MEASUREMENT AND PAYMENT

PART 1 - GENERAL
1.0
A.

FIXED PRICE ITEMS

Payment for all Fixed Price Items shall be made in accordance with Contractor's approved
detailed breakdown of cost as required by the Article entitled "Progress Payment Schedule
for Fixed Price Items" included in Part VI, Price, and Payment Provisions. The Fixed Price
includes full compensation for all items of Work required by the Special Specifications and
Drawings, which are not specifically identified by individual Unit Price Pay Items.
Mobilization and Demobilization:

1.1

Mobilization: This item provides for the expenses involved in mobilization of Contractor's
plant and personnel. It includes but is not limited to providing temporary facilities, housing
and messing, transportation, visas, residential permits, customs clearance and customs
claims, work permits, and all applicable licenses and authorizations, and for immigration of
personnel as appropriate.

1.2

Demobilization and Clean up: This item provides for the expenses involved in
demobilization of Contractor's plant and personnel. It includes but is not limited to
transportation, exit visas, custom clearance, all applicable authorizations, and for
emigration of all personnel as appropriate. Upon completion of all work, the premises within
the areas embraced by the work shall be clean and free from refuse resulting from work
performed.

2.0

UNIT PRICE ITEMS

A.

Unless otherwise specifically stated in the Price and Payment Provisions or herein, the
following shall be deemed to be included with all items:
1. Fitting and fixing materials and goods in position.
2. Plant and all costs in connection therewith.
3. Removal and restoration of facilities, structures, utilities or pavement removed during
performance of the work.
4. Waste of materials and disposal of same.
5. Disposal of all debris and excess materials, as directed by Royal Commission.
6. Testing of materials and systems and all quality control and assurance

requirements.

7. General and administrative charges, overhead charges, and profit.

All unit price items shall be paid at the rates set forth in the Price and Payment Provisions
and subject to inspection(s) by the Royal Commission's Authorized Site Representative. Unit
prices include all labor, material, transportation, placement, testing consumable supplies,
preparation of shop drawings and as-built drawings, equipment and services necessary to
deliver complete and functioning installations, units and systems built in accordance with
specifications, plans, and drawings approved by the Royal Commission, whether or not
specifically mentioned below. Compensation for work which may be required to produce a
complete operating system, but which may not be specifically included in one of the pay
items, shall be deemed to be included in one or more of the pay items listed of which it is an
integral part, and no additional compensation will be provided. All field measurements,
surveys, and calculations of quantities for payment purposes shall be performed by the
Contractor and confirmed by the Royal Commission.

C.

The scope of work of each unit price is not necessarily limited to the items given in the
descriptions but shall include everything necessary to complete the work in accordance with
the detailed drawings and these specifications.

D.

Where reference is made to "earth work" or "excavation and backfill" in the descriptions, this
shall be deemed to include excavation in whatever material encountered, to the lines and
grades specified as shown on drawings; backfill and compaction in layers as specified,
testing and quality control and the disposal of surplus material.

E.

Where reference is made to "concrete" or "reinforced concrete" in the descriptions, this shall
be deemed to include all necessary formwork, reinforcement, moisture/vapor barrier, damp
proofing/waterproofing, embedded steel, ladder rungs, water stops, expansion jointing
materials, sealing and jointing compounds, all accessories, curing and testing.

F.

The Contractor shall be responsible for providing the Royal Commission with accurate
measurements of all work accomplished. The Royal Commission shall have the right to verify
measurements made by the Contractor.

G.

The unit price items defined in the Price and Payment Provisions and listed in the Schedule
of Prices and Quantities are measured in accordance with the methods described below,
which shall also be used for any subsequent re-measurement of the work.
The term meter used in the Schedule shall be either linear, square or cubic, and indicated by
the symbols LM, SM and M3.
Measurement of concrete shall be "neat quantities" and based on the dimensions indicated
on the drawings.
Where the unit of measure is the meter, quantities shall be measured to the nearest whole
unit, fractions of a unit less than half shall be disregarded and all other fractions regarded as
a whole unit.
Where the application of the above paragraph causes an entire item to be eliminated, such
item shall be enumerated stating the size or weight as applicable.

PART 2 - DESCRIPTION AND MEASUREMENT OF UNIT PRICE ITEMS

02.00.

SITE WORK:

02.01.

CIVIL

02.01.01.

Site Preparation

02.01.01.01.B

Demolition: Work under this item includes demolition of sidewalk, asphalt

pavement, concrete curb and gutter and other any existing structure necessary
to accommodate new development as per drawings.
Measurement shall be in square meter of sidewalk, asphalt pavement and
concrete curb and gutter and other obstructions to include disposal of materials
is as per Royal Commission designated area.

02.01.01.02.B

Site Clearing and Grading: Work under this item includes, but is not
necessarily limited to, removal and disposal of all unsuitable material, debris,
stones, waste, rubble (dumped), organic matters, other deleterious material,
vegetations, stumps, roots and other obstructions interfering with clearing
operations, scarifying the surface to a depth of 150 mm minimum from the
existing surface elevation and proof rolling. It shall include excavation to
required levels shown on the drawings, backfilling with suitable material and
compaction. All unsuitable materials shall be hauled and disposed to Royal
Commission Sanitary Landfill Area (located near KM32) for disposal.
Measuring for payment shall be measured by square meter of materials for the
clearing and grading work performed within the limits of the work for the entire
job site.

02.01.01.03.B

Borrow Material for Grading and Backfilling: Borrow material for grading
and backfilling includes, furnishing all borrow material from a borrow pit
outside Royal Commission property; all hauling, stockpiling, scarification of
existing surfaces, spreading, watering, mixing, compacting, grading and/or
backfilling to achieve design elevations by filling with borrow material, and all
associated sampling and testing, all in accordance with contract drawings and
specifications. Borrow material shall not be utilized until all suitable on-site cut
material has been exhausted.
Borrow material and rough grading shall be measured by the cubic meter,
complete in place. Prior to initiating placement of borrow material, crosssections of the compacted surface upon which the borrow material will be
placed shall be made at uniform intervals not exceeding 25 meters. Upon
completion of the construction of the compacted borrow material; crosssections of the compacted surface shall be made at the same locations and in
the same plane as the original cross-sections. The volume shall be calculated
from the cross-sections using the Average End Area method.

02.01.02.

Roads and Roadside Facilities

02.01.02.01.B

Stamped concrete (12 cm thick): Work shall include all necessary

excavation, formwork, supply, placement, finishing and curing of concrete for
stamped concrete along concrete curbs, preparation of substrate to receive
material with leveling and compaction; jointing, screed layer, and all incidental
item as required to complete the work as per detailed drawing an
specifications.
Measurement shall be per square meter of stamped concrete tiles installed in
place.

02.01.02.02.B

Concrete Curbs (170 x 400mm): Work includes all necessary excavation,

formwork, concrete work, expansion joints, joint fillers and sealers, backfilling
and compacting, painting etc. complete including testing for curbs and
depressed curbs at the ramps.
Measurement shall be per linear meter, as verified by field measurement along
the top of the curb.

02.01.02.03.B

Concrete Edger (100 x 300 mm): Work includes all necessary excavation,
formwork, concrete work, expansion joints, joint fillers and sealers, backfilling
and compacting, painting etc. complete.
Measurement shall be per linear meter, as verified by field measurement.

02.01.02.04.B

Precast Concrete Wheelstops: Work includes supply and construction of

concrete wheelstops in pattern as shown on drawings.
Measurement shall be per each unit of concrete wheelstop installed in place.

02.01.02.05.B

Reflectorized Thermoplastic Pavement Markings: Work includes

preparation of pavement surface, setting out and pre-marking, furnishing and
application of markings strips, lines and symbols as shapes as detail shown on
drawings, including hand application where required.
Pavement marking shall be measured by linear meter of painted lines
and per each marking shapes, as calculated from drawings and verified in
field.

02.01.02.06.B

Granular Base Course: Work under this item includes the supply, placement
and compaction to 100 mm thickness of granular base course material in the
number of layers specified, and testing and quality control. Where applicable.
Measurement shall be by the square meter of compacted granular base
course in place, as calculated from the Contract Drawings and verified by field
measurements. Field measurements shall include verification of the required
thickness.

Asphalt Concrete Base Course (65mm Thick): The work under this item
includes, surface preparation and application of prime coat; the procurement,
hauling, spreading, rolling and compaction of asphaltic concrete layer (65 mm
thick for roads) ; and the necessary testing and quality control, all in
accordance with the Contract Drawings and Specifications where applicable.
Measurement shall be by the square meter of paving installed, as calculated
from the Contract Drawings and verified by field measurements. Field
measurements shall include verification of the required thickness.
Measurement shall be to the extent of the required constant thickness and
shall exclude tapered edges and paving over-runs which shall be deemed
included in the price of the full thickness asphaltic concrete base course.

02.01.02.08.B

Asphalt concrete Wearing Course: The work under this item includes,
surface preparation and application of tack coat; the procurement, hauling
spreading, rolling and compaction of asphaltic concrete (50 mm thick ); and
the necessary testing and quality control, all in accordance with the Contract
Drawings and Specifications. Where applicable.
Measurement shall be by the square meter of paving installed, as Calculated
from the Contract Drawings and verified by field measurements. Field
measurements shall include verification of the required thickness.
Measurement shall be to the extent of the required constant thickness and
shall exclude tapered edges and paving over- runs which shall be deemed
included in the price of the full thickness asphalt concrete wearing course.

02.01.03.

Sanitary Sewer System

drawing and specification), excavation, backfilling and compaction, sheet piling

outs, and concrete encasement, cutting of road, restoration of surface to its
original conditions, disposal of waste materials to the designated areas etc. all
the works to be inclusive of all testing and commissioning.
Measurement shall be per linear meter for each diameter of pipe installed and
tested. Measurement shall be made along the centerline of the pipe with no
deductions made for manholes.

Manholes: Work includes supply and installation of fiberglass manholes with

frames and covers, including excavation, backfilling, concrete work, fiberglass
ladder, and pipe connection to manhole, waterproofing/damp proofing, grading
etc. complete as detailed on drawings.
Measurement shall be per each manhole completed and tested.

concrete encasement, cutting of road, restoration of surface to its original
conditions, disposal of waste materials to the designated areas etc. and
restoration of surface to its original conditions. Also, includes disinfectioning
(flushing out and subsequent chlorination of all pipe runs and fittings and
testing of all pipes.
Measurement shall be per linear meter for each diameter of pipe installed and
tested. Measurement shall be made along the centerline of the pipe with no
deductions made for fittings and valves chambers.

Gate Valve: Work includes supply and installation of gate valve, Surface box

Remote Control Valve: Work includes supply and installation of gate valves,
associated fittings, flange adapters, accessories, jointing, concrete pads,
collars, bases and surrounds, excavation, concrete chamber and making
connections to pie work complete as detailed on drawings.
Measurement shall be per each gate valve with chamber installed and tested.

Isolation Valve: Work includes supply and installation of isolation valve,

jointing, coating, wrapping and corrosion protection, etc. and making
connection to pipe work complete as detailed on drawings.
Measurement shall be per each Isolation valve with chamber installed and
tested.

Field Control Module (FCM) Assembly: Work includes supply and

installation of Irrigation field control module: electrical wiring in trench,
excavation, bakfilling, warning tape, associated fittings complete as per
specifications and drawings.

installed in place.

Flush Valve: Work includes supply and installation of Flush valve, jointing,

General Trees and Palms: Supply and planting of trees with straight trunk and
healthy foliage and free from any pests and diseases. Include excavation of
tree pit, wood stakes, gravel mulch, sweet sand mix with peatmoss, fertilizers
for planting, GI Steel (2 Ea) painted with green color, transporting to a place
determined by the Royal Commission, disposal of excavated material and all
other related works necessary to complete the work as per contract drawing.
The Item shall be measured as lot unit planted in place.

Shrubs: Work includes supply and planting of shrubs, staking, necessary

materials for landscaping sweet sand mix with peatmoss and fertilizers for
planting area, tying as shown in site-layout plan and as per RC standard
drawing detail No. RCL-L-1.
The item shall be measured as lot unit planted in place.

Succulent Plants: Work shall include supply and planting of succulents, sweet
sand mix and peatmoss, fertilizer for planting area, drainage stone, stone
mulch, permeable filter membrane , transportation to a place determined by
the Royal Commission and all accessories according to contract drawing and
specifications.

Ground Cover: Work includes ground covers, sand layers, gravel layer as

Supply: This shall include all accessories, and factory installed current
transformers, current limiting and overload sensing removable fuses, terminal

construction of concrete pad with ducts.
Installation: This shall include setting of the unit on foundation with concrete
protection, anchoring, seal around pad, grounding, connection and supporting
of high voltage cables, and field tests of equipment for electrical and
mechanical performance in accordance with the manufacturer's
recommendations and all associated sampling and testing, all in accordance
with the contract drawings and specifications.
Package Substation shall be measured per each unit complete in place, tested
and ready for energizing.

02.02.02.

Metering System:

Work includes the supply and delivery of factory assembled 400-2000A

Service, Transformer Rated or Single Service, 200A 400/230VAC, 3 Phase
metering system comprises of but not limited to meter socket, circuit breaker

complete electric energy metering in NEMA 4x cabinet with hinged and keyed
door.
Installation includes but shall not be limited to support on concrete base,
mounting, alignment, punching and drilling for conduit entry, grounding and
testing.

Measurement shall be per linear meter of triplex single core cables as installed
and tested.

Lighting Panel (LPO), NEMA 4x Enclosure: Work includes purchase, supply,

delivery and installation of lighting panel in NEMA type 4x enclosure complete
with contactor, weekly digital programmable timer, circuit breakers, auto-handoff switch and other materials as per project specifications and as shown on
the drawings. Scope includes cable/ wire terminations, testing and
commissioning.
Installation includes but shall not be limited to concrete base, mounting,
alignment, punching and drilling for conduit entry, grounding, posting of panel
directory and testing.
Measurement shall be per each lighting panel completely installed and tested.

02.02.10.A&B

Grounding Electrode System (Groundings, Grounding cables, Earth pit):

Shall include all work, materials, equipment, accessories and all associated
work necessary for complete installation of grounding system consisting but
not limited to, supply, delivery and installation of ground rods, grounding
cables, conduit sleeves, Earth Pit (Ground Well); testing of rod resistance to
earth; connection (exothermic in general and bolted at ground wells and
equipment), excavation, backfilling & compaction, and cleaning of debris.
Measurement shall be per lot of grounding electrode system installed and
tested.

02.02.11.A

Equipment Enclosure, Concrete: Work shall be as shown on the drawings

which includes but shall not be limited to concrete block, cement plaster, padlockable double swing door, concrete, curing, clean-up and other.
Measurement shall per each equipment enclosure completely installed in
place.

02.03.

Telecommunication System

Telecommunication Duct bank, PVC Conduit encased in Concrete:

Work includes supply and installation of ducts, couplings and other associated
fittings, draw wires, excavation, concrete bed and surround, warning tape,
backfilling and soil reinstatement and making all the ducts clear of obstruction

locknuts, boxes (outlet, pull and junction), box covers, supports, hangers
and pull wires.
Installation shall include delivery of materials from storage to construction
site, handling, inspection, clean up or removal of construction debris.
Measurement shall be by lot of completely installed raceways.

This item includes the supply, installation, delivery to site, storage, and field

Measurement shall be by lot of multi-core cable installed, terminated and
tested.

Lightning Protection:
Shall include all work, materials, equipment, accessories and all associated
work necessary for complete installation of lightning protection consisting of
air terminal or lightning rod, base, supports, high conductivity copper cable
or tape, bonding jumper, grounding grid (rods & bare copper cable) and
inspection pit.
Measurement shall be per lot for the completely installed and tested
lightning protection system.

Telephone System: Work includes purchase, supply, delivery supply and

installation of a telephone system as shown on the drawing complete with

Public Address System: Shall include all work, materials, equipment,

accessories and all associated work necessary for complete installation of
public address system consisting but not limited to amplifiers, equipment
cabinet, column and ceiling speakers, horn speakers, microphone and
microphone outlets, cables and wires, 15 A, 125V switch and receptacles;
and raceways.
Installation shall include delivery of materials from storage to construction
site, mounting, alignment, fixation, conduits and boxes, cabling, testing and
all other works required for a complete operational public address system.
Measurement shall be per lot for the completely installed and tested public
address system.

Fire Alarm & Detection System: Shall include all work, materials,
equipment, accessories and all associated work necessary for complete
installation of fire alarm and detection system consisting but not limited to
Fire alarm control panel, detectors, bells, automatic telephone dialer,
raceways and wires.
Installation shall include supply, delivery of materials from storage to
construction site, mounting, alignment, fixation, conduits and boxes, wiring,
testing and all other works required for a complete operational fire alarm and
detection system.
Measurement shall be per lot for the completely installed and tested fire
alarm and detection system.
