Whats Inside...

Nestled among the rolling hills and sparkling lakes of Central Minnesota is
Avon, an enterprising, progressive community.

Avon sprung up with the arrival of the railroad in 1863 and was incorporated
in 1900. People seeking a simpler life in a beautiful location of timberland
and lakes discovered Avon. Since 1980, the population of our community has
increased nearly 20 percent. Over half of the current residents are newcomers
to the area, choosing Avon over other locations.
Initially, the eight lakes and the wooded hills surrounding the community
drew new residents to our city. Looking further, however, they discovered
Avons ideal location in relationship to St. Cloud, just 15 minutes to the west
of what Money magazine called one of the most livable urban centers in the
country. Minneapolis and St. Paul are just 90 minutes to the southeast. Here,
residents and businesses enjoy easy access to all the amenities of big city
living - cultural and art activities, major league sports and shopping - without
all of the hassles. Indeed, Avon is cosmopolitan living in the country!
Avon has achieved what few communities of any size have been able to
accomplish: to create a vibrant economic environment in which both individual
careers and entire businesses thrive. Avon has attracted and retained not only
strong local businesses - but regional, national and international businesses as
well.

History of Avon
The first name of Avon was Spunk Lake, said to be
the name of an Indian Chief named Spunk. So reports
William Mitchells 1915 History of Stearns County,
but this appealing fact is not fact. Jeanette Blonigen
Clancy researched the subject for what became the
500-page, Nestled between Lakes and Wooded Hills:
The Centennial History of the Avon Area.
Spunk Creek, which feeds Upper, Middle, and Lower
Spunk Lakes, was named Sagatagon or Spunk R. on a
map in 1843. Spunk was translated from the Ojibway
name Sagatagan. It means exceptionally dry and
shredded wood or punk, used as tinder for making a
fire. Native Americans would have found an abundance
of decayed wood to light their fires in the water-rich area
of Avon. Six lakes are in the city or within a few hundred
yards of it and almost twenty more lakes are close by.
Spunk Lake received mail by stage coach and Claus
Keppers was then the postmaster. When the railroad
came through in 1872, the name was changed from
Spunk Lake to Avon. Mail came every day and William
Murphy was the postmaster. It is said that James J. Hill,
owner of St. Paul-Minneapolis Railroad, wanted English
names for the towns platted every seven miles to serve
and be served by the railroad.
The first white persons to settle in Avon were Nick
and Mary (Terwey) Keppers, in 1863. Nicks brothers
Claus, John and Theodore followed, all sons of the Adam
Keppers family in St. Joseph. Their family had arrived
there in 1854, among the first settlers in St. Joseph.
Residents with the name of Keppers in the Avon area
today all descended from Mary and Nick. The first white
baby to be born in Avon was Adam Keppers, son of Mary

and Nick, born in 1865.


Mitchell reports that ten families in Avon asked the
Abbey of Saint Louis on the Lake (now St. Johns Abbey)
for priests to serve them so that they would not have
to go to St. Joseph to fulfill their obligations. Benedict
Haindl, OSB, walked once a month to say Mass in Claus
Keppers wagonshop, which also served as a school. In
1871, a log school house was built, and the liturgy was
celebrated in the school.
Spunk Lake became the Village of Avon, which
became the City of Avon when it was incorporated in
1900. Avon still is known for its lakes, and the wooded
Avon Hills are known for their beauty and their unique
flora and fauna.

Please contact Amy Pease, Zoning Administrator, at
356-7922 or email amy.p@cityofavonmn.com for zoning
questions regarding building permit applications. This
may also be found online at www.cityofavonmn.com.

Please contact Dan Marthaler, Building Inspector with
Mid MN Code Enforcement, Inc. at 320-249-7533 for any
questions regarding building codes.
Additional information may be required in addition
to the permit applications. Please check with Amy at
Avon City Hall for more information. Please submit your
applications at least two weeks in advance of the project
start date. The zoning administrator and building inspector
need to review and process all applications.

Building and Zoning Permits:

Building permits are required to reshingle, reside,


remodel, replace windows and doors, decks, sheds and for
all new construction projects.
Zoning permits are required for driveways, sidewalks,
small utility sheds, signs, fences, concrete/paving stone
patios and walls.

Burning Permits - Call before you burn!


Avon Fire and Rescue does charge for illegal burning or
burning without a permit. This charge was enacted to help
stop illegal burning and cover the expense of extinguishing
these fires. Township residents can obtain their burning
permits at www.dnr.state.mn.us/burningpermits. Please
direct any questions or concerns to Avon Fire Chief Joel
Richter at 320-356-7400.

Compost Site:

The compost site is available to city and township


residents for leaves, grass and small brush. It will be
located within the confines of the wastewater treatment
plant site. Open April - October (weather permitting). Call
Nate at 320-293-7328.

two squad cars which are fully equipped, including

What is a Little Free Library?


Its a take a book, return a book gathering place
where neighbors share their favorite literature and stories.
In its most basic form, a Little Free Library is a box full of
books where anyone may stop by and pick up a book (or
two) and bring back another book to share. You can, too!

After its first year, the Little Free Library is going well.
Soon there will be a new location in Stratford. Little Free
Library is also located at the Lake Wobegon Trailhead by the

Regional Library. With your free

Using the varied reference resources, your questions will
be answered, plus a public Internet station is available
for your use. Daily deliveries bring requested items to
patrons within several days, and childrens programs are
presented several times a year.
HOUSING: New housing developments are The
Waters Edge III, located north of town and Avon
Estates, located west of town. Maps of the new
developments are available at City Hall.
NEWSPAPERS: The Albany Enterprise is Albanys official
weekly newspaper. The city also has daily delivery of
the St. Cloud Times, Minneapolis Tribune, USA Today, and
Pioneer Press. The Mid-Minnesota Shopper, Hometown
News, and Dairyland Peach are also delivered weekly.
RADIO: KASM 1150 AM is a privately-owned radio
station. KASM has been serving Central Minnesota
since 1950 and provides the area with news, weather,
farm reports, sports, community information and
music that includes polka, country, and sounds from
the big band era. KASMs signal extends to the North
Dakota, South Dakota, Iowa and Canadian borders.
KASMs sister station is KDDG 105.5 FM and plays your
favorite oldies.

The Avon Food Shelf is located in the Stonehouse
Stained Glass building at 438 First Street SE in Avon.
The hours are 6:00-7:00 p.m. the second and fourth

Thursday. The Food Rescue program is available

Avon Area Arts is hosting the Ninth Annual Celebration
of Arts. This event is free to the public and held at the
Wobegon Trail Park in Avon.

A variety of area artists will display their work, many
will demonstrate, and items will be for sale. Art includes
pottery, jewelry, paintings, drawings, photography, fiber
arts, woodcarving, and many others.

Many musicians will offer a variety of music and will
perform throughout the day.

There will be food, beverages and childrens activities.

Avon Lakers
About the Park...

We hope you enjoy the games as well as the facilities at


our baseball park. Improvements at the baseball park are
accomplished largely through the generosity and efforts
of the Avon Lions Club. Maintenance of the ball park is
shared between the City of Avon and the Avon Lakers
Baseball team. The concession stand is run by former ball
players and other volunteers from the community. Much
of the remaining expenses are paid from the advertising
revenue generated by the programs and other fundraising
efforts undertaken by the Avon Lakers Baseball Club, Inc.
The team would like to thank the Avon Lions, the City
of Avon and our program sponsors for the generosity
and continuing support of amateur baseball in Central
Minnesota.

Avon Beach

Avon has the only public beach


in the area. The beach is close to the
Lake Wobegon Trail. The amenities
include a sand beach, picnic tables
and swimming raft, and restrooms are
open to the public daily until 10:00
p.m.
A project named Back the
Beach aims to make the City of
Avon beach a family-oriented
place and keep it that way so that
everyone who utilizes it feels comfortable and has an
enjoyable experience. It involves patrolling of the beach
by unlicensed uniformed beach patrol officers who have
the authority to enforce the City of Avon beach ordinances,
which include enforcement of no alcohol, no smoking, no
glass, etc. as posted by signs and stated in the ordinance.

Albany Golf Club is a public 18-hole golf course


located adjacent to Interstate 94, a block from Main Street

The Avon area boasts a number of beautiful parks


including our Wobegon Trailhead Park. Avon has been
fortunate to have active community groups and generous
donors, which have provided funding and volunteer services
for the development and upkeep of our many parks and
facilities.
Avon Estates Park is located at the center of the Avon
Estates development, west of Avon on County Road 54.
It offers playground equipment and a picnic shelter
Avon Lions Park is located at 140 Dolphin Ave. NE.
Amenities include: softball park, playground equipment,
an enclosed shelter, outdoor picnic shelter and volleyball
courts. To rent the shelter, please call 356-7922.
Central Park is located at 305 Avon Ave. S. and offers
playground equipment, a softball field and tennis courts.
Ochotto Park is located at 3 Angelfish Avenue and
includes skating and hockey rinks with warming house,
playground equipment, fishing dock and boat landing.
Stratford Park is located at 999 Hamlet Dr. S. with two
softball fields and playground equipment.
Suncrest Park has playground equipment and is
located at 515 5th St NW.
Wobegon Trailhead Park is located at 108 Second St. NE
and offers a picnic shelter, restrooms, lookout tower, map
of the city of Avon and, of course, the Lake Wobegon trail.

Lake Wobegon Trail



The Lake Wobegon Trail measures 54 miles in Stearns
County. The Stearns County segment of the Lake Wobegon
Trail extends from the Stearns/Todd County line to St.
Joseph and from Albany to the Morrison/Stearns County
line. There is an additional eight miles of Lake Wobegon
Trail in Todd County.

If you connect the Lake Wobegon Trail with Morrison
Countys connecting Soo Line Trail and the Central Lakes
Trail, which meets the Lake Wobegon Trail in Osakis, you
have the LONGEST PAVED RAIL TRAIL in the country over
120 miles long.

The trail is open to bicycling, snowmobiling without
studs, walking and rollerblading. The trail was built on two
abandoned railroad corridors the Burlington Northern
Santa Fe and the Soo Line.

Albany Area Schools serve the communities of Albany,


Avon, Farming, St. Anthony and St. Martin. The District is
comprised of an Early Childhood Center, two Elementary
Schools and one Junior/Senior High School. Approximately
280 teachers and support staff serve nearly 1,690 students.
The District is dedicated to small class sizes, well-designed
and delivered curriculum, experienced staff, a variety of
lifelong learning opportunities and creating long-lasting
community partnerships.
Small Class Sizes: The average class sizes in the
elementary grades K-6 are 20-25. The average size in the
high school is 25.
Rigorous Curriculum: Albany Area School has an ongoing curriculum review process leading to a well-designed
and delivered curriculum. Forty-three (43) college credits
are available through our high school course offerings.
The District uses both block and half-block classes to meet
academic needs of junior and senior high students.
Student Opportunities: A variety of opportunities are
available through clubs and organization at our elementary
and secondary schools. Currently, 89 percent of our high
school students participate in fine arts, academic, and/or
athletic extra-curricular activities.
Experienced Staff: Our professionals provide an
environment of trust, respect and security and teach to a
global perspective, which is essential for academic growth.
The District also believes that teamwork is essential for
success.

Education
Lifelong Learning Opportunities:
Albany Area Community Education offers
a variety of adult and youth recreation and
enrichment opportunities. Kids Company,
a school-age child care program, serves
over 250 students in PreK-6. Early
Childhood (ECFE & Preschool) programs
provide support, information and
resources to help parents in their efforts
to raise healthier, happier children and
prepare children for school. Albany Area
Community Education also offers free
one-on-one help with English Language
Assistance (ESL), citizenship, reading,
math, computer, GED, college preparation
and job skills training through the Adult
Basic Education (ABE) Program.
Partnerships: The District awards
$76,000 in scholarships each year on behalf of local civic
organizations, businesses and individuals. The District
also collaborates with the College of St. Benedict, Saint
Johns University and St. Cloud State University in the
areas of student teaching, internships, recreation and
activities involving cultural awareness and diversity. The
District is fortunate to have strong community support
and cooperation with our local businesses, churches,
PTA, Women of Today, Lions Club, Jaycees, Chambers of
Commerce and the Albany Area

care include: upper respiratory infections, urinary tract
infections, minor burns, vomiting, diarrhea, dehydration,
acute sprains and strains. Cooperation between patients,
their primary care providers, our emergency department
and our urgent care team creates a network of care options
that puts the patient in the right hands for the right level of
care at the right time.
COUMADIN CLINIC
The Coumadin Clinic helps patients monitor and
manage the medication they take to prevent blood clots.
Clinic hours are Monday through Thursday mornings.
Providers have established guidelines for a registered nurse
to check patients blood and adjust their dose of warfarin
(Coumadin), as well as other medications patients may
be taking or need (such as heparin shots or vitamin K, the
antidote to Coumadin).
DIABETES HEALTH COACH

The Diabetes Health Coach method is a person-centered
approach to wellness, not just disease management. When
you visit the health coach, the certified diabetes educator
will get to know you as a person and work with you to create

a personalized wellness plan that educates, motivates and


empowers you. It is designed to help you find the tools
within yourself to make positive changes in your behavior
and lifestyles. Coaching appointments are Monday through
Thursday afternoons.
FOUNDATION
The mission of Albany Area Healthcares Foundation is
to raise funds needed for the continued improvement of the
services and facilities in order to serve the needs of patients
in our service area. Through donations from families,
individuals and organizations, the foundation builds
partnerships between the area communities and AAHMC to
improve area health. Currently the foundation is working on
raising funds for cardiac telemetry.
SWING BED PROGRAM
Albany Area Hospital also offers a swing bed program.
The transition to swing bed is after a three-day hospital
stay and includes skilled nursing, physical or occupational
therapy, medication administration, as well as a weekly visit
by the patients attending provider. Patients in the swing
bed program can be transitioned to Albany Area Hospital

established goals. The swing bed program allows our area
residents to be close to home while patients maintain or
return to their highest level of independence.
The swing bed program offers rehab services to allow
patients to come back home near their family and friends
while they recover from major illness or surgery. By receiving
services locally, patients can maintain ongoing contact with
their friends and loves ones. The low staff-to-patient ratio
provides for more personal contact during the recovery
process. Our therapy staff is highly qualified and has a great
reputation for delivering rehab services in a positive, caring
manner, focused solely on making patients well.

HOSPITAL & CLINIC SERVICES


The hospital and emergency departments are open 24
hours a day. The emergency room is staffed with an on-call
provider and trained registered nurses. Licensed practical
nurses, nursing assistants, imaging and lab technologists
and technicians are also available 24 hours, 7 days a week.

In additional to inpatient medical and surgical services,
CHI Albany Area Health continues to expand its surgery and
outreach specialty services. Surgeries are performed on
both outpatient and inpatient basis. General, orthopedic,
ophthalmology and urology surgeries are performed by

surgeons from Little Falls and St. Cloud. Outreach specialty


services include orthopedics, cardiology, stress testing,
podiatry, urology, internal medicine, gastroenterology,
MRI, mammography and nuclear medicine. Physical,
occupational and speech therapies are performed by the
CHI Albany Area Health staff.

COMMUNITY HEALTH
The staff is active in sharing information on health care
careers through high school students. Tours are given to
kindergarten students and human anatomy classes as well
as education presentations to students in the area schools.

CHI Albany Area Health is a partner in Journey to Health.
Journey to Health is a group of people who work in the
Albany and Avon communities that have collaborated to
address community health concerns. A Community Health
Assessment was completed by the CHI Albany Area Health
with focus areas identified as physical activity, nutrition and
mental health. The mission of this group is to improve the
overall health and wellness of all local citizens where we live,
work and play. We envision Journey to Health expanding
to enlist all citizens on our journey to create a happier and
healthier community.
CHI Albany Area Health has also collaborated with Dr.
David Kroska to offer the L.I.F.E. (Lifestyle, Food & Exercise)
program. L.I.F.E. program participants learn how many
chronic diseases, including heart disease and cancer, are
frequently associated with unhealthy food choices and a lack
of physical activity. The eight-week educational program
consists of two-hour seminars each week. Sessions provide
extensive education on diet, exercise and nutrition, as well
as practical and behavioral aspects of healthy living. The
final session covers menu planning and food preparation
tips. The next session will be held in July/August 2015.
