ballan Netball

Round 1 v Creswick
13&Under B - Our youngest
netballers had a great win to
start the season, with both
Chloe Ranieri and Lily-Cate
Mullane making their netball debut.
13&Under - What a great
start to the season with the
girls defeating Creswick
30-6. Ballan dominated all
over the court with Anais
Clifford and Ellie Burquest
proving too strong in the
circle. Erin Vella, Lara Casey and Maddison Alcock
all showed their versatility,
each playing three different
position combinations.

15&Under - Round one and

the pressure was on against
a top team at Creswick. With
new players to netball and a
new group of playing girls,
round one was always going
to be a tester. The girls stayed
positive and held their heads
up despite the score board.
Best on court - Cate Lidgett.
17&Under - Strong rebounding, accurate goaling
and quick turnovers allowed
the Ballan girls to record
their first win of the season.
Ballan kept Creswick goalless in the second quarter,
setting themselves up for a
wonderful victory. Ballan 31
defeated Creswick 10.
C Grade - The scoreboard
didnt reflect the game, the
girls coming together quite
well for their first game together. Creswick 23 defeated
Ballan 14.

B Grade - After a few minor first game errors the

girls settled well into their
roles. Capitalising on great
rebounds by Kylie Fenwick,
the defence end brought the
ball down with ease. Jayme
Nielson and Kathy Burquest
combined well together,
with quick feeds amongst
themselves allowing them
to get close to the ring. Creswick had great defence over
every ball, causing Ballan
to work extremely hard for
each ball. Bec Conroy was
outstanding down both
ends all-day and combined
well with Bianca Gordon
and Alannah Clifford. Mel
Conroy, the newly appointed 2015 captain led her new
combined team with composure and maturity.
A Grade - After a hard and
long pre season the girls
were very excited and nervous for game day. Ballan

started slow, with Creswick

getting on top of them. With
no changes made by Ballan they cruised through
the second quarter jumping
ahead by 10 goals with a
well combined defence end
of OBrien, McClure and
Boswell getting plenty of
tips and rebounds. Captain
Stacey Casella led both ends
in centre with maturity and
steady hands. Combining
well with Kara Jones, they
fed into the goalers well
from the edge of the ring.
Broden Currie and Sam
Peoples had a tough game
against a tight and tall Creswick team, however shooting accuracy and quick feeds
allowed the goalers to hurt
Creswick on the scoreboard.
Creswick kept coming back
throughout the whole game
with many changes made,
however a fit and calm Ballan took away the four points
with a 13 goal win.

Bacchus Marsh athletes represented the Centre at the

On Day 1, Maddy James

Jackson and Maddy James

in the 1600m (mile) event,
congratulations to Kirsty
Bresnan who finished 33rd.

Victorian Womens FL One sided matches feature in opening round

Bacchus Marsh
In front of a large spectator
crowd, the womens football
team played their first game
last Sunday.
Playing Manor Lakes at
Maddingley Park, the team
was undermanned with
players missing, however
it was an even first quarter
with most of the play with
the Bacchus Marsh side.
Unfortunately they were
not able to convert their
opportunities.
At half time the girls were
only nine points down
and held Manor Lakes to

a minimal score at three

quarter time.
In the last quarter it was
game over for the Cobras
with the opposition running
all over the girls to record a
33 point win.
Next week the team will
travel to Kyneton for Round
2.
Final score - Bacchus Marsh
1-1-7 lost Manor Lakes
5-10-40.
Best - Emily Crawford,
Madalyn Clarke, Emily
Sculley, Abbey Bertram,
Dannielle Menzies, Crystal
Leyton.

CHFL Report (Round 1)

With the closest margin of
28 points in Round 1 there
are quite a number of clubs
who will be far more focused on being competitive
throughout the whole match
in Round 2, according to a
report from the CHFL.
The replay of the 2014
preliminary final between
reigning premier Bungaree
and Gordon proved to be
much closer than the equivalent encounter in round 1
last year but the Eagles will

still be disappointed to again

fall short against Bungaree.
It would appear that the
impact of one player was significant in the overall result
of the match.
Luke Mirtschin kicked ten
goals, the only multiple goal
kicker for the Demons, and
possibly identified a coaching masterstroke by new
coach Heath Pyke.
Gordons Mark Gunnell is a
high class defender and very
rarely is he defeated but he
was matched with a tall forward and had no other team
mate who was able to go

BALLAN PLUMBING

with the speed and agility of

Mirtschin.

Against Creswick, Ballan

were dominant after half
time turning a ten-point lead
into a 59-point victory.
Zac Peoples and Shaun
Campbell in particular were
keys in this demolition, repeatedly winning the ball
out of the centre that provided Mark Williams with
excellent delivery inside the
forward 50.

Last years runner up,

Springbank swept aside

Dunnstown with Paul McMahon, Michael Searl, Bill

Driscoll and Joel Maher all
starting the season in fine
form.
Dunnstowns Sam Jenkins,
Jaye Cahir and Karl Begbie
will need to put in a full four
quarter performance to help
get their club that first win of
the year.

In Round 2 this Saturday

Waubra, Gordon and Buninyong should all prove
too strong for Rokewood
Corindhap, Carngham Linton and Daylesford.
