1. Introduction
Ministry of Public Works (MOPW) has various houses that it had constructed and it
allocates these houses to the needy people after duly diligence. MOPW is looking
forward to implement and interactive House Allocation/Approval System (HAAS)
using Adobe Livecycle (ALC).

1.1 Purpose

This document contains the user manual of House Allocation/Approval System


(HAAS) that Avanza Solutions is developing for Ministry of Public Works (MOPW).

1.2 Scope

This document is aimed to highlight the main features of the House


Allocation/Approval System (HAAS) and its functionalities. The purpose of the
document is to cover all aspects of the software and provide the users of the system
with a detailed description of the interface. The aim is to make the system more
system friendly, comprehendible and help them in operating it more efficiently. It
elaborates all aspects of the system with aid of screen shots and examples wherever
needed.

1.3 Reference Documents

The document is aimed for the end-users to achieve their task more efficiently and
effectively for using the House Allocation/Approval System (HAAS). They are
required to carefully read this document and follow the steps stated and definitions
given for a better understanding of the application.

2. Application Login

2.1 Adobe Livecycle (ALC) Workspace Login

1. Open Internet Explorer (or any other available browser like Mozilla Firefox etc.).
2. Type http://ISKANDXB:8080/workspace in the address bar. Please remember that the
website address in case sensitive.
3. Click “Go” button (or press Enter).
4. A login screen will be presented to you as follow:

2.2 Web Portal Login

1. Open Internet Explorer (or any other available browser like Mozilla Firefox etc.).

3. Searching Application Forms


1. Login to Web Portal.
2. Go to the “Applications” tab.
3. Enter search criteria.
4. Click “Search” button.
5. A list of filtered applications will be shown to user.
6. User can also view a specific application form by clicking its PDF link.

4. Filling up an Application Form

4.1 Filling up an Offline Application Form

1. Open the already available Offline Application Form in PDF format on user’s machine.
2. The Offline Application Form will be shown in Adobe Reader as follow:

3. Fill in the necessary information in the form.


4. Fields having red rectangle borders are mandatory fields. So user must have supply
some values in these fields prior to processing.
5. User can also add/edit/delete attachments related to a specific form.
6. To work with attachments, click the “Attachments” button (with a paper clip picture
shown) in the left bottom of the form as follow:

7. After attaching all the required documents, user can do four operations as follow:
a. Send Through Email – Bu clicking this button, user can submit the completed
offline application form to the centralized server for further processing.
b. Save – By clicking this button, user can save data on his/her hard disk for later
use. Offline application form will not be submitted to the centralized server for
further processing.
c. Print – By clicking this button, user can take print outs of the offline application
form for his/her personal and/or official records. Offline application form will not
be submitted to the centralized server for further processing.
d. Cancel – By clicking this button, user can reset all the fields of the offline
application form. Offline application form will not be submitted to the centralized
server for further processing.

9. When user gets ready to send the completed offline application form, he/she clicks the
“Send by Email” button, in response of which, a new email will be composed with the
attachment of the said form as illustrated below:

10. User should not change the email address in “To” field of the message. Otherwise, the
offline application form would not be submitted to centralized server for further
processing.
11. User could mark CC to any no. of persons according to his/her will.
12. User could add/edit/delete the message subject and body fields for his/her own records.

4.2 Filling up an Online Application Form

1. Online Application Forms can only be filled up by Data Entry Members (DEMs) only.
2. Login to the Adobe Livecycle (ALC) workspace.
3. A Welcome screen will be shown as follow:

5. A new window will be shown with all the available application categories.
6. Click in “MOPW” application category.
7. A new Online Application Form process card will be shown as follow:

8. Click on the “Online Application” process card to open a new application form.

9. Fill in all the necessary and required fields.


10. Attach all the mandatory and optional documents.
11. After finalization, click on “Complete” button to submit the online application form to
centralized server for further processing.

5. Claiming Application(s) from Shared Queue of


Emirates
1. Only Data Entry Members (DEMs) have access to their specific Emirate shared queue to
claim application(s) submitted offline by surveyors according to their will.
2. Each Data Entry Member (DEM) has only an access to his/her own Emirate shared
queue. No Data Entry Member (DEM) is allowed to view other Emirate shared queue.
3. Login to Adobe Livecycle (ALC) workspace.
4. A Welcome screen will be shown.
5. Click on “To Do” as illustrated below:

6. After clicking, a new view of individual as well as shared queues will be presented to user
as follow:

7. When user claims a specific application, it will be transferred from the shared queue to
that user’s individual queue so that no other DEM can reclaim this application from
shared queue as follow:

8. Clicking the application process card will open the application.


9. User can also add/edit/delete attachments provided with the form by clicking the
“Attachments” tab as follow:

6. Sending Back an Already Claimed Application to


Emirate’s Shared Queue
1. A DEM can easily send back and already claimed application to the Emirate’s shared
queue for other DEMs to pick up.
2. Login to ALC workspace.
3. Click “To Do”.
4. Toggle the view of applications.
5. Click “Send Back to Owner” button.
6. This process is illustrated as follow:

7. Accepting or Rejecting an Application


1. DEMs can accept or reject application(s) based on certain standard rules.
2. Login to ALC workspace.
3. Click “To Do”.
4. Claim an application from the shared queue of Emirate and move it to individual queue.
5. Open the application form by clicking its process card.
6. Here in the right bottom form, user will be provided with two actions i.e. Accept and
Reject.
7. Click the appropriate button.
8. Form will be submitted to the centralized server for further processing.

8. Handling a Duplicate Application


1. DEM can easily handle all the duplicated applications.
2. HAAS will only give “Mark as Duplicate” option to DEMs for all the duplicated
applications.
3. DEM has to click “Mark as Duplicate” button to submit the application to centralized
server for further processing.

9. Pre-Approving Application Forms


1. Secretary can pre-approve one or some applications to be assigned to a committee.
2. Login to Web portal.
3. Click “Opened Application”.
4. Select one or some application forms from the list.
5. Click “Pre-Approved”.

10. Reverting Back Application Forms


1. Secretary can revert back one or some applications to that specific DEM who forwarded
the application.
2. Login to Web portal.
3. Click “Opened Application”.
4. Select one or some application forms from the list.
5. Type revert back comments (if any).
6. Click “Revert Back” button.

11. Creating Committees


1. Secretary can create committees and add/edit/delete members from them.
2. Login to Web portal.
3. Click “Pre-Approved” tab.
4. Click “Create New Committee” button.
5. Provide necessary committee information.
6. Click “Add Members” to add committee members.
7. Select one or some members for that committee.
8. Click “Add” button.
9. In case if a user wants to remove one or some already selected committee members,
select committee member(s) and click “Remove” button.

12. Assigning Applications to a Committee


1. Login to Web portal.
2. Click “Pre-Approved” tab.
3. Select one or some applications.
4. Select a specific committee from Available Committees list.
5. Click “Assign to Committee” button.

13. Taking Individual Decisions on Applications by


Committee Members
Secretary Committee Member can take decision against the applications of any assigned
committee from Web portal.
can take final decision for each and every application in the presence of all committee members.
1. Login to Web portal.
2. Click “Committees” tab.
3. Open the details of a specific committee.
4. Take decisions on behalf of all committee members for each and every application and
give appropriate comments where required.

14. Taking Final Decision on a Bunch of Applications


Secretary Committee Coordinator can take final decision for each and every application in the
presence of all committee members.

1. Login to Web portal.


2. Click “Committees” tab.
3. Open the details of a specific committee.
4. Take decisions on behalf of all committee members for each and every application.

15. Attaching the Signedatures of Committee Members


After Documents After Final Decision
Committee status will be “Closed” after taking final decision by Committee Coordinator. Now
Committee Coordinator can take sign on required reports/Documents/Certificates by required
persons and then upload them into application for referring them in future. Coordinator can do
above mentioned tasks by action buttons which is appeared on the top bar in committee details
page.

1. Login to Web portal.


2. Click “Committees” tab.
3. Open the details of a specific committee.
4. Open required PDF form. Scanned document can be attached either to “‫ المرفقـــات‬PDF
form” or any approved application PDF form.
5. Click the “Attachments” button (with a paper clip picture shown) in the left bottom of the
form and attach scanned documents.
6. Save PDF form.
7. For Uploading saved “‫ المرفقـــات‬PDF form”, use button ‫ تحميل الملف‬from top bar. And for
saved application PDF form, use icon which is appeared against each approved
application.

Login to ALC workspace.


1. Click “To Do”.
2. Click on specific process card to open its signatures sheet.
3. Take print out of that sheet.
4. Get all the required signatures.

16. Committee Reports or Documents


HAAS Application has following list of committee related reports which can be accessed from the
top bar in “Committee Details” page.

i. (‫ )كشف بأسماء المواطنين الذين تمت الموافقة على تمليكهم المساكن الحكومية‬Signature Sheet.
ii. (‫ )الطلبات المعتمدة من قبل اللجنة‬Committee Certificate with list of approved applications.
iii. (‫ )كشف بأسماء المنتفعين من المساكن الحكومية‬Committee Members Decisions Sheet.

17. Taking Print Out of Certificates with Minister’s


SignatureAttaching Signed Application’s Certificates
Signed Certificate can be attached either from “Committee Details” page by Committee
Coordinator (stated earlier) or from “Approved Applications” page which is available for Secretary,
Committee Coordinator and Minister.

1. Login to Web portal.


2. Click “Approved Applications” tab.
3. Open certificate by using icon, take printout, get it signed and save signed scanned
copy.
4. Open Application PDF form.
5. Click the “Attachments” button (with a paper clip picture shown) in the left bottom of the
form and attach scanned copy.
6. Save Application PDF form.
7. Upload saved application PDF form by icon.
1. Login to ALC workspace.
2. Click “To Do”.
3. Click the appropriate process card.
4. Take print out of that process card form.
5. Get Minister’s signature on the print out.
6. Scan the document.
7. Attach the scanned copy with the form.
8. Click “Complete” button to complete the process.

18. Searching for CertificatesApplication Reports


HAAS Application has following list of Reports which can be accessed from top bar of search
criteria in “(‫ )الطلبات‬Applications” page.

i. Login to Web portal.( ‫ )مراجعة الطلبات‬Audit Report.


ii. Click “Approved Applications” tab( ‫ )قائمة بالمستفيدين حسب المارة والمنطقة‬List of
Beneficiaries by Emirate and Area.
iii. Search for approved applications( ‫ )قائمة بالمستفيدين حسب المارة وسنة النتفاع‬List of
Beneficiaries by Emirate and Year.
iv. Click the PDF link of a specific application( ‫قائمة بالمستفيدين حسب المارة والحالة‬
‫ )الجتماعية‬List of Beneficiaries by Emirate and Social status.
v. “‫”عدد الطلبات التي قام الباحث الميداني بادخالها‬. Number of Applications filled by Surveyor.
vi. “‫ ”قائمة الطلبات التي تمت مراجعتها‬List of applications reviewed by logged in DEM. This
report is available only for DEMs.

Application reports can be filtered by using given search panel.

1. Enter required search criteria.


2. Click on “(‫ )بحث‬Search" button.
3. Click on required report’s button.

19. Defining HAAS Application Users


HAAS application has following Roles.

i. Secretary.
ii. DEM.
iii. Committee Coordinator.
iv. Committee Members
v. Minister.
vi. Viewer

Administrator (Secretary) of HAAS application can define users of any Role.

1. Login to Web portal.


2. Click “Users” tab.
3. Click on for editing current user or click on “(‫)إضافة‬Add New” button for defining new
user.
4. Enter user details and select appropriate role.
5. Click on “(‫)حفظ‬Save” button.
