with honeymooners and it's no surprise
to see them making the top 10," Ms
Mallam said.
Tourism Fiji runs campaigns such as the

trade shows which showcase specific
hotels and or resorts in Fiji that are ideal
for couples and honeymooners.

on highlighting this segment to targeted

Minister for Employment, Productivity and


Industrial Relations Jioji Konrote said workers
in New Zealand under the Recognised
Seasonal Employer Work Scheme are
working under good work conditions.
This follows a question raised by MP
Alivereti Nabulivou on the work conditions
for the workers under the scheme.
Konrote said under the agreement our
workers will be looked after properly.
He said the workers will be paid nothing
less than the New Zealand national

minimum wage rate of $14.50 and they


will work for 14 hours each day.
Konrote said 24 workers are currently
working in New Zealand with six more
workers to join them later.

Employment Ministry Commits To Finding


Jobs For Unemployed
AT the end of each academic year,
approximately 12,000 to 14,000 Fijians
who have completed years 12 and 13,
including graduates from other tertiary
institutions such as University of the
South Pacific, join the ranks of either the
unemployed or those seeking jobs.
And the Ministry of Employment,
Productivity and Industrial Relations
has noted its record of 46,277 Fijians
registered
within
the
National
Employment Centre who are waiting to
be employed.
Out of this number of job seekers, 2741
have diploma level qualification and
1640 are graduates with degrees.
Speaking at the University of the South
Pacific Entrepreneurial and Career Expo
launch, Minister Jioje Konrote said he
had a mandate to try and find employment
for these individuals and reduce the
present national unemployment level
from about 7 per cent to 5 per cent at the
end of 2016.
Within Fiji, he said, there was a variety

of exciting career paths that were


available and open to graduates with the
right-based skills.
USP acting vice-chancellor Professor
Richard Coll said Fiji was not alone on
this issue because it was also happening
in universities worldwide.
"When I came in 1999, students get a job

after they graduate but as we produce


more and more graduates, they don't
automatically get a job," Prof Coll said.
The university has provided a solution
that it is training its students to create
jobs instead of being an employee.
He said this was a key feature of what
the university wanted its graduates to be.

Health Ministry To Meet Food Business


Operators
Fijis Ministry of Health will begin
consultations with food business
operators from next week to review fees
and charges under Schedule 26 of the
Food Safety Regulations 2009.
And Minister for Health and Medical
Services Jone Usamate has called on
food business operators to submit
proposals with reasonable justifications

after certain food business operators


raised concerns regarding the issue.
Ministry of Finance requested that
the Health Department re-evaluate
the charges and fees after receiving
correspondence from operators.
Through the consultations, the food
business operators will be able to raise
their views on the fees and charges

they are currently paying to obtain


licenses for their food establishments
nationwide.
Consultations will be held in the
Northern, Central, Western and Eastern
divisions, beginning on the 18-05-15
at Naulumatua House in Nabouwalu
before moving on to Labasa, Savusavu
and Taveuni.

Lead Its Bougainville Election Mission

The Attorney General and Minister


Responsible for Elections, Aiyaz SayedKhaiyum, has welcomed the invitation
from the Pacific Islands Forum for Fiji
to lead its Observation Mission for the
election of the Bougainville Autonomous
Government.
The Supervisor of Elections, Mohammed
Saneem, is heading the PIF mission
which also includes Vanuatu as part of
an international group of monitors that
also includes Australia, New Zealand,
the United States, France, Japan, Britain
and the Commonwealth.
This is a tremendous vote of confidence
in Fiji and the Fijian electoral process
and systems used in our General Election
last September, the AG said.
It is also a tremendous vote of
confidence and acknowledgment of the
professionalism, integrity and conduct
of the Supervisor of Elections and his
team. No doubt with the planned training
and upskilling of the personnel of the
Fijian Elections Office, the quality and
reputation of FEO will be even more
enhanced and serve to position it further
on the international stage.
It also demonstrates that Fiji intends to
continue to play a major role in all of our
regional and international multilateral
organisations and even partner on a
bilateral basis to strengthen democracy
and democratic institutions, the AG

Big Jump In Exports To EU To $228M


Fiji recorded a 40 per cent increase in
its total exports the European Union the
past year when compared to 2013.
The total value of exports in 2014
was $228.4 million, confirmed the
Permanent Secretary for Industry, Trade
and Tourism, Shaheen Ali.
Mr Ali said Fiji exports on average
for the past three years, between 2012
to 2014, was nearly $193 million per
annum.
Sugar in these three years was the prime
export, on average accounting for 86 per
cent of total exports, he said.
This benefits directly and indirectly
200,000 Fijians and continues to generate
economic activities in Nadi, Lautoka,
Ba, Tavua, Ra, Labasa and Seqaqa.
Apart from sugar, Fiji exports a range of
other commodities, including fish and
fisheries product, crystallized ginger,
mineral water, garments, sporting wear,
pre-packed food items and beauty
products.
Mr Ali said this not only benefits
manufacturers and the ordinary Fijians
who are gainfully employed, but farmers
also in the rural areas who grow raw
materials for the manufacturers.
For example, ginger farmers who supply
to crystallized ginger manufacturers and

virgin coconut oil producers who supply to


beauty products manufacturers, he said.
Mr Ali has stressed trade flows between
Fiji and the European Union are
reciprocal.

Stats Show Livestock Demand More Than


Supply

Current statistics show that livestock


supply is lower than total demand
estimated at 10 to 20 per cent, says
Permanent Secretary for Finance
Filimone Waqabaca.
He said the figures meant good news for
the stakeholders as there was room for
growth and investment.
This is not gloom but good news for all
players in this industry that there is room
to continue to grow this very important
sector to meet the demand, he said.
Mr Waqabaca made these comments in
Nadi as he opened the Livestock Sector
Forum at the Tanoa International Hotel.
Highlighting the importance of the
sector, Mr Waqabaca said over 60 per
cent of the rural population participates
in livestock-related activities.
Livestock is of economic importance,
contributing, on average nine per cent
of the total agricultural GDP of 12 per
cent, he said.
Livestock contribute to nutritional
security through the provision of meat,
milk and eggs and provide important
farm inputs such as draught power and
manure to sustain crop production for
food and feed.
Animals also serve as investment sinks
and sources of cash income in times of
need, as providers of transport for goods
and services and are central to many
socio-cultural events and ceremonies.
Mr Waqabaca said there were ongoing
programmes/policies which have been
designed to target efficiency in the
livestock sector thus increase agricultural
productivity and farmers incomes.
Challenges and successes
Mr Waqabaca said livestock production
and productivity in Fiji has faced a lot of

challenges over the years, with its share


of successes.
The level of imports of animal and animal
products into Fiji has been high due to
the shortfalls of livestock production,
he said.
This has resulted in the draining of
foreign reserves to meet the protein
nutrient requirements of the population
from sources abroad.
The Government intends to maximise
the opportunities that are available
locally and support programmes and
activities that will strengthen local
initiatives and reduce dependency on
imports.
Government assistance
The Ministry of Agriculture has also been
involved in the national consultation
with stakeholders on the Draft Feed
Bill and will be amended if appropriate
before it is legislated.
Mr Waqabaca said Government also

aims to regularise the supply of quality


feed which will impact the livestock
industry and assist those farmers who
rely on livestock farming as a source of
livelihood.
The Government is giving strong
emphasis on the development of
agriculture, including the livestock
sector, to increase food production and
improve livelihoods.
Development policies and planning of
the agriculture sector are guided by the
2020 Agriculture Policy.
It aims at a market-led, commercialised,
efficient, competitive and dynamic
agricultural sector within the context of
sustainable development.
There is a focus on six main commodities
namely milk, beef, mutton, pork, poultry
meat and poultry eggs. For each of these
commodities, there are specific targets
for production and each has a plan of
action.

Fiji To Rejoin Inter-Parliamentary Union


Fijis Parliament passed a motion for the
country to rejoin the Inter-Parliamentary
Union (IPU).
The motion which was moved and presented
by Prime Minister Voreqe Bainimarama
and seconded by Attorney General Aiyaz
Sayed-Khaiyum was unanimously agreed
by both sides of the house.
The Prime Minister said their re-inclusion
will strengthen Fijis democracy and
foster relations with other parliaments
around the world.
He said through the IPU, all elected

representatives of the Fijian people can


have dialogue with citizen representatives
from other parts of the world to exchange
ideas, learn from each others experiences
and improve on their ability to serve the
people they represent better.
He mentioned that the motion arose after
a recent visit by a Fijian Parliamentary
delegation led by Speaker Dr Jiko
Luveni to the UK where they visited
the Scottish Parliament and attended the
National Assembly of Wales.

SODELPA MP Ratu Naiqama Lalabalavu
said the motion was commendable and timely
but also stated that Government should also
work towards rejoining the Commonwealth

response said he met the Commonwealth
Secretary General, Mr Kamlesh Sharma in
London during his visit recently and they
will look at discussing their re-inclusion
when Mr Sharma visits Fiji soon.

Tanoa Hospitality Championships


Staff from various branches of Tanoa
Hotels bonded during the Tanoa
Hospitality Championships in Nadi.

Kalpana Reddy said the event was
mainly aimed to see the progress of older
staff and up skilling of younger staff.
Its a measure of how well they have
taken to the training. Its basically about
how well they have done throughout
the year and whether they meet the
requirements of the Tanoa way in
terms of performance so theres a predetermined criteria for the Tanoa way,
she said.
It gives staff an opportunity to come
and show off their skills compared to
other peers.
The training is an ongoing initiative
where modules and standard operating
procedures are observed and each staff
refers to a comprehensive training plan.

However, according to Ms Reddy the


relaunch of the Tanoa way took place 14
months ago.
Competitions included bed making, owl
folding, flower arrangement and for food
and beverage there was napkin folding,
wine tasting, cocktail mixing and the
barrister competition and for the kitchen
category there was designing of a
showpiece reflecting the theme of staffs
respective hotels.
The last two competitions were for live
carving of fruits as well as other items
and a theme based booth. Staff was
given a specific time to complete all
tasks. Ms Reddy said: Its still about
them going out there and having fun its
very important, there is quite a lot of
work that goes into making up the teams
especially when they pick out who will
represent their hotel.
She said there are no external stakeholders

but there are certainly many supporters


like suppliers specifically Coca-Cola,
Bakels and Yees Cold Storage as it was
primarily an internal event.
For staff its important it gives them
confidence and there will be people who
take way trophies and medals, from
picking their own teams to picking their
own uniforms and concepts its all about
them, she said.
Hotel staff were in for a surprise when
an unexpected event for the directors
was also planned, this involved directors
partaking in similar competitions that
the staff had competed in.
The response has been amazing they
love something like this and while there
is a serious side of it there is also a fun
side, and its also good because weve
got our branches in Fiji coming down for
today they dont always get to meet each
other, she said.

Rosy Akbar At Care Home For Mothers


Day
The Minister for Women, Children
and Poverty Alleviation put together
a programme to visit residential care
homes in the Central Division to
celebrate Mothers Day.
Minister Rosy Akbar visited and
celebrated Mothers Day with the
residents of the Samabula Old Peoples
Home, Home of Compassion, Father
Law Home and Dilkusha Girls Home
in Nausori. The ministry organised
these programmes in partnership with
Telecom Fiji and Colgate Palmolive Fiji
Limited.
The programme started at 9am where Mrs
Akbar addressed residents of Samabula
Old Peoples Home and treated them
with free meals and gifts. The ministers
visit was to look at ways to improve
the services and administration of these
homes by the Department of Social
Welfare. Mrs Akbar says its significant
that residents of these homes are
recognised during important celebrations
like Mothers Day.
During my ministerial tours, I have
come to realise how some families have
neglected those who are mentally and
physically disabled. Most patients at
St Giles Hospital, and including those
in these residential care homes, do not
get the family support they need for

their wellbeing. Sadly, some of these


residents in care homes have lost all
contacts with their families and they
cry for their loved ones. I urge families
that have relatives in the residential care
homes to please visit them and give
them the care and compassion that these
people deserve. This simple approach

can restore life back into them, Mrs


Akbar reiterated. The ministry currently
supports 12,709 senior citizens through
the Social Pension Scheme and likewise
42,475 individuals continue to be
assisted by the Bus fare concession,
including the senior citizens and persons
living with disabilities.

Foreign Minister Hold Talks With Visiting


China Investors

The Minister for Foreign Affairs, Hon.


Ratu Inoke Kubuabola in the pursuit of
increasing investment in Fiji met with
a group of investors from Shenzhen,
China.
The eight-member delegation came
from the Bonus Sky Investment
Group and is interested in high-end
real estate business, health care and
tourism projects. They hope to open
up a centre in Fiji that will combine
the specialised health care with leisure
and tourism.
The Chinese delegation was delighted to
be in Fiji and emphasised that the good
relationship between the Government of
China and the Fijian Government as well
as Fijis pristine natural environment
were the two main factors that attracted
them to pursue investment opportunities
in Fiji.
Hon. Minister Kubuabola offered his
support to such projects that will bring in
additional tourists, health care specialists
and further investment opportunities to
benefit the people of Fiji.

Tonga Says Fiji Airways Will Fly To Vavau


From November

The Tongan Government has indicated


that international flights between
Nadi and Vavau, operated by Fiji
Airways, are expected to commence in
November.
This has been revealed following a
meeting understood to have taken
place the past week between the Prime
Ministers of both the countries.
Fiji Airways is expected to comment
later.
Tongan Prime Minister, Akiliki Pohiva,
is said to have met Prime Minister Voreqe
Bainimarama in relation to Fiji Airways
and the possible international scheduled
flights between Nadi and Vavau.
Tongan Minister of Infrastructure and
Transport, Etuate Lavulavu, Tongan
Minister for Public Enterprises, Poasi
Tei and Tonga Airport Limited chief
executive, Viliami Maake, met with the
Fiji Airways officials in Fiji to discuss
the proposal.
Mr Lavulavu, in a Tonga Government
media release, said the outcome of the
negotiation was very satisfying.
Tonga sees the new service will open up

international access to Vavau from Asia


and Australasia via Nadi.
Mr Lavulavu further indicated that Fiji

Airways would also commence direct


flights between Apia, Samoa, and
Tongatapu.

US Ambassador Judith Cefkin Commends

United States Ambassador Judith Cefkin


commended Government for achieving
a 4.2 per cent growth in 2014 and the
economys noticeable boost this year.
She highlighted this at the US Embassy
Road Show Business Information
session in Lautoka.
Construction is driving a lot of economic
expansion including infrastructure
projects also homes and investment in
new hotels and a lot of that is centred in
this part of the country, she said.
US exports to Fiji worth $79 million
have increased by 19 per cent this year,
Ambassador Cefkin said.
To
encourage
this
economic
development the United States has
endorsed a $50 million World Bank loan
to Fiji for the Transport Infrastructure
Investment Project (TIIP) that was
approved by the World Bank in March.
We are also huge contributors to the
Asian Development Bank and were
pleased to see $350 million ADB funding
for infrastructure projects in Fiji over the
next few years, she said.
She added the US government was
supportive of Fijis efforts to tap into
resilience of land and maritime transport

infrastructure.
Fiji-US Business Council president
Narendra Reddy said the Fijian business
community needed to take advantage of
the beneficial trading opportunities.
The US embassy is very influential
in providing avenues and mediation
between Fiji and the U.S in terms of

Bollywood Actor, Johnny Lever Interested


To Invest In Fiji

Famous Bollywood actor/comedian,


Johnny Lever, has shown a lot of interest
in investing in Fijis tourism sector.
Investor, Bobby Khan, who is nearing
completion of his resort on the Viti Levu
mainland coast near Sonaisali Island,
confirmed this.
Mr Khan said the Bollywood star was
most likely to become 50 per cent partner
in his resort property.
He will be arriving into Fiji on June 23
and stay till 30 and he will be staying
with me, Mr Khan said.
He also confirmed some other Bollywood
stars and business people from India
had shown interest in investing in Fiji
through him.
The $10 million Resort Relax Fiji is
almost complete and Mr Khan is hoping
to have it officially open by August. They
have already started taking bookings.
The resort will be managed and operated
by Mr Khan himself.
The funding for the investment was
partially through himself as well as local
borrowing.
Once the resort opens, Mr Khan is
looking at about 60 employment
opportunities to be created.
Mr Khan is also developing canal front
residential lots.
He said Johnny Lever has also bought a
lot for his holiday home.
These lots are for sale now just next
to the resort which will be a gated
community, Mr Khan said.
The resort
Resort Relax Fiji will feature a nine-hole

waterfront mini golf which Mr Khan


believes would be a first for any resort
in Fiji.
It will also have water sports such as jet
ski rides, paddle boats etc.
The resort consists of 30 super deluxe
rooms which includes two presidential
villas and 14 waterfront villas.
Mr Khan said they have also made the
resort ideal for weddings with a deck
built which is almost sitting on the water.
It is a very neat resort also for family
reunions with all the facilities provided
within the resort. It is very private and
very secured, he said.
Marketing
In addition to locals, Mr Khan is targeting
guests from Australia, New Zealand and
India.
He said he will be marketing the resort

through internet and has spoken to some


of the travel agents in Australia and New
Zealand to form partnerships with.
Getting into resort
Mr Khan is one of those Fijians who
have returned to invest in the country
after migration.
He came back in 2012 and has since
opened up two supermarket outlets under
the name of U Save Supermarket, and an
events centre as well as other properties.
The resort investment marks a new
challenge in Mr Khans life and a challenge
was what he was looking forward to.
Im the kind of person who wants to do
something new all the time, he said.
This resort came into my mind after
building Nadi Events Centre to a five star
centre which is bringing a lot of overseas
people into Fiji for weddings.

Scholarship Deal

A COMMERCIAL bank made a


commitment with a regional tertiary
institution to enhance education that
would lead to Fiji's economic prosperity.

Pacific (USP) to provide $20,000 per
year in terms of scholarship bursary
to pay for the tuition of three selected
students from any of USP's member

Worker Admits Backdating Invoices


A former senior accounts officer with T.
F Jan Bulldozing Company says she was
instructed to prepare backdated invoices
and email them to accounts officer at the
then Department of National Roads.
Ranjana Goundar says she used the
company directors email account as
instructed.
Mrs Goundar, in her evidence on day
eight of the $3.1million road scam, told
the court that she received details from
senior technical officer Mukesh Chand
and raised invoices accordingly.
Fiji Independent Commission against
Corruption lawyer Rashmi Aslam
asked Mrs Goundar if she created any
backdated invoices.
Mrs Goundar said she did, but added
that she created backdated documents
for 2010 in 2012 upon instructions from
Mr Chand.
Mr Aslam asked her if she queried
Chand on why they were preparing
backdated invoices, to which Mrs
Goundar replied that Mr Chand told her
this was the direction from director Firoz
Jan Mohammed (first accused).
Mrs Goundar informed the court that
Mohammed told her that they were
claiming for day works which wasnt
previously claimed for.
She said after she raised the invoice, she
would give it to Mr Chand to check and
he would take it to Mohammed and after
approval, he would deliver to DNRs
Lautoka office.
Mr Aslam showed Mrs Goundar four
invoices totalling more than $122,000
and a statement claiming for day works
and she agreed that she prepared them.
Mr Aslam asked if she sent these directly
to anyone in DNR. Mrs Goundar said
she did using Mohammeds email upon
instructions from him. She said she
emailed them to DNR project accountant
Iliesa Turagacati (second accused).
Mrs Goundar identified Turagacati in
court.
She was shown another set of invoices
of October 22, 2010, and she agreed that
she prepared them in 2012 and backdated
them to May 4, 2010, emailing them
with the subject missing invoices,
with content stating please find attached
invoices which went missing by Mr
Fernando.
Mr Aslam asked whether to her
knowledge there were missing invoices
by a Mr Fernando. Mrs Goundar said no.
She agreed with Mr Aslam that when

payments were received from DNR,


Mohammed would inform her of it.
Mr Aslam asked her if she compared any
payments with the claims. She said once
or twice and noticed the amounts were
doubled from what was claimed.
Mr Aslam asked if she queried this.
Mrs Goundar said when she asked
Mohammed she was informed that it
could be for backlog payments.
Mr Aslam asked whether there were any
backlog payments left for DNR to pay
T.F. Jan, she said no.
On questions from Queens Counsel and
Mohammeds lawyer Ian Lloyd, Mrs
Goundar confirmed she and Mohammed
met Turagacati on one occasion when
Mohammed
demanded
previous
payments from Turagacati.
Mr Lloyd asked her how many witness
statements she gave and she said eight.
She was asked if she mentioned copy
and pasting details from previous emails
into backdated invoices in her statement,
but she denied doing so.
Mrs Goundar was asked if she mentioned
in her statement that Mr Chand would take
the backdated invoices to Mohammed to
verify before delivery. She said no.
Nancy
Tikoisuva,
representing
Turagacati, asked Mrs Goundar whether
the reason for the extra payments were
outstanding payments for which they
met Turagacati and the Minister for
Works in 2010 and 2011 and hence the
payments were to accommodate their
request. Mrs Goundar agreed.
Ms Tikoisuva said the invoices she
emailed to her client were believed to be
true, hence he authorised the payments.
Mrs Goundar said yes she believed it
to be true because her director told her
they were claiming for day works which
wasnt claimed for before.
In re-examination Mr Aslam asked her
whether any FICAC officers asked her to
lie as accused by defence, she said no.
Mr Aslam asked her whether there were
any outstanding payments of 2010 left to
be paid by DNR. She said none as it was
all paid in 2011.
The trial continues.
Charges

Businessman Firoz Jan Mohammed and


former civil servants Iliesa Turagacati
and Navitalai Tamanitoakula were
charged with bribery, obtaining a
financial advantage and abuse of office,
while the other two Aisea Liwaiono have
been charged with two counts of causing
loss and Vijay Prasad charged with one
count of causing loss.
Mohammed is also charged with a
count of perverting the cause of justice
by submitting false documents for
investigation purpose.
It was alleged between February 27 and
July 2012, Mohammed, a director of T.F
Jan Bulldozing Company Ltd, offered
payments amounting to $110,100 to
Turagacati, who was a public servant
employed as an acting project accountant
in the then Department of National
Roads. (The Department of National
Roads is being referred to as Fiji Roads
Authority in the High Court).
It was also alleged in that same period;
Mohammed allegedly lodged false
invoices and circumvented procedures to
obtain an advantage of over $3 million.
Tamanitoakula, who was the senior
accounts officer of FRA, was also alleged
to have abused the authority of his
office, did an arbitrary act in processing
payments amounting to $2.468 million
to TF Jan Bulldozing without following
proper procedures.
The fourth and fifth accused Liwaiono
and Prasad whilst being employed with
FRA allegedly dishonestly caused a risk
of loss to FRA by falsely verifying the
statement of invoice dated December
31, 2010 amounting to $95,773.52
and supporting documents for T.F.Jan
Bulldozing Company Limited allegedly
knowing that there was a substantial risk
of loss to FRA.
During the same time, it was alleged
that Liwaiono dishonestly caused a risk
of loss to FRA by falsely verifying the
Statements of invoice respectively dated
December 31, 2010, April 4, 2012 and
April 16, 2012 amounting to a total
sum of $315, 417.60 and supporting
documents of T.F.Jan Bulldozing
Company Limited.

Twenty Nine Issues Of Serious Breaches To


Public Sector Accounting And Audit Practices

The 2007 and 2009 Auditor Generals


reports have repeatedly raised twenty
nine issues of serious breaches that are
systemic in nature.
The reports were tabled in Parliament
this week.
These 29 issues relate to public sector
accounting and audit practices.
They included laxity of certain agencies
to comply with public sector accounting

standards and in breach of the public


sector accounting law of Fiji with many
failed to produce an annual report.
On-going problems with the Financial
Management Information System, not
capturing all the revenue and expenditure
activities is also on the list.
Governments guarantor of last resort
for several under-performing agencies,
or projects is also highlighted in the

reports, as well repeated concerns on the


low rate of student loan recovery.
Examples of infrastructure projects being
incomplete, or non-existent, despite full
payment being made.
The Public Accounts Committee will meet
relevant Ministry of Finance officials on a
quarterly basis to be updated on the progress
of rectification of issues highlighted for
each of the relevant agencies.

Fijian Economy On Track Into The First


Half Of The Year

The Fijian Economy is on track into the


first half of the year.
This is according to Permanent Secretary
for Finance Filimoni Waqabaca who
says government has also been working
to ensure our foreign reserves are at
adequate levels and inflation controlled.
With the first business quarter for

government now out of the way, The


economic forecasts for its operations
as we near the first six months of 2015,
already looks promising says the States

Waqabaca says that with Foreign
Reserves now at adequate levels, four
months ahead, Manageable debt levels at

a ratio of GDP from 58 percent to 50- percent and Inflation well within the grips of
the State, the horizon looks promising.
But as in any economy there is always an
uphill battle in maintaining the numbers.
He says the way forward from here now
is planning well for the 2016 Budget
keeping the determining factors in mind.

The Speaker of the New Zealand


Parliament David Carter joined
the chorus of support for the Fijian
Governments decision to rejoin the
Inter-Parliamentary Union.
The motion, moved by Prime Minister
Voreqe Bainimarama was endorsed with
unanimous support from both sides of the
House.
Mr Carter said the move to rejoin the
union that boasts 166 members and 10
associate members showed the Fijian
Governments determination to reconnect
with democracy around the world.
A point that I have made strongly on
every occasion is that a good democracy
will require a strong government and

a strong Opposition and in fact if you


dont have a strong Opposition having
its opportunity to hold government into
account, then we wont have a strong
democracy in this country, he said.
Mr Carter is visiting the Fijian Parliament
in a reciprocal visit after Fijian
parliamentarians visited New Zealand
a few weeks ago. Accompanying him
are parliamentarians Phil Goff, Mark
Mitchell, Clerk to Parliament, Mary
Harris and Parliamentary Relations and
Policy Officer, Daniel Tusker.
Mr Carter was impressed with
the development of parliamentary
exchanges, especially with questions and
answers from both sides of the House.

Despite the previously fractured relationships at


political levels between Fiji and New Zealand,
Mr Carter promised continued assistance to his
Fijian parliamentary colleagues.
Theres the opportunity, at New Zealand
cost, for the Speaker of the Fijian
Parliament to come down to meet with
other speakers from the Pacific Region
including myself as we meet with Martin
Chungong Secretary general of IPU.
Another specific offer we made to
Madam Speaker and Secretary- General
is that if we could help with some of the
support structure, he said.
His comments were backed by Phil
Goff, a former senior Cabinet Minister
and Leader of the Opposition.

Welsh Man Travels To US To Allegedly


Rape A 10-Year-Old Girl

A man from Wales accused of traveling


to Oregon to rape a 10-year-old girl he
met through an online chat program
has previously traveled to other states
in the United States, and there might
be other victims, the Federal Bureau of
Investigation said.
The FBI said in a statement that it's working
with local law enforcement agencies in
Oregon and across the US to identify other
possible victims of Gareth Vincent Hall
after his arrest earlier this week.
Hall, 22, is jailed in Eugene on three
counts of first-degree rape, two counts
of first-degree sodomy and one count of
first-degree kidnapping after allegedly
traveling to the city last month and
taking the girl to a hotel.
Hall and the girl spoke for two months
before meeting in early April, Eugene

police said. Hall allegedly picked the girl


up in a rental car.
The girl sneaked out of the house to go
with Hall, who was in Eugene for about
four days before returning to the United
Kingdom, police said.
The Lane County District Attorney's
office issued an arrest warrant for Hall
on April 30. Less than a week later, Hall
was arrested at an airport in Chicago.
Authorities said he was on his way to
meet someone else, but they haven't said
if the person was a girl.
Hall, of Caernarfon, Wales, worked as
a lifeguard before his arrest. However,
the county council of Hall's home region
said in a statement that he had been on
suspension from his job since October
because of a criminal investigation by
North Wales Police.

The statement was provided to The


Eugene Register-Guard by the BBC.
The Gwynedd county council is a
government authority in Wales and
operates the center where Hall worked at
the pool. The council declined to discuss
the investigation.
"Whilst it would not be appropriate for us
to comment on the details of the ongoing
North Wales Police investigation at this
stage, we can confirm that all relevant child
protection procedures have been followed
by the Council in the management of this
case," the statement said.
"Whilst we are aware of separate
allegations relating to this individual
that have recently appeared on US
online news websites, it would not be
appropriate for us to comment on their
contents at this stage."

University Of California Visual Arts Class


Requires Students To Be Naked For Final Exam

Ricardo Dominguez has been teaching


Visual Arts 104A: Performing the Self
for 11 years. The project is entitled, The
Erotic Self.
The class that focuses on the history of
body art and performance art in relation
to the question of the self or subjectivity,
Dominguez described to US TV station
KGTV.
He also stressed that students are offered
the option of being figuratively or
emotionally naked instead.
There are many ways to perform nudity
or nakedness, summoning art history
conventions of the nude or laying bare
of ones traumatic or most fragile
and vulnerable self, the University of
California, San Diego said in a statement.
But one parent is furious over the rule.
It bothers me, Im not sending her to
school for this, she told the reporter.
To blanket say you must be naked in
order to pass my class. It makes me sick
to my stomach.
Dominguez stands by his examination
technique.
At the very end of the class, weve done
several gestures, they have to nude
gesture. The prompt is to speak about or
do a gesture to create an installation that
says, what is more you than you are,
Dominguez said.
Its a standard canvas for performance
art and body art. It is all very controlled.

Sounds and Confessional Self, among
others. Students are graded on the Nude/
Naked Self gesture just like all the other
gestures. Students are aware from the start
of the class that it is a requirement, and that
they can do the gesture in any number of
ways without actually having to remove
their clothes. Dominguez explains this
as does our advising team if concerns are
raised with them. There are many ways to
perform nudity or nakedness, summoning
art history conventions of the nude or
laying bare of ones traumatic or most
fragile and vulnerable self. One can be
nude while being covered.

New Nepal Quake: Hundreds Feared


Dead

A new earthquake killed dozens of


people and spread more fear and misery
in Nepal, which is still struggling to
recover from a devastating quake nearly
three weeks ago that left more than 8000
dead.
The magnitude-7.3 quake, centered
midway between Kathmandu and Mount
Everest, struck hardest in the foothills
of the Himalayas, triggering some
landslides, but it also shook the capital
badly, sending thousands of terrified
people into the streets.
Nepal's Parliament was in session when
the quake hit, and frightened lawmakers
ran for the exits as the building shook
and the lights flickered out.
At least 37 people were killed in the
quake and more than 1100 were injured,
according to the Home Ministry. But that
toll was expected to rise into the hundreds
as reports began reaching Kathmandu
of people in isolated Himalayan towns
and villages being buried under rubble,
according to the U.N.'s Office for the
Coordination of Humanitarian Affairs.
Tremors radiated across parts of Asia.
In neighboring India, at least 16 people
were confirmed dead after rooftops or
walls collapsed onto them, according to
India's Home Ministry. Chinese media
reported one death in Tibet.
The earthquake that hit April 25 killed
more than 8,150 and flattened entire
villages, leaving hundreds of thousands
homeless.
At least three people were rescued
Tuesday in Kathmandu, while another

nine pulled to safety in the district of


Dolkha, the government said.
Rescue helicopters were sent to mountain
districts where landslides and collapsed
buildings may have buried people, the
government said. Home Ministry official
Laxmi Dhakal said the Sindhupalchowk
and Dolkha districts were the worst hit.
Search parties fanned out to look for
survivors in the wreckage of collapsed
buildings in Sindhupalchowk's town
of Chautara, which had become a hub
for humanitarian aid after last month's
magnitude-7.8 earthquake, the country's
worst-recorded quake since 1934.

Impoverished Nepal appealed for


billions of dollars in aid from foreign
nations, as well as medical experts to
treat the wounded and helicopters to
ferry food and temporary shelters to
hundreds of thousands left homeless
amid unseasonal rains.
Tuesday's quake was deeper, however,
coming from a depth of 18.5 kilometers

with a new dietary approach thought to
reduce the risk of developing Alzheimer's
disease by as much as 35 per cent,
suggesting that lifestyle variables such
as diet may play a much larger role in
neurodegenerative delay than previously
considered.
The study reports the effects of the MIND
(Mediterranean-DASH
Intervention
for Neurodegenerative Delay) diet
which combines principles of both the
Mediterranean Diet for reducing heart

only relatively easy to follow but which

The study researched the diets of more
than 900 US residents aged between 58
and 98 years. Specific food questionnaires
determined how closely participants'
diets mimicked a Mediterranean, DASH
or the new MIND diet approach. Over
the 10-year period, participants on
the DASH regime reduced the risk of
developing Alzheimer's disease by 39
per cent compared with 53 per cent for
the MIND regime and 54 per cent for a
traditional Mediterranean approach.
The MIND regimes features 15 dietary

of the 10 core healthy brain foods and
fewer of the five unhealthy brain foods
which include fried foods, pastries, butter

Greek Salmon Kabobs


What you need
1 lb. salmon steaks, skin removed, cubed
12 pieces cauliflower florets
2 medium zucchini, cut into 3/4-inch
slices
2 medium red peppers, cut into 3/4-inch
pieces
1 medium red onion, cut into 3/4-inch
chunks
1/2 cup Kraft Greek with Feta and
Oregano Dressing
Make It
Preheat barbecue to medium heat.
Arrange salmon and vegetables
alternately on 12 skewers.
Place in large pan; brush with dressing.
Cover and refrigerate 10 min. to marinate.
Remove kabobs from marinade; discard
marinade.
Grill 7 min. or until cooked through,
turning after 3 min.

Ingredients
1 Onion
2 Tbsp Oil
2 Tbsp Tandoori paste
750 Boneless chicken thighs,
skinless
400 g Chopped tomatoes
125 ml Chicken stock
100 g Cashew nuts
125 g Greek yoghurt, Thick
1 Tbsp Lemon juice
1 Tbsp Brown sugar
1 handful Fresh coriander, roughly
chopped
1 to serve Lime, wedges
Directions
Heat the oil in a large wok or frying pan
over medium to high heat.
Add the onion and cook, stirring
occasionally, for 6-8 minutes, or until
golden and softened. Add the curry
paste and cook for a further 1-2minutes,
stirring, until fragrant.
Cut the chicken into 2cm chunks add and
cook, stirring to coat, for 2-3 minutes.
Add the tomatoes and stock and stir to
combine.
Bring to a simmer, reduce heat to low
and cook gently for 15 minutes, or until
the chicken is cooked through.
Meanwhile, blitz the cashew nuts in a
food processor until finely ground. Add

Remove from the heat and stir through

Babcock could be an interesting prospect
for the position, but would the coach who has surely gotten used to winning

in ex-San Jose Sharks coach Todd
McLellan as their new bench boss, so
Babcock's chances of landing in the Oil
City appear to be slim.
5. San Jose Sharks
Speaking of McLellan, his former team
is also without a head coach and could
be interested in Babcock.
Despite going through a rigorous and
dramatic regular season that saw the team
miss the postseason for the first time since
2002-03, San Jose still has enough quality
pieces to win, and GM Doug Wilson may
be looking to make a splash with his job
potentially being on the line.
With the club announcing a new lease
agreement to stay at the Shark Tank,
and owner Hasso Plattner looking for a
rebound, San Jose may want to give their
fans something to cheer about. Babcock
could be the answer, though reports say
San Jose has already met with Randy
Carlyle to fill the coaching void.
4. Toronto Maple Leafs
When it comes to any big name, expect
the Maple Leafs to be in the conversation.
The club - who has reportedly already
spoken with Babcock - has plenty of
money and hockey-crazed Toronto loves
a big-ticket signing.
This mentality has burned Toronto in the
past with the signing of busts such as
David Clarkson, Jason Blake and Mike
Komisarek. Furthermore, the team isn't
in a win-now situation as they look to
rebuild under the "Shanaplan" of team
president Brendan Shanahan, but the lore
of coaching the Maple Leafs alone may
be enough bring Babcock to Hogtown.
Babcock isn't a player, but the pressure
would be just as high if he took on the job
in Toronto. The city wants results and the
franchise is not opposed to making changes
if things don't go well - just ask Carlyle and
Ron Wilson - so that, along with the rebuild
process, may be enough to keep him away.
3. Buffalo Sabres
Could Babcock become the Rex Ryan of
hockey in Buffalo?
Team owners Terry and Kim Pegula want to
change sports in the city and have the bread
to do it, but does their plan for the franchise
seem enticing enough to lure Babcock?
The Pegulas and GM Tim Murray
reportedly met with the coach Sunday
and the idea of coaching a potential
superstar, and prospective 2nd-overall
selection, in Jack Eichel - similar to
coaching McDavid in Edmonton - along

with a lucrative offer may be enough.


Add an already impressive talent pool of
Evander Kane, Tyler Ennis, Zach Bogosian,
Rasmus Ristolainen and others to the mix,
and Babcock may bat more than an eye at
the idea of landing with the Sabres.
2. Philadelphia Flyers
The Flyers payroll is ridiculous and the
results just aren't there for a franchise
spending that much money.
However, that doesn't mean owner Ed
Snider won't pony up more dough in an
attempt to correct the situation.
Philadelphia - like Toronto - wants to
win now and loves a big-ticket signing,
but the difference in Philly is the Flyers
are actually ready to win now and have
prized pieces such as Claude Giroux,
Wayne Simmonds and Jakub Voracek
with the ability to put them over the top.
Babcock would be a great fit in Philly
and the team needs stability behind the
bench if they hope to turn things around
and get the most out of their money.
1. Detroit Red Wings
With all the hustle and bustle and
speculation about where Babcock may
land, the story may end how it began.
Babcock has an offer on the table from
the Red Wings that would make him
the highest-paid coach in the NHL. He
enjoys working in Detroit as well, so the
question is: why make a change if he's
already comfortable?
The coach could be concerned about
two consecutive conference quarterfinal
losses and how much longer aging stars
Henrik Zetterberg and Pavel Datsyuk are
going to play, but the Red Wings have a
history of proving everyone wrong with
their repeated success.
Babcock could choose to continue to
cement his legacy with the Red Wings,
which would make for a great run of
success in his already storied career.
