1.0 SCOPE
This document describes the detailed method of Erection of Steel Platform to be installed at
78T002 API Pond in IRPC UHV Project to ensure that the work is done in line with HSE and
good engineering practices and is compliance with project specification engineering standard
practices, nation & local codes. The details of the procedures may be modified base upon
actual site requirement

3.0 RESPONSIBILITIES
3.1 Project Engineer
3.1.1 Assisting site manager to prepare construction plan and performing construction
works.
3.1.2 Supervising the execution of civil construction activities to meet the safety and
quality requirement of the contract and project specification.
3.1.3 Preparation and mobilization of construction facilities and construction
equipment / tools for civil construction works.
3.1.4 Planning and assignment to manpower for civil construction works.
3.1.5 Supervising Civil Construction Engineers.
3.2 Site Engineer
3.2.1 Monitors the daily operations involved with work planned safety, quality and
progress control for the civil construction works as directed by the site
Construction Manager and Civil Construction Superintendent.
3.2.2 Assisting to the development of civil construction procedures.
3.2.3 Distribution and control of all civil construction drawings for assigned his

charges subcontractors.
3.2.5 Supervising construction inspection and test reports to perform during the
construction period.
3.2.6 Providing solutions and suggestions to resolve discrepancy items between
engineering drawings and field conditions.
3.2.7 To prepare shop drawings and verify quantities of any construction materials
modified.
3.3 QA/QC Engineer
3.3.1 To perform quality inspection as per inspection and testing plan of civil
construction works and summarization / collection of relevant inspection
reports.
3.3.2 Responsible for inspecting construction equipment / tools of civil construction
works for proper working order and calibration.
3.3.3 Verification of all inspection / test reports and measurement records.
3.3.4 Supervision and identification of all construction equipment / tools / products
during construction period.
3.4 Safety officer
3.4.1 Have full familiarity with the Works at all stages to enable advice to be given,
where necessary, to ensure safe work condition and the subsequent prevention
of injury to personnel.
3.4.2 Supervise the training in and correct use of protective clothing and safety
equipment.
3.4.3 Advise management on changes in legislation.
3.4.4 Investigate accidents and dangerous occurrences and recommend means of
preventing repetition.
3.4.5 Carry out frequent site inspections to determine that all Notifications are being
observed.
3.4.6 Check that Welfare facilities are properly provided and maintained.
3.4.7 Ensure that all reports of accidents are made on the prescribed forms and
forwarded to Head Office without delay.

5.0 WORKING PROCEDURE


5.1 Description
The erection of the steel platform should be in accordance with the project
specification/drawings, and as agreed with client. The priority should be given to minimize
on-site construction and to provide extensive prefabrication. Other site constraints such as
accessibility and limitations of hoisting equipment need to be considered. These constraints
may subsequently affect the sequence of construction for the development. The extent of
work, the cleaning requirements, the surface preparation and environmental protection
requirements shall be as specified in the Contract Documents. Access to facilities and
supply of equipment for inspection to all portions of the work shall be supplied, properly
installed, and operated by the Contractor.
5.2 Fabrication stage
During fabrication it is ensured that strength of members by using grades of steel which are
in accordance with the relevant standards and shop drawings comply with structural design
drawings. It always important to avoid Fabrication errors (angles, etc).

5.3 Transportation stage


Fabricated members are delivered to the site in a timely and efficient manner to work as per
the work schedule.

5.3 Erection stage


Prior to the electing the steel members it is inspected by the engineer in charge that the
ground surface or supporting structure is suitable for plant (such as mobile scaffolds and
cranes) to operate safely, cast in concrete footing pedestals or slabs are within tolerance,
availability of shop drawings, preferred type and number of cranes to erect members of
particular size and shape, and for vertical and horizontal bracing requirements preferred
method of connecting steel members.
5.3.1 Base Plate Installation:
The base plates of required thickness on specified number of bolts are installed at the
marked positions on the drawing.
5.3.2 Temporary formwork/bracing:
Temporary bracing are required to ensure the verticality of steel column and for proper
connection with the beam and other members.
5.3.3 Erection of steel column and beams:
Prefabricated steel columns are positioned at their specified locations and are braced with
diagonal and horizontal members. Main beams are connected to column with help of
connectors (bolt/ weld as specified).
5.3.4 Grating Installation:
The grating as specified in the drawing is installed after finalizing the erections of column,
beams and other members.
5.3.5 Connections:
Connection of the pre-fabricated steel members requires accurate dimension coordination.
Slight discrepancy exists in the off-site or on-site works may therefore result to delay in the
whole operation. Connections for structural steel sections are as classified into shop
drawings, Connections are done mainly by welding during fabrication to produce more rigid
joints while by rivet or bolt joints are used more frequently in conjunction with site welding at
site.

6.0 HSC PLAN


One of the main aspects of this procedure is safety & health control. This is to control
occurrence of injuries as well as damage to equipment and properties during the entire
construction period. In order to ensure a safe working environment during the entire
construction work is obtained, the safety measures will be implemented as follows.
1. Barricades / signs will be provided sufficiently and maintained, as precautionary
measures during the entire stage of construction, to protect the work, workmen and
safety of the public. In case of precaution against failure of lights, Barricades will be
equipped with suitable reflecting material. Barricade will be made to indicate the
construction boundary.
2. Prior to using any machines / equipment at site, ensure that they will be inspected and
certified by qualified person.
3. Periodic preventive maintenance will be made on all equipment and machines.
4. Operators are to be equipped with valid drivers / operators license or permit from
concerned government agency.
5. Only authorized drivers or operators will be allowed to operate machines or equipment.
6. Bank man or rigger will be assigned together with the operator.
7. Places great emphasis on all matters of health, safety, and environmental both in the
workplace and to the public during the execution of their works.
o All workers must be fully equipped Personal protective equipment will be issued
to all workers such as safety shoes, hardhat, dust-mask, gloves, and safety
glass.
o All workers must be fully equipped full body safety harness and hook up when
work at high.
8. Regularly check that safe working condition is obtained prior to working.

Contractor shall notify in writing by using FIN to the O/C for inspection
Subcontractor shall request the daily inspection 24 hours before it starts work.
Maintain close liaison with the Safety Manager.
