Construction of UPOU Multipurpose Hall
In accordance with the General Appropriations Act (GAA) of 2015 of the Government of the
Philippines, the UP Open University (UPOU) through its Bids and Awards Committee
(UPOU-BAC) intends to apply the sum of Four Million Nine Hundred Eighty Three
Thousand Five Hundred Thirty Two Pesos and Eighty Centavos (PhP4,983,532.80), this
being the Approved Budget for the Contract (ABC), to the project Construction of UPOU
Multipurpose Hall (Reference No. ITB No. 15-05-001). Bids received in excess of the ABC
shall be automatically rejected at bid opening.
UPOU now invites all prospective contractors to submit bids for the project Construction of
UPOU Multipurpose Hall. Prospective contractors should possess a valid Category D under
the size range Small B - General Building Philippine Contractors Accreditation Board
(PCAB) license applicable to the type and cost of the contract. The project should be
completed within thirty (30) calendar days, the starting date being three (3) calendar days
from the issuance of the Notice to Proceed. Bidders should have completed, within five (5)
years from the date of submission and receipt of bids, a contract similar to the project and
equivalent to fifty percent (50%) of the approved budget for this contact.
Bidding will be conducted through an open competitive bidding procedure using a nondiscretionary pass/fail criterion as specified in the Implementing Rules and Regulations
(IRR) of Republic Act (RA) 9184, otherwise known as the Government Procurement
Reform Act. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or
organizations with at least seventy five percent (75%) interest or outstanding capital stock
belonging to citizens of the Philippines.
A complete set of bidding documents may be purchased from the address below and upon
payment of a non-refundable fee for the bidding documents in the amount of Five Thousand
Pesos (PhP5,000.00) only. It may also be downloaded from the website of the Philippine
Government Electronic Procurement System (PhilGEPS) provided that bidders shall pay the
non-refundable fee for the bidding documents not later than the submission of their bids.
A pre-bidding conference will be held on 26 May 2015, 9:00 AM at UPOU Headquarters, Los
Baos, Laguna. Only those who have purchased the bidding documents shall be allowed to
attend and participate in the pre-bidding conference.
Bid opening shall be on 9 June 2015, 1:30 PM at UPOU Headquarters, Los Baos, Laguna.
Bids must be delivered to the address below. All bids must be accompanied by a bid security
in the form and amount stated in ITB Clause 18. Late bids shall not be accepted.

UPOU reserves the right to accept or reject any bid, to annul the bidding process, and to
reject all bids at any time prior to contract award, without thereby incurring any liability to
the affected bidder or bidders.
Interested bidders may obtain further information from the BAC Secretariat and inspect the
bidding documents from 8:00 AM to 5:00 PM Monday to Friday at the Supply and Property
