MACs started in 1998: questionnaire among


naval students in the NL: need for
environmental education!

1998-2010: `More than 5,000 participants of


> 20 nationalities have experienced a
ProSea MAC (2001 ProSea was founded in
Netherlands)

Our current/former/future clients: all Dutch


naval academies, shipowners (BP Shipping, Eletson
Tankers in Greece, Kuwait Oil Tanker Company, NYK,
Q Shipping, Clipper Marine Services), ship equipment
supplyers, salvage companies, Stolt Nielsen Tankers,

So How do existing ProSea


courses and the IMO MC relate to
ships waste and EU Dir 2000/59?

Revised IMO STCW will enter into force in 2012


By then, Marine Environmental Awareness will be
obligatory for every seafarer!
IMO MC will offer Minimum Standards of MEA
world-wide
Revised EU Dir 2000/59 could assist in increasing
Marine Awareness among EU ports and seafarers:

And what are our experiences during the
ProSea courses when it comes to ships waste?

Course Example: behaviour -people P


Enquiry among 400 cadets from Naval Colleges (2003-2004)
who had followed traineeships on Dutch and Scandinavian
vessels.
Who threw/had to throw things over the side?

>75% threw garbage overboard


Main reasons for dumping:
83% easy to get rid of
74% convenient
63% dont understand the consequences
57% saves time
38% saves money

Other findings/experiences during ProSea courses


(n= > 5,000 course attendants during 1998-2010)
Make disposal of ships waste as easy and efficient as possible
This means, in practice, a combination of the Antwerp-RotterdamHamburg approach and the Scandinavian (unlimited discharge)
approach
Course attendees are almost totally- unfamiliar with IMO form for
reporting inadequacy of PRFs

ProSeas general conclusion is that the still existing lack of using


PRFs is a combination of (in order of importance):
1.

Lack of awareness of effects of marine litter in the marine and


coastal environment - at ship as well as shore level

2.

Non uniformity of systems in port and waste treatment ashore

3.

Lack of enforcement/control

4.

Non-existing or insufficiently operating PRFs world wide

Proposal ProSea i.r.t. revision of EU 2000/59


In revised EU Dir 2000/59, refer to STCW as an important instrument
to increase awareness of seafarers, port personnel and other
relevant stakeholders
Use momentum of revised instruments STCW and EU DIR
2000/59 to increase EU wide involvement of shipping companies,
ports and waste companies, in the form of practical awareness and
implementation workshops (possibilities funding from EU/ EC?)
Work together within EU to agree on an IMO level on the new ISO
standards for waste separation, storage and treatment on board
(could well be part of workshops)
Carrot and the Stick principle: Besides awareness and financial
incentives (Carrot) use of enforcement (Stick ) for
structural non-compliance

But
