A New Wave of Destruction and Random Shelling in Aleppo


Since the beginning of May 2015, SNHR noticed that governments forces attacks escalated on Aleppo neighborhoods that are controlled by the armed opposition.
SNHR recorded in a period of 15 days, the dropping of 81 bombs by governments aviation
as government warplanes fired more than 92 missiles, whilst the government forces fired
20 short range Surface to Surface Missile SSMs mostly targeting residential neighborhoods, and never targeted facilities or gunmen, with the clear evidence the 98% civilians
victims ratio half of them are women and children, neither the photos, videos, nor testimonies of the residents proved the existence of military facilities or vehicles in the targeted
areas, in addition to the targeting by barrel bombs dropped from 5,000 meters high, falling
according to physics free fall law and manipulated by the air.
The random shelling caused the death of 127 victims recorded by name, image, date, place
and time of death, including 24 children and 12 women since May 1, 2015 to May 16,
2015.
The latest attacks targeted multiple vital facilities such as Shabibet Al Baath School in
Al Qaterji neighborhood, Primary School of Khalsa Town in Khalsa, Forensic Medicine
Center in Al Sukari neighborhood, Othman Mosque in Baidin neighborhood, the ER System in Jub l Quba, and the Health Center in Al Saleheen neighborhood.
All these vital facilities were proven civilian centers with no military existence by SNHR
investigations.
Most Notable of the Random Attacks:
- Friday, May 1, 2015, government aviation dropped a barrel bomb on Al Saleheen neighborhood targeting a residential building causing the death of 8 victims including 3 children.
- Friday, May 8, 2015, government aviation dropped 2 barrel bombs on the Electricity Association located in Kafernaha town surrounding causing the death of 5 civilians including
2 children and a woman.
- Tuesday, May 12, 2015, government aviation dropped a barrel bomb on Jisr Al Haj Circle
causing a massacre that killed 30 civilians including 2 children and a woman.

- Wednesday, May 13, 2015, government warplanes fired 4 targeted bombs on Al Ease
town market in Aleppo southern countryside causing the death of 30 civilians including 6
children and 2 women.
- Wednesday, May 13, 2015, government warplanes targeted Primary School of Khalsa
Town with an interstitial missile during school hours causing the death of 9 children from
Thatha family.
Conclusions and Recommendations:
According to the International Humanitarian Law the random, deliberate, or disproportionate attacks are considered illegal as the targeting of residential neighborhoods by government forces is a clear underestimation of the very least of the International Humanitarian
Law and Security Council resolutions, and the random indiscriminate shelling is considered a violation of the International Humanitarian Law and mounts to war crime.
Recommendations:
To the Security Council:
1. Bind the Syrian Regime to oblige to the resolution 2139 after over year of issuing the
resolution as the attacks hadnt stopped not even for one day.
2. There must be a complete ban of arming the Syrian government due to its horrific violations of the International Laws and Security Council resolutions.
3. Consider the countries that supply the government forces with weapons and those
which proved to commit crimes against civilians as partners in those crimes, in addition to all the suppliers and distributers.
