    undershootingGov.JerryBrownscalllastyearforvoluntary20percentreductions.Sincethe
    statebegantrackingurbanconservationeffortsinJune,wateragencieshaveparedbackan
    averageof8.6percentfromtheir2013consumption.
    Hesitantagencies
    Meanwhile,wateragencieshavebeenhesitanttogoafterbigusers.StatedatareleasedTuesday
    showsthatnearly11,000complaintsofwaterwastewerelodgedinMarchandjust682penalties
    werehandeddown.NoneofthepenaltieswasissuedintheBayArea.
    Brownhassaidhespursuinglegislationtoallowwateragenciestolevy$10,000finesonwater
    wasters.Few,ifany,however,haveexpressedinterestinresortingtosuchatactic.
    OnTuesday,thedesiresofwateragenciesrangedfromwantingmoretimetomakethestatecuts
    towantingacompleteoverhaulofhowthecutswereassigned,includinglesserreductions.
    Imalreadygoingdowntoonedayaweekofwatering,saidJenniferHanson,maintenance
    servicesmanagerforthecityofLincoln(PlacerCounty),whodoubtedwhetherhercommunity
    wouldbeabletomeetits36percenttarget.Wellbeseeingbrownlawns,wellbeseeinglotsof
    vegetationdying.
    Agenciesconcerned
    ManyCentralValleywateragenciessharedconcernTuesdaythattheconservationtiersdont
    accountforwarmer,drierclimatesanddontprovideleewayneededduringhottimes.
    OneSouthernCaliforniacommunityclaimedthatthemandatorycutswouldforcereductionsin
    irrigationthatcouldheightenfiredanger.
    Ahandfuloftouristtowns,meanwhile,saidtheydidntwanttotakeresponsibilityfor
    uninformedvisitorswhocouldpushupwateruse.Officialsfromothercommunitiesworried
    thatlargeinstitutionalcustomerswithsteadywaterneeds,suchashospitalsandprisons,
    wouldntdotheirparttobringdownconsumption.

    MostcommunitiesintheBayArea,whichuserelativelylowamountsofwaterpercapita,face
    reductionsbetween8percentand20percent.
    TheSanFranciscoPublicUtilitiesCommissionisslatedforan8percentcut,theEastBay
    MunicipalUtilityDistrictispoisedfora16percentcut,andtheSanJoseWaterCo.facesa20
    percentcut.
    Thelowesttierofreductions4percentisreservedforwateragenciesthatdontimport
    waterandcanprovetothestatethattheyhavearareabundanceofsupply.
    Astateeconomicanalysis,meanwhile,estimatesthatwateragenciesstandtoforfeitmorethan
    $500millioninrevenueoverthenextninemonthsasaresultofsellinglesswaterunderthe
    regulation,Gombergsaid.
    Statewaterofficialsexpectthebiggestconservationgainstocomethroughdeclinesinoutdoor
    watering,whichcanmakeupto50percentormoreofahouseholdsuse.
    Tothateffect,thenewregulationexpandsanexistinglistofoutdoorwateringrulesbybanning
    communitiesfromirrigatingmedianstripswithpotablewaterandrequiringdevelopersto
