On Saturday December 8th, 2014, four Investigative Services Unit (ISU) personnel were assigned to be

imbedded with protesters. Prior to this assignment, the Investigators were briefed on their role of
intelligence gathering and on officer safety issues. Up to this point, ISU TLO officers obtained
intelligence on protesters through social media regarding dates, times, and locations of planned protests
and of intentions to disrupt Bay Area freeways.

Information received, and relayed to the Golden Gate Division (GGD) Emergency Operations Center
(EOC) on that first night was invaluable. For instance, ISU Investigator Keith Scott overheard several
protesters planning on taking Interstate 80 in Berkeley. In addition, Investigator Scott observed these
same protesters arming themselves with rocks. Investigator Scott was able to relay this information
through the EOC to CHP personnel assigned to the area. Subsequently, CHP personnel were at the ready
for the attempt to take over Interstate 80 and were prepared for the assault from protesters with rocks.
On December 9th, 2014, Investigators were able to learn that the protesters were using a mixture of
Maalox and water to spray in the air when tear gas was being deployed. Apparently this mixture dilutes
the tear gas. Officers on line observed this white spray and believed it was a chemical agent being used to
assault them. The officers retreated and the patrol vehicles were vandalized. Under cover (UC) officers
were able to contact the uniformed officers and advise them what the chemical was and its intended use.

In addition, UC officers were able to learn that the protesters were going to take a specific ramp that the
protesters felt was vulnerable due to the small number of uniformed officers at the scene. UC
investigators were able to relay the information to the EOC and the ramp was fortified. Also that night,
UC investigators identified protesters that vandalized patrol vehicles with rocks.
On December 10, 2014, UC investigators followed a splinter group nearing Interstate 80 in Berkeley who
were identifying unfortified locations to access the freeway. UC investigators were able to relay this
information to the EOC and ensure coverage at these locations. An informant was gained on this day and
this informant was able to identify the person who assaulted another protester with a hammer. Additional
information received was that the anarchists had no interest in taking the freeways but were more
interested in looting when the crowd went back to the city streets.
On December 11, 2014, UC investigators learned that several protesters were upset with the CHP
Oakland Area for the arrests made the previous night. The protesters planned on heading to the Oakland
Area CHP office; however, the UC investigators were again able to relay this information to the EOC.
Lastly, the UC investigators learned that the protesters were no longer going to take freeways via onramp
due to less lethal being deployed. They instead were going to take the freeways via perimeter fencing.
