Force Field Analysis

Force Field Analysis is a decision making technique used to identify the forces to
change in a business environment. The 2 types of forces are the Driving Forces
which affect a situation that are pushing in a particular direction; they tend to
initiate a change and keep it going and Retraining Forces which act to restrain
driving
forces.

Driving Forces
Better Work Process to Improve Efficiency
(Deanna R. Willis 2005) say that efficient processes are important because they
require less time, effort and resources to produce better outcomes.
After
implementing the ISS program which led to increase of much more paperwork than
usual and as said by Denanna efficient process require less time and resources thus
we need to review and reduce the number of steps in a process to improve work
efficiency in getting the desired outcome.
High quality of teachers to improve student outcome
(Jennifer King Rice 2003) mention that Teacher quality matters. In fact, it is the most
important school-related factor influencing student achievement. It will directly
affect the student outcome. We can improve the quality of the teachers by
conducting training; providing them with leadership roles and mentoring program.
Helping the teachers to do well in their job will have a positive impact on the result
of the students.
Increase Reputation of the School
When the two points stated above is carried out and will lead to the success of ISS
program. This will cause an improvement of the ISS school reputation and influence
those Non-ISS school to join.
Restraining Forces
Disappointing Result of the ISS Program
The result of ISS program was poor and only 30% of the school managed to gain the
ISS status. The problems are the long selection process, uncooperative of teachers,
funding problem. Also, the time and money invested only managed to improve
slightly compared to the Non ISS Schools.
Skeptical to change because of the benefit
Some principals of the Non ISS School were skeptical to join because of the benefit
such as complete control over their staffing profile, greater freedom over their
budget etc. Then, if they did not join they were deem as not good enough so most
of the principals are having a dilemma in deciding to join the program or not.
Underfunding of the Implementation of the program
After Implementation of the program there was a huge increase in paperwork thus
clerical staff was needed but insufficient. Hence, most high school outsourced their

process using the school budget but Primary school did not have the budget to do
so. Also, employing additional staff to run Special program to improve literacy,
numeracy and outreach program were unachievable because of the limited finances
provided.
Mindset of the teacher/principal that the program will not succeed
After witnessing the failure of the program most schools did not believe that the
program will succeed because of the issues occurred during implementation. Mainly
is because of the uncooperative of the teachers as they were highly opinionated
and were not team players. Another point is that they believe that ISS approaches
is not going to achieve much as without budget school are unable to have better
technology and facilities to provide quality education. Hence changing the mindset
and motivating teachers to be team player is necessary.
Closing the Gap
Based on the scoring we felt that the changes is needed and by changing the
management that in turn reviewing the work process and culture and making
substantial changes we believe that the ISS program will be successful as what
Minister had wanted.
