right here in Medford with ambitions to give back.
Ever since I got a guitar at 10
years old, I knew music was what
I wanted to do, Stokking said. I
would just get
lost for hours
and
hours
writing and
playing
music.
He
was
given a cherry
red Washburn
electric guitar
by his parents,
a day he says
STOKKING
he will forever
be grateful for.
His parents Nancy and William
both played the cello, so he was
naturally influenced by them
when it came to music.
He used to try to emulate leads
by Kirk Hammett of Metallica
and David Gilmour of Pink Floyd
in his early playing days.

Local martial arts school Golden Tiger Traditional Martial
Arts, 15 Fostertown Road, in
recognition of April being
Autism Awareness Month, is
sponsoring a fundraising event at
its location on Sunday, April 19,

Christies tax cap is working


But now its time to move to the next phase reducing property taxes

Christie won a political battle,
enacting a 2 percent cap on municipal tax levies. The law limited
property-taxing budget increases to a
maximum of 2 percent with some exceptions down from 4 percent, lest
they be subject to public vote.
While some argued at the time
whether the cap would work, or
whether it was another political ploy,
the data says it has had a positive effect.
Since the cap was enacted, property
taxes rose 2.4 percent on average in
2011, 1.6 percent in 2012, 1.3 percent in
2013 and 2.2 percent in 2014. From 2004
to 2006, property taxes increased at
least 7 percent each year.
Thats data we can stand behind, but
now, five years after the caps enaction,
more needs to be done. Its not simply
good enough that property tax increases have leveled off; we need to find a

way to reduce the property tax burden


on our residents.
While the increase last year was
only 2.2 percent, New Jerseys average
property tax bill rose to the highest its
ever been to $8,161 on average, according to Department of Community
Affairs data. The average property taxpayer paid an additional $173 in property taxes last year, up from an average
total of $7,988 in 2013.
Heres some more ugly data...
Only 0.2 percent of homeowners in
the U.S. paid more than $8,000 last year
in property taxes which is lower
than our state average.
New Jersey collects $3,000 per capi-

ta in property taxes. Seventy-nine percent of American homeowners paid


less than $1,750 last year, and only 3
percent paid more than $4,000.
Christies property-tax cap was
never going to fix the problem of New
Jerseys high property taxes; it wasnt
designed to do so. It has helped keep
local taxing entities in check, but thats
only a start.
Step 2 of property tax reform should
be initiatives to lower property taxes.
Some of these are in place, such as incentives to bring new business to the
states barren wastelands such as
Trenton and Camden.
But that is not enough. We need to
bring more business and more jobs to
this state, more ratables for our towns
and school districts to offset the taxes
these entities need to operate. Taxes
arent going up too much, and thats
good, but now they need to start going
down.

On April 7, a packed Medford
Township Public Safety Building
played host to a heated meeting
that took more than three hours
to voice everyones feelings.
Two topics that have been hot
as of late took the main stage and
had many residents up in arms.
The township is looking to purchase the Park View Cemetery,
which consists of two locations,
one in historic Medford Village
and the other in the Kirbys Mill
location.
The original purchase price
will be $10.88 million and the targeted closing date is Dec. 30.
The
anticipated
revenue

stream is more than $80 million


over 50 years, after payment of all
expenses, maintenance, debt
service and trust fund contributions.
These projections were based
on revenue reported by other
New Jersey cemeteries on their
tax returns that were approved by
the State Cemetery Board in
March 2010.
However, the majority of the
public who voiced their opinion
at last weeks meeting were skeptical about these projections and
therefore very uncertain it would
be beneficial to the towns finances.
These projections are totally
unrealistic. In fact, Burlington
County is losing population. It de-

creased about a half percent last


year, Marlene Leiber said.
Residents were concerned
these numbers will be skewed
down the road due to the increasing number of people leaving the
area and, in turn, the decreasing
number of people who will be
using the cemetery.
Mike Panarello felt strongly for
a referendum on the topic, as
most at the meeting did. He said
he does not find it fair that council is essentially asking residents
to trust blind faith when making
a purchase of this magnitude
after the meetings between the
purchasing agents were redacted.

Buoni is confident about the future of this particular project and
understands any potentially negative fallout will be reflected in
the next election.
This is not going to negatively
affect that budget. Its going to enhance it. Its not fair to still say
that we have a debt problem today.
Its currently at $28 million after
starting at $45 million three years
ago, and by the time we leave office, it is going to be minimal. I
guarantee that, Buoni said.
Some residents were also not
happy with the previous meeting
held concerning the cemetery
purchase at which Deputy Mayor
Jeff Beenstock gave a presentation regarding the details.
The appraisal report is a lot
more detailed than the basic
spreadsheet that was given out at
the presentation a couple weeks
ago. Nothing is based on hard
value or market value, it is based
on this projected revenue,
Charles Deal said.
However, not all residents in attendance had entirely negative
things to say in the public comment session.
I appreciate the efforts to try
to generate additional revenue
into the township, Jim Dixon
said.
It doesnt sound bad, but it
sounds like we need more time
for it, John Check said.
While fielding questions and
keeping order, Mayor Chuck Watson wanted to be clear that they
are not substituting this project
for other things that need to be
addressed.
We need to bring police back,

doing this instead of that; thats
the reason we are doing this. We
have to think outside of the box to
get some income to do these

Another discussion topic that
received a lot of feedback was the
draft ordinance on deer fencing.
The issue of deer fencing was
originally brought before council
in May 2014 after residents complained about the lack of clear
regulations for it. The original
question was whether deer fencing would be defined and regulated as any other fence in the township. The topic was brought to the
townships attention in the past,
but no action had been taken.
Under the draft ordinance,
deer fencing would be permitted
in wooded areas. It can be up to
eight feet high in back yards and
up to six feet high in front yards.
Megan Knowlton Balne, an attorney from the law firm of Hyland Levin, represented Charlene
Smith and Dr. Paul Roth Garrett
at the meeting.
Garrett is a professor of public
health at Drexel and a physician
who is concerned about the public health issues. He has had a
deer fence that has been there
since the 90s.
Balne has told him he can get a
nonconforming use variance to
say it was legal when it was installed and now it is not, further
enabling him to go to a zoning
board to let it stand.
I was not at the meeting to be
self-serving. The town is essentially drafting an ordinance to
make it almost impossible to have
an effective deer fence, Garrett
said. The law makes residents
run the deer fence parallel to
their driveway. In this case, deer
will go to the front door, and when

There is a six-foot height restriction, and it is well known
that deer can jump over six feet,

Stokking grateful for opportunities he has in Los Angeles

Philadelphia where he would
team with a few friends to form
the band, Close To Good.
Im very proud of what we accomplished in only about five
years. We produced two or three
albums and even covered the
soundtrack to the MegaMan 3
video game, Stokking said.
Stokking has been driven by
music his entire life and has recently decided to chase his dream
and move out west.
He packed his bags and moved
to Los Angeles where he would be
living with an old friend, Ricky
Ryba.
In search of a fresh start where
there was much more opportunity, Stokking was motivated to take
his music to the next level.
Seven months later, after looking back on his decision, he is

very pleased with the success he


has found.
I got much more than I bargained for. I was serious about the
move and all, but the projects that
I have created and the people that
I have met have definitely been a
blessing, Stokking said.
Stokking teamed with his
friend Ryba who originally started as an actor. They both shared
similar passions for bands such
as Pink Floyd, Lynyrd Skynyrd
and ZZ Top.
Shortly after, Stokking was
playing his acoustic guitar outside one day and was heard by the
right man. A representative from
Iheart radio who was looking for
someone in Stokkings situation
approached him with some opportunities.
A gig at the House Of Blues is
where the band name Rebel
Souls was created. Before getting on stage, they were throwing
together some creative ideas on
paper and the idea for the name
took off from a three-letter

Being born and raised in Medford, Stokking knew he would
face some challenges out west, especially with the amount of competition in his line of work.
I knew the amount of competition would provide some obstacles, but the biggest challenge I

have found is constantly being


faced with the question of, is this
for passion or for business?
Stokking said. Ive learned that
it has to be a good balance of
both, and you need to know when
to tap into each side.
Unfortunately, Stokking has recently returned home for a bit
due to his fathers memorial serv-

ice. He passed away early morning Dec. 14. While home, he performed at Otts in Medford on
April 10.
Before he moved, he booked a
gig at Otts to collect non perishables for the homeless, and it
ended up being very successful,
so he was able to book another gig
there when he contacted them
about returning home.
It has kind of turned into
home base for me over the years
when I return to Medford,
Stokking said.
As far as the future goes,
Stokking will return to Los Angeles to chase his dream and make
music. A specific dream he has always fantasized about is performing, headlining and hosting a festival in a castle and giving the
proceeds to charity.
The stone walls would make
the acoustics sound epic, and Ive
always dreamed about giving our
earnings to hungry or thirsty
kids. I just want to give,
Stokking said.
