provided the means employed to

attain them are legitimate. Since the
Ayat under discussion pertain to
slaughtered animals, it makes more
sense to apply the term 'food* to
slaughtered animals only. In that
context, all discussions conclude
that besides the Jews and the
Christians, no other nation can be
rightfully termed as People of the
Book, whether Hindus, Sikhs or
Buddhists. One sect called Sab'ain,
reportedly the followers of Zabur
(Psalms), neither have Zabur, nor
any evidence or proof of their claim.
Similar is the condition of the books
of other religions; for example, the
Veda of Hindus can by no means be
proven even as a distorted form of a
Divine Revelation. Therefore, only
Christians and Jews can be termed
as the People of the Book.
Now as for slaughtering, firstly
the Jews and the Christians of the
Holy Prophet-SWs time, despite
indulging in polytheism, used to
slaughter the animals only in AllahSWT's Name. Today these two
nations have developed two more
vices. Firstly, their beliefs and
precepts have changed. They no
longer believe in Allah-SWT and the
Hereafter hence cannot be deemed
as People of the Book; they are only
so by name. Their slaughtered
a ni m al s a r e n ot , t he r ef or e ,
permissible for the Muslims.
Secondly, they have started using
the forbidden such as pork, also
forbidden in their Books, so now
whether they slaughter or not is
immaterial. Under the
circumstances, the one who
slaughters becomes a non-believer
as he is trying to prove the forbidden
as permissible, which is infidelity.
The third vice is that the ignorant
amongst the Jews recite the name of
Prophet 'Uz air-A S while the
Christians recite the name of
Prophet Isa-AS in place of AllahSWT's before slaughtering their
animals. Such action even if
performed by a Muslim shall render
the animal forbidden; because no
animal slaughtered in the name of
others than Allah-SWT can be

ROSHNI

accepted as permissible.
Similarly, the Jew and the
Christian women possessing both
faith and chastity are lawful for the
Muslims to be taken in marriage, so
long as the Mehr is paid and Nikah
takes place as distinct from mere
satisfaction of lust, or secret
concubineage. Now as regards
chastity, it is something beyond
imagination in the present Western
culture, while the belief in their own
Books, has been abandoned since
long. The illicit relationships
developed in nightclubs, are the
hallmark of their social life today.
Probably the permission granted to
Muslims for marrying their women
was because both religions had
similar codes about the women who
could be sought in marriage and also
the conditions of Nikah were the
same, such as the presence of
witnesses, the mutual consent of the
couple and a public ceremony. The
present unfortunate situation is
better left untouched, while the
correct beliefs are rare indeed.
Hence marriage with their women
can no longer be recommended.
Moreover, a marriage must not be a
mere contract to satisfy sexual
desire like Mut'a, which is totally
forbidden. The Shiite faction lays
great emphasis on the importance of
Muta. In fact, in Iran separate
accommodation has been provided
with every Imam Barga (place where
the Shiites hold religious sermons)
for the purpose.
The mo st importan t a nd
noticeable factor is that while the
slaughtered meat of the People of
the Book was permissible for
Muslims and vice versa, only a
Muslim male could marry a Christian
or a Jew female. A Muslim woman
cannot marry a Christian or Jew
male. This is the crux of this endless
discourse. However, the permissive
verdicts of this modern era to eat,
drink and marry with the People of
Book emanate from those who wish
to enforce their own propensities in
the name of Islam and seek to
promote carnal desires in the name
of Divine rewards. It is pertinent to

16

PDF created with pdfFactory Pro trial version www.pdffactory.com

recall here that a Governor of the

Second Caliph 'Umar Faruq-RAU
who married a woman from the
People of the Book, was ordered to
divorce her. The Governor wrote
back seeking clarification whether
she was forbidden for him. The
Caliph-RAU replied that though she
was not, it was not proper for him
either. There is a chance that
through such women, waywardness
may creep into Muslim households.
They may themselves be proper, but
their contacts may not be, because
their culture is corrupted. Secondly,
Muslims may begin to marry them for
thei r quas i beau ty im pl yi n g
preference over Muslim women;
which will never be proper.
Now their society has even
allowed the marriage of a male to
another male. The Church has also
permitted the marriage of a son-inlaw to his mother-in-law, and that of a
father-in-law to a daughter-in-law.
Their staple diet is pork. Hence there
is hardly any excuse for marrying
their women or eating with them.
Nevertheless, the Quranic injunction
continues to prevail and if the People
of the Book remain within those
limits as were at the time of the
revelation of the Quran it is all right to
marry their women. On the contrary,
what they practise today is enough
to classify them as non-believers;
they can no longer be called People
of the Book. And remember that a
Muslim who converts to Judaism or
Christianity, cannot be counted
amongst People of the Book, but will
be a renegade, while those who
convert from other religions to their
faith will become part of them.
In the execution of the Divine
Commands, take note that AllahSWT is Swift in reckoning. And be
heedful of the code that to consider
forbidden as permissible and vice
versa is indeed disbelief which
certainly does not befit a believer;
and such an action shall ruin his
eternal life, and incur him a loss
unbearable.

tmamtu 'Alaikum
N'amati.) "I-SWT have
co m p le t ed My- S W T
favour unto you and have chosen
for you Islam as the Din.
There shall be no amendments,
additions or retractions in it any
longer. No historical event can alter
this Din. The completion of favours
means that there is no concept of
any excellence outside the pale of
Islam. Allah-SWT chose Islam as the
Din for Muslims, which is the only key
to salvation. Late Mufti Muhammad
Shafi' has, in his Mu'arif al Quran
(pp33-36 vol. 3), listed a very
interesting discussion on Festivals
and 'Eid, in this context, which is
worth reading, but is being left out for
fear of protraction.
If a person is on the verge of
starving to death, he is permitted to
consume from the aforesaid
forbidden categories of animals,
whatever is available to him, a
minimum amount that may suffice to
save his life. He must have no
intention of seeking any palatial
delight nor should eat to his fill but
only to save his life. Moreover,
circumstances do not render these
animals permissible but it is
expected that Allah-SWT will haveMercy and forgive the sin of eating
the forbidden on such occasions.
To sum up, all pure and clean
things or animals are permissible
except those declared as impure
and forbidden. The guiding principle
is that everything is pure and
per mi ss i bl e unl es s de cl ar ed
forbidden by Shari'ah.
The animals hunted by the
beasts of prey trained for the
purpose, whether hounds or falcons;

ROSHNI Issue No.82

are also permissible; provided these

are trained to hunt, and do not prey
on their own. Moreover, they must
bring the prey to their master, without
nibbling at it enroute. If these beasts
of prey are dispatched on their
hunting expedition after invoking
Allah-SWT's Name, then whatever
they have caught is permissible
even if the animal dies before
reaching the master. There is no
need for further slaughtering the
animal, when it has been injured and
has lost blood. This applies only to
an i m a l s an d be as ts o f t h e
wilderness and not to domesticated
animals such as rabbits let loose
only to be hunted by hounds as a
sport. These will not be permissible.
In short, before letting the hounds or
falcons loose on prey, or before
aiming an arrow or a dagger, reciting
the Name of Allah-SWT will make the
animal permissible even if it dies
before being slaughtered. Hunting is
permissible to the extent of

necessity. People who cannot afford

to buy meat from the market can
hunt for subsistence. A very
important benefit of hunting is
physical exercise and precision in
shooting. In fact many of the military
t ac t i c s a n d m a n e u v e r s a r e
employed and aiming can be
perfected, but care must be taken
not to kill too many animals. If
hunting is done merely as a sport or
pastime, it will fall under
extravagance, which is not allowed.
Allah-SWT declares that all clean
and pure things are permissible. In
addition, the food of the People of
the Book is permissible for the
Muslims, and vice versa. This issue
has been discussed at length by
various scholars and all seem to
agree on the fact that food means
the slaughtered animals, because
there is otherwise no restriction on
trading grains, spices and other
groceries with non-believers,

ICC suspends USACA over

'significant concerns

ICC confirms acting on

Modi's corruption lead

ARBADOS - The ICC board has suspended

the membership of the USA Cricket
Association with immediate effect. The ICC
made its decision based on the findings of a review
group it had constituted to look into the status and
activities of the USACA, and after meeting USACA
representatives during the ongoing ICC annual
conference week.
According to an ICC release, the review group
"had expressed significant concerns about the
governance, finance, reputation and cricketing
activities of USACA".
The suspension will cut the USACA off from ICC
funding, and rule it ineligible to determine whether
events staged in the USA are given approved status
or not. As per the ICC operating manual, the ICC will
take over that function.
Despite the USACA's suspension, the USA
national team will be allowed to take part in next
month's World T20 Qualifier in Ireland and
Scotland. The USA Under-19 team will also be
eligible to participate in the Americas U-19
Championship in Bermuda.

ARBADOS - The ICC has confirmed

receiving from Lalit Modi a letter that claimed
that three top and regular IPL players
received illegal payments - in cash and in kind - from
an Indian business house. The former IPL chairman
made the allegation in June 2013. The ICC has said
it passed on the letter, as per procedure, to the
ACSU, which in turn forwarded it to the BCCI's anticorruption unit. It was not clear whether the
investigation had been completed, and whether the
said players had been cleared of the charges.
Curiously, this letter was not revealed by Modi,
who has been on a contentious-document-sharing
spree on Twitter ever since top politicians in the
country came under fire for helping him out with
travel documents. Instead, this was a tweet sent to
Modi by a user with the handle @shyamswami158.
This was also the first tweet from the account,
posting an image of the letter and asking the
question, "Whadya hav to say about this
@LalitKModi ? Wat was @ICC response ..... This is
shocking!!!!" Modi's response to the tweet from
@shyamswami158 was: "Ask @Icc @Bcci @Ipl
why ask me. This is highly confidential".
"The ICC confirms that Mr Modi's confidential email, which was received in June 2013, and which
has recently been published on Twitter, was
provided to the ACSU at the time," "The ACSU
handled that information in accordance with its
standard operating procedures."

"The ICC Board has made this difficult decision

after careful consideration and in the best interest of
the game and all cricketers in the USA," the ICC
chairman N Srinivasan said. "The country has
tremendous potential but because of governance,
financial and cricketing challenges, the opportunity
to grow the game is not being properly nurtured.
"The ICC Board had put USACA on notice in its
January meeting this year and had hoped that it
would show some urgency to address and improve
in the areas that were identified as weaknesses.

It is understood that in the e-mail sent to the

BCCI's anti-corruption unit, the ICC ACSU chief YP
Singh told Ravi Sawani that the investigations
would be carried out by the ICC ACSU because the
three players were internationals.
In the said letter, addressed to ICC CEO Dave
Richardson, Modi claimed he had barred the said
businessman from bidding for IPL teams because
he was a "big punter and also book maker". Modi
accused one of the players had been given flats in
Delhi, another in Bandra, and the third was paid in
cash. The illegal payments, Modi alleged, were
worth Rs 20 crores eachn

To have its membership reinstated, the USACA

will need to show the ICC board that it has
addressed "conditions relating to governance,
finance and its cricket activities", with the ICC chief
executive David Richardson - assisted by
representatives from the BCCI, ECB, CA and WICB
- monitoring its progressn

microcosm of the range of American

diversity. In my experience, this
ability this sophistication almost, if
that be the correct word was
unmatched by any other national
migrant group, apart from those who
had descended from British or
German settlers in the New World in
previous centuries. Certainly, it was
unmatched by relatively recent
migrant groups from Asia and the
developing world.
Indians had car ried the
democratic traditions of their
homeland and the argumentative
ethos of their home society to
America. It helped, of course, that
many Indians in America were welleducated and professionally or
academically qualified, part of the
export of intellectual capital that was,
and continues to be Indias
bewildering contribution to world
trade.
That memory from 2001 struck
me this past week as people in India
began denouncing Bobby Jindal. Mr
Jindal is the governor of Louisiana,
one of two US governors of Indian
origin. He has just announced he will
run for the presidency, the first

candidate of Indian descent to do so.

Mr Jindal is seen as some sort of a
whiz kid in the Republican ranks but
is also controversial. He was born in
the US shortly after his parents,
Punjabi Hindus, arrived in their
adopted country. As he grew up, he
became a Christian, moved further
and further away from his Indian
roots (if he ever bothered with them
in the first place) and now appeals to
t he r i g h t - w i n g ba s e o f t h e
Republican Party.
He does not self-identify as an
Indian, a desi or an ethnic. He
rejects the notion of a hyphenated
status of being an IndianAmerican or an Irish-American or a
Chinese-American but prefers to
see himself as conforming to what
he believes in the mainstream
culture of his country. He describes
himself as just American, without
prefixes and supporting adjectives.
In sum, he subscribes to the idea of
America being a melting pot rather
than a salad bowl. Additionally, he
has socially conservative ideas on
gay rights and abortion that at least
this writer is not comfortable with.

n the late summer of 2001, I

spent four months in the
United States on a fellowship.
Bang in the middle of that period, the
attack on the World Trade Centre
and the Pentagon took place and the
horror and sheer audacity of 9/11
shook and stirred America and the
world. I was then working for a news
magazine and took a few weeks off
from my fellowship to travel to New
York and report on the immediate
aftermath of the tragedy.
Following 9/11, there was a range
of responses in America. There were
those who wanted to strike back and
strike quick and hard. There were the
more thoughtful ones who predicted
a longer battle against Islamism and
the forces of religious radicalism in
Central and West Asia: Jihad vs
McWorld to quote the title of a
prescient 1990s book. There were
still others who said the solution lay
not in overstretching the military and
going to war in a far-off country, a
new Vietnam as it were, but in an
upgraded Fortress America
approach and in using technology
to rid America of its addiction to
crude oil imports.
A certain group of analysts
looked upon the coming war as not
j u s t an i nev i tab i l i t y b ut an
opportunity. They spoke of the war
economy driving up jobs,
particularly in the defence and

(Radcliffe 71) arent so
excited about Hillary Clinton.
An e-mail to our New York City potluck
group elicited distinctly modified
rapture. Theyre bothered by her highpriced speeches and the aura of
favor-trading and favor-banking
around the Clinton Foundation. They
dont like her Wall Street connections.
Plus, shes not progressive enough.
Its all so old and tired, wrote one;
shes been running forever. Im
definitely excited about the prospect
of a woman, another chimed in. I am
weary, not excited, about her in
particular, and find it sad that shes
our best hope. I should mention that
these women are demographically
much like Hillary (Wellesley 69)
herself: prosperous, white, highly
educated, sixtysomething feminists
and professional women. You would
think these women, of all people,
would be jumping for joy at the
prospect of someone so like
themselves winning the White House.
But this is where women differ
from the other American groups
underrepresented in politics. Racial
and ethnic minorities can be
extremely loyal to their own, but
women are hard on other
womenand feminists are no
exception. Even the idea of electing a
Democratic, pro-choice woman
president doesnt necessarily get a
rousing cheer. Im glad we have a
female presidential candidate, one
22-year-old woman told National
Journal, but its incredibly difficult to
get excited about something that
should have happened decades ago.
Why the world-weariness? Black
people were pretty excited about
Barack Obama, although electing the
nations first nonwhite president is
another thing that should have
happened decades ago. Youd better
believe that when the first Jew wins
the White House, there will be kvelling

from coast to coast, although there

have been White Housequalified
Jews for a century or more. Its as if
women believe that all those things
that should have happened decades
agopassage of the Equal Rights
Amendment, the enshrinement of
abortion rights with the Roe decision,
vigorous enforcement of
an t i di scr imi n at i o n l aw, e qu al
representation in government,
federally funded childcareactually
took place and we can all move on.
Here are three reasons why Im
excited about Hillary. First, Im excited
about beating the Republicans, and
shes the best candidate for that job.
Even Bernie Sanders recognizes
that, which is why, after making
stirring speeches that will push her to
talk more about inequality, poverty,
and campaign-finance reform, he will
endorse her. Martin OMalley may
have a few high-profile progressive
positions, but his claim to be more
liberal than Hillaryor, rather, to have
come to the same positions as Hillary
sooneris dubious. As mayor of
Baltimore, he set in place the brutal
and racist policing strategies that
brought us the death of Freddie Gray
and the arrest of one-sixth of the citys
entire population in 2005.
Furthermore, as Ed Kilgore revealed
in his Political Animal blog, back in
2007 OMalley had the same vital
centrist Democratic Leadership
Council politics that he now accuses
Clinton of promoting. So there.
ADVERTISING
Second, Hillary will be the first
woman presidentand that is
important. At this point in world
history, it is embarrassing how
backward the United States is. More
than 70 women have been chosen to
lead their nations, including in
gender-conservative countries like
Pakistan, Ireland, and the
Philippinesand 22 nations have
female leaders right now. What is the

matter with us? Indeed, we score

poorly on every measure of women in
politics: not quite 20 percent in
Congress (which places us 72nd
internationally, between Kenya and
Panama); 24 percent in state
legislatures; only 17 mayors in the top
100 most populous cities; and only six
governors out of 50. A woman
presidentnot a Sarah Palin or
Margaret Thatcher, but a liberal
Democrat keen on promoting women
in politicswould shake up the oldboy networks, energize the womens
vote, and draw more women to the
party. Third, Hillary is a feminist and is
running as oneas she made clear in
an April speech: It is hard to believe
that in 2015, so many women still pay
a price for being mothers. It is also
hard to believe that so many women
are also paid less than men for the
same work, with even wider gaps for
women of color. And if you dont
believe what I say, look to the World
Economic Forum, hardly a hotbed of
feminist thought. Their rankings show
that the United States is 65th out of
142 nations and other territories on
equal pay. She might not have the
language of intersectionality down
pat, but on a range of issues that
matter to womenreproductive
rights, healthcare, childcare, pay
equityWho do you want making
those nominations: Hillary, or the
Republican who beats Bernie
Sanders? Why does one have to be
excited about a person running for
president? one classmate wrote.
Cant we just be determined? Point
taken, but excitement matters in a
campaign. It means donations,
volunteers, spreading the word, firing
up your friends, and actually making
the effort to register and get to the
polls.
Still, if you cant muster any
excitement, determination is a good
back-up plan. So go out there,
feminists, and be determinedn

More Water Storage Capacity and

Efficient Use of Water Stressed

ARACHI, - Speakers at the

meeting of Shura Hamdard
Karachi chapter urged the
g o v e r n me n t a n d t h e p e o p l e
respectively to increase more water
storage capacity of the country and to
use water efficiently and
economically as there is a gross
overuse of water in agriculture sector.
The meeting was held on
Thursday June 11, 2015 on the
theme: "Importance of Water",
presided over by Justice (Rtd)
Haziqul Khairi at a local hall.

Speaking on the occasion, Zafar

Iqbal, President, Small and Medium
Si ze En t erp ris es Asso cia t io n
(SAMEA) and Defense Residence
Society, Karachi said that Karachi
needed one billion gallons water daily
and even K-4 project, after its
completion, could not be able to fulfill
this requirement, therefore Sea Water
Desalination plants must be installed
to meet the requirements of water in
Karachi. Karachi Sewerage and
Water Board didn't have financial
resources to complete K-4 project,

huge bills, pending with other

departments, factories and mills, he
added.
Dr. Mirza Arshad Ali Beg, former
Director General, Institute of
Scientific and Industrial Research
Pakistan said that there was a great
difficulty in turning sea water into
sweat water, because of disposal of
its 40 per cent salts, if it is left on
ground, it would spoil the soil and if
thrown in the sea would tremendously
increase the saltiness of the sea.
"The better way is to make good
use of Tharparkar's coal and water
lying hidden, in very abundant
quantity, in its soil as there was 40 to
45 per cent water in coal, he
maintained.
Mrs. Sadia Rashid, President,
Hamdard Foundation Pakistan said
there was huge misuse and wastage
of water in Pakistani society, people
used sweat water even in toilet and to
wash their vehicles. We should value
water and use it economically as
Islam has given certain instructions
for efficient use of water, she added.
Safia Malik lamented that people
and even wealthy owners of mills and

factories didn't pay their bills of water.

Those who didn't pay their water bills
and stole water should be fined and
punished according to the law, she
stressed.
Shakil Ahmed Siddiqui,
representative of LEO's. Pakistan
(Pvt) Limited informed that the
shortage of water could be met by the
installation of RO plants, which could
change saltiest water into sweat
water at the charge of 50 to 60 paisas
per gallon.
Haq Nawaz Akhtar, former
Chairman, Pakistan Steel Mills said
Voluntary Water Use Monitoring
Teams should be constituted to
monitor the use of water in mosques
and homes and school children be
made a part of teams for their training
of efficient use of water at an early
age, he suggested.
Eng. Anwarul Haq Siddiqui said
that 142 million cubic feet water was
being wasted at every rainy season
because of lack of water storage
capacity in the country. 27 per cent
water out of 95 per cent of whole
country's surface water, being used in
agricultural sector, gone wasted
owing to the huge
seepage in
canals. If this wastage could be
cont roll ed by making certain
arrangements we would be able to get
sufficient water plucking this hole of
wastage, he added.
Justice (Rtd) Haziqul Khairi
quoting the example of Israil said that
if a plant needed only 4 drops of water
in Israil they would not give it 5th drop
of water.
Shura in a unanimous resolution
extended heartfelt sympathies to the
oppressed Rohingian Muslims and

n a matter of week, more than

1000 people have died of heat
stroke and diseases caused by
excessive temperature in the city. The
main evil was a massive power
breakdown that cut people off electric
and water supply and left them
exposed to harshness of the heat with
no chances of rescue through airconditions. And, this happened in
houses and hospitals alike!
TV
channels are churning outs talk
shows on the subject. Politicians are
in blame-game. Bereaved families
are sobbing, moaning, weeping and
crying. The city is in a state of shock.
Millions of people are really terrified!
I myself lost a relative. She was an old
lady. Her newly married son was
enjoying honeymoon when the bedridden mother died as there was no
one to run power generator when her
house plunged into darkness-all of
sudden and remained so for three
consecutive days!
Several of my friends reported
death of their relatives, acquaintance
and friends.
Karachi needs lots of love to return

ROSHNI

to normalcy.
Throughout the killer
week, people in every neighborhood
helped each other in so many ways.
Those living in the area where water
supply was better due to a lesser
degree of power outages supplied
water cans to not-so-privileged souls,
neighbours took care of each other in
whatever way they could. The spirit
of cooperation remained alive at all
levels. NGOs and charities did their
best to minimize the sufferings of the
people. All of this of was so reassuring
and comforting.
Beyond politics, governance and
TV talk shows, I think a common man
can do a lot to make Karachi a safer,
better and happier place.
The only thing we need to do is to
continue to love each other and feel
for each other.
Love is the strongest and purist
form of energy and its manifestations
crate miracles. Instead of criticizing
incapable politicians and commenting
on lethargic civil servants, there is
much to do in a time of crisis. I'm
happy to report to my readers that
Karachiites still do it.

PDF created with pdfFactory Pro trial version www.pdffactory.com

Throughout the sad unfolding of

the events of the killer week, I saw
people doing so many noble deeds.
One of my friend came to my house
with a couple of water cans at a time
when people normally offer Tarveeh,
a non-obligatory Ramazan-specific
night prayer. "I didn't go to Tarveeh
Mohi Bhai because I thought caring
for older people is an obligation and
Tarveeh is a non-obligatory thing," he
explained when I wondered what
made him miss his special prayers. I
love him!
And, this didn't happen just with
me or a couple of people. Those who
live in this city know that millions of
them were among the givers and
takers of love during the week that
devoured 1000 plus people, young
and old, ladies and gentlemen.
The point I am making here is this:
When a city is in trouble everyone
should try to see who they can help or
who they can turn to seek help. That
would save them from panicking, and
plunging into useless bitterness and
surely minimize their sufferings.
Remember the famous American
father who had dug out alive his own
son and some of his classmates from
beneath the collapsed and flattened
school building of the child during the
1989 8.2 earthquake. We need that
sort of attitude when faced with a
major crisis. When the man had
started digging the rubbles, others
were trying to persuade him to stop
what seemed to them a useless
exercise for they thought that those
under the rubbles must have died. But
determined as he was, he continued
digging for hours and hours-and at the
38th hour he found out that buried
under tonnes of collapsed concrete
his son was alive. So, let's keep our
hopes high for Karachi-and let's love
Karachi. It is, and will always, remain
a full of life city! N
