After Rape Charge
ALBANY, NY - A town police
dispatcher is charged with firstdegree rape for allegedly attacking a
woman, police said.
Stephen D. Waite, 51, of Lacy
Lane in Loudonville was arrested
Wednesday.
He is currently suspended without
pay. Police said Waite, who has
worked for the town for 26 years,
attacked a woman he knows.
The crime is alleged to have
occurred overnight between June 20
and June 21. It was reported to the
police on Tuesdayn

Chief
ALBANY, NY - Jonathan M. Teale
became the sixth police chief in town
history after being appointed by the
Town Board.
A 25-year veteran, the lifelong
Colonie resident rose from the rank of
deputy chief, where he oversaw the
administrative division that handled
departmental training, community
services, the 911 Dispatch Center,
records and the DARE program.
He replaces Chief Steven Heider,
Heider retired after 42.5 years with the
department.
Before becoming deputy chief,
Teale worked as an investigator,
patrol sergeant, detective sergeant,
patrol lieutenant and administrative
lieutenant.
The new chief, who will receive an
annual salary of $119,934, leads a
department with 160 employees
including 109 officers. n

ALBANY POLICE CHIEF
ALBANY, NY Albany Mayor
Kathy Sheehan has appointed
Brendan J. Cox as the Albany Police
Departments Chief of Police. Cox has
served as Assistant Chief of Police
and then Deputy Chief of Police under
former Chief Steven Krokoff, and has
held the position of Acting Chief of
Police since Krokoffs retirement in
March.
Deputy Chief Cox was born and
raised in Albany and has served his
entire career in the Albany Police
Department, moving up police ranks
since he joined the force in 1994. I am
honored and humbled by this
opportunity to continue my service to
the City of Albany, Chief Cox said.
My goal is to work inside and outside
the Albany Police Department to keep
people safe and to continue to build
the relationships weve forged with
the community that reduce crime and
improve the quality of life. n

Throughout the killer
week, people in every neighborhood
helped each other in so many ways.
Those living in the area where water
supply was better due to a lesser
degree of power outages supplied
water cans to not-so-privileged souls,
neighbours took care of each other in
whatever way they could. The spirit
of cooperation remained alive at all
levels. NGOs and charities did their
best to minimize the sufferings of the
people. All of this of was so reassuring
and comforting.
Beyond politics, governance and
TV talk shows, I think a common man
can do a lot to make Karachi a safer,
better and happier place.
The only thing we need to do is to
continue to love each other and feel
for each other.
Love is the strongest and purist
form of energy and its manifestations
crate miracles. Instead of criticizing
incapable politicians and commenting
on lethargic civil servants, there is
much to do in a time of crisis. I'm
happy to report to my readers that
Karachiites still do it.

for you Islam as the Din.
There shall be no amendments,
additions or retractions in it any
longer. No historical event can alter
this Din. The completion of favours
means that there is no concept of
any excellence outside the pale of
Islam. Allah-SWT chose Islam as the
Din for Muslims, which is the only key
to salvation. Late Mufti Muhammad
Shafi' has, in his Mu'arif al Quran
(pp33-36 vol. 3), listed a very
interesting discussion on Festivals
and 'Eid, in this context, which is
worth reading, but is being left out for
fear of protraction.
If a person is on the verge of
starving to death, he is permitted to
consume from the aforesaid
forbidden categories of animals,
whatever is available to him, a
minimum amount that may suffice to
save his life. He must have no
intention of seeking any palatial
delight nor should eat to his fill but
only to save his life. Moreover,
circumstances do not render these
animals permissible but it is
expected that Allah-SWT will haveMercy and forgive the sin of eating
the forbidden on such occasions.
To sum up, all pure and clean
things or animals are permissible
except those declared as impure
and forbidden. The guiding principle
is that everything is pure and
per mi ss i bl e unl es s de cl ar ed
forbidden by Shari'ah.

purpose, whether hounds or falcons;

accepted as permissible.
Similarly, the Jew and the
Christian women possessing both
faith and chastity are lawful for the
Muslims to be taken in marriage, so
long as the Mehr is paid and Nikah
takes place as distinct from mere
satisfaction of lust, or secret
concubineage. Now as regards
chastity, it is something beyond
imagination in the present Western
culture, while the belief in their own
Books, has been abandoned since
long. The illicit relationships
developed in nightclubs, are the
hallmark of their social life today.
Probably the permission granted to
Muslims for marrying their women
was because both religions had
similar codes about the women who
could be sought in marriage and also
the conditions of Nikah were the
same, such as the presence of
witnesses, the mutual consent of the
couple and a public ceremony. The
present unfortunate situation is
better left untouched, while the
correct beliefs are rare indeed.
Hence marriage with their women
can no longer be recommended.
Moreover, a marriage must not be a
mere contract to satisfy sexual
desire like Mut'a, which is totally
forbidden. The Shiite faction lays
great emphasis on the importance of
Muta. In fact, in Iran separate
accommodation has been provided
with every Imam Barga (place where
the Shiites hold religious sermons)
for the purpose.
The mo st importan t a nd
noticeable factor is that while the
slaughtered meat of the People of
the Book was permissible for
Muslims and vice versa, only a
Muslim male could marry a Christian
or a Jew female. A Muslim woman
cannot marry a Christian or Jew
male. This is the crux of this endless
discourse. However, the permissive
verdicts of this modern era to eat,
drink and marry with the People of
Book emanate from those who wish
to enforce their own propensities in
the name of Islam and seek to
promote carnal desires in the name
of Divine rewards. It is pertinent to

Security Jeh Johnson announced his
decision to designate Nepal for
Temporary Protected Status (TPS) for 18
months based on the conditions resulting
from the devastating magnitude 7.8
earthquake that struck Nepal on April 25,
2015, and the subsequent aftershocks. As
a result, eligible nationals of Nepal
residing in the United States may apply for
TPS wit h U.S. Ci tiz e n s hi p a n d
Immigration Services (USCIS). The
Federal Register notice published today
provides details and procedures for
applying for TPS.
The TPS designation for Nepal is
effective from, June 24, 2015, and will be
in effect through December 24, 2016n
