This NCD Specification is sponsored by the Indian Navy, Integrated Headquarters,

It is to be applied as required for contracts concerning construction of 8.23 M DK


Whaler of GRP.

3.

If it is found to be technically unsuitable for any particular requirement the Sponsor


is to be informed in writing of the circumstances with a copy to Director Naval
Architecture, Integrated Headquarters, Ministry of Defence (Navy), Sena Bhawan,
New Delhi-110011

4.

Any user of this Specification may propose an amendment to it. Proposals for
amendments which are:(a)

Not directly applicable to a particular contract are to be made to the Sponsor


of the NCD.

(b)

Directly applicable to a particular contract are to be dealt with using existing


procedures or as specified in the contract.

No alteration is to be made to this NCD specification except by the issue of a


formal amendment by Director Naval Architecture, Integrated Headquarters,

1.

Scope

1.1.
This specification relates to the detailed requirements for the hull construction,
tests, trials and documentation for 8.23 M D.K. Whaler in GRP Construction.
1.2.

If during the construction it appears that:(a)

A deviation from the specification or drawing appears desirable,


OR

(b)

A characteristic has been omitted or is not sufficiently specified,


OR

(c)

A specified characteristic cannot be attained or can be attained with


penalties in other directions.

The contractor/builder shall inform IHQ-MOD(Navy)/DNA immediately of the


circumstances together with his proposed alternatives and shall proceed with the
alternative only after return approval from IHQ-MoD(Navy) or its representative to
this effect.
2.

Function

2.1

The boat shall perform the tasks of pulling and sailing at sea and in harbour:

The boat shall be build such that it can be used safely and effectively with full
complement at sea. The boat shall be very stable and resistant to capsize. The bilges shall
be particularly stiffened to ensure that impacts at the waterline do not compromise integrity
of the hull.
2.3
The boat shall offer good manoeuvrability both during pulling and sailing mode
with all its sailing gear rigged.

All the relevant drawings including lines plan will be made available to builder on
whom order will be placed for construction. However guidance GA drawing copy is enclosed.
The balance of drawings if required may be examined at the office of IHQMOD(NAVY)/DNA with prior appointment.
4.
Hull Construction The hull, structure shall conform to LRS/IRS rules and regulations
for classification of special service craft GRP construction. Structural and hull construction
drawings will be approved by LRS/IRS based on IHQ-MOD(Navy)/DNA approved GA
drawings. Rest all drawings will be approved by IHQ-MoD(Navy). Only the hull will have
dual inspection by LRS/IRS and IHQ-MOD(Navy) representative. Balance inspection will be
undertaken by IHQ-MOD(Navy) nominated Inspecting Agency. However decision of IHQMOD(Navy) nominated Agency will be final in all.
4.1.

General.

4.1.1 The boat shall be built in a covered shed and protected from sun, rain and controlled
humidity conditions preferably an Air conditioned shed during construction.
4.1.2 It is to be moulded in a mould shop with conditions conforming to those laid down by
Lloyds Register of Shipping.
4.1.3 Greatest care is to be taken that laminating methods and procedures such as bonding
and overlapping conform to practices laid down by LRS/ IRS. All the GRP raw materials are
to be procured only from LRS/IRS approved sources.
4.1.4 All the materials, workmanship and finish shall be of the highest standard and to the
satisfaction of IHQ-MOD(NAVY)/Inspecting agency.
4.1.5 The necessary test reports & specifications of the raw materials/fittings etc used in the
construction of the boat shall be produced by the builder, as required by IHQMOD(Navy)/DNA nominated inspecting agency prior to the construction of the boat.

4.1.6 Glass reinforcement shall be low alkali E type glass fibre. Chopped strand mat shall
conform to BS 3496 and glass fibre rovings shall conform to BS 3691.
4.1.7 Unsaturated polyester resin used shall conform to BS 3532 and epoxy resins to BS
3534. Lay up resin shall not contain any additional fillers. The recommendation of the resin
supplier is to be followed as regard to addition of hardeners catalysts or accelerators. Exact
proportions of these additives shall be intimated to Inspecting Agency.
4.1.8 All timber/wood work used in the construction shall meet the requirements of
Appendix-I.
4.1.9
All fittings are to be of good quality and fittings for which there exist standard
pattern, must conform strictly to the latter.

4.1.10 Any article or material to be fitted, or worked, into the boats, for which Naval patterns
or specifications are not in existence, these are to conform to the relevant IS/BS specifications.

4.1.11 All steel fittings are to be made of stainless steel conforming to AISI 316.
4.1.12 All metal fittings are to have good, clean and smooth surfaces free from black oxide
blisters and internal sponginess.
4.1.13 The names and addresses of the firms from whom it is proposed to
order/subcontract for various material/fittings are to be made available to the Inspecting
Authority/IHQ-MOD(Navy) and Inspecting Agent, if required.
4.1.14 Any necessary detailed sketches which are to be supplied by the contractors, the
prints of the same are to be forwarded to IHQ-MOD(Navy) for record purposes.
4.1.15 Greatest care is to be taken that scantlings given in the specification are not
exceeded and no unnecessary material is worked in. Where slight alterations or additions
are made to structure in the progress of the work, strict attention is to be paid to the
strength and utility of the parts affected so that the boat may be built as light as possible.
4.1.16 Where laminated wood construction is used instead of grown to from parts, the
adhesive used is to be of Phenol Resorcing type or an Epoxide type such as Araldite or
adhesive two-par system.
4.2

Mould:

4.2.1 The offsets lifted from the mould loft shall be used for the manufacture of plug after
approval from IHQ-MOD(Navy)/Inspecting agency.
4.2.2 Plug for the mould shall be constructed from kiln dried timber with a moisture
content of not more than 10-12%. Mould made of plywood is not acceptable.
4.2.3 Inspection of the plug shall be carried out by IHQ-MOD(Navy)/Inspecting agency.
4.2.4 The boat is to be built using permanent GRP female mould duly approved by IHQMOD(Navy)/Inspecting agency.

4.2.5 The mould shall be made up of GRP .Accuracy in the shaping of the mould is of
particular importance and a tolerance of 3mm from the lines plan is permitted. Accuracy
permitted on flatness of flat & camber panels should also be within 3 mm. The mould
shall be rigidly supported by external frames. Tolerances are to be measured either in
vertical or in horizontal plane.
4.2.6 A very high degree of surface finish of the mould is expected and following
procedure is recommended for the plug :
(i)

Prime bare wood of plug with a full coating of polyester resin preferably
with the addition of a dark pigment.

(ii)

Surface undulations if any shall be covered by polyester filler and cured to


be finally coated with furane resin.

(iii)

Cut back with wet & dry abrasive paper every four or five coats, until a
satisfactory finish is attained.

(iv)

Buff to a brilliant shine with increasingly fine degrees of curing compound.

(v)

It is often useful at this stage to scribe in the waterlines, boot-top, upper


finished edge of hull, skin fitting locations etc.

(vi)

Prior to application of release agents, the mould face shall be free from dust,
water & oil.

4.2.7 Inspection of the mould shall be carried out by Integrated Headquarters, Ministry of
Defence (Navy)/Inspecting agency.
4.3

Hull Moulding

4.3.1 The hull shall be built in accordance with requirements of this specification. The
hull shall be constructed on a pre formed mould with a pigmented gel coat overlaid by a
backing of Chopped Strand Mat (CSM), applied after the gel coat has gelled. The
remainder of the hull shall be made up of woven Roving and Chopped Strand Mat to the
desired thickness. The longitudinal girders, cross-members and stiffeners shall be
glassed into the hull to give added strength. The girders and stiffeners shall be fitted with
inserts for deck fastening screws. The keel should be formed as an integral part of the hull
and encapsulated with non greasy hard wood.
4.3.2 The hull laminate schedule shall be submitted to the Inspecting Officer for
approval. Unless otherwise specifically agreed upon by the Inspecting Officer, the
sequence of lay up shall be as follows :(a)
Gelcoat :
Two coats of Isophthalic Gel coat are uniformly applied on
female mould by brush after pigmenting with 10% of Dark Admiralty Grey (IS :
632) pigment. Pigment is to be dispersed in the gel coat by mechanical stirrer for a
minimum of two hours before application.
(b)

Layup :
(i)
Stage : I . Hull and Trunk Reinforcement Three
layers
of
Chopped Strand Mat (CSM) are applied all over the hull in the following
order :
300 gms/m2
300 gms/m2
450 gms/m2
Each layer is thoroughly impregnated with Isophthalic Resin and
care taken to disperse entrapped air by means of metal roller. The layers of
CSM are pre-tailored to fit the hull shape. Each layer must overlap each
other at side and as well as on the centre line for the full length of the keel,
stem and stern by an amount of 150 mm respectively. The same lay up is
applied over the centre plate case taking care to over lap each layer onto the
hull by an amount of 150 mm respectively.

(ii)
Stage 2 : Gunwale Reinforcement One layer of 600 gms/m2
CSM. 150 mm wide followed by another layer of 600 gms/m2 CSM. 200
mm wide are applied to the full length of the gunwale.
(iii)
Stage 3 : Bottom Reinforcement One layer of 450 gms/m2
CSM, 500 mm wide is applied over the keel, extending the full length over
stem and stern also. This is followed by another layer of 600 gms/m2 CSM
1 m side tapering to 600 mm at stem and stern and by another layer of 600
gms/m2 CSM, 1.2 m wide tapering to 700 mm at stem and stern. The taper
of each layer starts approx. 2.5 m from the forward and aft perpendiculars
respectively.
(iv)
Stage 4 : Hull Reinforcement
One layer of 610 gms/m2
woven rovings is applied all over the hull. The final layer is of 300 gms/m2
CSM, over the whole surface. The same lay-up is applied over the centre
plate casing taking care to overlap each layer on to the hull by an amount of
200 mm.
(v)
Stage 5 : Trunk Reinforcement An extra layer of 600 gms/m2
CSM is applied to the centre plate case, overlapping onto the hull by an
amount of 300 mm each side.
4.3.3 The minimum glass content of GRP laminate is to be approximate 35% by weight.
The mechanical properties of the laminate layers shall conform to BS 4994 and BS 2782.
4.3.4 Air traps are to be kept to a minimum during lamination. In any area of 150 mm x
150 mm, the loss of area per ply due to voids shall not exceed 125 mm2.
4.3.5 Thickness checks are to be carried out during lamination. Total variation in
thickness shall not be greater than 2 mm.
4.3.6 If desired, surface hardness, the comparative method for assessing the degree of
resin cure is to be measured using appropriate devices (such as BARCOL impresser model
GY 7.1 - 934 -1) and these measurements shall be taken between 48 hrs. and 96 hrs. after
the completion of lamination.
4.3.7 A minimum Barcol hardness reading of 40 is to be achieved without gelcoat. No
laminate is to be removed from the mould until a hardness of 25 has been achieved. If
hardness of 40 over a large area is not achieved, the laminate shall be rejected.
4.3.8 Hardness measurements shall be taken at a spacing not exceeding 1.25 M and each
measurement shall be the average of not less than 6 readings within 25 mm of each other.
4.3.9 The integral surfaces of all structural laminates shall be completely covered by
applying the base polyester resin on glass reinforcement comprising of woven roving
sandwiched between chopped strand mat to the whole surface. All exposed and bare sharp
edges of the GRP laminates shall be similarly covered with a closely woven glass
reinforcement using polyester resin OR epoxy resin as appropriate.

4.3.10 All reinforcements and scantlings for frames, stiffeners, keel, transom, floor, deck,
skeg etc. shall conform to the Rules and Regulations of LRS/IRS for reinforced plastic
vessels.
5.

Construction of Parts

5.1
Buoyancy Blocks. Main Buoyancy tanks and separate fore and aft buoyancy
tanks are to be moulded in proper mould, doing away with the need of construction of
heavy wooden frames and panels inside the boat before sheathing with fibre glass. The
laminate should be a uniform 1800gms/m2 CSM and pact with polystyrene foam blocks as
per physical properties and water absorption as stated in Appendix - II. The upper and
lower securing flanges of side buoyancy tanks shall be bonded to the hull with 3 layers of
450 gms/m2. CSM overlapping 150 mm on the hull. The side tanks are to be provided a
GM/SS 1 dia drain plug with socket to create drain system in bottom board area. The ford
and aft buoyancy tanks are to be of portable type and an arrangement is to be made to
remove them conveniently. The side buoyancy tanks shall be given GELCOAT finish
pigmented with DARK GREY similar to GRP Hull. The ford and aft b buoyancy tanks
shall be pigmented WHITE and these are to be tested for Buoyancy.
5.2
Rubbers.
The rubbers are of teak worked in the lengths, each side and fitted on
the outside of the hull following the line of the riser. They are 50 mm deep and 25 mm
thick tapered one sixth of their breadth and thickness at the fore and aft ends, the taper
commencing at one sixth of the length from the ends. They are fastened through the hull to
the rising with No. 12 gauge screws spaced 250 mm apart, let 10 mm into the rubber and
plugged.
5.3
Inner Gunwale.
Teak wood gunwale strake 1 x 2 is to be fitted around the
sheer and laminated to the hull with 3 layers of 450 gms/m2 CSM covering the inboard face
and extending 75 mm below the gunwale.
5.4

Outer Gunwale Swell Pieces, Crutch Socket Plates, Toe Cleats For Crutches.
(i)
The outer gunwale
is of teak, extending in the lengths from stem to
sternpost, well fitted to each. It is sided 25 mm and secured to inner gunwale with
brass screws no. 12 gauge spaced 250 mm apart.
(ii)
Teak swell pieces 250 mm long by 20 mm thick tapered 50 mm from each
end, are to be fitted on the inside of the gunwales in the wake of each crutch socket
plate. They are to be glued and screwed to the gunwale with 4 nos. 10 gauge
screws. The inner faces of swell pieces to be bonded on to inner gunwale by 3
layers of 450 CSM extending 75 mm on either side.

(iii)
SS socket plates, with their centres 300 mm abaft the after edge of the
relevant thwart, are to be fitted on both sides of the boat. The plates are to let in
flush with the top of capping and are to be fastened with No. 12 gauge brass screws
30 mm long.

(iv)
Toe cleats of wood, 20 mm thick, 156 mm long, circular on the front are to
be fitted 60mm below bottom of gunwale to support the lower end of the crutches.
They are covered over and bonded to the hull with 3 layers of 450 gms/m2. CSM
extending 75 mm on hull on either side. A 20 mm hole is to be bored at centre in
way of crutch socket hole to take the lower part of crutch.
(v)
Capping. A teak capping, 15mm thick, in the lengths each side of boat is to
be worked on the top of the inner and outer gunwales and swell pieces. The upper
edge is to be slightly rounded, except abaft the backboard where the top of the
capping must conform to the round of the stern grating. The capping is to be well
fastened to the gunwale, with die-hard spikes spaced about 100mm apart on each
edge.
5.5
Transverse Floor Bearers. The transverse floor bearers are to be of teak wood,
sided 25 mm and moulded and shaped to fit well against the hull and running transversely
from side to side of buoyancy blocks. The forward most floor is situated 1.975 m from the
fore perpendicular under thwart No. 2 and the aft-most floor 2.80 from the aft
perpendicular, under thwart No. 6. The siding of these two floors (first & last) is increased
to 50 mm and the top edges are to suit the different floor levels. The other transverse floor
bearers are spaced at equal intervals. All bearers are completely bonded to the hull on both
sides with3 layers of 450 gms/m2 CSM, extending 150 mm on either side on hull. All
transverse floor bearers are to be given 20mm dia limber holes at lower level along P & S
side of Hog to create drainage through Boat drain plug. After bonding, floor-board support
pieces made of teak, sided 20 mm and moulded 40 mm are screwed to the top of both sides
of No. 3, 5 & 7 floor bearers transversely using 35 x 10 Brass screws spaced 100 mm
apart. Battens made of teak sided 12 mm and moulded 30 mm are fastened to the top of
each side of floor bearers numbers 12, 4, 6 and 8 using No. 6 gauge copper nails.
5.6
Floor Boards.( Part No. DKW/8230/5.6) There are 8 sections of floor board,
four to starboard and four to port. They extend from the forward transverse floor bearer to
the aft bearer and from the keelson to a rail placed against the side of the buoyancy tanks.
The rails are of teak 25 mm thick and are in two lengths. The width is tapered against side
tanks so that a straight line of outer edge is given fore and aft to suit the floor boards. These
rails are screwed to each floor bearers with 2 Nos. No. 10 screws. The floorboards are to be
of good quality teak, each section is composed of planks 25 mm thick and 75 mm wide
placed 12 mm apart and held together with teak battens on the underside. Three battens for
each floor of thickness 25 mm and width 50 mm are fastened to each at the centre of the
floor and 2 each end ; 35 mm from the plank ends and are to project 25 mm on the inboard
of the floor so that they extend under the keel son. Each section of the floorboards is to be
secured with two SS buttons fitted on circular plates on the side rails and bearing on SS
plates fitted on the floorboards. Each section is to be distinctly numbered, port and
starboard, to facilitate shipping / un-shipping. Floors bearers are so placed (maximum) that
they do not effect support to the bottom board, The floor boards may be made of GRP if
desired by IHQ-MOD(Navy)/(DNA).

5.7
Riser A seat and thwart riser of (38 mm x 50 mm ) teak wood is fitted port and
starboard from stem to stern. It shall be bonded to the hull with 3 layers of 450 gms/m2
CSM with a 75 mm overlap at the top and bottom.
5.8
Thwarts.
The thwarts are to be of teak, 175 mm broad and 25 mm thick with
the exception of the second and fourth thwart (in wake of main mast and strong back
fittings) which shall be 30 mm thick bearded 10mm on the lower edges which is to sit on
riser positions, and rounded on upper edges subject to match the hull shapes. The knees to
thwarts 2 nos. each on port and stbd. Sides are to be provided and fitted as specified in
clause 16. The fore most thwart is to be increased in width at the point to allow fitment of
the lantern stanchion and crosspiece for towing bollard at the same time. The mast thwart is
also to be increased in width in way of securing clamp subject to proper fitment of main
mast. The thwarts are to rest on the side buoyancy tanks without being notched or filling
pieces being fitted between them and are to be fastened to the riser through upper surface
of side buoyancy tanks with two wooden screws at each end from upper side of thwart. The
positions of thwarts are to be as follows :The fore edge of fore thwart shall be from fore perpendicular = 1.035 m.
The after edge of after thwart shall be from fore perpendicular = 5.520 m
Six in numbers shall be provided. The intermediate thwarts are to be spaced
equidistance apart.
5.9
Knees to Thwarts and Fittings, Knees to Benches.
The knees to thwarts
are to be of good quality teak grown/grained to form, sided 25 mm, the heads / well with
top of capping, the vertical arms neatly fitted to hull, routed on the front and head , and
fastened to the gunwale strake with one brass screw of no. 12 gauge. The horizontal arms
are to be 300 mm long. Fastened with one brass screw no. 12 gauge driven from underside
of the thwart. The horizontal spaces between knees to thwarts are to be filled in with teak at
the height of turn of knees and it is to be immediately tapered outwards upto the upper and
outer edge of thwart facing inner side of hull. These are provided only for thwart No. 2,3,5
and 6 to make a flush surface, and a drain hole bored through between the knees. The inner
faces of the knees are bonded to the hull with GRP angles made up of 2 layers of 2 oz.
CAM extending 50 mm on either side. The knees to thwart in wake of strong back and
towing bollard are to be sided 30 mm, and the vertical and horizontal arms are to be filled
in between with the teak chocks. A knee similar to those to thwarts is to be fitted on each
side of the boat behind the after bearer to cross bench and to cross piece to support the bakc
board. The head of the knees to incline aft 1 in 6. It is to be secured with three screws, No.
10 gauge, through the upper arm, and two through the horizontal arm. The inner of knees
are to be bonded to the hull with GRP angles made up of 2 layers of 600 gm/cm2 CSM
extending 50 mm on either side.
5.10 Cross Bench Bearers.
The teak wood bearers to support the aft cross bench
of 50 mm sided and 65 mm moulded for transverse support. These are to be notched and
screwed to the riser (P&S). The vertical ends of bearers are to be bonded with the riser by 2
layers of 450 gms/m2 CSM extending 50 mm on either sides.

5.11 Pillars to Thwarts and Benches. Teak turned pillars 30mm square at head and
heel are to be fitted, one to support each thwart, the lower end being let 6mm into the
keelson, and the upper end held by a cleat secured under the thwart.
5.12 Stern Benches.
The stern benches are to extend from the backboard to the
after thwart, the fore edge of the cross bench being fitted 1.545 Metre before the after
Perpendicular. The width of cross bench is to be 320 mm clear of the backboard and the
side benches are to be 300 mm wide clear of the hull. The battens are to be
white/cedar/teak, moulded 25 mm sided 30 mm except the innermost one, which is to be
sided 35mm, and the outermost one, which is to be sided 50 mm. All battens are to be
neatly rounded on their upper surfaces, those to the side benches are to be spaced 15 mm
apart, distance pieces being fitted between each bearer and they are to be fastened to
the bearers with brass screws which are to have the heads sunk 10 mm below the surface
and the holes plugged with turned-end-grain plugs. In addition to the cross bench bearers
already fitted earlier, a diagonal bearer of same size, running from the front bearer where it
meets the side to the end of the aft bearer and step joined at each end on the cross bearers
and fastened with No. 12 gauge screws.
5.13 Backboard. (Part No. DKW/8230/5.13) The backboard is to be of teak, and to
have a single panel in one piece with bevelled edges, rabbeted into the stiles and rails from
the rack. It is to incline aft 1 in 6, be well fitted on the benches, gunwales and sides of the
boat and is to slide between the backboard knees, the crosspiece to mizzen mast and neat
cleats, which are to be fitted on the inside of gunwales. The upper edge of the backboard is
to round up 75mm in an elliptical form, the round commencing 15mm above the upper
edge of capping. The rails are to be 25mm thick and 75mm wide, and the stiles 25mm
thick and 100mm wide and the panel 25mm thick.
5.14 Stretchers.( Part No. DKW/8230/5.14)
Adjustable board stretchers are to be
provided and fitted for each of the rowing positions. They are to be of teak supported at
each end by means of tubular pins which are to be held in position by angle lugs fitted and
secured to the sides under the seats with brass screws. The dimensions and the whole of
the arrangements as shown on the related drawing are to be carefully worked to and each
stretcher is to be tried in each of the alternative positions. The stretchers are to be marked
with Roman Numerals, to show their positions.
5.15 Keelson.
The keelson is to be of teak, 150 mm wide and 25 mm thick in two
lengths seating on top of the transverse floor bearers and screwed to each bearer with 2 nos.
of No. 10 brass screws. It is to extend as shown in General Arrangement Drawing from
the foremost floor bearer to front end of centre plate case and from the aft floor bearer to
the aft end of centre plate case. At both ends of the centre plate case, the keelson is to
extend 10 mm on each side and along the sides of the case the keelson. is to be made
continuous by fitting filling pieces, the width is to be such that it matches the other two
pieces of the keelson. The filling pieces are to be tapered at the ends onto the keelson
fastened by one in No. gauge 10 screw into each floor bearer.
5.16 Centre Plate Case Stiffening. Stiffening pieces made of teak wood sided, 25 mm
and moulded 75 mm, two on each side of the case at the appropriate positions to
accommodate stainless steel flange plates for convenient shipping of stretchers (P&S), shall
be bonded to the side of the case with layer of 300 gms/m2 CSM following by 2 layers of
600 gms/m2 CSM extending 50 mm on either side.

5.17 Centre Drop Keel Plate. ( Part No. DKW/8230/5.17) A Stainless Steel drop keel
centre plate, 5mm thick shall be provided as per arrangement shown in GA. It is to be
pivoted through the keel at its lower fore corner (end) on a 13mm dia stainless steel bolt
which shall be placed 3.075 Metres from the FP. The lowering and hoisting arrangements
in the GRP trunk shall be satisfactory in three positions and stowage of handle on the upper
side of trunk. The drop keel plate shall be secured by its handle with help of 12 mm dia.
150 mm long SS pin with 200 mm SS keep chain. This chain is to be passed through the
handle hole and shall rest on a SS plate with similar slot 206 mm long 3mm thick fitted on
the capping on top of Centre Plate trunk. A small teakwood chock is to be fitted on
capping at the forward end, on each of the slot or handle to prevent it later moving
sideways.
5.18 Bonded Blocks.
Blocks of teak wood are bonded to the inside of the hull
between gunwale and riser with 3 layers of 1 1/2 oz. CSM extending 150 mm on either
side, for fastening of shroud plates, main sheet, eye plates, steadying bar plates, backboard
and cross-piece to mizzen mast etc. The wooden blocks sizes shall be 50 mm thick and
length and width subject to proper fitting of respective fittings.
5.19 Bow And Stern Sheets And Gratings (Part No. DKW/8230/5.19). The upper and
lower bow sheets and the stern sheets are to be fitted where shown in GA. The upper bow
sheets are to extend from the apron to the foremost thwart. The lower bow sheets from the
casing of fore buoyancy tank to the pillar under mast thwart, and the stern sheets from the
pillar under the aft thwart to beam under the fore edge of the cross bench. A pocket with
portable cover in way of keel sling plate shall be provided. They are to be laid on teak
beams sided 25 mm and moulded 75 mm spaced about 400 mm apart. The end of each
beam is to be GRP angles formed by 3 layers of 450 gms/m2 CSM extending 150 mm on
hull on each side. All ford and aft teak lower beams are to be given 13 mm dia bore at
lower level along side of Hog to create drainage through boat drain plug. Teak bearing
pieces 25 mm sided and 50 mm moulded are screwed to the fore edge of the forward
transverse floor bearer and to the aft edge of the aft transverse floor bearer to take the
gratings and ends of the lower sheets fore and aft. Teak support pieces of 25 mm wide and
12 mm thick are to be worked under the fore thwart and cross piece to pendant stave to
carry fore sheet and gratings. The same support pieces are also to be worked under the
cross piece to Mizzen mast and side gunwale up to stern to carry stern gratings. Teakwood
20 mm x 20 mm size battens are to be used for making gratings and these are worked in 50
mm x 25 mm thick wooden battens all around for forming the shape of gratings. The
gratings are to extend the whole length of the sheets in one single length / piece. The
approximate size of all gratings are as : The upper Bow grating : (Front end width = 150
mm, aft end width = 325 mm). The lower bow grating:(Front end = 200 mm, aft end = 400
mm). The lower stern grating : (Front end = 600 mm, aft end = 400 mm). The upper stern
grating:(Front end = 1200 mm, and sides and aft end to suit the shape of gunwale and stern.
5.20 Bilge Rails. The bilge rails are to be of teak, moulded 45 mm and sided 45 mm
and to be fitted to the land which takes the ground when the boat is heeled over. The rail is
to be provided port and starboard side of the boat. The length of rail is to be half of the
length of the boat and the ends shall be of tapered and neatly rounded. It is to be made from
single pieces of teakwood, if possible. After forming handholds of 150mm by 30 mm
spaced 450 mm apart from centre to centre which is to be scored in the faying side of each
rail and the edges of the scores shall be well rounded off. The rail shall be bolted through

each tapered end by 8 mm dia SS/Brass bolts with nut and washers and two bolts at each
side of handhold openings duly sunk into the wooden rails by 20 mm and plugged on top.
The 12 mm by 25 mm wooden padding are to be bonded with GRP at the inside of hull in
way of bolting to prevent directly bolting on GRP hull. After fastening the nuts with
washers the patch bonding shall be given with 2 layers of 450 gms/m2. CSM inside the
hull. The similar GRP bonding shall be provided to the wooden bilge rails fitted outside the
hull for additional strength and protection. It is preferred to construct the bilge rail built in
GRP as an integral part of GRP hull.
5.21 Stem And Stern Bands(Part No. DKW/8230/5.21). The stem and stern bands are
to be of stainless steel 3 mm thick to the shape conforming to stem and stern respectively
and to be fitted with brass screws 125 mm apart (strangered). The stem band is to start from
front of stem and shall extend to front end of keel sling plate forward. The stern band is to
start from lower of pintle brace and to extend up to after end of keel sling plate aft. The
upper part of stem head is also to be covered with SS Band of 3 mm thickness duly
extended on breast hook.
5.22 Eyes for Fender : Lanyards. (Part No. DKW/8230/5.22) The PTFE eyes 12 mm
dia (internal) and 19 mm dia (external), 4 mm thick and 50 mm long to take fender lanyard
shall be screwed (2 nos.) to the side of (inner gunwale) on both (P&S) of the boat
immediately over each thwart.
5.23 Fittings For Strong Back. The complete arrangement and fittings for strong
back shall not be provided by the builder, if specifically asked in the Contract order, but
however all the boats shall be fitted with 75 mm by 75mm by 3 mm thick stainless steel
plates on the under of No. 4th thwart port and Stbd. At the centre between centre line of
boat and inner edge of side buoyancy tank. A 15 mm dia in the centre of the plate shall also
be bored through the thwart.
5.24 Badge Chocks.
A teakwood chocks of 175 mm dia and 30 mm thick shall be
fitted on each side of the bow on the appropriate position above the rubber to take the
ships/units, badge/identification.
5.25 Boat Drain Plug(Part No. DKW/8230/5.25). A drain plug of stainless steel with
screwed socket shall be fitted on GRP laminated wooden block inside GRP hull and
fastened with 3 nos. 50mm long and 6mm dia stainless steel bolts with nuts and washers
through hull in appropriate positions.
5.26 Breast Hooks. Teak breast hooks, grown to form, are to be fitted against the apron
and sternson, in wake of gunwales. They are to be moulded as required and sided as depth
of gunwale and capping together, to have arms about 305mm long, the ends which are to be
butted into the gunwales 5mm. The fastening are to be clench nails, three in each arm and
one through the throat. The 6 mm head which is worked on the lower edge of the gunwale
is to be continued on the breast hooks

5.27 Sling Plates(Part No. DKW/8230/5.27). The boat shall be fitted with two in
numbers of the stainless Steel Ring Eye Plates one at bow and another at stern tested for
1.6 tonnes, two in numbers stainless steel keel sling plates, one in ford and another in aft,
tested for 3.1 tonnes, and four in numbers stainless steel steadying eye plates, two in nos.
ford and another two in aft, tested for 0.5 tonnes. These are to be properly fitted with
stainless steel bolts on the appropriate positions.
5.28 Rudder(Part No. DKW/8230/5.28R), Yoke(Part No. DKW/8230/5.28Y) and
Sailing Tiller(Part No. DKW/8230/5.28ST). The rudder is to be of wood/Marine
Plywood, 25mm thick, bearded to 20mm on the back edges, coated with GRP and to be of
shape and breadth as shown in General Arrangement drawing. The head is oval, formed by
25mm cheek on each side, the cheeks extending about 600mm below the underside of the
yoke and the lower parts of the cheeks are to be neatly tapered and rounded. A teak piece
30mm deep is to be fitted to the rudder as shown and a 15mm hole is to be bored through
rudder to be fastened with clench nails at the head and with spikes in the tapered ends; the
sole of SS is to be secured with brass screws. The rudder is to be hung on a SS pintle, two
SS braces as shown on GA. The arms of the braces and pintle are to be well fitted to the
rudder and sternpost respectively and fastened with copper rivets clenched on countersunk
holes in the arms. The lower brace arms are to be extended right across the rudder to
stiffen it. The steering arrangements are to consist of an after yoke which is to be connected
to a forward yoke and tiller combined by means of F. S.W. Rope yoke lines complete with
SS bottle screws; the rudder angle is to be not less than 45 degrees on each side of the
middle line and the materials and construction of all the gear is to be in strict accordance
with those shown on relevant drawings. Two SS knobs are to be fitted at the centre of
length between backboard and stern-post. The knobs are to be cast on a plate which is to
be let in flush with the capping and fastened with 25mm brass screws, the hands of the
latter being turned into counter sunk holes in the plates.
5.29 Ensign And Pendant Staves(Part No. DKW/8230/5.29). The ensign and pendant
staves shall of good quality wood, well seasoned and straight, 40mm dia and tapering to
30mm at head and 2 Metres long with 70mm dia and 30mm deep wooden cap duly fitted
with 20mm dia by 8mm wide Nylon / Fibre sheeve and a Nylon / SS Eye on the
appropriate position shall be provided and fitted for securing flag halyard. The halyard of
Nylon /PP rope 3mm dia and 3Metre in length for each stave shall also be provided. The
ensign stave which is to be fitted to rake aft 50mm in 300mm shall pass through the stern
grating 370mm before AP and to step on a wooden cross piece 180mm side and 20mm
thick, which is to be secured to the risings. A SS socket 3mm thick and of the diameter to
suit the stave for passing through, shall be provided and fitted in the grating in way stave.
The pendant stave shall be vertical, fitted 460mm abaft the FP, shall pass through the
forward crosspiece of the same size as for ensign stave, and shall step on an teak step
worked on deadwood. A SS socket similar as for ensign stave shall be provided and fitted
in the cross piece. The teak step shall 25mm and 20mm deep.
5.30 Lantern Stanchion(Part No. DKW/8230/5.30)
Lantern stanchion shall be of
good quality wood, well seasoned and straight, 60mm diameter at the level of thwart and
tapering to 45mm at the top turned with acorn head and score. The heel shall be square
well fitted to the wooden step worked on the deadwood. The height of the stanchion shall
be 2metres. The stanchion shall be perpendicular and passed through a Stainless Steel
clamp, 25mm deep, 3mm thick, having 3mm thick, 150mm long and 40mm wide channel

type securing flanges to well suit the thickness of No. 1 thwart, where ; it is to be screwed
on. A SS 3mm thick socket to suit the dia of the stanchion a the level of 1 heel shall be
provided and fitted in lower bow sheets / gratings in way of the stanchion. The Stainless
Steel socket, as per relevant drawings, two in nos. shall be provided and fitted on the
stanchion.
5.31 Towing Bollard. (Part No. DKW/8230/5.31)
The towing bollard, portable
type, made of good quality well-seasoned and straight wood, have 100mm x 100mm square
section above crosspiece and 65mm x 65mm square section in way socket in the
crosspiece, passing through No. 1 thwart also having 30mm x 30mm square section, which
is to be extended by 50mm below the lower edge of thwart, a 6mm dia by 75mm long pin
made of SS with 150mm long SS chain with securing eye shall be provided for restricting
the towing bollard under the thwart to rise upward. The height of the towing bollard
under the thwart to rise upward. The height of the towing bollard shall be 0.5 Metre from
the top level of thwart. A SS pin having 10mm dia and 200mm long shall be provided and
fitted athwart ship, 75mm below from top edge at head, in the centre for the bollard for
securing lines. The pin edges shall be well rounded off. The stainless steel socket made of
3mm thick and 25mm wide plates , properly welded and smoothed, one in the cross piece
and one in the No.1 thwart, in way of Towing bollard, to suit the size of the bollard as
mentioned above, shall be provided and fitted properly for easy shipping / un-shipping of
towing bollard. The good quality teak crosspiece shall of 175mm by 65mm thick, well
fitted between the Port and Stbd. Gunwales in 3mm thick and 40mm wide Stainless Steel
angle collars, bolted through the gunwale and hull by 5mm dia Ss bolts / Nuts / Washers
two in Nos. for each collars, shall be provided and fitted. The side collar at port end shall
have fixed cover pocket and the stbd. End collar shall be provided with hinged cover on
upper side for easy shipping / un-shipping of crosspiece , an eye plate and 3mm dia 75mm
SS pin with 150mm long SS / Brass chain with securing eye shall be provided and fitted for
securing hinged flap to restrict the crosspiece in the collars.
5.32 Identification Marking.
The following information listed below shall
be engraved on a 1.5mm thick SS plate, size: 75mm 100mm. The identification bearing
plate shall be clenched with 3mm dia x 50mm long copper nails after fixing with araldite,
one on the Starboard side of stem and one on the port side of stern post, below the eye
plate.

5.33 Painting. The boat hull is to be pigmented, as specified in clause: GRP Hull
moulding. The underwater faying surfaces, such between GRP hull and wooden parts such
as Bilge Rail and hull etc. (bolted with GRP hull) and fittings fitted in the underwater area,
shall be coated with synthetic poly sulphide rubber sealing compound. External surfaces
of the boat shall not be painted but the gel coat shall be pigmented with dark grey
shade to IS-632. All GRP surfaces inside the hull shall be coated with one layer of tissue
mat impregnated with dark grey pigmented gel coat. Tissue mat layer is to be applied on
completion of securing all fittings connected with GRP to the hull and proper smoothening
of internal surfaces with glass cloth. Bilge rail, Outer gunwale, Capping, Breast hook,
Lower and upper bow and stern sheets, Side rail to floor boards (F&S), Keelson, Hand
Tiller, Cross-pieces, skirtings, etc. (made of wood and bolted outside the hull), and not
encapsulated are to be coated with three coats of Marine Spar/Phenolic Based/ Alkyd
Based synthetic varnish on properly prepared surfaces. Gratings, floor boards, stretchers,
thwart, knees to thwarts, Rubbers backboard, stern benches, side benches, pillars, Yoke
tillers, Towing bollard, All spars, masts, boom, yardarm, cars, etc are coated with three
coats of Marine Spar/Phenolic Based/ Alkyd Based varnish on properly prepared surfaces.
The side buoyancy tanks are to be pigmented similarly as GRP HULL. The ford and aft
buoyancy tanks are to be pigmented WHITE. The others wooden parts, which are not
specifically mentioned, shall also be coated with three coats of Marine Spar/Phenolic
Based/ Alkyd Based varnish on properly prepared surfaces.

5.34 Release of Hull.


After lamination of hull in the female mould and bonding
inner gunwale, hog, side buoyancy tanks, transverse floor bearers, cross bench bearers, fore
deadwood, after deadwood, apron and stern on, bonded wooden blocks, centre plate case
side stiffeners, riser and six in nos. thwarts. The hull shall be released from the mould
providing sufficient period for proper curing of hull or minimum 7 days since the
completion of hull moulding.
5.35 Life Lines. The life lines of 25 mm circumference or 8 mm dia PP/Nylon ropes
shall be secured to suitable SS Eye bolts and seized thereto with nylon lines. The eyes shall
be spaced about 600 mm apart and to be fastened through the under side of outer gunwale.
Each loop shall be provided with a white cedar/teakwood handhold of 125 mm long and 30
mm dia at the centre and tapered to 20 mm dia at end. The length of each loop shall be
such that the handholds shall rest just above the rubbers.
6.

Masts, Spar and Fittings:

6.1
The masts and spar are to be of the best selected best quality wood, winter felled,
straight, good sound and well conditioned; all made from spars of suitable size.
Alternatively they may be made from chaplash or clear grain first quality chir either timber
may be laminated if suitable sizes are not available. If laminated a phenol resorcinal types
of glue with appropriate hardener is to be used. They are to be provided and fitted
complete in accordance with relevant drawings, and with the dimensions in the following
tables. As far as possible the main mast, Mizzen mast and Yard to be manufactured

without joints. The throat of Main Mast in way of shrouds to be fitted with SS collar, to
protect the throat and shoulders of Main Mast against chaffing of shrouds.

The rake of the mast is to be 1 in10 aft of perpendicular to the straight line of keel
produced. Mizzenmast goose neck of SS per relevant drawing shall be properly fitted.
6.2
Mast Step And Clamp.
The main and Mizzen mast steps are to be teak,
snapped at ends tie fastened with screws on each side and bonded with 3 layers of GRP 450
gms/m2 CSM on hull. The step of the main mast is to be 150mm vide, 50mm thick and
530mm long. The Mizzenmast step shall be 70mm vide, 40mm thick and 300mm long.
The SS clamp for securing main mast with the thwart shall be provided and fitted to the
after side of the mast thwart. Stainless Steel capping for main mast step to prevent wearing
out mast step and of appropriate shape to house the main mast, with its port end to be
hinged to port and starboard strap. The end being slotted for insertion of eye, worked in
stbd side strap for restriction of clamp in the strap by 6mm dia into 70mm long SS pin with
150mm long SS/Brass keep chain with securing eye. The SS straps shall be150 mm long
by 25mm wide and 3mm thick, channel type , depth to suit the thickness of thwart. The
straps shall be flushed with the thwart and through fastened in the 3 Nos 5mm dia holes in
each strap.
6.3
Crosspiece and Socket for Mizzen. The crosspiece is to be of teak 50mm thick,
165mm wide in the centre of the length of 150mm tapering to 140mm at the ends and
rounding up 20mm. The after lower edge is to be bearded to a thickness of 40mm and the
fore edge, against which the backboard is supported is to be suitably bevelled, a 65mm hole
is to be bored through the centre, the crosspiece being the fastened with a clench nail on
each side of the hole. The ends of the crosspiece are to be neatly shouldered up to the
under side of Gunwale with 2 layers of 11/2 oz CSM extended 150mm on hull either side A
gunmetal/SS socket, on which the forward yoke of the tiller is fitted if to be provided and is
to be in accordance with the details on relevant drawing. The flange of the socket is to be
let in flush with the top of the crosspiece and the fastenings are to be 6mm copper bolts
clenched in the countersunk holes in the flange.

7.

Riggings:

7.1
The rigging is to be fitted in accordance with this NCD and the rigging warrant as
specified. The ends of all ropes are to be pointed, the standing parts of sheets, tack tackles,
pendants and halyards are to be grafted. Painters are to be pointed and splice grafted, and
standing parts fitted with a long eye and two thimble, the eye when finished is to be of such
a length that the outboard thimble, shall be about but not more than 305mm clear of the
front of stem band when painter is shackled to ring plate. Main mast stay, shrouds and
halyards are to be rigged and supplied. Splices of wire ropes are to; be made in accordance
with Naval Practice. Flexible steel wire rope to be used as halyard. All the rigging blocks
are to be made of good quality fibre. The blocks are to have fibre sheeves and fitted with
stainless steel pins, flaps and buckets.
7.2

Rigging Fittings.
(a)
Eye Plate for Mizzen Sheets and Rudder Pendant (Part No.
DKW/8230/7.2A): The stainless steel Eye plate with eye horizontal, as shown in
relevant drawing, shall be fitted one on each side of sternpost head to take mizzen
sheets block and rudder pendant respectively.
(b)
Belaying Pins(Part No. DKW/8230/7.2B): The stainless steel pins five in
number with 20mm dia by 3mm thick circular head and 15mm dia by 100mm long
tail, are to be provided and fitted properly duly head flush with level of thwart as
shown in the General Arrangement Drawing for belaying Foresail and Mainsail
halyard. Two in number stainless steel pins w/o head 15mm dia and 14mm long are
to be provided and fitted properly one each through forward knee to number 3
thwart for belaying the foresail sheets.
(c)
Main Tack Tackles. (Part No. DKW/8230/7.2C)
The tack tackle
arrangement consists of two in number fibre blocks and shackle and securing
nylon/PP lines shall be provided and fitted as per Naval Practice for belaying
Mainsail Tack end. The lower block is to be shackled to a Stainless Steel Eye bolt
made of 10mm dia rod forming 25mm internal eye and 125mm long fitted through
the heel of the mast with suitable nut and washers, as shown in the relevant
drawing.
(d)
Shroud Plate. (Part No. DKW/8230/7.2D)
The stainless steel
shroud plates of 6mm thickness, as shown in the relevant drawing shall be fitted
properly about 2.7 Metres approx. abaft FP on each side of boat hull on 50mm thick
wooden block duly bonded with 3 layer of GRP 450 gms/m2 CSM, extended by
150mm on either side on the hull. The shroud plates shall be fastened with four
No. cooper rivets through bonded block and hull and shall be properly rivetted on
SS Washers on outside of GRP hull. The main mast stays are to be secured to these
plates.

Main Sheet Eye Plate. (Part No. DKW/8230/7.2E)
The
stainless
steel main sheet eye plates similar to shroud plates as per relevant drawing shall be
provided and fitted about 1.765 Metres approx. forward of AP on each side of boat
hull on 50mm thick wooden block duly bonded with GRP on hull. The plates shall
be fastened with three nos. copper rivets through bonded block and hull, on SS
washers outside. The plates shall be shackled with Fibre and SS block (P&S) for
securing Mainsail Clew.
(f)
Brails. (Part No. DKW/8230/7.2F) The throat brails shall be provided and
fitted to the Mainsail and Nylon securing eye fitted on yardarm on the appropriate
position for connecting securing lines from mainsail leach and to the belaying pins
fitted to mast thwart. The whole of the arrangement shall be as per Naval Practice.
(g)
Stemhead Shackle, Ramshorn Hook and Bottle Screws. The
stainless
steel stem head shackle, as per relevant drawing along with 6mm dia SS rod,
200mm long Ramshorn Hook shall be provided and fitted over the stem head
through a suitable size hole, duly fitted with SS sleeve in the stem head hole to be
served as a BUSH. The forestay FSWR of Main mast shall be secured with the
stem head shackle through a SS bottle screw, as per relevant drawing. The
arrangement of Securing Foresail tack end stem head shackle through Ramshorn
hook and forestay with bottle screw shall be detachable type.

Bearing out Spars and Fittings
The wooden spars of 4.7 Metre long
and 40mm dia duly fitted with SS fitting, as per relevant drawing shall be provided
with the boat. Two numbers per boat is required.

Main Halyard Eyeplate. (Part No. DKW/8230/7.2J)
The
stainless
steel Eye plate as per relevant drawing with eye vertically athwart ship shall be
fitted to main mast just upper side of mast thwart on port side to take Main Sail
halyard.

Cleats for Main Sail and Mizzen Sail Sheets. (PartNo. DKW/8230/7.2K)
The stainless steel cleats as per relevant drawings, one in no. X type shall be
provided and fitted on the fore side of mizzen mast just above the mizzen socket for
belaying mizzen sheets and two in nos. thumb cleats, as per relevant drawing, shall
also to be provided and fitted on top of No.6 thwart between the side knees, on each
side of boat for belaying mainsail shoe.

The PTFE eyes similar to as specified in clause 25

8.

Sails:

8.1
The sails should be made of Poly Cote Cloth in accordance with the relevant
drawings and details given in Table I and II in this specification. The rubbed-down sizes,
as given in the drawing, are to be taken as the dimensions of the sail when the tablings are
turned in, but not tacked sewn, and are on the understanding that the various corners of the
sails are brought to actual points, holes and thimbles, holes for cringles, etc. being worked
in the sail inside of these points. The rubbed down dimensions are to be regarded as the
contract dimensions to be checked by the Overseer to his satisfaction before the sails are
roped, and there is to be no departure from these dimensions without prior Integrated
Headquarters, Ministry of Defence (Navy) approval. The final stretched dimensions
desired are given in Table III at the end of this clause, and the manufacturer and Overseer
are required to report if it is considered that due to any local conditions of material used,
method of manufacture, etc. the specified rubbed-down dimensions would not give these
desired final dimensions when fully stretched. The cloths are to be in one length and
parallel with the leech. The body seams are to be 20mm wide, the necessary amount of
broad seams and sack cloth being given in each case. The Head, foot and luff tablings are
to be cut and turned, all linens and strengthening pieces are to run in the same line of thread
as the sails; strain bands are to be fitted to the sail at clews and at reefs on leeches; points
(crow-footed) are to be off the best PP/Nylon line, securing whiped , inserted through the
cloth at the seams and strongly sewn thereto on the starboard side of the sail, one point
being inserted near each cringle at reefs. All cordage to be of the best quality Hemp
Boltrope Roping lightly tarred in accordance with Table II at the end of this clause, is to be
fitted on time port side to suit the requirements of the several parts of the various sails ,
and all splices and tails are to be neatly tapered. A gunmetal thimble is to be inserted or
roped in each cringle and earring. The cringle is to be stuck through a pair of worked
gromet holes and the ends finished off by crossing them under the crown. The head of
mainsail is to be marked for position of strop, making allowance for the amount of stretch.
The tack of mizzen to be cut away from 50mm up the mast to nothing at the first lacing
eyelet in foot. The drawing showing the rubbed-down dimensions, etc is for information
and guidance in manufacture. The fully stretched dimensions given in Table III are to be
used in determining the shape of Sails.
8.2
Foresail. (Part No. DKW/8230/8.2) The clew piece is to extend 300mm above
reef, and taper from 180mm at foot to 65mm at top; tack piece 230mm deep by 150mm by
65mm; headpiece 300mm deep by 150mm by 65mm. Strengthening pieces 300mm in
depth are to be fitted at clew, and at reef on the leech in line with the pull of sheet. A
cringle is to be fitted at head and tack and brass grommets 4 in no. 8mm internal diameter
are to be inserted in the stay. Five in nos. Sail Clips are also to be provided and properly
fitted at equal interval to luff of the sail keeping away from brass gromets.
8.3
Main Sail. (Part No. DKW/8230/8.3)
The clew piece is to extend 460mm
above the upper reef and taper rom 230mm at clew to 75mm at top ; the tack piece to be
300mm deep by 180mm by 75mm; peak piece 380mm deep by 180mm by 75mm and the
throat piece 200mm on luff and same on head. Strengthening pieces 380mm in depth are
to be fitted in clew and at reafs on the leech in line with the pull of sheet. A cringle is to
be fitted at clew and at leech and luff at each reef; an ear-ring at the tack; a hole and
thimble at throat and peak. Brass grommets 8mm internal diameter are to be inserted about
230mm apart along the head , and at 380mm above upper reef in leech for brail

Mizzen Sail. (Part No. DKW/8230/8.4)
The clew piece to be 600mm by
180mm by 65mm; tack piece 200mm deep by 150mm by 65mm; head piece 300mm deep
by 10mm 65mm. A cringle is to be fitted at lack, clew and peak; brass grommets 6mm
internal diameter to be inserted about 300mm apart in luff and 150mm to 200mm apart
along the foot. A stop with two tails is fitted on luff of mizzen about 1220mm from tack to
stop boom when topped. Tails to be 460mm long.

bottom similarly made and to take the mizzen mast, sail and boom. The cover for
try sail is to be in the form of a bag with a circular bottom , the top to be tabled and
a lanyard of PP Rope 6mm dia and 1.3 Metres in length, is to be securely sewn/
inserted at the centre to the cover 160mm below the top. Dimensions of Covers are

any minor works or re siting if required. All cordages are to be of braided nylon except
where specifically stated. Main mast stay (shrouds) and halyards are to be rigged and
supplied. Flexible steel wire rope should be used as halyards in place of wire rope. All
stays and guys should be of white (transparent) PVC coated wire. All nails used in the boat
should be of copper.
10.

11.

Tests & Trials


11.1 The various tests and trials which are to be carried out by the builder for
acceptance of the boat are enumerated at Appendix - IV.
11.2 A programme of trials shall be prepared by the Builder in consultation
with the Inspecting agency/IHQ-MOD(Navy) and detailed reports of tests and
trials carried out are to be forwarded to IHQ-MOD/(Navy).

Progress Report.
The Builder should forward monthly reports highlighting
progress achieved as per the cardinal date programme to IHQ-MOD(navy)/(DNA). The
format of the report is indicated in Appendix - V.

15.
Warranty
The boat(s) supplied against this NCD be deemed to bear a warranty
of the boat builder against defective material, equipment , workmanship and performance
for a period of 12months from the date of receipt of boat by the consignee. If during this
period the boat, its material or equipment supplied are found by the consignee to be
defective / substandard , the same shall be replaced/repaired within a period of 15 days
from reporting , free of charges at site (any where in India) by the boat builder.

APPENDIX - I
TIMBER AND WOOD WORK
1.

The timber used in the construction shall be of good quality, thoroughly and
properly seasoned to a moisture content of 13 to 18%, free from sap, pronounced
shakes, injurious knots and all other defects.

2.

The timber used for external/exposed work shall be TEAK only and for
bonding/encapsulation in GRP any non oily Teak having above mentioned quality
is acceptable. It is necessary to obtain prior IHQ-MOD(Navy) approval for use of
substitutes.

Plywood
3.

Plywood shall be of marine waterproof quality free of distortions in accordance


with the latest Indian Standard and shall be manufactured from good quality wood.
teak faced plywood may be used as decking.

4.

All edges including those of cut out areas shall be thoroughly sealed against
moisture penetration by using glue, varnish, laquer, etc.

5.

Where it is necessary to join sheets of plywood the joints shall be scarfed and glued,
the length of the scarf being in proportion to the thickness of the plywood; under 13
mm thickness 1 in 10, 13 mm and over 1 in 8.

Adhesives for joining Timber


6.

Phenolic or resorcinal synthetic resin adhesives to the latest Indian Standard shall
be used. If there is any possibility of the adhesive coming into contact with GRP,
the phenolic resin adhesive shall not be used. The moisture content of the timber
shall be between 13 to 15% when using phenolic resin and 15 to 18% when using
resorcinal resin.

Preservation Treatment of Wood Work


7.

The following preservation treatment shall be applied to all woodwork (except


specifically mentioned) which will not be painted, but will be varnished or
otherwise decoratively finished before it is fitted in the boat. Only one of the under
mentioned anti-rot preservatives shall be used.

8.

The above preservative shall not be applied to the faying surfaces of a glued joints,
surfaces which may come into contact with food - these shall be brush coated with a
5% solution of Borax and all timber/wood to be inserted/encapsulated in GRP
laminates.

9.

All work on the wood shall be completed before the preservative is applied.
Application should be liberal and may be made by either brush or spray. The later
will require a second application a few minutes after the first.

Woodwork Preparation
10.

The woodwork shall be sanded to a smooth finish and all knots given two coats of
shellac knotting (to Indian Standard). After checking that the moisture content is
below 18%, all timber which will be painted shall be given a priming coat of
aluminium paint. When this has dried, all irregularities shall be faired using putty or
other fairing compound as appropriate. The faired areas shall finally be rubbed
down so that the whole surface is smooth and even.

Woodwork Finish
11.

Painting :
The faired surfaces shall be given one coat of undercoat followed by
two coats of external paint as specified in the specifications clause PAINTING. If a
period of two weeks or more elapses between application of the final two coats, the
undercoat (First coat) shall be lightly rubbed down and one coat of undercoat and
one final coat as per clause PAINTING shall be applied. Exceptionally exposed
woodwork in the engine compartment shall be given three coats of fire retardant
paint.

12.

Varnishing : The surfaces shall be rubbed down to a clean smooth finish and
dusted clean. Three coats of Marine Spar/Phenolic Based/ Alkyd Based Varnish
(Approved Quality) shall be applied allowing each coat to dry and be lightly rubbed
down before applying the next coat.

APPENDIX - II
BOUYANCY MATERIAL
1.
The boat is to be fitted with sufficient buoyancy material to enable the satisfactory
swamp test to be undertaken. The quantity and arrangement of Buoyancy proposed shall be
forwarded to IHQ-MOD(NAVY) for approval.

The Buoyancy materials shall be of polystyrene (expanded with a substantially
closed cell structure) and shall have the following physical properties :

The Buoyancy material may be preformed in moulds or may be made up from
pieces of the material stuck together; however if difficulty is found in providing the reserve
of buoyancy these methods may be augmented by in situ foaming in the boats structure,
subject to prior approval of IHQ-MOD(Navy).
3.2
Blocks made from pieces of the material are to be stuck together with General
purpose Epoxide Adhesive.
3.3
The surfaces of each block of material and the exposed surfaces of the in situ
foaming shall be given two spray coats of Waterproofing Compound.
3.4
After fitting the material, all block and in situ foaming shall be protected by
either a GRP laminate not less than 2.5 mm thick or by a 6 mm plywood with fastenings
not more than 75 mm apart. The plywood shall comply with Appendix - I.
3.5
The fitting arrangements shall be such that the blocks will remain in place and
contribute to buoyancy in the event of the boat being swamped.

APPENDIX - IV
PROCEDURES FOR TESTS
1.

Builders Responsibilities

1.1
The builder shall prepare and forward to the Naval Inspecting Authority, a
programme of tests before commencement of the same.
1.2
The builder shall arrange for the attendance of Reps. of their subcontractors during
the trials.
1.3
The Builder shall lift or slip each boat after completion of all tests to enable
examination of underwater hull and fittings.
1.4
The Builder shall be responsible for the provision of any spare parts, tools,
equipment, etc. required during trials. Builder shall be responsible for replacement of any
item / equipment damaged or found to be defective during trials without prejudice to any of
the spare gear provided. The Builder shall also make good at his own expense, all defects
found in the construction and fittings before the boat is accepted.
2.

Sequence of Tests

2.1
Unless prior IHQ-MOD(Navy) approval is obtained, the tests shall be carried out in
the same sequence as they are described in the following paragraphs. Wherever possible,
the inclining experiment, shall immediately follow the weighing test.
3.
Swamp Test This test shall essentially be carried out for the first boat of the
particular contract. However, the requirement of conduct of test for the successive boats
will be up to the discretion of the inspecting authority.
3.1
The boat is to be fitted with sufficient buoyancy material to enable the satisfactory
swamp test to be undertaken. The quantity and arrangement of buoyancy proposed shall be
forwarded to IHQ-MOD(Navy) for approval. The object of this test is to ensure that the
boat will remain afloat, stable, upright at normal trim and with at least 10% reserve of
buoyancy after it has been filled with water. This ensures that there is a positive freeboard
all round the boat when it is swamped, thus enabling it to be pumped or baled out.
3.2

Preparation
(a)
The boat shall be as complete as possible, but any structure/equipment that
would suffer from immersion in water during test shall not be fitted but represented
by ballast of impervious material eg. cast iron pigs. This ballast shall be arranged to
represent the combined weight and CG of the missing items in the boat.

(b)
The total weight to be compensated is made up of the weights in air of items
which would be above water with gunwales completely awash, and the weights in
water of items which would be below water in this condition.
(c)
The compensating ballast will usually be immersed during the test and
allowance must be made for its affective loss of weight in water. Suitable density
corrections shall be made depending on the water used to swamp the boat.
(d)
The boat shall be weighed just prior to the swamp test, and the weight
recorded. The compensating ballast should then be placed abroad and arranged so
that its CG is in the correct position, as calculated.
3.3

Test
(a)
The ballasted boat shall be placed in a sufficient depth of water allowing it
to sink to the gunwales without grounding. It shall be held on slack lines, and if the
water is deep, precautions shall be taken to prevent the boat from sinking
completely.
(b)
The drafts forward and aft, and the density of water shall be recorded prior
to swamping.
(c)
The boat shall then be swamped until the gunwales are awash, drafts
recorded. Finally, the ballast shall be added progressively until it is equal to 10% of
the total weight of the boat and drafts recorded. The boats should maintain positive
freeboard in this condition.

3.4

Report of Swamp Test


As soon as possible, after the test, the boat builder shall forward the
following detailed report to IHQ-MOD(Navy) through the Naval Overseer.
(a)

The weight of boat is prepared for swamp test (without compensating


ballast).

(b)

Calculation of weights of compensating ballast and position of its CG.

(c)

Draughts of boat just prior to test (with compensating ballast aboard).

(d)

Draughts of boat with addition of 10% of weight of boat as ballast.

(e)

SG of water in which swamp test was conducted.

(f)

SG of water used to swamp the boat.

(g)

An amount of total buoyancy provided in the boat by means of buoyancy


tanks in cubic metres/feet.

3.5
If during the course of the test, serious doubts arise as to the adequacy of boat's
buoyancy or stability, the matter shall be reported immediately to IHQ-MOD(Navy). If when
swamped, the boat has excessive heel or trim, or is unstable, does not have at least 10% reserve
of buoyancy, the matter shall be investigated and corrective measures taken. The swamp test
shall be repeated until satisfactory results are achieved.

particular contract. However, the requirement of conduct of test for the successive boats will be
up to the discretion of the inspecting authority. The completed boat with compensating ballast
for full complement shall be drop tested, as per the requirements of SOLAS 1983, by dropping
the boat in water from a height of 3 meters. After the drop test the boat shall not suffer from
any residual deformation/defect.
5.
Impact Test This test shall essentially be carried out for the first boat of the
particular contract. However, the requirement of conduct of test for the successive boats will be
up to the discretion of the inspecting authority. The completed boat with compensating ballast
for full complement shall be subjected to an impact test as per the requirements of SOLAS
1983. For this test, the boat shall be subjected to a lateral impact against a steel impact, the boat
shall not suffer from any residual deformation/defects.
6.
Deflection Test
This test shall essentially be carried out for the first boat of the
particular contract. However, the requirement of conduct of test for the successive boats will be
up to the discretion of the inspecting authority. The completed boat with compensating ballast
for full complement shall be subjected to a deflection test as per the requirements of SOLAS
1983. For this test, the boat shall be supported at the ends and a load equal to twice the mass of
the boat shall be placed at the centre. The boat shall not have any residual deflection on
removal of the load.
7.
Weighing Test All boats of the contract shall be weighed using a certified weighbridge. The boat shall be complete in all respect except that no crew, fuel or stores shall be
onboard. Once weighed no further items or fittings shall be placed onboard until all tests and
trials are completed. The report shall include list of items/fittings not on boat at the time of test
and shall quote their individual weights.
8.

Inclining Experiment

8.1
The first boat of the contract shall be taken up for Inclining experiment. The boat shall
be as complete as possible. The boat shall be in the same condition as weighed in the weighing
test. Any loose item/equipment shall be properly secured during the test.
8.2
The inclining ballast shall be divided into four equal parts, the total amount being
regulated, so that no appreciable change in water-plane area occurs when the boat is heeled.
8.3
The minimum length of pendulum shall be 1.5m. Mean density of water in which the
boat is floating shall be measured and before the experiment begins, the drafts forward and aft
shall be recorded.

8.4
During the experiment, a careful watch shall be kept to ensure that the mooring
lines are slack and are not in any way affecting the behaviour of the boat.
8.5
The Builder shall prepare a report of the experiment and forward the same to IHQMOD(Navy) duly authenticated by the Naval Overseer.
9.
Floatation Test
All the boats shall be subjected to this test. The boat shall
remain afloat after loaded with weights representing equipment and full life saving load of
men with all complements. The free board in this condition shall be measured and
forwarded to IHQ-MOD(Navy). The boat shall remain afloat for a minimum period of two
hours and leakage if any are to be rectified by the Builder.
10.

Lowering/Hoisting Trials All the boats shall be subjected to this test by


lowering/hoisting with full stores/ complement of boat .

11.
Rigging Test. The boat to be rigged with complete sails to asertain the suitability of
rigging arrangement and sails.
12

Test Reports

12.1 On satisfactory completion of the trials, detailed reports shall be forwarded by the
Builder to IHQ-MOD(Navy) through the Inspecting Agency for every boat separately.
Reports shall also include proposals (if any) to improve the performance of the boat and if
these are minor in nature, the Builder shall carryout such modifications. Authority for reordering trials rests with IHQ-MOD(Navy) if satisfactory results are not achieved and the
Builder shall comply with such directives as and when issued.

a saturated condition.

The weight of the unproofed and/or dyed canvas will be determined after drying in an oven for two hours at 98.90 C and allowing
12 percent for regain. The weight of the proofed canvas will be determined under ordinary atmospheric conditions.
