Through the use of advanced


Digital Signal Processing techniques (DSP), the CPR 99 integrates the measured line current
waveforms to arrive at a
representation of the voltages
applied to the capacitor bank
on a phase by phase basis. The
peak repetitive voltages are then
extracted from these signals
and compared to an adjustable
threshold. For calculated peak
repetitive voltages above the
threshold, the inverse time
ANSI Capacitor Temporary
Overvoltage Withstand Curve
defines the time before a trip
signal is output.

The CPR 99 detects an open


breaker status by monitoring
for the condition in which the
fundamental line current drops
to below 10% of its nominal
value. In this event, circuit
breaker re-energization is inhibited for an adjustable definite
time following the detection of
the open breaker condition
through output of a breaker
close inhibit signal, Bena
(breaker enabled)

Overcurrent
Protection
The CPR 99 protects a capacitor
bank circuit from overcurrents
by measuring the RMS currents
and comparing them with an
adjustable threshold. When IRMS,
exceeds the threshold, the
current overload trip signal is
output.
This function may be used
either for protection against
excessive heating effects due to
steady state currents above the
design limits or for short circuit
protection.

Line Current
Unbalance Protection
(Model 01 only)

is exceeded for the definite


time set. The sensitivity of line
current unbalance protection is
limited by the effect of supply
voltage unbalance on the line
currents.

Ground Fault Protection


(Model 01 only)
The CPR 99 calculates the fundamental frequency ground
fault current, lo, as the magnitude of the vector sum of the
3-phase line currents. lo is compared with a variable set point
on an adjustable definite time
basis. A trip signal is output if lo
exceeds the selected set point
for the definite time set.

The monitoring of line current


unbalance provides a means of
detecting changes in impedance
resulting from failures and faults
within the capacitor bank.
These faults or failures invariably
result in an unbalance in the
fundamental frequency component of the line currents.
The CPR 99 calculates the fundamental frequency line current unbalance, llub, from
the 3-phase line currents. llub
is continuously compared with
a variable set point on an
adjustable definite time basis.
For llub greater than the selected
set point value, a trip signal is
output if the set point value

Star Point Unbalance


protection
(Model 02 only)
The CPR 99 measures the Star
Point Unbalance Current, and
calculates the fundamental frequency component, lub. This is
then compensated to zero, to
enable detection of further
changes, lub. The magnitude
of lub is a measure of the
change in capacitance in any
leg of a double star capacitor
bank arrangement. lub is
continuously compared to a
variable set point on an adjustable definite time base. A trip
signal is output if lub exceeds
the selected set point for the
definite time set.
If this option is chosen, one of
the three available measuring
elements will be used as input
for this function. Consequently,
the remaining protective
functions will be based on a
2-phase input mode. Hence,
no ground fault protection and
no line unbalance protection is
possible with this model of the
CPR99.

Relay design

Measuring and
protection elements
Three dual 1 / 5 A current
measuring elements are provided
within CPR 99.
In model 01, the Elements 1, 2
and 3 are used to measure the
three line currents.
In model 02, Element 3 is used
to measure the star point
unbalance current of a double
star connected capacitor bank,
via a star point unbalance
current transformer.
In model 01 the functionality,
settings, and binary output
signals of elements 1, 2 and 3
are identical, and provide peak
repetitive overvoltage protection,
and overcurrent protection.
In case the model 02 with "star
point unbalance" is chosen,
element 3 provides fundamental
frequency star point unbalance
protection for a double star
connected capacitor bank.
Software elements further
calculate and provide fundamental
frequency ground fault protection
and fundamental frequency
line unbalance current protection as well as discharge timer
logic to inhibit the re-energization
of the capacitor bank circuit
breaker, for an adjustable definite time after de-energization.

Relay outputs

LED indicators

CPR 99 has three relay outputs.

Three LED indicators are provided on the front panel of CPR


99, as follows:
Green LED:
POWER ON / HEALTHY This indicates that the
auxiliary power supply is on.
Yellow LED:
ALARM - This indicates that
one (or more) of the nominal
setting values is (are)
exceeded and that the protection relay may trip if the
fault condition persists.
Red LED:
TRIP - This indicates that a
trip condition has occurred
that has not yet been reset
and / or acknowledged.

The functionality of these relays


is user configurable. The user
may program the relays to be
manual or self-resetting, and to
be normally energized or deenergized during the power-up
healthy condition. In addition,
the user may direct any of the
binary output signals to the
output relays 1 to 3.

Contact forms
Output relays 1 to 3 each have
a change-over contact. All NO
and NC contacts are permanently wired to the terminal
block.

Auxiliary power supply


A high efficiency, low loss, wide
range ac/dc auxiliary power
supply is provided within CPR
99. Special care has been taken
to minimize the overall standing load of CPR 99 on the dc
station batteries or ac busbar
voltage supply.

LCD display
A two line, 16 character, full
alpha-numeric, back-lit, Liquid
Crystal Display (LCD) is provided
on the front panel of CPR 99
for the following purposes:

The CPR 99 nominal auxiliary


power supply voltage is 30 - 250 V
ac/dc. For the operative range
see technical specifications,
page 10.

During normal relay operation:


Display of various measured
and calculated parameters,
together with the threshold
associated with these parameters, for all elements.
After a relay trip condition:
Annunciation of all the fault
conditions after a trip,
including the value of the
fault currents and voltages
at the instant of trip, and the
relay trip time after
occurrence
of the fault condition.
During relay configuration
and normal operation:
Display of the current and
voltage thresholds and timer
settings for each element,
and display of each output
relay configuration and
check-sum.
During relay configuration:
Interactive configuration of
the protection relay
During testing:
Interactive self testing of the
protection relay
After failure:
Annunciation of any protection
relay hardware, software or
memory failures detected
during self-testing of the
protection relay, by display
of the relevant error codes.

Housing and Terminals

Test facilities

CPR 99 is housed in a draw-out


chassis within a fixed case. This
housing is particularly suitable
for both flush mounting and
19 inch rack mounting. The
cases are designed for use
indoors, in tropical climates,
and are designed to withstand
shock, vibration and the ingress
of dust and moisture.
A terminal block, with 28
recessed Terminals, is provided
on the fixed case, however only
18 are used for connection of
the CPR 99. Standard screw
terminals, or fast-on connectors,
can be used on the terminal
block, for the external connections to the protection relay.

While CPR 99 is in service, it


continuously performs various
self-testing functions, and if
any errors or failures are detected, the corresponding error
code(s) will be displayed. These
self-tests include tests of the
micro-processor, RAM, EPROM
and EEPROM.
In addition, a further set of
hardware diagnostic tests may
be performed on the protection
relay by the user, to test and
check the functionality of the
measurement offsets for elements 1 to 3, the relay outputs,
keypad, LCD display and LEDs.

Withdrawing the protection

on the front panel of CPR 99
