3.

GENERAL REQUIREMENTS

3.1

INTERPRETATION OF SPECIFICATIONS

Specifications that are unclear or have more than one interpretation shall be clarified with the Employer
prior to the closing of Bid. In the absence of this, or when the Contractors interpretation differs from the
Employers, the interpretation shall be made with the interest of the Employer taking precedence over the
interest of the Contractor.
3.2

SUB-CONTRACTORS/VENDORS COMMITMENTS

The Contractor shall obtain written commitments from its subcontractors confirming that plant or
equipment supplied shall be designed, engineered and built to perform the specific function and shall be
fit for purpose, as intended by this Specification.
The Contractor shall, with the concurrence of the Employer, arrange regular technical coordination
meetings (at no cost to the Employer) among themselves, representatives from their approved SubContractors, and the Employer throughout the duration of the contract period, to review the general
progress of the Contract Works and to determine technical matters that may arise from time to time.
Such meetings shall generally be scheduled at quarterly intervals and on any other occasion considered
critical to the Project Schedule.
The Contractor shall submit a complete list of submission and finalization schedule for subcontractors/sub-suppliers within 1 month after the Commencement Dateaward of Contract.
3.3

PERMITS AND LOCAL REQUIREMENTS

The EmployerContractor shall be responsible for obtaining approval and permits in the name of the
Employer, including but not limited to temporary works, plant and machinery and building and construction
permits required by any party legally authorized as local authorities in accordance with Vietnam
regulations. Cost associated with securing permits and approvals for both construction and operation
shall be the responsibility of the EmployerContractor.
The Contractor shall provide assistance to the Employer to apply for and obtain from relevant government
departments the business license to generate and supply electricity. This assistance shall be provided by
the Contractor in a timely manner to meet the commercial operation of the units at no cost to the
Employer.
3.4

PROJECT MANAGEMENT AND CONTROLS

3.4.1

General

The Contractor shall be responsible for management and control of Work in his Scope of Work including
its subcontractors and suppliers.
No review, approval, or release by the Employer shall relieve the Contractor of liability of design and
performance under the Contract.

The Contractor shall submit to the Employer a draft of the Project Execution Plan (PEP) within 1 month
after the Commencement dateaward of the Contract and the PEP shall be finalized 1 month later and
ready for project implementation.
The PEP shall define a hierarchy of objectives, procedures, and documents for the Work, which includes
but is not limited to the following:

An outline the proposed methods, plans, programming, sequencing, procedures and coordination
activities the Contractor will use to carry out the Work;

The order in which the Contractor intends to design the Work, the design methodology, the
structure of the design documents including a detailed schedule for the preparation and
submission of the design documents and drawings that meets the planned schedule;

The order in which the Contractor intends to construct the Work, the construction methodology,
interface management procedures, including a detailed schedule for the construction of the Work
that meets the requirements of the planned schedule;

Communication and document control protocols to be applied in performance of the Work under
the Contract;

Interrelated management plans such as Design management Plan, Procurement Management

Plan, Interface Management Plan, Construction Management Plan, Quality Management Plan
and Health, Safety and Environmental Plan;

Organizational responsibility for performance of the Work under the Contract; and

A listing of approvals, certifications, permits, licenses, registrations, consents and the like required
by Authorities, and the detailed plan to acquire those approvals, certifications, permits, licenses,
registrations and consents which Contractor is responsible for as per List of Permit and License.

3.4.3

Project Control and Administration

The Contractor shall provide a detailed Project Control Procedure to control activities required for the
performance of the Work. This shall include but is not limited to the following:

Project schedule

Cost estimate and progress payment

Progress reporting and meeting

Communication

Document control and filing

Subcontractor administration

Equipment and material delivery and control

Positive Material Identification

GENERAL REQUIREMENTS

The Contractor shall submit a detailed Project Schedule for the design engineering and, manufacturing,
erection, commissioning, and testing activities within twenty-eight (28) days after the Commencement
Date1 month after award of Contract. The Project Schedule shall be in Primavera P6 at a Level 2 and
submitted together with time analysis tables indicating early start/finish dates, late start/finish dates, and
actual start/finish dates.
The Contractor is required to plan in detail the execution of the Work covered by this Contract within the
time stated, using the critical path network and program evaluation and review techniques. For this
purpose, the Work must be broken down to the extent where the correct sequence of activities can be
established. In general, each sequence of activity should not exceed 6 working weeks.
The plan shall cover activities from the commencement of design to the completion of the Work including
the procurement of raw and finished materials, for which the Contractor and his sub-contractors are
responsible.
Within 2 months of the the Commencement Date, the Contractor shall submit to the Employer the fully
developed network showing the activities with the critical path identified for Contractors scope of
work.Within 2 months of the award of Contract, the Contractor shall submit to the Employer the fully
developed network showing the activities with the critical path identified. In preparing this plan, the
Contractor must ensure the total resources required for the execution of the Work according to the plan,
in terms of the different categories to the plan, and in terms of the different categories of labor and plant
are within the resources Contractor can make available. The Contractor must also ensure that sequence
and estimated times for sub-contractors operations are taken into account.
The Project Schedule must be analyzed and updated with actual start/finish dates at least once a month.
The Contractor shall review the schedule to take into account the affect of the latest available information
on activities completed, changes in the schedule, or in the estimated duration of activities in progress, or
activities not yet started. The revised schedule shall be submitted to the Employer at each review. The
schedule shall include the following information:

Activities completed during the period following the previous report;

Activities in progress or due to start within the 6 weeks following the date of the review.

The updated Project Schedule shall be submitted monthly and included in the progress report.
3.4.5

Progress Reporting and Meetings

The Contractor shall submit monthly reports to be received no later than 14th calendar day of the
following month outlining latest status of the Work, percentage of completion, delays and reasons for
delays and means of recovery. The monthly progress report shall include design and engineering,
procurement, manufacture, inspection, expediting, erection, commissioning and test activities. High
resolution, digital color photographs of construction and equipment manufacture/erection shall be
included in the report.
The Contractor shall submit weekly progress reports, in an agreed format, by Friday of each week, to
update construction and commissioning eEngineering and equipment procurement progress. In addition,
ad hoc reports or presentations may be requested by the Employer to deal with specific issues,
contingency plans, and/or recovery plans to overcome potential schedule delays.

The details and format of the monthly and weekly progress reports shall be completed within 2 months
after award of the Contract
The Contractor shall report and discuss with the Employer the status of the Contract at the following
meetings:

Monthly progress meeting

Contingency

engineering progress meetingSupplier, vendors, and subcontractors progress

3.4.6

Supplier, vendors, and subcontractors progress meeting

Communication

Detailed communication procedures including invoices and payment, change orders, instructions and
transmittals shall be agreed with the Employer within 1 month after the Commencement Date.award of
Contract.
3.4.7

Document Control and Filing

The Contractor shall set up and maintain a centralized, computerized system for the management of
project documentation at each of the Contractor working locations. The system shall manage project
correspondence, documentation, and records generated by the Employer, Consultant, Contractor,
subcontractors, and vendors. This system shall cover technical documentation and correspondence
relating to the Contract, all of which shall be available for Employers immediate access, if required.
The Contractor shall provide as-built copies (12 hard copies and two electronic copies) of all
documentation no later than 3 months after turning over of the equipment that is in the Scope of Work of
this Contract.plant.
3.4.8

Subcontractor Administration

The detailed requirements shall be finalized with the Employer before implementation commences.
3.4.9

Equipment and Material Delivery

The detailed requirements are specified elsewhere in the Specification.

3.5

DOCUMENTS AND DRAWINGS

3.5.1

General Requirements

The Contractor shall submit, for review by the Employer, 12 hard copies and two electronic copies file of
the basic design, and vendor documents with adequate details to illustrate the Work provided under the
Contract. The final number of hard copies shall be agreed during kick-off meeting or during project

copies of the basic design, construction and vendor documents with adequate details to illustrate the
Work provided under the Contract.
The Contractor shall provide a schedule indicating the date by which each document shall be submitted
and the types of documents that will be submitted for the Employer review within 1 month after
Commencement date of Contractaward of Contract.
3.5.2

Submission for Review

The Employer will advise the Contractor on the extent of submission requirements during the Contract
Kick-Off Meeting. The list shown in Annex 3 specifies the intended submissions required under the
Contract.
3.5.3

Submission and Turn Around

The Contractor shall allow for 21 working days for the Employer to review and comment on each of the
submittals. The Contractor shall submit the documents in a logical sequence progressively and a
staggered manner. Bulk submission of documents for review will require additional review time by the
Employer.
3.5.4

Standard Drawing Format

All drawings shall be submitted in standard metric formats (A0, A1, A2, A3, A4) in electric file. All
hardcopy submittals shall in a sufficient size such that all drawing information and lettering are clearly
legible and a minimum 3mm height.
3.5.5

Drawing/Document Status

All drawings returned by the Employer will be given a status as follows:

Accepted No comments Procurement, fabrication and/or erection may proceed
Accepted as noted - Procurement, fabrication and/or erection may proceed, in accordance with
Employers comments.
Not Accepted Procurement, fabrication and/or erection may not proceed until Employers
comments are incorporated into the documents.
Reference Only Employer review is waived. Procurement, fabrication and/or erection may
proceed.
3.6
3.6.1

PROCUREMENT REQUIREMENTS
General

Contractor shall be responsible for the procurement and subcontracting activities for the Work.
Contractor shall hold weekly procurement and subcontracting meetings with Employer to review progress
against the Contract schedule.

3.6.2

Procurement Plan

Within 30 days after award of the Contract, Contractor shall provide an index of the Procurement and
Material Management Procedures for review by the Employer.
Contractor shall submit a Procurement Plan for Equipment and Materials by discipline for the Work.
3.6.3

Subcontracting Plan

Contractor shall submit a Subcontracting Plan for the Project including planned award dates for
subcontracts.
3.6.4

(Not Applicable)Technical and Commercial Evaluations

3.6.5

Before award of a major subcontract or purchase order, Contractor shall issue to

Employer a detailed technical and commercial evaluation (excluding price) to
demonstrate the proposed suppliers or Subcontractor's alignment with the
Contract.
Contractor shall detail on the evaluation sheets vendors and
Subcontractors that were invited to bid as well as the recommended vendors or
Subcontractors.

3.6.6

Vendor List

Contractor shall procure materials and equipment in accordance with the Contract Vendor List as
reviewed and agreed by the Employer. Contractor may use alternate vendors or Subcontractors only with
the Employer's prior written approval.
3.6.7

Material Management

The Contractor does not have not responsibility for Material management at site. However, Dduring
engineering stage, the cContractor shallwill establish the Ccontractors material management system at
engineering office. and oOnce construction has started. PVC will manage the material management
system which the cContractor has established at site during the engineering phase. The material
management system shall be used for the total control of project materials and shall include the
followingincluding, but not limited to, identification and warehousing at the Site.
Contractor shall provide Material Mmanagement systems for Employer to usefor using. Thisese systems
shall include the following:

Material identification.

Contractor shall use a single material management system within its engineering offices and construction
at the Site for procurement and material management. The material management system shall be used
for the total control of project materials including, but not limited to, identification, procurement, tracking,
transportation, warehousing, and installation at Site. Contractor shall be able to produce construction
reports detailing material availability for construction. These reports shall be available for the Employers
review.
Contractor shall submit Material management procedures for Employer for review. These procedures
shall include the following:

3.6.8

Vendor Representatives

The Contractor shall provide vendor representatives to assist during the Construction and Commissioning
of the Work.
The Contractor shall provide interpreters, if Vendor representatives do not speak fluent Vietnamese or
English. The interpreter shall be available when the vendor representative is on Site or in meetings
elsewhere.
3.7

MANUFACTURING REQUIREMENTS

3.7.1

Workmanship

In addition to specific requirements stated directly or by reference in this Contract, the following parts of
machinery shall be machined to a precision tolerance:

Bearings or mounting surfaces of machinery bases that require accurate alignment,

For precision machinery, bearing surfaces including those for nuts and bolts,

Surfaces of all projections from the bodies of pedestal blocks, or other supports mating with
finished machine surface parts that require close tolerances,

Critical sealing surfaces, and

Critical working parts.

Ragged edges or sharp projections shall be eliminated.

3.7.2

Cleaning and Protection before Shipment

Bright metal parts shall be covered before shipment with a protective compound and protected
adequately during shipment and storage on Site.
Subsequent cleaning and polishing shall be performed by Contractor.
Pipes, valves and other similar components that are subject to hydrostatic test shall be drained and
washed with de-watering oil before the application of surface protection.
Valve packing shall be removed after hydrostatic test and replaced with dry packing.
Electrical equipment shall be protected with H2S protection emitters before shipment.

After the completion of the inspection of castings, small surface defects shall be filled in and the castings
rubbed down to a smooth finish prior to painting.
Parts that will be buried in concrete shall be cleaned and protected before leaving the factory by a cement
wash or equivalent.
3.7.3

Packing

Each item of the Work shall be adequately packed and protected against damage and deterioration
during transit and storage.
Precautions shall be taken to ensure tube or pipe ends and other similar open ends are protected from
both external damage and ingress of dirt and moisture during transit, storage, and while awaiting erection.
A part of the end protection shall be a greater diameter than the opening, tube or pipe bore to prevent the
end protection to be pushed into the bore.
Flanged pipes shall have their open ends protected by adhesive impervious tape or jointing and then
covered with a wooden blind flange secured by bolts.
Precautions shall be taken to protect shafts and journals where they rest on wooden or other supports
likely to contain moisture. At these points, wrapping materials impregnated with anti-rust composition or
vapor phase inhibitors shall be used to resist chafing and indentation due to movement that is likely to
occur in transit. The form of the protective wrappings and impregnation shall be suitable for the period of
shipment and storage at Site before erection.
Machined surfaces shall be protected with wooden blocks or similar approved means and reinforced
externally with metal bands or plates.
Hoop metal bindings of cases shall be properly tightened and the ends crimped together by means of a
purpose made tool.
Contents of cases shall be bolted securely or fastened in position with struts or cross battens and not with
wood chocks wedged in place, unless these are fastened firmly in place. Struts or cross battens shall
preferably be supported by cleats fixed to the case above and below to form ledges on which the batten
may rest. Where parts are required to be bolted to the sides of the case, large washers shall be used to
distribute the pressure and the area shall be strengthened by means of a pad.
Wood wool shall be avoided as far as possible for packing purposes.
Waterproof paper and felt linings shall overlap at seams at least 15 mm and the seams secured together
but the enclosure shall be provided with screened openings to provide ventilation.
In the case of ball or roller bearings that are installed in any item, the Contractor shall take precautions to
avoid indentation of the bearing races. Where necessary, for rotating equipment, rotors shall be locked
for transit. Contractor shall replace any indented bearings.
3.7.4

Maintenance during Manufacture

Parts of products supplied by Contractor shall be maintained, packaged and preserved for shipment and
Site storage in accordance with the manufacturers recommendations.

3.7.5

Erection Marks

Members consisting of multi-part assemblies, e.g. steel framework, hoppers and piping shall be marked
with distinguishing numbers and letters corresponding to those of the drawings or material lists. These
erection marks, if impressed before painting or galvanizing, shall be clearly readable afterwards.
Color banding shall be used to identify members of similar shape or type but of differing strengths or
grades.
3.7.6

Corrosion Prevention

Special measures shall be taken by Contractor to prevent corrosion or other deterioration of equipment
and material provided hereunder, especially to unpainted, polished, or moving parts, and to electrical
equipment during shipment and on-Site storage. Contractor shall take measures during design,
engineering and specification to ensure components are designed, manufactured and installed to
withstand the corrosive operating environment.
3.8

CONSTRUCTION AND SITE REQUIREMENTS

3.8.1

Management of Construction Site (Construction is by Others)

The Contractor shall provide adequate arrangements for the housing, care and welfare of Contractor
employees. These provisions shall comply with the following requirements:

There shall be no construction camp allowed within Project Site.

The Contractor shall furnish the required construction power for its operations and for the office
facilities required by Employer.

The Contractor shall be responsible for the on-Site storage and maintenance of Equipment and
Materials delivered to the Site.

The Contractor shall be responsible for Site security control arrangements.

Contractor shall be responsible for dust control on the Site, including water spraying of roads or
other suitable remedies, as appropriate.

Contractor shall be responsible for the daily clean-up of the Site.

3.8.2

Provision of Interpreters

Contractor shall provide interpreters for the duration of the Site works if the Contractor's employees do
not speak fluent Vietnamese or English. The Employer may review the requirement if Contractor
demonstrates adequate communication and facilitation without the need for interpreters.
3.8.3

Facilities for Employer

The Contractor shall provide office space for the Employer's representative in the Contractor's offices
located at the Site and, if appropriate, in the offices of each Subcontractor during the performance of
engineering, supply, construction and inspections and tests.

GENERAL REQUIREMENTS

This accommodation shall be suitable for up to 6 people at any one time in one location and shall include
furniture, power, lighting, computers, copiers, printers, drinking water and telecommunications facilities.
3.8.4

Maintenance during Storage

The Contractors Representative shall advise and witness receiptve, inspection, disposale of, handling
ofe, storagee and maintenancemaintainence of material and equipment supplied by the Employer,
Contractor. or others to be incorporated into the permanent plant installation in accordance with the
Contract.

The Contractors Representative shall advise and carry outwitness maintenance on equipment under his
responsibility in accordance with the Manufacturer's instructions. Required maintenance activity shall
begin immediately after receipt onsite and shall continue whether in storage or at the installed location
until acceptance for test and start-up.
The Contractor shall review and sign keep a maintenance record for each item of Equipment under its
scope of supply his control towhich should record the maintenance performed, dates on which
maintenance was carried out, any deficiencies noted and corrective action taken. Copies of maintenance
records shall be forwarded to the Employers representative at the time each item is initially released to
the Employer.
3.8.4.1 Rotating Equipment and Machinery
The Contractor shall furnish lubricants as necessary for cleaning, flushing, and initial lubrication or
replenishment of lubricants shipped in the equipment. Manufacturer's recommendations as to brand,
type, and grade shall be followed.
The Contractor shall maintain provide information fora record for each item requiring lubrication that shall
show the types of lubricants required and dates of initial and subsequent application up to turn over to the
Employer.
Review and sign a record for Rrotating and other operating equipment which shall be rotated or displaced
periodically by the Constructor as recommended by the manufacturer. The Constructor tractor shall
establish a regular program and a log record identifying the items of equipment, frequency at which
rotation or displacement is required, and dates actually performed up to turn over to the Employer.
3.8.4.2 Electrical Equipment and Instrumentation
The Contractor shall connect to temporary construction power and operate space heaters provided with
equipment, motors or panels while the equipment is in storage and after the equipment has been installed
until permanent electrical power to the equipment is available.
3.8.4.3 Complex Equipment
Equipment furnished shop assembled on skid or mounted on baseplates, and consisting of various types
of equipment items, shall be maintained and protected in a manner similar to other equipment. Each item
within such complex assemblies shall be treated individually, as required by the respective manufacturer,

according to its type. Items shipped with skid mounted equipment that are packaged separately or
shipped loose shall also be protected from loss and deterioration.
3.8.4.4 Inert Gas Pressurization
Items of equipment shipped pressurized with inert gas, or if required for storage at any time prior to
operation, shall be furnished with a continuous supply of gas by the Contractor. When required by
Manufacturer's instructions, the Contractor shall furnish, install, operate and maintain a local gas
pressurization system.
The Contractor shall establish a regular program of monitoring pressure, remaining supply of gas and
checks for excessive leakage. Excessive leakage at temporary seals or closures shall be corrected by
the Contractor.
Contractor shall submit to the Employer the measures to be taken for storage and maintenance of Works
and Materials before installation, during installation, as well as for the period between the completion of
the installation and the time that the Works are placed in service.
Parts of products supplied by Contractor shall be maintained as recommended by the equipment
manufacturer during the entire period on Site, until turn over to the Employer. Maintenance records for on
Site equipment, including equipment in laydown, in the warehouse, or installed in place, shall be
submitted monthly. Complete maintenance records for equipment, installed and mobile, shall be
submitted to the Employer before Final turnover.
3.8.5

Waste Management

The Contractor shall ensure waste is disposed of in an environmentally acceptable manner and in
compliance with Employers commitments and statutory requirements. This includes but is not limited to
the following:

Prevention of contamination of soil, surface and groundwater.

Protection of health and environmental conditions on Site during the construction period.

3.8.5.1

Waste Categories

Wastes shall be classified as below:

Solid waste: include non-toxic, non-reactive, non-corrosive or non-hazardous wastes

Recyclable : waste that can be recycled such as the following:

Scrap steel

Glass, bottles and containers

Paper and cardboard

Plastic

Kitchen and Food Waste

Infectious waste (medical)

3.8.5.2

Guidelines for Each Waste Category

Solid waste

Sorting at source, and transport to a designated transfer area to be constructed at the Site

Recyclable wastes shall be sorted and stockpiled by type within this transfer area

After sorting, recyclables shall be turned over to the Employer for disposal

Kitchen & Food waste

Inert construction debris shall be disposed of at a suitable off Site landfill location arranged by
the Contractor.

Organic food waste generated by the kitchen facilities to be disposed of at the landfill.

Infectious waste

Medical sharps, needles, and metal wastes shall be sent to the repository specified by the
Employer.

Other medical waste shall be incinerated on Site (dedicated incinerator).

Chemical (hazardous) waste:

Whenever possible, the principles of re-use, reduce,

recycle shall be applied. Procurement contracts for hazardous materials must include a
clause for the vendors to accept return/recycling of spent material or chemical packaging.

Material Safety Data Sheets (MSDS) shall be provided

for all hazardous wastes.

Other Chemical wastes (e. g. paints, solvents)

Provide a temporary storage in a hazardous waste transfer station

Contractor shall dispose of waste at an approved waste disposal site. Documentation of

disposal shall be submitted to Employer.

3.9.1

QUALITY ASSURANCE AND QUALITY CONTROL

General Requirements

The Contractor shall perform inspections and tests at shops and Site to demonstrate the material,
workmanship and performance conform to the Contract and guarantees.
The Work covered by this Specification shall be subjected to expediting, inspection and witnessing of
tests by the Employer. The Employer may appoint a Third Party inspection agency to act on his behalf at
his own cost. The scope of expediting, inspection and witnessing of tests will be informed to the
Contractor during project implementation stage. The cost arising from allowing the Employer and/or the
Employers representatives to participate and carry out the expediting, inspection and witnessing of tests
shall be borne by the Contractor. Participation from the Employer shall not relieve the Contractor of his
responsibility from full compliance with the Specification, quality and delivery commitments.
Additionally, the Contractor shall provide his own Third Party inspection agency to carry out inspections
and tests to meet with the requirements of Local Authorities to facilitate registration and approval of
equipment. Approval or acceptance granted by the Third Party shall not relieve the Contractor from his
full responsibility to comply with the Specification.

3.

GENERAL REQUIREMENTS
Thai Binh 2 Thermal Power Plant

Access to the Contractors and sub-contractors shop shall be granted to the Employer at any reasonable
time for ascertaining progress, inspections and witnessing of tests.
Prior to work commencing, the Contractor shall establish and submit a Shop Inspection and Test Plan for
each Equipment and component to the satisfaction of the Employer.
For work to be carried out in the Sub-contractors/Sub-suppliers shops, the Shop Inspection and Test
Plan shall include the expediting, inspection and witnessing of test and hold points by the quality control
personnel of the Contractor.
Test certificates and reports shall be made available to the Employer.
In the event of a test piece not complying with the requirements of the Specification, the Employer may
reject the whole of the Equipment for which the suspected material has been used.
Shop performance tests shall be conducted under simulated working conditions in compliance with the
specified Standards/Codes. In the event of a conflict with the specified test Code, this Specification shall
govern, unless the Employer deems otherwise. The Contractor shall advise the Employer of conflicts.
Certificates and records of tests shall be submitted to the Employer for approval.
To facilitate the inspection of purchased materials and Equipment, the Contractor shall submit, upon
request by the Employer, sufficient unpriced copies of the Purchase Orders to the Employer.
Vendors, suppliers, and interworks orders shall include a statement advising the sub-contractors the items
being ordered are subject to inspection and test by the Employer.
Before equipment is packed or dispatched from shops, tests called for in this Section and the relevant
sections of this Specification shall be carried out in accordance with appropriate standards and to the
satisfaction of the Employer.
The Employer will inspect Equipment on delivery and at various stages during erection and
commissioning. The passing of inspection and tests during manufacture shall not prejudice the right of
the Employer to reject any part of the Equipment if it does not comply with the Specification after being
erected and commissioned at Site.
For defects revealed during shop fabrication or site erection, the details of defects shall be submitted to
the Employer and repair procedures provided to the Employer for approval prior to the commencement of
repairs and modifications.
The Contractor shall submit vendors expediting and inspection reports for the Work to the Employer,
including when the Employer does not attend the inspections.
3.9.2

Quality Assurance System

General Requirements

Contractor and its major Subcontractors shall have a certified Quality Assurance Program that meets the
requirements of ISO 9001, or equivalent.
The Quality Assurance Program shall include all aspects of the Work, including design, manufacturing,
and testing, Site construction activities, pre-commissioning, start-up and performance testing.

GENERAL REQUIREMENTS

In general, the Contractor shall perform factory quality inspections at equipment suppliers facilities, in a
timely manner, during manufacturing and fabrication to ensure equipment is being built to Specification.
As a part of, or before, that inspection, Contractor shall review supplier's Quality Assurance and Quality
Control Program and procedures to ensure their adequacy for equipment being supplied. During the
inspection, Contractor shall verify the supplier's Quality Program is being adhered to.
Quality Assurance Program
Contractor shall submit to the Employer his Quality Assurance Program within 30 days of the Effective
Date. This program shall include procedures for quality assurance of engineering, design, manufacturing,
and construction activities. As a minimum, it shall address the following:

Responsibilities and authorities,

Document control,

Design verifications,

Subcontractor assessment and control,

Calibration requirements,

Traceability,

Non-conformance control,

Inspection and Test Plans,

Internal audits, and

Records.

Where it is not appropriate to include detailed procedures or inspection and test plans in the initial quality
assurance program submittal, the need for them and the responsibility and timetable for producing them
shall be identified in the document.
Prior to the start of work affected by the procedures, Contractor shall revise the documentation, as
required by Employer and shall submit the amended documents for release.
Employer reserves the right to examine procedures referred to in the Quality Assurance Program and to
audit Contractor against the requirements of the Quality Assurance Program at any time.
Contractor shall provide a Site Quality Control Program including requirements for Site Quality Control
Inspections.
3.9.3

Subcontractor Quality System

Contractor shall be responsible for the review, comment and acceptance of the Quality System of its
Subcontractors. In addition, Contractor shall be responsible for its Subcontractor's work. At the request
of Employer, details of the Subcontractor's Quality System and procedures shall be submitted.

3.9.4

Quality Records

Appropriate quality records, as specified in the Contract and as required by applicable codes and
standards shall be submitted to Employer before shipment or as otherwise agreed to by special
arrangement with the Employer.
3.9.5

Identification and Traceability

The Employer shall implement Contractors provided materials management system to control and
administer delivery and installation of main and critical parts and components supplied under the
Contract.The Contractor shall implement an automated materials management system to control and
administer delivery and installation of main and critical parts and components supplied under the Contract
and the associated inspection records. Critical pieces delivered to site shall be individually code labeled
to correlate each piece to the packing list and master parts list. Such code labeling shall be affixed to the
pieces in a fashion that makes removal or destruction of the labels in the normal course of shipping and
handling reasonably unlikely. The extent of the traceability required shall be agreed upon with the
Employer.
3.10

HEALTH, SAFETY AND ENVIRONMENTAL

The Health, Safety and Environmental requirements for the Contract are set out in the Health, Safety and
Environmental, Annex 8 and Annex 11.
