Note that a vendor's rating in each category and


overall need not be an average of the contributing
ratings. For instance, a firm receiving two 3s, a four
and a five might get an overall rating of 3, 4 or 5,
depending upon the agency's estimation of the relative
importance of the various factors. The high and low
scores would represent limits only, that is, an overall
score could not be lower than the lowest score or
higher than the highest score.
