2 ORGANIZATION
2.1
Structure
Vinotte International Middle East (VIME) is a joint venture company between Vinotte International
(Belgium) and Al Mansoori Specialised Engineering Services (U.A.E.), and as such it is part of the Belgian
AIB-Vinotte Group. The overall International Organisational structure is shown below.
Vincotte group of companies offers its services internationally and provides a wide range of services
aimed at improving safety, quality and the environment. Over 1500 engineers, technicians and
consultants operate in 30 countries worldwide
Services provided by Vincotte includes non-destructive & destructive testing, inspection services, third
party inspection, as well as certification of management systems and products, nuclear safety, civil
engineering and construction services, training, design review and specialised assistance and
consultancy in Health & Safety, Environment, Quality and Food Safety.
The group was first established in the late 19th century, when first Vinotte and then AIB were
established, resp. in 1872 and 1890.
AIB-Vinotte Group is a group of companies operates under the umbrella of the holding company
Vinotte International where all corporate services are centralized.
A number of companies in different countries carry out the operational activities.
AIB-Vinotte Group in the Middle East was first established in Abu Dhabi in 1978, and the current joint
venture company was (established) in 2004, in order to implement the international growth strategy
from a local platform.

Geographical areas covered by VIME includes but not limited to; Nigeria, Libya, Sudan, Egypt, Yemen,
KSA, U.A.E., Qatar, Bahrain, Kuwait, Iraq, Syria, Lebanon, Iran and Pakistan, as well as the Russian
Federation, Ukraine, Belarus, Georgia, Uzbekistan, Kazakhstan, and Azerbaijan.
In the Middle East Vinotte has a branch in Muscat (Oman), and the main office is in Abu Dhabi-UAE and
another office is in Dubai. Together we employ over 150 engineers, inspectors, auditors, technicians, as
well as support staff in the Middle East.
Our local organisation includes two operational units, one for Non Destructive Testing (NDT)
conventional and Advanced, Third Party Inspection and Expediting (TPI) and Lifting Equipments
Inspection and certification, and the other one for Management System Services, such as certification and
training.
VIME provides professional and specialised services to our clients, mainly industries and especially the
Oil & Gas Sector. The companies in our regional Group are maintaining the high standards of the parent
company, while delivering services related to Quality, Safety and the Environment.
We believe that our strength is due to our highly qualified and experienced staff as well as continuous
training and development of our abilities, and through associations with well-reputed companies around
the world.
We aim to establish a co-operation with our customers in order to provide them with the services that fit
their needs, by means of the most appropriate solution, at the lowest possible cost, and in compliance

is laid down by law. All other activities are grouped in public limited companies (NV). Of the more than
EUR 165 million in group turnover recorded in 2009, around half was posted by AIB-Vinotte Belgium
VZW. The bulk of the other sales was recorded by AIB-Vinotte International, a public limited company
bringing together the commercial activities. The remainder comes from the groups other subsidiaries,
which are run from the Vinotte International holding company.

Inspection, Third Party Inspection and Expediting, Lifting Inspection Services (We are a member of LEEA).
VIME QHSE Management System is certified to ISO 9001, ISO 14001 & OHSAS 18001 from BSI and
Training Courses are certified from VIME & GTSC.
We deploy our highly qualified & multi-disciplined permanent staff for all projects. We assess all projects
for needs and generate tailor made project plans for each project in addition to structure, clearly defined

Supply of QA/QC Managers, Inspectors & Safety Managers

We have filled in temporary positions (from 1 month up to three years) in the oil & gas industry and in
construction projects (buildings and heavy industrial civil works). We recruit & hire only select people
with the relevant experience and the required education to fill in critical positions of limited duration for
one of your projects.
Categories include safety managers and engineers in Safety or QA/QC, Engineers & inspectors
specialised in electricity, instrumentation, mechanics, pipeline, welding, painting coating, and materials
inspection.
Inspection, Third party Civil Construction Inspection
We provide professional third party civil construction inspection services in planning, engineering,

Introduction:
Non Destructive Inspection/Testing/ Examinations (NDI/NDT/NDE) are the inspections of a
structure/component/fabrication/assembly in any manner that will not impair its future usefulness. The
purpose of the inspection may be to detect flaws, measure geometric characteristics, determine material
structure or composition or characterize physical, electrical or thermal properties, without causing any

trained and experienced technicians for the tasks.
We provide RT, UT, MT, PT & VT various techniques from our base in Abu Dhabi, at various customer
locations in the Middle East and CIS countries through our ASNT qualified & Certified crews to;
Oil & gas industry at on shore and off shore locations
Contracting companies at on shore and off shore.
All of our core technicians are multi-skilled in the 4 basic disciplines.
Advanced techniques provided are MFL for tanks floor and PCM for pipelines.
Inspection and Certification of cranes and lifting equipment
As one of the most Known institutions for design review of cranes worldwide, it is only normal that
inspecting and certifying cranes and lifting equipment became one of our Group's main activities. In
Belgium, Holland and France we certify over one million lifting equipments per year, and in U.A.E. we
work for various companies and organisations, including the MOD, Total ABK, CAT Group, Al Muraikhi
and other construction and contracting companies.
Safety training, Consultation & Audits
We help to improve companies safety performance through: Hazard identification studies, risk
assessment analysis, safety audits, Environmental impact assessments, assistance in the development of
an HSE system, supply of safety managers and auditors, lifetime expectancy studies for new and used
equipment and plants. We can address immediate needs, and can conduct more comprehensive projects
with support from our European specialists.
Some of our international clients are: BP, Total, Mobil Oil, AMOCO, EXXON and Nestle Chemicals.

Environmental Protection
Experienced engineers, scientists, geologists and biologists, as well as highly qualified technicians, are
active in environmental inspection and consultancy services.
This service covers: air, water and soil pollution inspection, including odour, noise, waste and ionizing
radiation, consultancy and studies, particularly environmental studies and audits, and training (tailor
made to the individual needs of the client). Most of these services will involve a co-operation with our
European specialists.

Management System Certification
Vinotte International Middle East LLC (VIME) has become the first Certification Body in the Middle
East to acquire an independent international accreditation from United States accreditation body ANAB
(ANSI/ASQ National Accreditation Board) for its management systems certification services.
VIME provides ISO9001, ISO14001, OHSAS18001 and VCA certification, as well as BRC and HACCP
auditing. We also provide training related to management systems as part of coaching/support.
3.2 Services provided from other offices
When needed, we can rely on our colleagues in other AV Group companies and offices around the world
for those services we cannot yet provide, or for those cases when our resources are insufficient to cover
the scope of projects.
In most disciplines we offer inspection, certification, consultancy and training services, provided by our
own experts. Further to this, our Head Office can rely on both an R&D department for NDT and a
business development department for safety related services.

Our services related to electrical installations for generation, transport and use of electrical energy,

The management of Vinotte International Middle East L.L.C. commits itself to provide technical
inspection and management system certification services with the aim to fulfill the customers
requirements in accordance with their needs and expectations, by executing the work to their stated
requirements, the applicable standards and regulations.
We shall deploy this policy through the implementation and maintenance of a quality management
system in line with the international Standards ISO9001.
On an ongoing basis, but at least once per year, we will assess the performance of our management
system, define objectives and targets and management programmes to maintain and improve the
effectiveness of our quality management.
