Themainuseofabillofquantitiesinsupportofacontractisthetraditionalandprovenmeansof
securingalumpsumpriceforcarryingoutthebuildingworksfortheclient.
SCQuantitySurveyorsproduceseveraltypesofBillsofQuantitieswhichinclude
Firm(toobtainalumpsumpriceforafullydesignedbuildingproject)
Approximate(subjecttoremeasurementasbuilt)

FirmBillofQuantities
Thereliabilityofthetenderpricewillincreaseinrelationtotheaccuracyofthequantitiesprovided
(i.e.themorepreciselytheworkismeasuredanddescribed).Providedtherewerenodesign
changes,thenfirmbillsofquantitieswouldprovideapriceattenderstage,whichwouldequalthe
finalcost.However,therewillbechanges,andthebillofquantitiesprovidesagoodbasisforcost
control,sincethedirectcostcanbeassessedwithreferencetothebillofquantityrates.Ingeneral
thefirmerthebillofquantitiesthebetteritisasameansoffinancialcontrol.

ApproximateBillofQuantities
SCQuantitySurveyorscanproduceapproximatebillsofquantitieswhicharemainlyusedwhen
thereisinsufficientdetailstopreparefirmbillsofquantitiesorwheretheclienthasdecidedthatthe
timeandcostofafirmbillofquantitiesisnotwarranted.Thesetypesofcontractsdonotprovidea
lumpsumprice,butinsteadtenderpricetotals(ie.aquantifiedscheduleofrates),sincethe
quantitiesaresubjecttoremeasurementoncompletionbythequantitysurveyor.Ingeneralthese

contractsareusuallysubjecttogreatervariationthanlumpsumcontractsandthereforeshouldonly
beusedwheretimeisalimitingfactororwherethereisgreatuncertaintyinrespectofcertain
elements,suchasmajorexcavationsandearthworks.
Itisimportanttonotethattheinitialresourcecostofapproximatebillsofquantitiesislikelytobe
lowerthanfirmbillsofquantities,buttheneedforremeasurementinvariablyresultsinanoverall
higherresourcecost.Althoughthemeasuredquantitiesareapproximate,thedescriptionsofwork
itemsshouldbecorrectintheapproximatebillofquantities.
BillsofQuantitiesthatarerequiredforalumpsumcontractbasedonfirmorapproximatequantities
willnormallybepreparedbytheemployer'squantitysurveyor,whereasunderadesignandbuild
contract,theemployer'sprojectteamwillpreparetheemployer'srequirementsandtheBillof
Quantitiesorquantifiedschedulesofworkwillbepreparedbyeitherthemaincontractoror,more
likely,themaincontractor'sworkpackagecontractors.Ingeneralthechoiceofwhoquantifies
buildingworksissolelydowntotheemployer'spreferenceofcontractstrategy.
