TITLE:

KIMBERLY BEEM BRIEFING AT THE LICKING COUNTY SHERIFF'S


OFFICE

SUMMARY:
On January 10, 2014, at approximately 1010 hours, BCI Special Agents Jonathan Jenkins and
Adam Swope met with Licking County Sheriff Randy Thorpe, Chief Deputy Chad Dennis,
Captain Dave Starling, and Licking County Prosecutor Ken Oswalt at the Licking County
Sheriff s Office (LCSO), in Newark, Ohio. During the meeting Jenkins and Swope were briefed
on the events and background information related to the aggravated menacing by Kimberly
Beem against various Licking County public officials and their family members.

DETAILS:
During the meeting Starling provided a background related to how the problems between Beem
and the LCSO first began. Starling stated in June of 2010 the LCSO received a call for service at
the James Beem residence, who is Beem's father. The call was in reference to a family type
dispute. Upon the arrival of LCSO Deputies Murphy and Tyo, they discovered Beem had been
in a verbal altercation with James and her two younger sisters Alyson Kay, and Beth. The verbal
dispute was over a family trust account and no assaults or threats occurred. The deputies
basically ensured the parties were separated and had dispersed and no arrests were made.
Starling stated the reason for the argument was over the trust fund started after James' wife
passed away. After her death James decided to tum his will into a trust fund account and named
Alyson Kay and Beth as the trust fund trustees. Starling stated James owns a farm and farms
several hundred acres. Starling was not sure of the exact amount the trust fund was worth, but
believed it to be approximately two million dollars. After the change in the trust fund came
about, Beem became enraged and one day asked to speak to James in person. Upon arrival at

James' residence Beem made contact with James while he was out in the fields farming. During
the confrontation with James, Beem started cursing at James so Beth called the Sheriff s Office.
While the Sheriff s Office along with the Pataskala Police Department was en route, Beem made the
accusation that Alyson Kay attempted to swing a club at her and that Beth's daughter, Sierra Johnson,
caused damage to Beem's car by keying the tail light lens. In addition, Beem stated hervehicle was
blocked into the open field keeping her from driving away.
Starling stated the reporting deputies did not discover any evidence supporting Beem' s claims,
which led to no criminal charges being filed. Starling stated if there was evidence present then
deputies would have submitted the appropriate charges.
Starling stated Murphy did complete a report and the case was turned over to the law director for
review. After review the law director found insufficient evidence to charge anyone with a crime
and the investigation was closed.
After the investigation was closed Beem filed a public records request and began studying the
reports made by Murphy. Beem soon discovered a mistake in Murphy's report in which she
(Murphy) mixed up the names of Beem's sisters. Therefore Beem concluded Murphy falsified
her report in order to keep Alyson Kay and Beth from being arrested. According to Beem this
also made Murphy a part of the LCSO conspiracy against Beem
From that point in time in 2010 Beem has continuously harassed the LCSO and accused Thorpe
and many of his deputies as being corrupt and conspiring against her. Beem also made it a
priority to have Murphy's report changed and have her sisters charged with a crime.
Finally in March of 2013, Thorpe assigned Starling, who is an experienced and seasoned
investigator to reinvestigate the original 2010 complaint. Starling stated he worked the case and
re-interviewed several people. Again, Starling found no evidence of wrongdoing and again
found insufficient evidence to charge Beem's sisters with a crime. Since Beem did not agree
with the outcome she began to heavily criticize Starling.
Unfortunately for Starling, Beem then began to accuse Starling of being corrupt since he did not
arrest her sisters, and that he also was a part of the conspiracy. According to Starling, Beem then
decided to start personally attacking his two adult aged sons, even going as far as accusing one of
his sons as being homosexual. Starling also stated his other son was at one time employed by the
LCSO. This particular son found himself in violation of some policies and procedures and no
longer is employed by the LCSO. Starling stated Beem again did not agree with his son
resigning from the LCSO and continued criticizing Starling.
Jenkins and Swope were advised that Beem will quite regularly email multiple members of the
LCSO to include the detectives and many of the deputies. The emails usually contain statements
by Beem related to how she believes the LCSO should operate or how people have bonded
together or linked together to continue their corrupt ways.
Starling was able to provide Jenkins with copies of an unusually large amount of emails authored
by Beem, which contain mostly negative comments about the LCSO and Prosecutor and theories
about how they have conspired against her.

Starling stated Beem often comes up with new accusations. Starling stated Beem thinks her
father is losing his mental stability in his old age and is being taken advantage of by Alyson Kay
and Beth. Starling stated during an interview with James he appeared to be very normal and did
not appear to be failing miserably in his mental state as Beem claims. Starling stated James is
still very active and manages his large grain farm. Starling stated he did not detect any evidence
of elder abuse, but Beem did not agree with his findings and criticized him for the investigation.
Starling advised Jenkins and Swope of another incident which occurred at the cemetery in which
Beem's mother is buried. At one point in time, Beem placed a large wreath on her mother's
grave. However according to the cemetery rules the wreaths can only extend out a certain length
from the grave stone so that maintenance workers can easily mow the grass. In addition, one day
after she placed the wreath at the grave, James went to visit his wife's grave and saw the wind
blew over the wreath. James then attached the wreath to the grave stone with a small wire so that
the wind could no longer blow the wreath over. After attaching the wreath, James then removed
the stand the wreath had been sitting on and took the stand to his house. The next time Beem
visited her mother's grave she observed the changes by James and immediately reported the
incident to the LCSO. The responding deputy took the complaint from Beem and she wanted
James charged with a crime. James was found to have done nothing criminal in nature, which
Beem did not agree with. Therefore, Beem again criticized the LCSO and continued her theory
of conspiracy against her by the responding deputy.
Starling and Thorpe stated Beem will criticize the LCSO in public emails when there are
disciplinary actions or promotions in which Beem does not agree with. Thorpe stated LCSO
Deputy Chris Slayman was recently promoted. Thorpe explained an incident in which Slayman
made a comment which was taken out of context and published by the media. IfBeem would
have known the context of the whole comment made by Slayman she would have been better
informed. But instead she decided to criticize the LCSO and did not know the whole truth.
Starling stated Beem has started asking for public records requests on the high profile
investigations such as murders and suicides conducted by the LCSO. After obtaining the case
files Beem has contacted the family members of the victims to inform them of problems she has
with the LCSO and her theories of conspiracy and corruption.
Starling stated Beem has contacted neighboring sheriff s offices and notified them of her opinion
of the LCSO and problems she has had, to include her conspiracy and corruption theories.
Oswalt stated Beem has also accused him and several of his assistant prosecutors of being
corrupt.
Jenkins and Swope were informed that Beem has notified anyone who will listen to her theories
of what she believes to be corruption in Licking County. She has notified most of the local
media outlets to include newspapers and TV stations, her state senators and representatives, the
Ohio Attorney General, the Licking County Commissioners and various other political entities.
Thorpe and Starling both stated their ultimate goal would be for Beem to stop the constant
harassment of spreading false accusations against them and the LCSO.

Jenkins asked Oswalt what type of criminal charges he thought would apply to Beem's actions.
Oswalt did mention the possibility of menacing and intimidation charges, but stated he did not
want to be involved in the potential prosecution of the case. Oswalt explained, since he is also
accused of corruption by Beem he would like a Special Prosecutor to first review the case and
then write him a letter asking to be involved in the prosecution, if applicable, of Beem.
Jenkins advised Oswalt, the Attorney General's Special Prosecution section normally asks for
the county prosecutor to request, in writing, a Special Prosecutor to be involved. Oswalt stated
he did not want the request to come from him, but rather wanted a Special Prosecutor to review
the case and then make the request to him.
Jenkins advised Oswalt, he (Jenkins) would prefer a prosecutor be involved in the investigation
from the onset due to the complexity of the case, and the sensitivity.
Jenkins also requested Thorpe make a request in writing for BCI to assist in the investigation.
Thorpe immediately drafted and signed a request letter for BCI' s assistance.

TITLE: CASE OPENING

SUMMARY:
On January 10, 2014, at approximately 1000 hours, BCI Special Agent Jonathan Jenkins was
assigned to assist the Licking County Sheriff s Office (LCSO) with an investigation involving a
menacing/harassment complaint. Licking County Sheriff Randy Thorpe along with several of
his deputies have reported that Kimberly Beem has been harassing them for a period of time
exceeding two years. In 2010 the LCSO responded to a call for service where Beem was
engaged in a verbal altercation with her father, James Beem, and her two younger sisters Alyson
Kay Beem and Beth Beem. Since that time Kimberly has alleged the LCSO has conspired
against her and is corrupt.

DETAILS:
After the deputies arrived at the location of the verbal altercation, they determined there was not
sufficient evidence to warrant the arrest of any of the parties involved. Kimberly disagreed and
felt as if her two sisters, Alyson Kay and Beth should have been arrested. The deputies who
responded completed a report and submitted the report to the law director's office for review.
The law director concurred and determined there was insufficient evidence to charge anyone
with a crime.
Since that period of time Kimberly has been very vocal and has worked diligently in order to try
to make everyone involved believe her point of view, which is her sisters should have been
arrested. Ifa person does not agree with Kimberly and disagrees with a written or verbal
opinion, then Kimberly works diligently in attempting to prove some type of wrongdoing against
that person.
In an attempt to show good faith, Thorpe reopened the 2010 case in March 2013 and assigned
LCSO Detective Captain Dave Starling, to re-investigate. Starling's investigation revealed no
