TAGEiIHG_IN

EEhIERAL

Tagging-in is a procedure which allows al1 available dancers


to participate in a single tip when there are dancers willing
to dance but a complete square cannot be forrned. Tagging-in
Ean, however, be di=ruptive of the dance e=pecially {or
dsncers who are not {amiliar with the practice.

FURPDSE

The guidelineg which follow shsuld be {ollowed r*ith courtesy


and fairnegs on Club nights and at formal dances.

CUIDELIhIES

1. Earh Elr-rb night and dance will have an announced general


prograrn I evel .

?- Tagging-in is not necessary trr desirable during tips


called at the general level. There is always ample
opportunity {or all to dance during the course sf the
eveni ng.

3. Dancers are encauraged, however, to voluntarily trade out


during tips called at the general level i+ the turnout is
small and especially if guests are waiting to da,nce. Trading
ourt is not the sarne as tagging-in, but refers to suhstituting
dancers between songs or between tips - F{BT in the midst o{ a
SDng.

4. There may be only Bne oF two higher level star tips at a


dsnce, theref ore the procedure outlined belos.r may be {ollowed
to sllow all quali{ied dancerg to participate:

a. Tagging-in is perrnitted only during hash callingn never


during singing calls.

b. The cue square ig not available for tagging-in unless


it is the only squere on the floor.

c. Up to three couples may tag*in ts the same square.

d. All couples, including thoge tagging-in, rnust be in


place before the tip begins and rernain with the sa,rnesquaFe
throughor-rt the tip.

e. Tagging-in i= permitted only with the agreement and


understanding o{ ALL dancers in a square.

q. Ee{ore the beginning of the tip, persons tagging-in


sternd behind couple #1 (or #? or #J respectively for
additional ccluples). Each time the active dancers return tg

elI tl're performers, prepared the schedule, helfred in set up and
take dovrn, oecorations and props, and tvlc'd the show to name just
a f ew o'l= the many responsibi t i ti es. Handicapped by a l,cnqr hiatus
since tne previous show, few acts, anc the ineviatable differing
phi iosophi es over' the posture of La Star, I{ark came thru with
a show that at least broke even, parred the way for continuing
shorvs. and which recei.ved f avorable rerzieurs from most aI I . It
was a significant contribubion to the club; in energy, time, effort
and acconrpl ishment.

I bel ieve des j gnation of "F'r'iend" status would be appropriate


for tfre CIub and would be something bhat would make ltlark very
pl,eased and proud. Since I am proposing this action, I would be
my pleasure to pick up an:- of the costs associaLed with it.

1. Froposal to adopt Club Shirt, pre=ented by Darrell


Anderson -

presented three styles of =hirt=. A cansideration in
=electing the shirts was availability of a {ul1 range of
gi=e= inclr-rding rnen's and bloffien's shirts.

A ballot vote w:s tal.:en t+ith re=pect to (1) interegt in


having ;* CluU Shirt; (3) selection o{ shirt. A majority of
tho=e present weFe interegted in having a crub shirt, and the
selection was a pink number which should losk great on just
about eveFyone. The trlub Shirt is optional, but ths=e wishing
to have a shirt for the Fortland Esnventisn wirl have to get
orders in by April 15.

3. Eolden Gate Eridge hfalk 5/?4/A7-

If and when the Eridge is closed *c:r it= Sfrtti Anniversary,

Thqre was little interegt in organiaing a Club square dance


crintingent for the Farade, becauEe ED many mernbers r.ri11 have
already departed {or pre-Convention festivities in the
lilorthwest. It was sllggested that those nht: are interegted
csntact Foggy City Dancers to see i+ they are planning a
contingent for the Farade- There will be no official hlestern
Star Dancers continge'nt this year.

4. Frapa=al to change CIub level to full Flus - Scott Carey

This prepasal was presented fsr disclrssion FLrrpt:Ees. It wag


noted that the Club is already rnoving in this direction, by
virtne o{ the recent decisisng to change the Club {rsrn
l'laingtream to l'laingtream./Flus'l and to continue dance classes
thraugtr Flus Ievel. Concern $as expressed that the transition
he accomplished over a period sf time ss a= nr:t to e:tclude
l'lainstrearn dancers who have not had an oppertunity to
complete the Flus prograrn. No general objection was raised to
the eventual transition to a f uLl Flug Clr_rh. The Eoard of

Illnegs prevented the presentation of this proposal, which

acF;nowledgement of the legbian contribution to our
Associ ati on.

I have asked the tsoard of Dj recLors to place these comments on the Agenda
for the General Meeting of March 25, 198'1. The purpose is to sLart a
communicat,ion about the direction of the CIub for the nexb five years.
I bel ieve that this discussion should begin now and should include the
entire membership. Hopefully this discussion can lead to some definite
proposals for the next quarter General Meeting.

My proposal is thal- the CIub should consider becominq a Plus club.

Reasons why and some considerations:


1. The number of renewing members, about 106, is good but the CIub night
aEEendance figures averages only 3 squares. The Board has done a very
credible j o b in r e c iuc i ng expenses and in planning a variety of Club
night experienees which have gone along way to stabilizing the slide
that began after the Convention. However our attendance these past few
months cannoL be p u t t i n g m u c h if anything into the treasury and posL
Convention burn out is over if y o u look at Fogsy City and Midnight
Squares attendance. I believe that ot,her factors are at work.

2. Our selling points of the past five years; callerlab and a variety
of callers, are no longer unique. All the Bay Area clubs now dance-
Callerlab and dancers can now dance to a variety of callers as they
h o o s e . A d d i t i o n a l l y , those who prefer good ole Mainstream can choose
--i'ossy
City were 'high energy' compl iments this proEram so wel I. And
those who prefer stimulating hash can Iearn Advanced and move on to
Midnight Squares. We can't compete welI in either of these areas and
So, to put it in a nutsheli, we are loosing our 'market share.'

3. A very bis majority of dancers who continue with Square Dancing in


an active way have at least gone on to Plus. VJSD's club night is almost
entirely Plus dancers. Additionally, we are the only club for quite
so time now to have taught PIus and provided PIus dance expdriences.
By making Wednesday night's focus on Plus, teaching and dancing, we
betLer match the realiiy of our members. I believe it will increase
attendance, provide a ciearer identity for the Club and infuse a stronqer
spirit.

4. I believe that. we should continue to hold classes for newer dancers.


I also thi nk that hre can be creative in brinqing them to the PIus level.
Bill Hanzel is currently utilizing part of the experimental Iist which
includes at least 6 PIus calls. If v.'e put our thinkinq caps oD, I think
we can develop a teaching program that will not short change the MS
capabilities of our newer dancers.

letter and by talking with various Club members. In a similar fashion,

to the IAESDC' to see if there is interest in purchasing

$1,000.00 was paid out for the deposit on Camp Swig. She
is also requesting a six ( 6 ) month report on the club financia]

V. OLD BUSINESS.

A-l Chris discussed the need to have a new plus class between
now and Jan. to bring all to Plus level. Sat. will not be
available between 10=l1a.m. at the YMCAso we might have the
class on Thur. since the Y is available on Thur. nights.
Very few M/S dancers left - what will be the interest in
having a PIus class? An inquiry will be sent to members requesting
information as to their iniereit, timer place,etc,. -It may
be held at someones home.

Anna ano Russ will co-teach the plus class--time and place
to be announced.
A-2 Beg. Class will start on Sept.2L, L9B7- the Y has already
been reserved-

B- CIub Jackets. Claire suggested we bring up the issue


at the General Meeting- tabled for now. We may have a promo
type jacket to see if there is any interest.

V.NEW BUSINESS

A- Explode the Rose- Words to "O Canada" will be handed


out at all club activities in order to try to learn the words
prior to the convention.

B-I General meeting-Change to full plus. Bob proposed that


we start the transition now to have Wed. Club nights go to
\ Ut/--Sand L to Plus--may motivate members to go to PIus class.
AIso, need to re-word by-1aws,/constitution. Could just drop
Mainstream from by-1aws,/const. Decided to bring up at Gen.
meeting in form of proposal.

B-2 ECR-IAGSDC name Chanqe. A letter from Marvln was seni


requesting our support to bring up the issue of adding the
word Lesbian to the IAGSDC aeneral membership since the issue
has been brought up to the Board before and no action has
been taken. It was not to change the name at this Convention
but to bring the issue to the general membership and have
them think about it for a year and then vote at the Convention
in Phoenix. The letter was written by Maryln as an individual
not as a Club letter. However, the issue was voted by ECR
general membership and passed with 1 abstencia. To be discussed
at our general membership meeting.

C- Club La Star. Chris gave us the jest of letter sent


by Jim Head and his interest in produci-ng the next CIub La
Star with help. Date he would like to have the production
is November 2L, 1987.
Hollis will write Jim a letter requesting that he send a
proposal of what he wants to do/ how he plans to do Lt/ budget/
;;pace,/ etc... HIs response due back to Board for the August
meeting. Also suggested'that we check with San Jose (Iris
and Ann) for entertainment.

VI. O T H E RI S S U E S

Claire brought it to the attention of the Board that the credits


should be on the back of the newletter not on the front
a minor issue. Also newsletter states that membership is
still $f2.00-should be $I5,00

Issues to be discussed were read to gen. membership.

Ken made motion to amend By-laws to read Plus Club instead


of l"lpinstream/Plus excepl-to remain Mainstream as admission
to Western Star. Seconded by Anna.

Discussion:
-Why not leave Mainstream totally out. It might block us
out of being able to have functions at the Mainstream level
also, during the transition we will still be doing
Mainstream dancing.
-What about those members who want to belong to the
6tuf but do not want to dance. We can Grandfather
Clause the Mainstream people into the club if they want
to continue to support the Club but do not want to dance.
Or it might encourage them to take Plus class.
Motion was reread and voted on. APPROVED

Proposal from El Camino Reelers:


Maryln made motion to have Wester Star support ECR in
bringing name change to floor level at this years convention
to be considered for voting by general membershj-p.

Addressed by Marilyn- issue has been brought, up at each


convention to Board- no consensus- Iets bring it to
the floor leve1 and have the people vote- not to change
the name but to consider for one(l) year and vote in
Phoenix.
Issue brought up that if it was floored at convention
that there should be some type of clause to read that
it couldn't be brought up for five(S) years. Dropped.
Motion was reread and voted on. APPROVED.

Proposal I reopened to add that the change to Plus be effective


Jan. I, 1988 with conversion to begin July I, L987 with Club
night having ! Mainstream and % PIus. Motion made by Bob,
seconded by Jim. APPROVED-

A) Clurb La Star: Jim Head was present to report that the


l'lusic Hall Theater did not deliver the proposed contract
because o{ a prior cornmitment to another qroup with an
open-end contract. Location is now indefinitei otherwise the
show is progres=ing well. Jim proposed the idea of a fun
dangle or- badge for the eventi it was agreed to table this
idea in favor of concentrating on a location. Jim ulill try to
have a new location set by the next Eoard meeting crr earlier.

partner. Rod l*lorrell made a subsequent o{fer to take the
position with an assistant. It was agreed thatr since Don

revocati on,

A*ter discussion it- was moved, secondedn carried to table the


proposed amendtnent in favor of referring to the Board of
Directors the question of disruptive rnember behavior. The
Fsard will prt:poser at the next General Pleeting, methods o{
dealing with such behavior. If the Eoard decides to suggest
an amendrnent to the bylawsn such arnendment will be submitted
to the membership {or consideration in advance of the next

W E S T E R NS T A R D A N C E R S ,I N C .

Western Star Dancers $ras formed in l{arch, l-982, in


order to provide a positive environment to learn square
dancing in the gay community. The club was developed wj.th the
belief that all those who wanted to be members of the club
would share the same goals and that they would be
complimentary to the well being of each other's social and
square dance environments. That policy has served the club
well for the past five and a half years.

During the past few months, the actions of at least


o n e c u r r e n t m e m b e r o f W S Dh a v e i n f r i n g e d u p o n t h e b a s i c r i g h t s
of several members, but the CIub is now in a position of
Iiterally being unable to take any corrective action for the
long-range benefit of the Club because our By-Laws contain no
such provisions. Because expulsion of a member is a very
serious action, I believe that the honor of the member
proposed to be expelled should be protected with great
caut ion .

I also believe that, in considering this proposal,


the Club should remember that expulsion from membership means
removing the benefits of membership as outlined in
Section C of Article III of the By-Laws, which are:

"The fell-owship of the groupi participation in, and reduced


fees for, the activities and special events of the club;
voting, serving on committees, and holding office;
communications of pertinent club information; a copy of the
By-Laws; and a club badge."

Explusion from membership does not necessarily mean that the


person would be refused permission to dance.

B e c a u s e W S Di s a l a r g e c l u b , I b e l i e v e t h a t i t c a n
no longer casually accept applications for membership without
positioning itself with the ability to handle behavior that is
detrimental to the spirit of Western Star Dancers. I,
therefore, p r o p o s e t h a t t h e B y - L a w s b e a m e m d e db y a d d i n g t h e
following section to Article III: !4EMBERS.

"D. Revocation of Membership

1. The benefits of memberghip in Western dtu. Dancers


may be revoked because of{ralicious or consistent actions
which are detrimental to the purposes and policies of the
club as defined in Articles I and II, respectively, of
the By-Laws.

2. Any member of the club, including a Board member, rnay


request the explusion of another member by personally
appearing at a duly called meeting of the Board of
Directors and explaining the reasons for requesting the
revocation of membership.

3. After considering the proposal, a motion to bring the


issue to the general membership must pass by simple
majority vote of the full Board.

4. The member proposed to be expelled must be notified


immediately in writing of the action of the Board, and
the issue must be presented at the next duly convened
general membership meeting.

5. At the general membership meeting at which the


proposed expulsion is to be considered, the member
proposed to be expelled may be present to answer any
questions and to participate in any discussion of the
issue.

6. Except that the member proposed to be expelled may


not vote and that the voting must be done by secret
balIot, voting shalI be in accordance with the provisions
of Article IV of the By-Laws.

7. If the motion to expel passes, membership shall be


revoked immedi.ately without appeaI."

It was noted that Club financial accountg presently require


any two of the four =ignatures of Eill HabeL, Chris Anderson,
Scott Carey, and Claire Heisel. This will be changed to any
two of the four signatures of James Ozanich, Anna Damiani,'

The Western Star Dancers is a non-profit organization of square


dancers which meets here in San Francisco. UntiI recently our
fundraising efforts have been mainly to raise capital to meet our
operating expenses. Over the past year, however, we have felt the
need to move in a more community minded tlirection. To this end we
have organized the Henry Shernof f t,temorial Food Drive; contributed
time, money and materials to the Names Project for the recent
march in Washington, D.C.; and, lacking actual fundsr gdv€ our
time, energy and talents to perform whenever asked.

Our club meets weekly at the Y.M.C.A. in San Francisco which has a
"no liquor" policy. Combine this with the fact that square
dancing, traditionally, is a non-smoking, non-drinking social-
activity and you can see that, dlready our weekly soda sales
feature your Calistoga products.

0n Saturday, November I4, we will be hosting our semi-annual


talent,/variety fundraiser - Club La Star at the Y.M.C.A. Theatre
from 7 untit IlP.M. We a r e expecting 150 uests from sister
g clubs
from Sacramento to San Jose. It is my sincere hope that, despite
the short notice (my first letter was returned rather than

David Garrett, treasurer, submitted the November balance sheet


and a CIub La Star Profit and Loss statement. Both were

profit and lbss for October, and a list of caller fees paid

alphabet, telling about the garage sale etc. and received
favorable responses from people.
B. Membership: Chelsea and Denise will get together after Jan. 1,
and will discuss stra'ILe6y about getting in touch with
o1d members. Denise passed out a working copy of a
questionaire to be sent out to members. She asked for
suggestions
David proposed changing membership applicatj-on to include
areas of willingness to participate in c1ub. A motion
was made and passed. David, Gail and Eddie will design
the new form.

c Publicity: James informed the board that Jason Fontaine has


accepted the position of publicity person, clearing all
material through James. Jason will also do the club
history for the convention.

D. Social: Anna will look into having a country and Western Dance.
Anna is looking for a soda person to replace Clair
Meisel.

National Square Dancing Convention Program. Adding that
this would put our club's name out on a national level,
even though this is an organization opposed to gay sguare
dancing clubs. A motion was made by Russ ,and passed by the

a majority. The deadline for copy is Dec.lL5, and payment

Western Star Dancers was formed in March , L982, in


order to provide a positive environment to learn square
dancing in the gay community. The club was developed with the
belief that all those who wanted to be members of the club
would share the same goals and that they would be
coinplimentary to the well being of each other's social and
square dance environments. That policy has served the club
well for the past five and a half years.

During the past few months, the actions of at least


o n e c u r r e n t m e m b e r o f W S Dh a v e i n f r i n g e d upon the basic rights
of several members, but the CIub is now'in a position of
1iterally being unable to take any corrective-action for the
long-range benefit of the- CIub because our By-Laws contain no
such provisions. Because expulsion of a member is a very
serious action, I believe that the honor of the member
proposed to be expelled should be protected with great
caution.

I also believe that, in considering this proposal,


the Club should remember that expulsion from membership means
removing the benefits of membership as outlined in
Section C of Article III of the By-Laws, which are:

"The fellowship of the grdup; participation in, and reduced


fees tor, the activities and special events of the club;
voting, serving on committees, and holding office;
communications of pertinent club information; a copy of the
By-Laws; and a club badge."

Explusion from membership does not necessarily mean that the


person would be refused permission to dance.

no longer casually accept applications for membership without
positioning itself with the ability to handle behavior that is
detrimental to the spirit of $lestern Star Dancers. f,

f ollowing section to Article III: I,IEMBERS.
'D. Revocation of Membership

1. The benefits of memberghip in Western dt.r Dancers


may be revoked because of{ralicious or consistent actions
which are detrimental to the purposes and policies of the
club as defined in Articles I and If, respectively, of
the By-Laws.

2. Any member of the c1ub, including a Board member, Fiy


request the explusi.on of another member by personal'Iy
appearing at a duly called meeting of the Board of
Directors and explaining the reasons for requesting the
revocation of membership.

3. After considering the proposal, a motion to bring the


issue to the general membership must pass by simple
majority vote of the full Board

4. The member proposed to be expelled must be notified


immediately in writing of the action of the Board, and
the issue must be presented at the next duly convened.

proposed expulsion is to be considered, the menber
proposed to be expelled may be present to answer any
questions and to participate in any discussion of the
issue.

6. Except that the member proposed to be expelled may


not vote and that the voting must be done by secret

of Article IV of the By-La$/s.

7. If the motion to expel passes, membership shall be


revoked immediately without appeal. "

Resolved: That the Board shall have the authority to investigate and
mediate disputes and allegations of misconduct involving members
and guests, when: a) The Board has been specifically requested
to do so; and b) The alleged miseonduct has a direct effect on
club activities, and is not purely personal in nature.

That the Board, once involved, shal1 make a diligent effort to


establish the facts and make recommendations, stressing conciliation
as much as possible. If punitive action must be taken, lt ehall
be the least extreme action needed to resolve the problem at hand.

If a member or guest disputes a Board declsion, he or she can take


the matter to the General Membership at the next regularly scheduled
general rneeting for further discussion. The Board decision can be
rnodified or changed by a majority vote of al-l m e m b e r c p r e s e n t .

Editorial
Comment: Club nernbers, Board members, Guests and other potential litigants are
hereby reminded that, in organized society, compromise does not equal
cowardice or lack of character. The ability to put aside on?ldiff.rences,
even it is only fot a couple of hours, is an essential part of what
square dancing is all about. trIe donrt have to approve of the moral

people in our square. Frequently, we donrt approve. But we participate
because we have to cooperate as best we can if the dancing is going to
continue.

Quarrels between members will take place from time to ti.me. Thatrs life.
But the Board has no business getting involved as long as they remain
personal in nature. If the concerned parties find lt difficult to put
their quarrels aslde during the social dancing we all enjoy, then they are
inviLed to put as much physical distance between each other as is necessary
to keep the peace.

NOTE: If possible, any punitlve action taken by the Board should be preeeded by
adequate warning, assuming efforts at conciliation are not productive,
and should relate specifically to the problem under consideration. For
example, repea;-ed disruptive behavior could result in a suspension of
dance privileges for a specific period of time, subject to extension
when necessary; abuse of a position of trust could result in removal from
that position, and restrictlons in holding further positions.

Ttre above Resolution is deliberately vague, because no t\ro problems are


quite alike, and no single formula will be appropriate to every situation
that comes along. The Board needs to make decisions based upon general
principles of fairness and coillmonsense, applied in a manner appropriate
to the particular problern at hand.

tapes, equipment and related square dance materials and suppLf&#
such as teacher and callers manuals. These materials ard solelk
the property of Western Star Dancers. Since Western Statr,,ri:'has.a
policy of promot,ing square dancing these materials can be':borrowed
or renteC .fof use outside of a club sponsored event. In these
such cases the Board of Directors will determine if a request
is L'o be grranted based upon the following criteria and sub ject
to a majority vote:

L. There is a leqitimate need.

2. The materials are to be used for the promoL.ion of square dai"rcinq

3. The request; is from a member of Western Star Dancers or will
