1. INTRODUCTION
1.1. Background
TML is operating offshore oil field facilities situated in the PM3 and PM-305 CAA blocks located in
the Gulf of Thailand.
In compliance with TML's inspection strategy for TML offshore facilities in PM3 field, Baseline
Inspection has to be carried out on platform structures and topside static equipment.
The overall objectives of the baseline inspection are to:
 Produce an asset register phase 1 in Excel format, ready to upload in the CIMS, for
managing corrective inspection events in the computerised inspection management system
(CIMS);
 Produce an asset register phase 2 in Excel format, ready to upload in the CIMS, for
managing preventive inspections in the CIMS;
 Measure piping and equipment thicknesses for corrosion monitoring purpose before first oil /
gas;
 Document fabrication anomalies for inspection studies (RBI) and later inspection;
 Get fabrication data (i.e. NDT drawings, weld summary records) of the structures for
inspection studies (RBI);
 Get equipment datasheets, and inspection / calibration certificates;
 Take photographs of the equipments & nameplates, piping supports, and structural members
(especially subsea structures with limited access when installed);
 Raise any integrity issues that can be fixed on site to the project team and ensure these are
included in the construction punchlist;
 Develop Inspection workpack including material take-off for Pressure Vessels & Heat
Exchangers;
 Identify requirements for future piping inspection such as scaffolding, insulation removal and
other special needs.
This document details how to organize, carry out and report a platform baseline inspection.

material. It includes embrittlement, hydrogen attack, and creep before
macroscopic manifestation of a flaw.
DMS
Document Management System = CIMAGE
Failure
Within this document, any unintentional release of stored energy and/or
hazardous contents from a pressure system or containment constitutes a
failure. Failure usually involves a breach in the containment boundary and a
release of contents into the environment.
Inspection
Within this document, the term inspection refers to the planning,
implementation and evaluation of examinations and/or testing to determine
the physical and metallurgical condition of equipment in terms of fitness-forservice.
Inspector
An individual who has been trained and has demonstrated the ability to
perform Pressure Piping and Vessel examinations in accordance with
standard practices, applicable codes, standards, and procedures.
MAXIMO

Non Destructive Testing Non-destructive testing is an operation, which covers the inspection and/or
(NDT)
testing of any material, component or assembly by means, which do not
affect its ultimate serviceability.
Non Return Valves Non return valves offshore are also known as check valves. There are two
(NRV)
types used on TML platform; full bodied swing check valves and wafer types.
Offshore Structure
Offshore platform consisting of a framework of tubular members with a deck
(or decks) on top and piles driven through the framework to fix the structure
to the sea bed.

Pressure Vessel
A metal container generally cylindrical or spheroid, which is designed to hold

Risk Based Inspection Risk based inspection is a process that involves the planning of an
(RBI)
inspection on the basis of the information obtained from a risk analysis of the
equipment.
Process Equipments
Refers to process equipments on topside which are within the inspection
scope. These include pressure vessels, heat exchangers, filters, piping,
accumulators, dampeners, tanks, PSVs, non return valves, corrosion
coupons, corrosion probes, sand probes, anodes (in pressure vessels) and
thermowells.

2. SCOPE
TML baseline inspection covers all piping, pipelines, topsides process equipments and structures
(sub-structures, topsides, bridges and flares).
However, TML want to concentrate baseline inspection on piping and process equipments that
belong to corrosion circuits which failure could generate health, safety, production or environmental
issues. Prior to site inspection, a corrosion circuits study shall be carried out.

2.1. Corrosion Circuit Study


All piping and topsides process equipments shall be assigned to a corrosion circuit, which is a
classification by material type and containment properties. The corrosion circuit study shall be
carried out by a Process Engineer and Inspection / Corrosion Engineer when the latest Approved for
Construction (AFC) drawings are available. This activity takes about 5 days for small platforms (i.e.
BKA, BKC), and about 2 to 3 weeks for larger platforms (i.e. BRA, SAA). During the corrosion circuit
review, the process engineer shall also check for any inappropriate pressure ratings of piping and
process equipments.
When all piping and process equipments assigned with a corrosion circuit, the table below shall be
utilised to prioritise the baseline inspection.

3. BASELINE INSPECTION
3.1. Piping
Visual inspection (external) and wall thickness measurement shall be carried out on selected
platform topside piping. Following the corrosion circuit study, piping selection for baseline
inspection shall be carried out in accordance to Table 3 - Baseline Inspection Prioritisation by
Corrosion Circuit. Prior to site visit, workpack consisting of marked-up isometric and inspection
templates shall be prepared in two folders; one folder for the selected priority lines and the other
for the remaining lines.
Inspection and material verification shall be carried out as specified in the TML guidelines for
baseline inspection of piping (appendix 2 of the present document). Wall thickness measurement
of all the TML topside piping shall be carried out in order to get reference values before starting
operations. Measurements shall be carried out as specified in the TML guidelines for baseline
inspection UTWT measurements (appendix 7 of the present document).
Baseline inspection shall also be used to identify work requirements for subsequent inspection
campaigns. Piping that requires scaffolding and insulation removal to perform inspection in the
future, shall be noted and classified in the following categories.

Piping Accessible and Not Insulated (A&NI);


Piping Accessible and Insulated (A&I);
Piping Not Accessible and Not Insulated (NA&NI);
Piping Not Accessible and Insulated (NA&I).

TML inspection analyst when issuing the summary report indicating main issues noted during the
baseline inspection, will also quantify as part of inspection management information the number
piping which need abseiling, scaffolding and insulation removal.
For CREDO population, piping data shall be collected as per CREDO upload reference table
(appendix 9 of the present document). Essential piping data to be collected at site are indicated in
this table.
For above tasks, appointed third-party site Inspectors / controllers shall assist TML OPS Inspection
Engineer.

3.2. Pressure Vessels


Pressure vessels include all containers designed to withstand internal or external pressure. Typical
pressure vessels on TML platforms are Drums, Separators, Dryers, Filters, Scrubbers, Heat
Exchangers etc. Following the corrosion circuit study, pressure vessels selection for baseline
inspection shall be carried out in accordance to Table 3 Baseline Inspection Prioritisation by
Corrosion Circuit. Prior to the site visit, marked up vessel general arrangements (GA) and inspection
templates shall be prepared in two folders; one folder for the selected priority vessels and the other
for the remaining vessels.
Pressure vessel within API 510 Inspection Code exemption (Appendix A of the API code), is only
subject to UTWT measurements and external inspection. The exemption includes vessel which are:
less than 140 litres and 1724 Kpa design pressure,
less than 42 litres and 4137 Kpa design pressure,
less 152.4mm inside diameter width, height or cross section diagonal but no limitation on the
length or pressure, and,
operating (internal or external) less than atmospheric (103.4 Kpa) with no limitation on size.

External and internal (when possible) visual inspection and photography, for all platform topside
pressure vessels. Inspection shall be carried out as specified in the TML guidelines for baseline
inspection of pressure vessel (appendix 1 of the present document). Wall thickness measurement
of all the TML topside pressure vessels shall be carried out in order to get reference values before
starting operations. Measurements shall be carried out as specified in the TML guidelines for
baseline inspection UTWT measurements, (appendix 7 of the present document).
Baseline inspection shall also be used to identify work requirements for subsequent inspection
campaigns. Vessel that requires scaffolding and insulation removal to perform inspections in the
future shall be noted and classified in the following categories.

Vessel Accessible and Not Insulated (A&NI),


Vessel Accessible and Insulated (A&I),
Vessel Not Accessible and Not Insulated (NA&NI),
Vessel Not Accessible and Insulated (NA&I).

TML inspection analyst when issuing the summary report indicating main issues noted during the

All data and information required for planning future vessel inspection and performing the
inspection work offshore shall be documented into a workpack. An example of a workpack is given
in appendix 11. This inspection workpack shall as a minimum contain the following.

General information of the vessel (Platform, Tag Number, P&ID, Corrosion Circuit, etc.),
Photograph and drawing,
Work procedure (isolation requirement etc.),
Manpower requirement,
Spare parts requirement (Material take off), and,
Tools requirement.

For CREDO population, pressure vessel data shall be collected as per CREDO upload reference
table (appendix 9 of the present document). Essential vessel data to be collected at site are
indicated in this table. Photographs of the pressure vessel and respective nameplate shall be
captured and included in the baseline inspection report for future reference.
For above tasks, appointed third-party or TML site Inspectors / controllers shall assist TML OPS
Inspection Engineer.

3.3. Pressure Relieving Devices (PRDs)


Pressure Relieving Devices (PRDs) are equipments such as Pressure Safety Valves (PSVs),
Vacuum Relief Valves (VRVs), Air Relief Valves (ARVs) and Rupture Disks. All PRDs shall be
subject to an external inspection as specified in the TML guidelines for baseline inspection of
pressure safety valves (appendix 3 of the present document).
Prior to installation of PSVs on the process equipments, calibration and testing are carried out at
the yard to determine any damage or changes in the factory adjustment due to shipping. These
test certificates shall be gathered during the baseline inspection, for uploading into DMS
(CIMAGE).
If the platform start-up date is more than one year from the PSV yard inspection and testing date,
a recalibration and testing of the PSV shall be carried out during commissioning before start-up.

Inspection and testing of PSVs which are not in operations for extended periods will ensure that
tampering, corrosion or other acts that may impede the proper performance of the PSVs have not
occurred. In this case, both calibration certificates shall be collected for uploading into DMS
(CIMAGE).
For CREDO population, PRDs data shall be collected as per CREDO upload reference table
(appendix 9 of the present document). Essential PRD data to be collected at site are indicated in
this table. Photographs of the PRD and respective nameplate shall be captured and included in the
baseline report for future reference.

3.4. Corrosion Probes, Coupons, and Chemical Injection Quills


The baseline inspection should include a review of all chemical injection locations, including injection
quills, fittings, pumps, tanks, injection lines, etc, to evaluate if the point is suitable for effective
injection and correlate it with the corrosion monitoring locations. Injection rates, atomization of
chemical and differential pressures must be correct for adequate corrosion inhibition or chemical
distribution into the applicable process phase.
The review shall also include all corrosion monitoring locations, including ER probes and coupons, to
evaluate if the location is suitable for effective corrosion monitoring; can be retrieved whilst online
(i.e. not requiring process shutdown), space clearance for manipulation of retrieval tool and
accessibility of the locations e.g. noting requirements for scaffolding etc.
Prior to the site visit, the corrosion engineer shall review the drawings to identify any issues with
corrosion probes, coupons and chemical injection quills.
For CREDO population, corrosion monitoring and inhibition devices data shall be collected as per
CREDO upload reference table (appendix 9 of the present document). Essential data to be
collected at site, with respect to these devices, are indicated in this table. Photographs of the
corrosion monitoring location shall be captured and included in the baseline inspection report for
future reference.
For the corrosion monitoring review, appointed contractor corrosion engineer and site inspector shall
assist TML OPS Inspection Engineer.

3.5. Thermowells
For CREDO population, Thermowells data shall be collected as per CREDO upload reference
table (appendix 9 of the present document). Essential data to be collected at site, with respect to
Thermowell, are indicated in this table. Photograph of the thermowell shall also be captured for
future reference.

3.6. Structures
Structures refer to all steel substructures, bridges, flares, topsides and accommodation modules.
The baseline inspection of structures and checks on fabrication quality shall be carried out as
specified in the TML guidelines for baseline inspection of structures (appendix 8 of the present
document). A detailed photographic survey shall accompany the structural visual inspection,
especially on substructure components to aid future subsea campaign. These photographs shall be
named accordingly, stored and controlled within the TML network at Kuala Lumpur office.
Fabrication documents required for RBI study and latest AFC drawings for structural tagging shall be
gathered at site.
When a construction or installation problem is identified, TML OPS Inspection Engineer will have to
check if this has not already been captured in the TML Project Deficiency / Punch list. If not, TML

OPS Inspection Engineer will have to report it to TML Project Inspection Engineer in order to include
the problem in the TML Project Deficiency / Punch list. All findings observations shall be recorded in
a report and uploaded into CIMS.
For the above tasks, appointed third-party Structural Engineer / Inspectors shall assist TML OPS
Inspection Engineer.

3.7. Pipelines
Pipelines will be subject to Gauging Pig (Base Plate Pig) survey and Side Scan Sonar (SSS) survey
following installation. The gauging pig utilises plate of size equivalent to the minimum allowable
internal diameter for each pipelines to rule out the possibility of damage (dent) to the pipeline during
installation that may constrain normal pipeline operations.
Side scan sonar is performed to identify locations with span lengths exceeding allowable limits.
These spans will be rectified prior to hydrotesting the pipeline.
Both gauge pigging and SSS survey will be managed by TML Projects department. The reports of
these surveys will be submitted to the TML Operations department as part of the final documentation
submission.

4. DELIVERABLES
4.1. Review and Upload
The reports produced from the baseline inspection will be reviewed by TML inspection analyst, and
subsequently uploaded into DMS (CIMAGE) and CIMS by TML Inspection Document Controller. Reports
to be uploaded into DMS shall be limited to a file size of 2MB or lesser, to meet CIMAGE requirements.

4.2. Visual Inspection Report


Upon completion of the baseline inspection, the TML OPS Inspection Engineer, prior to being
submitted to TML and entered into the inspection management system, shall review all findings,
recommendations, and documentation. TML OPS Inspection Engineer shall issue equipment
condition reports summarizing the scope of inspection, findings, and recommendations.
The visual inspection report shall include inspection of Pressure Vessels, Piping, PRDs, NRVs and
Thermowells. Visual inspection of process equipment shall be documented as follows:
Tag number,
Corrosion circuit,
Date of inspection,
Name of the Inspector,
Description of the inspection performed,
Results of the inspection,
Digital photography.
For that, TML OPS Inspection Engineer shall use TML Inspection Report template provided in
Appendix 4. TML OPS Inspection Engineer shall produce hardcopy and softcopy documents to TML.
If any anomaly is detected during visual inspection, then TML Inspection Engineer shall raise an
anomaly report (refer to appendix 5 for template) and attach it with the equipment inspection report.

4.3. Inspection Workpack


From the data and information gathered during the yard visit, an Inspection Workpack shall be
produced for each vessel. These workpack will be used for the future inspections of the vessel and
as a minimum shall include the following:
General information of the vessel (Platform, Tag Number, P&ID, Corrosion Circuit, etc.),
Photograph and drawing,
Work procedure (isolation requirement etc.),
Manpower requirement,
Spare parts requirement (Material take off), and,
Tools requirement.
TML Operations Inspector shall provide hardcopy and softcopy to TML Inspection Planner for review,
and safekeeping.

4.4. Wall Thickness Measurement Report


4.4.1. Pressure Vessels
Thickness Measurement Locations shall be identified on a copy of the pressure vessel
general arrangement drawing. Once carried out, wall thickness measurement shall be
reported on TML excel spreadsheets (template provided in Appendix 6). TML OPS Inspection
Engineer shall provide hardcopy and softcopy documents to TML.

If any anomaly is detected during wall thickness measurement, then TML OPS Inspection
Engineer shall raise an anomaly report (refer to appendix 5 for template) and attach it with the
pressure vessel inspection report.
4.4.2. Piping
Thickness Measurement Points, scaffolding and insulation removal requirements shall be
clearly identified on a copy of the piping isometrics. Wall thickness measurement shall be
reported on TML excel spreadsheets (template provided in Appendix 6). TML OPS Inspection
Engineer shall provide hardcopy and softcopy documents to TML.
If any anomaly is detected during wall thickness measurement of piping, then TML OPS
Inspection Engineer shall raise an anomaly report (refer to appendix 5 for template) and
attach it with the piping inspection report.

4.5. Corrosion Management Review Report


As part of the corrosion management review, a report shall be issued containing:

List of existing corrosion monitoring locations,


Existing corrosion monitoring equipment in place (including their type),
Accessibility of the locations (scaffolding and insulation removal requirement) ,
Adequacy of existing monitoring facilities and documentation,
Recommendation for improvement, including suggested changes to the existing monitoring
locations,
Recommended spare parts list,
Photographic database of corrosion probes and coupons locations.

TML OPS Inspection Engineer shall provide hardcopy and softcopy (excel format for CIMS upload)
documents to TML.
The report shall also contain a section dedicated to chemical injection locations, containing similar
information.

4.6. CREDO Asset Register


Excel spreadsheet for uploading computerized inspection management system shall be filled during
the Platform Baseline inspection for the following equipment types:

Pressure Vessels,
Heat Exchangers,
Portable tanks,
Gas Cylinders,
Piping,
Pipelines,
Pressure Safety Devices (PSVs & VSVs),
Non Return Valves (NRVs),
Accumulators and Dampeners,
Thermowells,
Corrosion Probes & Coupons,
Corrosion Inhibitor Injections.

Data not available on documents (datasheet, GA drawings) will have to be collected from site.
The CREDO upload reference table indicate the essential data to be collected at site for the above
equipments.

4.7. Structural Survey Report


A final comprehensive report shall be compiled for identifying and recording significant construction and
installation problems / issues that could impact structural integrity. This shall include:

List of construction / installation problems and issues that could impact structural integrity,
Photographs of sub-structures to aid future subsea inspection campaign,
Reference to some of the data and documentation collected on site for RBI study,
Recommended actions,
Recommendations applicable to future projects, if any.

5. EXECUTION PLAN
5.1. Topsides Baseline Inspection
Figure 1 shows the typical topsides construction stages at the yard and the suitable time to execute
the baseline inspection activities. The project stages change depending on the delivery of materials
to site, topsides design, barge and lifting crane availability, work scheduled offshore etc. Typically all
structural work will be carried out first. When the structures are in place, the static equipment and
piping are installed, and then hydrotested. When the static equipments are in place, the electrical
and instrumentation works commence. Finally, the topside will be lifted or rolled out into a barge,
drilling derrick or similar vessel and sailed off for installation. Some work may be completed offshore.
The number of trips to the yard for baseline inspection depends on the quantity of equipment, piping
and corrosion monitoring devices requiring inspection. If these equipments can be inspected in one
trip to the yard, the trip shall be planned between mechanical completions date and electrical &
instrumentation completions date.
The objective is to ensure that there is enough time at the yard to inspect all equipment, piping, and
corrosion monitoring device in the critical corrosion circuit. Refer to prioritisation table in section 2.1
for the critical corrosion circuit.
Towards the end fabrication process there will many activities taking place including hydrotesting and
the manning level will be high. This will slow down the baseline inspection activity, especially UTWT
survey, where some sections will be restricted due to hydrotests or activities. To lessen the workload
during congestion period, one or more visits to the yard shall be planned to partially complete the
baseline inspection workscope.

5.2. Structure Baseline Inspection


The structural survey shall be carried out when the major welding, NDT and painting tasks are
completed, however there are enough scaffolds around the structures to perform adequate visual
inspection. This will normally be 1 week prior to load out dates, but shall be confirmed with the TML
site client representative.
